This report is the fourth in a series concerning the Bureau of Mines program for microfilming maps of abandoned mines in the Pennsylvania anthracite region; a catalog of the microfilmed maps of 70 mines in the Western Middle field is presented. Previous reports were catalogs of microfilmed maps of mines in the Eastern Middle field and in the Wyoming and Lackawanna Basins of the Northern anthracite field. Additional catalogs will be published as the microfilming of significant mining areas is completed.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Dielectric constants and dissipation factors were measured for six rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Results for both dry and moist specimens are presented and compared with data reported by others. Loss factors calculated from the data presented are important to the Bureau's study of rock fragmentation by means of dielectric heating.

"The U.S. Bureau of Mines (USBM) established on August 15, 1983, a Generic Mineral Technology Center (GTC) for Respirable Duet within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University (PSU) and West Virginia University (WVU) in association with participating MRIs at Massachusetts Institute of Technology (MIT) and the University of Minnesota (UMN). The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through researching and advancing the fundamental understanding of all aspects of respirable duet associated with mining and milling and the interaction of dust and lungs. Other Center activities include the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications in the respirable dust area.Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of mines according to the best recommended practices, (3) interaction of dust and lung control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration.The stated objective of the Federal Mine Safety and Health laws is to ""... permit each miner the opportunity to work underground during the period of his entire adult working life with-out incurring any disability from pneumoconiosis or any other occupation-related disease ....""Significant progress has been made in lowering the dust levels in mines since the inception of the Bureau's respirable dust research program. It is generally agreed that mines are less dusty today than they were a decade ago. However, the most serious hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found."

"INTRODUCTION Because of its interest in accident prevention, the Federal Bureau of Mines has cooperated with city officials and utilities in investigating the causes of explosions in sewers, manholes, and other underground spaces and has aided in the development of means to prevent such explosions. For several years this Bureau has cooperated with the Boston Edison Co. and the Boston Consolidated Gas Co. of Boston, Mass.,for the purpose of detecting and eliminating combustible and physiologically harmful gases in manholes in Boston and vicinity.These investigations 5/ have shown that combustible gases from the usual sources — leakage from gas—distributing systems and underground tanks and gasoline wastes — can be located and the dangerous conditions remedied by a well—planned, adequately supervised, systematic, and continuous manhole survey. However, other types of gas contamination, termed ""soil"" gases, are present in manholes at times and are more difficult to eliminate because they have no fixed origin and because seasonal and barometric chances affect their production and passage into the manhole. Soil gases usually are abnormally high in carbon dioxide and low in oxygen and contain varying amounts of methane. They are especially dangerous to men entering manholes because they lack sufficient oxygen to support life."

As a part of our study of how coal mine dusts injure the lung we have studied the effects of dusts and dust-exposed pulmonary alveolar macrophages (PAMs) on the growth of lung fibroblasts (LF). Fibroblasts were cultured near confluence in low-serum medium, either alone or in the presence of dusts, dusts plus PAMs, dust leachates or superriatants of dust-exposed PAM cultures. We report here provisional conclusions, based on initial observations. Rat LF were relatively unresponsive to direct effects of dusts, showing weak stimulation in only a few cultures, and there was no evidence that dust-exposed rat PAMs had released any growth-regulatory products. In contrast, guinea pig cells were more responsive to the dusts. The pattern of responses was quite complex. Three of the dusts stimulated LF directly (with no mediation by PAMs). Two dusts were essentially inert when added directly to fibroblast cultures, either with or without PAMs, but their leachates were active: 867 leachate was inhibitory and RF leachate was stimulatory. Dust 1361, either directly in the cultures or as an aqueous leachate, was stimulatory, and it activated cocultured PAMs to stimulate LF growth; however, supernatant products of 1361-stimulated PAMs were inhibitory. Direct exposure to 1192 stimulated LF, but its leachate was inert; cocultured PAMs exposed to 1192 had weak stimulatory effects, but supernatants of 1192-exposed PAMs were mildly inhibitory. MP3-3 had effects similar to 1192, except that the cocultured, dust-exposed PAMs had no effect on growth. We conclude 1) that guinea pig lung cells are more responsive to dusts than are rat lung cells, 2) that dusts can influence growth of LF by four kinds of interaction (by direct dust-cell interaction, by release of soluble dust components into the culture medium, by activating P AMs to exert direct cell-cell interactions, and by activating P AMs to release growth regulatory products into the culture medium), 3) that each kind of interaction may be neutral, inhibitory or stimulatory, depending on the dust tested, 4) that four of the dusts tested were neutral, inhibitory or stimulatory, depending on the assay (the fifth <lust was either neutral or stimulatory), and 5) that the effects of soluble mediators (leachates or products of activated PAMs) frequently did not correspond with the direct dust-cell or PAM-fibroblast effects. These results suggest that the nature of the dust-lung interaction at the level of cells and molecules is exceedingly complex. These observations need to be confirmed and extended to determine what characteristics of the dusts determine the nature of the cellular responses, and to determine which patterns of responses are detrimental and which are beneficial in the overall health of the dust-exposed lung.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing and grinding methods, and costs, at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The, cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the methods employed by the Evans Pipe Co., Uhrichsville, Tuscarawas County, Ohio. In the early nineties it was observed by several European investigators and by C. S. Rice4 that an explosion could be checked and would not propagate in the parts of a mine where shale or other inert dust was present in large amounts.5 After the disastrous Courrieres explosion in France that killed 1,100 men, coal-dust explosion tests were made in France in 1907 and in Great Britain in 1908 which resulted in the conclusion that if enough incombustible dust were properly spread throughout passageways charged with coal-dust, the propagation of an explosion by the coal-dust could be prevented. In 1908 the Federal government authorized the investigation of the causes of mine explosions and of possible methods of preventing them, with the result that during 1911 the United States Bureau of Mines, after making several tests, suggested that rock-dust be used in gassy or dusty bituminous coal mines. Since that time, experiments and investigations6 have proved conclusively that widespread explosions can be prevented in coal mines by efficient rook-dusting.

