The 69th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Joseph E. Ward, former District Manager, Denver Office, Coal Division, Joy Manufacturing Co. and now retired. Mr. Ward, after reading a brief biography of President O. F. "Os" Lewis, introduced him to the assembly. Biographical sketch read as follows: Mr. Lewis is President, General Manager, and a Director of Colowyo Coal Company. "Os" was born in Reno, Nevada. He attended the University of Utah at Salt Lake City, Utah, and later the Denver University in Denver, Colorado. His career in the Western Coal Industry started back in 1923 when he was employed by the Central Coal and Coke Company of Salt Lake City, Utah, as a clerk, then chief clerk and as a traveling sales representative for a period of 13 years. Later, in 1936, when that company was acquired by an affiliated company of Harris Coal Company, he was transferred to Denver as Assistant Sales Manager, Purchasing Agent and later as Executive Assistant to the President.

At the Annual Meeting of the RMCMI Board of Directors held June 29, 1985, the following amendments to the corporation bylaws Article III were made: Section 2. Advisory Board. There shall be an Advisory Board of Directors which shall be com- posed of all former presidents of the corporation and of the unincorporated association, also known as The Rocky Mountain Coal Mining Institute, of which the corporation is the successor. The Advisory Board shall periodically review the philosophy and policies of the corporation and make recommendations concerning the same to the Board of Directors. The Advisory Board shall hold an annual meeting at the same place as and immediately pre- ceding the annual meeting of the members in each year and written notice stating the place, day, and hour of the meeting shall be given or mailed to each member of the Advisory Board at least thirty days prior to the date fixed for such annual meeting. The annual meeting of the Advisory Board shall be for the purpose of electing a chairman from among its members and the person so elected chairman shall also serve as a member of the Board of Directors of the corporation. The Advisory Board shall meet at such other times and conduct its affairs in such a manner as it shall determine from time to time by resolution. Section 4. Regular Meetings. A regular meeting of the Board of Directors shall be held immediately following the annual meeting of the members, at the site of the annual meeting of the members, the day and time to be fixed by the Board of Directors at its annual meeting immediately pre- ceding the annual meeting of the members in each year, without the necessity of any other or advance notice. Such regular meeting of the Board of Directors shall be for the purpose of considering committee appointments, and for the transaction of such other business as may come before the meeting. A regular meeting of the Board of Directors shall also be held in the Fall of each year following the annual meeting of the members and written notice stating the place day and hour of the meeting shall be given or mailed each member of the Board of Directors at least thirty days prior to the date fixed for such regular meeting. Such Fall regular meeting of the Board of Directors shall be for the purpose of receiving the treasurer's annual financial report of the previous fiscal year as reviewed and approved by the auditor, to take action on the budget, and for the transaction of such other business as may come before the meeting. Section 8. Standing Committees. The Board of Directors may create by resolution adopted by a majority of the entire Board of Directors, a Bylaws and Resolutions Committee, a Nominating Committee, a Finance Committee, and one or more other committees each of which shall consist of two or more directors and which shall have and may exercise such authority in the management of the corporation as shall be provided in such resolution or in these bylaws. Section 9. Ad Hoc committees. The Board of Directors from time to time may by resolution create a Membership Committee, a Scholarship Committee, an Education Committee, various convention committees, and one or more other committees each of which shall consist of members of the corporation and which shall have and may exercise such authority, other than in connection with the management of the corporation, as the Board of Directors may determine. MINUTES of the Rocky Mountain Coal Mining Institute 81 st Member Annual Business Meeting July 2, 1985 The 81st Annual Business Meeting of the mem¬bers of The Rocky Mountain Coal Mining Institute was called to order by the president, Charles W. Margolf at 1:35 p.m. Tuesday, July 2, 1985 in the Windom Peak Room of the Tamarron Resort near