This Bureau of Mines publication identifies the significant environmental issues associated with the potential development of strategic and critical minerals in the Stillwater Complex, MT. The Stillwater Complex contains deposits of Cr, platinum-group metals (PGM), and Ni. Issues that must be addressed prior to minerals development include the effects mining, milling, and smelting will have on the land, water, and air, and methods of minimizing the environmental impacts.

The Bureau of Mines, as part of its designated duty of investigating the causes of mine accidents, is conducting at its experiment station in Pittsburgh, Pa., a study of mine gases. Some of the work already done in connection with this study is outlined below. A large number of mine-gas samples have been collected under normal conditions in returns and in splits, and at other points in the ventilating current, also at the face, in the goave or gob, in unventilated places, and wherever the air was still. Samples have also been obtained under abnormal conditions, as after explosions and while mine fires were in progress, or from sealed areas behind stoppings and darns where the air had been stagnant for some time. Chemical changes in the composition of mine atmospheres during mine fires have been studied," and conditions peculiar to certain mines have been investigated. The question of the effect of a change in atmospheric pressure on the escape of gas (methane) in coal mines has been studied. Explosives have been fired in both coal and metal mines, and samples of resulting gases have been collected to ascertain the degree to which these gases vitiate the air. A series of samples in mines where gasoline locomotives were being used have been examined in order to ascertain the degree to which the exhaust gases from such locomotives foul the mine air. Experiments have also been performed in regard to the relative effect of carbon monoxide b upon men and small animals. A preliminary report relating to the inflammable gases in mine air has been published. Full reports of the results of the investigations outlined above will be published as soon as all the necessary data have been gathered. The first part of this report deals with the methods used by the bureau in the collection and examination of the various mine gases; the latter part discusses the bureau's methods of sampling and examining natural gas.

Oxygen breathing apparatus for use in mines was introduced to the United States in 1907. Despite their intended purpose of safeguarding lives, the apparatus led to the deaths of many men because of inherent or developed defects in the equipment, lack of training,, physical shortcomings of wearers, and improper procedures. The Bureau of Mines pioneered in research and training to curb logs of life among users of such apparatus and promoted development of safer equipment and procedures. As a consequence, deaths have been far less frequent. In 1944 the Bureau issued Information Circular 7279, Loss of Life Among Wearers of Oxygen Breathing Apparatus. That publication listed the case histories of 26 deaths that had occurred since the introduction of such equipment to American mining. The author, the late G. W. Grove,3/ asserted that further loss of life could be avoided if good equipment were used, teams were properly trained, and the basic principles of safe procedure were followed. This publication is a sequel to I.C. 7279 and contains information on eight deaths among wearers of oxygen breathing apparatus that were overlooked in the original compilation. It also describes the single death that occurred since I.C. 7279 was published.

"Recently4/ it was shown that the total energy method5/ of spectrochemical analysis is suitable for the quantitative estimation of many of the elements of which ores are composed. It was shown how this method can be applied to the determination of germanium, tin, and lead. Continuing this work, the present report deals with analyses for beryllium, zinc, cadmium, and indium.There are three basic problems in these investigations. The first is to study the influence of those elements that make up the greater part of an ore sample on the spectral-line intensities of the elements for which analyses are being made, the latter generally being the minor constituents. The second is to develop proper methods for the preparation of standard spectrographic curves. Finally, we are concerned with improvement in equipment and procedure, so that greater accuracy can be achieved.As discussed previously, it is better to study as groups those elements that belong to the same group in the periodic table because their spectra are similar. Beryllium, zinc, and cadmium are thus related. Indium was included in this work because it is associated with zinc and cadmium in zinc ores.The authors wish to acknowledge the valuable assistance of the staff of the Bureau of Mines Analytical Laboratory who made the chemical analyses and supplied the ore samples used in this work.A brief description of the procedures followed in making the standard curves and analyses is given below; a detailed discussion will be found in an earlier paper.6/Basically, the procedure for determining a standard curve consists of two parts: (1) Choosing a suitable line in the spectrum of the element to be determined and (2) determining the variation in the intensity of this line with the amount of the element burned in the arc."

Pneumatic conveying of coal underground is not widely used in the United States, although it is becoming increasingly popular in Great Britain, the Federal Republic of Germany, and South Africa. The question of safety has been raised repeatedly: Will the system be prone to dust or gas explosions, and, if so, can it withstand such occurrences safely? The work reported here was done under a Bureau of Mines contract and deals with the safety aspects of pneumatic transport of underground coal, as well as the hazards inherent in more conventional haulage systems. Included are three designs for different applications of pneumatic haulage: off-loading a continuous-mining machine on a room- and-pillar section, vertical hoisting through a 1,200-ft shaft, and off-loading a tunnel-boring machine driving a 2,000-ft tunnel.