Low- and high-temperature reduction techniques were employed by the Bureau of Mines in study of conditions favorable to the formation of massive titanium crystals. &apos;1,1,2 low-temperature method, feeding molten sodium to solidified titanium lower chloride-sodium chloride, produced higher quality and high quantity crystalline metal. The percentage of crystalline titanium was increased with increasing reactor diameter, melt depth, and titanium dichloride concentration. The high-temperature technique, feed molten sodium to melts above 8000 C, producing needle-type crystals of lower quality and with less consistent results than the low-temperature method. Layers of titanium foil, sponge, fine needles, wool, and crusts of sin-tered granules were formed during the earl, -art of the low-temperature reduction, and massive crystals were produced beneath this barrier in the latter part of the reduction. Crystalline titanium having an average hardness of Bhn 76 and representing 58 percent of the total titanium was obtained. Lamellar crystals up to 1 1/2 inches long with a hardness as low as Bhn 54 were also produced. A second-stage reduction for reclaiming titanium from offgrade sponge is described. Titanium produced by this method was comparable in quality to that from sodium reduction of titanium tetrachloride.

Alkalized alumina (an active form of sodium aluminate) has been considered as a sorbent for the removal of sulfur dioxide from industrial flue gases. Four rate equations, each based on a different mechanism, were compared with the results of thin-bed sorption tests. It was found that each equation agreed with the experimental results, within experimental variance, over most of the range of sorption studied. First-order rate equations were generally satisfactory in explaining both sorption and regeneration. It is concluded that the equations developed are adequate for the design of commercial fluidized beds for the sorption of SO2 from industrial flue gases and regeneration of the alkalized alumina.

"The agglomerating index of coal is an index based upon the nature of the coke residue left when the standard volatile-matter determination of the well-known proximate analysis is made. In this determination a small amount of coal is heated in a container to about 950° C. (1,742° F.), at which temperature the volatile matter is driven off, leaving a coke formation. The coke residues for various coals are quite different in physical structure: and, for some time past, work has been done on studies of the nature of these residues in connection with the coking of coal. In 1934 Gilmore, Connell, and Nicolls proposed use of the agglomerating index for indicating the dividing line between noncaking coals and those having weakly caking properties. 4/ Its use was adopted in the standard classification of coals by rank as a requisite physical property index to differentiate semianthracite from low-volatile bituminous coal and also high-volatile ""C"" bituminous from subbituminous ""A"" coal, as shown in table 1, the standard coal classification adopted by the American Society for Testing Materials and the American Standards Association. 5./In studying the agglomerating properties of coals based on the coke residue the Bureau of Mines has adopted the notation given in table 2. Coals that in the volatile-matter determination give a coke residue either in the form of an agglomerate button that will support a 500-gram weight without pulverizing or a button that shows swelling or cell structure are considered to be agglomerating."