Durango, Colorado. Thirty members were present and a quorum was established. It was moved by Bill Balaz, seconded and car¬ried to dispense with the reading of the minutes as these were published on pages 67 thru 77 of the 1984 issue of the Proceedings. The chair called for reports of the various com¬mittees and these reports will be placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported that the Board of Directors had adopted changes to Article III, Sections 2, 4, 8 and 9 calling for clarification of Ad Hoc and Standing Committees as well as setting forth a purpose for the Advisory Board meetings and stating a time for an annual meeting. The coal producers of the Rocky Mountain states have led in one of America's true industry revolutions - the leaps in productivity and competitiveness that deliver coal-fired electric power to the U.S. economy at prices that are the competitive envy of the world. You are a primary reason the average price of industrial power in the U.S. - the power that creates and upholds jobs - is: ? 10 percent below the French average, where nuclear power is dominant; ? 37 percent below the average for industrialized Europe; ? 49 percent below the German average, where subsidized coal and nuclear rule; ? And 73 percent below the Japanese average where nuclear and liquified natural gas dominate. There are interests ambitious to change all of that; and they will be a subject of my remarks, some by name, rank, and affiliation. Coal-fired power plants in the Rocky Mountain states deliver some of America's lowest cost electricity; and America's coal-fired plants deliver some of the world's lowest cost electricity. Represented here in one room are producers from states that deliver more than 40 percent of America's coal and five of her top 10 producing states. You are cornerstones of America's economic strength and future growth. The theme for this meeting is "The Many Partnerships of Coal;" and, in this keynote, I'd like to offer a variation on the theme. I'd like to discuss a determined partnership that is dedicated to overturning everything you have accomplished, plus the structure of our society - very dedicated, very patient, very determined. This partnership masks itself as being in the public interest but behind the mask a political alliance of three distinct private interests can be seen: ? One is ambitious for economic reward as a right and without the trouble of effort; ? One is ambitious for economic advantage in trade without the trouble of competing; ? And one is ambitious for the power to govern people without the trouble of winning consent in elections - to change the way other people choose to live in accord with their own passionately held beliefs. The international agreement on climate is being used as an artifice to advance these interests, and the interests are making the United Nations a mechanism for achieving those objectives - for turning the screw, so to speak. The President that Americans elect this year soon will come under intense pressure from these partners to: ? First, quickly adopt policies that will raise U.S. energy prices and restrict use under the climate agreement; ? And in 1998 - if they follow their own published plans - to begin the subordination of the independence of the United States to a collective sovereignty in economic, political, legal and other matters. The Worldwatch Institute inaugurated this pressure last year with a policy monograph entitled Partnership for the Planet: An Environmental Agenda for the United Nations. This is but one indicator of the situation I ask you to consider. The pressure will increase after the election. Worldwatch is one of those intellect-oriented "public interest" groups whose work often leads to policy proposals and debate. Worldwatch gets money from the U.N. Population Fund and the MacArthur Foundation among others. And so my remarks require wading waist deep into one of the more sporting current propositions of American public policy - discussion of ambitions for and within the United Nations to achieve that which the ambitious call global governance. The Morning Session of the Forty-Eighth Meeting of the Rocky Mountain Coal Mining Institute convened in the Little Theater of the Broadmoor Hotel, Colorado Springs, Colorado, at 9:30 a.m., June 4, 1952, Albert M. Keenan, Chairman, presiding. CHAIRMAN KEENAN: Ladies and Gentlemen, here we have our third and final clay of our program, and I wish to take this opportunity to thank all of you for your attendance, both in the past meetings and this one this morning... I am particularly delighted to see that we are all here this morning after the very enjoyable banquet last night. It is a little difficult to get people gathered up after such an occasion.