The major industrial uses of char or semicoke produced by low-temperature carbonization of coal4/ are as fuel for generating electric power, for blending with metallurgical coking coal as a substitute for low-volatile coals, and for gasification to produce synthesis gas for chemical purposes. This paper discusses various methods for carbonizing coal, emphasizing processing of the noncoking coals to produce char for thermal power-plant fuel and for blending with metallurgical coking coals and tar for chemical use. Low-temperature carbonization is a relatively simple processing step involving heating coal to about 900° to 1,200° F. to decompose the coal into 4 main products: (1) Semicoke or char; (2) complex, partly oxygenated liquid hydrocarbons or tar; (3) fixed gases; and (4) water. If the coal is heated rapidly under conditions that prevent decomposition of the primary products, 68 to 87 percent of the net heat in the raw coal is left in the char and 10 to 23 percent of the potential heat appears in the primary tar. Fixed gases represent approximately 7 percent of the heat and approximately 2 percent is lost or dissipated in the reactions of decomposition. Considering the different ranks of coal in the United States, the yield of tar will vary from about 9 to 44 gallons per ton, therefore it is important that each coal be carefully considered if it is to be carbonized for industrial use.

The possible value of the red hematite iron ore of the southern Appalachian States, if some practicable method of concentrating it could be devised, has long been recognized. The ore is very low grade, and although in enormous quantities, particularly in the States of Alabama, Tennessee, and Georgia, is only at a few points rich enough to work, and even the best of it ranks among the lowest grade iron ores being mined in the United States. A cheap method of beneficiating this ore would make enormous quantities available and vastly increase the iron-ore resources of the country. However, this low-grade ore in effect constitutes a potential iron reserve, and as long as ample quantities of ore can be obtained elsewhere the question of its utilization does not demand immediate notice. Where these ores are in part of workable grade, however, a problem of more immediate importance arises which, from considerations of economy and prevention of waste in their mining, ought to be solved or, at least, attacked as quickly as possible. Where these ores are being worked they are usually intimately associated with lowergrade material that in mining is left behind. The difficulty and expense of going into ground broken by old workings makes the recovery of this lower-grade ore practically impossible and it is lost forever. Success in concentrating the red ores, therefore, would save material that is now being irretrievably lost. The successful largescale concentration of low-grade ore in the last few years on the Lake Superior iron ranges should encourage the attack of similar problems in the Birmingham district. While studying iron-mining methods in the United States for the Bureau of Mines, Dwight E. Woodbridge, consulting mining engineer of the bureau, was impressed with the importance of this problem, and believed it merited the attention of the bureau. Accordingly, Mr. Woodbridge had Mr. W. J. Penhallegon, general superintendent of ore mines and quarries of the Republic Iron & Steel Co., of Birmingham, send the author of this report five samples of the unworkable siliceous ores of the district. The results of concentration experiments with these ores made a more thorough 'and systematic investigation desirable. In consequence, the author subsequently collected samples in the district, and these became the basis of the experimental work described in this report. The results are published by the Bureau of Mines as a part of its efforts to increase efficiency in the utilization of mineral resources. The experiments were conducted in the geological laboratory of the Johns Hopkins University, Baltimore, Md., with the aid of Raymond Leibensperger, mining assistant. The chemical analyses were made by A. C. Fieldner, chemist, of the Bureau of Mines. The author wishes to express his appreciation of the courtesies extended to him by the mining companies of the district, and particularly to Mr. W. J. Penhallegon, of the Republic Iron & Steel Co. A process for recovering both iron and manganese from four manganiferous ores of the Cuyuna Range was evaluated. It comprised: (1) Low-temperature gaseous reduction to convert nonmagnetic iron minerals to magnetite and manganic minerals to manganous oxide, (2) acid leaching to extract manganese, and (3) magnetic separation to reclaim iron from the leach residue. Iron recoveries from the magnetic products ranged from 70 percent to 90 percent; manganese recoveries from leach filtrates ranged from 75 percent to 95 percent. Two ores, from the Hillcrest and South Alstead properties, yielded magnetic products considered adequate for use as blast furnace feed. Although good yields of manganese were attained on all ores, appreciable iron accompanied the manganese into solution. Previous work, however, has shown that this iron can be precipitated almost quantitatively under autoclave oxygen pressure with very little loss of manganese.