S02 reduction with CO was studied in an integral flow reactor at a nominal flow of 0.5 liter per minute. Reactant gas contained 3 percent SO2, 6 percent CO, and the balance He. SO2 conversion was determined for three different types of catalysts. The first consisted of 16 commercial catalysts used for various chemical syntheses. Only the commercial catalysts which contained transition metals in alumina removed more than 30 percent 80a at temperatures below 510° C. Two other types of catalysts were prepared in the laboratory either by pelletizing equal amounts of powdered alumina and transition metal oxides or by impregnating commercial alumina tablets with transition metal ions. Regardless of preparation techniques, Cr and Fe in alumina were the two best catalysts. The observed results suggest that an intermediate (SCO) is formed by the interaction of surface metal sulfides and carbonyls. Alumina then catalyzes the interaction of SCO with S02 to form the end products (sulfur and carbon dioxide). Over 80 percent S02 was removed at 460° C with 2 grams alumina impregnated with 2.5 percent iron.

In 1987, the Bureau of Mines initiated a mineral assessment of the 5.7 million-acre Valdez Creek Mining District (VCMD). Following a literature search and interviews with persons knowledgeable about deposits within the district, limited on-site field visits were made to various deposits. Present within the district are the industrial minerals limestone, argillite, granite, basalt, perlite, zeolite, and sand and gravel. At least six limestone deposits of potentially economic size and grade are known to exist within the district. Adjacent to the Parks Highway and marginal to the district, a limestone deposit is currently being mined as a source of agricultural lime. A perlite occurrence near Yacko Creek was evaluated but proved not to be of industrial grade. The sand-and-gravel resources of the district are vast, but high silt content renders many of the glacial deposits unsuitable for use in construction applications.

Both immediate and long-range economic factors are associated with blending anthrafines to produce metallurgical cokes, and they warrant careful consideration of the technology of carbonization of blends containing significant proportions of inert substances in general and anthrafines in particular. This situation has resulted in numerous publications dealing with various phases of the overall problem, particular emphasis being placed on the effects of inert substances on the yields and quality of cokes produced. Because relatively little attention has been given to the expansion behavior of coal blends containing inert substances, an investigation of this problem was undertaken using the Bureau of Mines sole-heated oven. Since experiments in the sole-heated oven do not measure wall pressures directly, a new method of interpretation of sole-heated oven data, which permits estimates of wall pressures, has been proposed.

Thermodynamic calculations indicate that an electrochemical cell might serve as an analytical device for determining the composition of high-purity metals. An equation, readily derived, for the cell voltage, E, is as follows: [E I RT In F NFe unknown sample T of L NFe standard] The cell, however, must come to equilibrium, must be reversible, and must have no thermal effects or complicating side reactions whose magnitude is indeterminable. This Bureau of Mines investigation explores the feasibility of an electrochemical technique for the analysis of high-purity iron. Experiments were conducted using room-temperature aqueous cells and high-temperature molten salt cells. The room-temperature cells proved to be irreversible. The high-temperature cells utilizing FeCl2 and a eutectic mixture of KC1-LiCl were reversible, but did not attain a constant voltage necessary for analytical considerations.

The U.S. Bureau of Mines has been investigating methods and technology that may improve safety and production when applied to existing mining machines. Toward those goals, the Bureau has developed navigation systems that provide machine positional information while in the production area. This research has been limited in the past because the Bureau had only one type of mining machine to do experiments. Addressing this problem, the Bureau, along with Carnegie Mellon University, has developed a generic vehicle emulator, in the form of a wheeled vehicle with an onboard computer, known as the Locomotion Emulator, that provides a software-selectable vehicle emulation package. Preliminary testing by the Bureau has shown that the emulator can accurately imitate the maneuvers of the software selected vehicle type. Now the Bureau can test their navigation systems on different vehicle types without having to procure each of the vehicles. This report completely describes the emulator as well as all the modes in which it can be operated.

This Bureau of Mines report presents a statistical study of the repeat abilities of coal-plasticity parameters obtained in the tests with the Gieseler plastometer and the Audibert-Arnu and Hoffmann dilatometers. Repeatability is expressed in terms of one or two standard deviations for the differences between duplicates. The statistical method employed here is summarized. Results are tabulated for the temperature and nontemperature parameters of the three tests.