Beyond doubt it is practically impossible to eliminate all chances of accidents from falls. Mother Earth is not going to give up her treasures without some sacrificing on our part. This particular question ranks among the important subjects connected with coal-mining, and has been given less attention as a factor of life- and limb-destroyer than any other cause. The single fatalities which happen create very little attention; nevertheless, when counted up at the end of the year, they outnumber the unfortunate ones that are mowed down by the wholesale by mine explosions. Fire-damp and coal dust were often considered the greatest evils in coal-mining. All records, however, prove this conclusion to be wrong. The second annual report of the Bureau of Mines gives the loss of life caused by falls of coal and roof in 1910 as 1,310, and in 1911 as 1,321. The reports of Pennsylvania mine inspectors for a period of thirty-three years show that 59.38 per cent of all the accidents underground were caused by falls of roof and coal. Also, the Bureau of Mines shows in its last issue on fatalities that accidents from fall of roof and coal killed more men than any other two causes combined, and that they account for more than half of the deaths under- ground. It seems we are getting too accustomed, taking too many things for granted, running too many risks, trusting too much for the best, and preparing too little for the worst. We must remove the cause; then the effects will cease. However, I can see that a better day is here. The main damaging factors underground are falls of roof and sides. A bad roof is tender and lacks the adhesive qualities to sustain its own weight over comparatively small areas. A roof of any character which is frequently penetrated by well-defined slips and cleats, is characterized as a treacherous roof. The carelessness of men has been one of the main causes of most of the accidents in mining as well as in any other industries. Three Grades of Miners Miners can be classified into three distinct grades, to-wit: the experienced and careful, the experienced and reckless, and the inexperienced. The accidents which the first class usually meet with occur through the carelessness of their co-workers, as well as through accidents which are termed unforeseen, such as falling roof between timbers, and between the timbers and the face of the coal. This may have 'previously given evidence of being absolutely sound and safe, but be released by invisible slips or by sudden outburst of occluded gases in large quantities, as we term big blowers or feeders,

At 5:30 p.m. a social hour was held for all RMCMI registrants on the lawn area south of the Gondola Lift House. This was followed by a western steak fry and dancing to the country western band, "The Cat's Night Out". MORNING SESSION Tuesday, June 29,1982 RMCMI golfers came out in force for a shot-gun start of the Championship Golf Tournament at Vail Municipal Golf Course which began its first session at 7:30 a.m. followed by a second at 1:15 p.m. The tournament was headed by William Carpender, chairman and his committee members Gary Bennewitz, Jr. and Gene Christmann. RMCMI members were treated to early morning rolls and coffee in the Conference Center preceding a showing of the RMCMI slide/tape program on enhancing the image of coal mining, by telling the story of the Institute. Following this, the meeting was called to order by President McKeever at 8:30 a.m. when he introduced Mr. Carl Terzian who presented a workshop entitled "Sure You Have an Image - But What Kind?". MR. McKEEVER: Good morning Carl. I see you're ready to address this bright and busy tail audience. One of the things that I really want to point out this morning and I knew we would have a second chance with Carl Terzian but Carl is someone that will leave a good lasting impression on you and what he will hopefully be talking about, as I remember, is that what he's saying here can be used personally, or for company, or for the Institute, or anything else on image. Carl is Chairman of the Board of Carl Terzian Associates. He is a prominent author, lecturer and consultant. He is headquartered in Los Angeles and he's nationally known: governmental affairs, man¬agerial development and executive speech training and has served nearly four hundred clients since 1969. Each year he travels nearly 300,000 miles to address conventions, conferences and sales and management meetings as a motivational speaker. Carl has been speaking professionally for more than twenty-five years. He was graduate magna cum laude 1957 from the University of Southern California where he was elected Phi Beta Kappa and student body president. He later served as State Department goodwill ambassador for President Eisenhower; public relations director for Lutheran Hospital Society of Southern California; dean and professor of political science and speech at Woodbury University and public affairs director for architect Charles Luckman. He has been honored for his civic and philanthropic and professional accomplishments by the Congress and State Department, California Assembly and Senate, City and County of Los Angeles, Her Majesty the Queen of England, and six times by the Freedom Foundation of Valley Forge. Carl, welcome to our Coal Mining Institute and it's been kind of a historical situation on Tuesday morning that we will probably have people straggling in after that wonderful steak fry that we had last night. President Zakotnik opened the final session of the Institute at 9:30 a.m. Kenneth R. Herrmann of the Resolutions Committee presented the following resolutions to the group for their approval: RESOLVED: That the members of the Rocky Mountain Coal Mining Institute, in convention assembled, hereby ratify and confirm all official actions of the officers, the executive committee and other committees of the Institute between July 4, 1962, and the present time.