Ground control problems are an important factor affecting safety, production, and efficiency in underground coal mines. A major portion of ground control problems encountered in underground coal mines can be attributed to geologic features in the strata surrounding the extracted coal seam. The U.S. Bureau of Mines has compiled information from numerous sources on the geological features that contribute to ground control problems in underground coal mines. The compilation includes (1) sedimentary features such as paleochannels, crevasse splays, clastic dikes, mold-and-cast structures, concretions, and lithologic factors, and (2) structural features such as folds, fractures, joints, cleat, and faults. The compiled information will aid in identifying the features, predicting their occurrence in advance of mining, and controlling or minimizing roof failure when these features are encountered in an underground coal mine.

The U.S. Bureau of Mines is evaluating water spray additives for the purpose of improving respirable dust control during coal mining operations, with particular emphasis on the longwall shearer. Recent field tests of surfactant-polymer reagents at two production longwall operations have shown favorable respirable dust reductions compared with water sprays containing no additive. Gravimetric dust samples obtained by a technician downwind of the shearer while following or preceding the machine showed dust reductions in the range of about 40% to 60% for some of the reagent formulations compared with using water alone. Three polymers were tested: two polyethylene oxide compounds of different molecular weight and hydroxypropyl methylcellulose (HPMC). All were effective for dust reduction, and two were cost effective when used in combination with sodium di(2-ethylhexyl) sulfosuccinate surfactant. How-ever, the use of these reagents requires the longwall operator to be more aware of headgate dust control. Experimental evidence indicates that dust captured by reagent-treated sprays at the shearer can be reemitted in the headgate area if stagcloader-crusher sprays and other dust controls are inadequate.

The Work Crew Performance Model (WCPM) seeks to define performance variability within similar tasks of an underground work crew and relate observed variability to a cost consequence. Performance variability is described using work site observations to determine the adherence to job elements con¬tained within a standard operating procedure. Key components of the WCPM include (1) job definition through task analyses and the ranking of job elements by perceived cost consequence, (2) observational techniques for establishing performance baselines by measuring adherence to safe and proficient job procedures, and (3) cost linkages between adherence to task procedures and measures of consequence for noncompliance. Data presented within this report were obtained through the study of shuttle car operation in an underground mine in Appalachia. Observed adherence to safe and proficient job procedures by opera¬tors matched well with the consensus profiles (measured through a nominal group technique) with min¬ing personnel. It was also found that experienced operators consistently outperformed less experienced, incidental operators. These findings imply potential use of the WCPM as a practical procedure for thinking systematically about the choices available to reduce performance variability. Field application of the model can offer useful data to evaluate training and financially support performance improvement strategies that can be tested for their ability to reduce human error.

Sand and gravel mines were the largest mining sector, comprising 48.5% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.

The overall injury experience, excluding officeworkers, at metal mines and mills during the period 1961-63, reported by operators, was 174 fatal and 11,357 nonfatal disabling work injuries during an aggregate worktime of 451 million man-hours. These injuries occurred at a frequency rate of 25.55 per million man-hours, comprising 0.39 for the fatal and 25.17 for the nonfatal injuries. The combined severity rate of the disabilities was 3,779 days lost or charged per million man- hours, consisting of 2,314 for the fatal and 1,465 for the nonfatal injuries. The average severity of all disabilities during 1961-63, was 148 days per injury. The number of days lost and/or charged, ex- cluding officeworkers, at metal mines and mills during the period 1961-63, was 1,440,000 days charged to fatal injuries and 661,290 days lost from nonfatal injuries. An average of 70,966 men were at work daily. The outstanding cause for fatal injuries was the fall of rock or ore from the back, while most of the nonfatal injuries were caused by handling materials, slips or falls of persons, machinery, falls of rock or ore from back and side, and haulage. Injury experience at primary nonferrous smelters, refineries, and reduction plants during 1961-63, excluding officeworkers, was 23 fatal and 3,214 nonfatal disabling injuries during a total work- time of 277 million man-hours. The injuries occurred at frequency rates of 0.08 per million man-hours for the fatalities and 11.61 for the nonfatal disabilities. The severity rate for all injuries of 1,085 days lost or charged per million man-hours comprised 498 for fatal and 587 for nonfatal injuries. The number of days lost, excluding officeworkers, at primary nonferrous smelters, refineries, and reduction plants during 1961-63 was 138,000 from fatal injuries and 162,385 from nonfatal injuries, An average of 34,938 men were at work daily an active plant days during the three year period. The injury experience for officeworkers at metal mines and mills during the period 1961-63 was 20 nonfatal disabling work injuries, (there were no fatal injuries reported), during an aggregate work-time of 28,694,244 man-hours. These injuries occurred at a frequency rate of 0.70 per million man-hours. There were no fatal injuries reported for officeworkers at non-ferrous smelters, refineries, and reduction plants during 1961-63, but seven nonfatal injuries were reported during an aggregate work-time of 30,814,772 man-hours. The frequency rate for these injuries was 0.23 per million man-hours for this period.