The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during the 83rd Regular Meeting of the Institute was called to order by the president, Bernard Bernstrom at 2:50 p.m. Tuesday, June 30, 1987 in the Janss Auditorium of the Snowmass Conference Center in Snowmass Village, Colorado. Thirty-one were present and a quorum was established. The president outlined the purpose of the meeting was to inform the members of the status of the affairs and activities of the corporation during the preceding year. It was moved by Leon Jeannot, seconded and carried to approve the minutes as published in the 1986 Proceedings. The chair called for reports of the various committees and these reports will by placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted three resolutions: (1) Noting the passing of members since the last convention-Benton Boyd, E. A. Hare, E. S. Moran, Jr. and Edward Prostel. (2) Of appreciation to the Executive Secretary, officers, chairman, Diamond Jubilee chairman and committees and convention committees for an outstanding job in preparing for the 83rd Regular Meeting of the Institute. (3) To recommend to all RMCMI members that, on an individual basis, they each oppose replacing coal fired generation with natural gas generation. Membership. Chairman Leon Jeannot reported that at the beginning of the 1986 fiscal year, there were 881 active or dues-paying members. During the year, 219 members were dropped for a variety of reasons such as non-payment of dues, transfer, employed elsewhere, change of address. Ninety-six new members have been recruited for an active total of 758. In addition there are 55 Life Members, 20 senior members, six scholarship winners and seven supporters for a net total of 846. The budget of RMCMI calls for 1,000 active members and we must address and plan for those short-term prospects as they will certainly impact our membership. A full report is on file in the RMCMI office. Patrons of the Institute. Chairman Ira McKeever reported that only 59 Patrons renewed their support during 1986-87. Program. Chairman Bill Balaz announced that the convention program theme "This is OUR Life", as presented in "Past", "Present" and "Future" segments was very well received. He called for additional helpers another year and suggested that next year's program format be changed to a hard hitting one. Publicity. Chairman Tom Egan reported that of the three newsletters sent members during the year, that the most effective one was the newspaper format one and recommended its use next year. RMCMI hired Bob Jacob who heads his own public relations firm to solicit advertising for the Proceedings on a contract/ commission basis. He attended the convention for this purpose and to solicit business card ads. A full report is on file in the RMCMI office. Scholarship. Chairman Keith McGinnis reported that five of the six scholarship recipients were present at the convention. Each was introduced to the membership at the Tuesday morning Scholarship Breakfast, presented a plaque and responded. The input from each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. The selection process started in March and was completed in May, except for one university which had difficulty in providing a candidate. It is suggested that the initial contact with the institutions be made in December and completed by April 1. This year, for the first time, three of the six universities were visited for the purpose of interviewing the candidates. They were Colorado, Utah and Wyoming. A very positive feedback was received from these schools and it is recommended that the practice continue. CONVENTION COMMITTEES Convention Arrangements. Doris Finnie presented the following report: As a professional meeting planner, this Diamond Jubilee convention was indeed a great challenge. One meal was added to the package and thus increased the individual cost. Snowmass Resort Association is unique in that they utilize a conference coordinator who acts as the middle man between myself and the usual persons we deal with, like AV personnel, the chef, the banquet director, the steak fry personnel, the Sunday tour etc. so the office had to become creative. For instance, we learned early on we could not deal with the local florists. It cost us lots less to buy our flowers wholesale in Denver, have my husband drive them up and our West Virginia daughter to arrange them! But, finally her floral arrangement class at CSU paid off! This was truly a Finnie family orchestrated convention. Our Lakewood daughter acted as Scholar-