The Bureau of Mines has developed a unique new mine design procedure to determine the changing static load distributions imposed on under-ground support structures during the mining cycle. The procedure reduces the complexities associated with analyzing a three-dimensional problem. A combination of the multiple-seam displacement-discontinuity model and a two-dimensional finite-element window model produces refined results for a specific area of interest by assuming displacement compat-ibility between models. Input to the procedure includes the geometry of mined-out areas in up to two adjacent seams, the rock mass characteris-tics of the surrounding geology, the in situ stress conditions, and the mining sequence. The displacement-discontinuity program calculates ex-pected loadings for mine structures affected by the mining cycle and/or by overlying or underlying seams. Pseudoelastic finite-element analysis using a yield-factor approach determines the stability of coal pillars by simulating the degree and extent of nrogressive rib failure and sub-sequent load transfer. Application of the procedure is demonstrated on a field problem. In-duced stress changes predicted from the numerical model analysis are in reasonably good agreement with stress measurements obtained from an instrumented chain pillar affected by remnant workings in an upper seam.

"The National Safety Competition of 1938, the fourteenth of its kind conducted by the Bureau of Mines in which bronze trophies known as Sentinels of Safety are awarded to winning companies, has just been completed and the results are presented here.With 345 mines and quarries competing, more than in any previous year except 1931, the contest revealed low accident rates at many of the enrolled plants and, which is even more remarkable, it revealed 113 mines and quarries at which no lost-time accidents occurred during the contest year.The Sentinels of Safety trophies, provided by The Explosives Engineer magazine, were awarded to four underground mines, one open-pit mine, and one quarry. Each employee of the winning plant was awarded a Certificate of Honor by the Bureau of Mines in recognition of the employee's part in helping his company to win the trophy. In addition to the award of trophies, a Certificate of Honorable Mention was awarded to each of the mines and quarries in second, third, fourth, and fifth places in their respective contest groups and also to each mine and quarry that worked 30,000 or more man-hours without a lost-time accident. Ninety-two such certificates were awarded for 1938. Twenty-three other mines and quarries also operated without an accident but worked less than 30,000 man-hours, the minimum required by the contest rules for award of Certificates of Honorable Mention.Previous to 1938, five trophies were awarded annually in the National Safety Competition. For the 1938 contest a sixth trophy was provided by The Explosives Engineer so that open-pit mines and quarries, two classes of operations that previously had been included in one group in the competition, might have separate awards."

The utilization of secondary titanium was determined in a study by the Bureau of Mines, and a 10-year statistical table showing supply and distribution patterns is presented in this report. Over the total 10-year period, estimated scrap consumption is larger than estimated scrap supply. Trends from the estimated data indicate that titanium is in short supply and probably will continue to be in the future. Because of higher processing costs for recycle scrap, scrap will tend to migrate to the steel and aluminum industries and to ferrotitanium production and exports. Nonrecoverable losses of titanium metal during processing was determined to be a potential area for research.

This paper is one of a aeries being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included if available. In addition to descriptions of equipment and methods used the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made, This paper is particularly concerned with the operation of the Liberty quarry and plant of the Campbell Limestone Co, The plant is in Pickens County, adjacent to the main line of the Southern Railway, and is about 18 miles west of Greenville, S, C. Longwall mining systems are used to mine approximately 50 pet of the world's total underground coal production. Single entries are the predominant method of longwall development in Europe and Asia, where mining conditions are more severe than those encountered in the United States. During the 1970's and early 1980's, the U.S. Bureau of Mines and the U.S. mining industry invested nearly $20 million in single-entry and related research. This report reviews the accomplishments of single-entry research in the United States and describes two U.S. single-entry field projects: the Sunnyside single-entry project in central Utah and the tunnel-boring project in northern West Virginia. Also discussed are a single-entry study conducted by North American Mining Consultants (NAMCO) and a single-entry design study conducted by Ketron, Inc. This Bureau report compares the resulting technology with European counterparts to further assess the utility and efficiency of U.S. systems.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.
