"The annual onslaught of provincial budgets and tax changes is complete, and once again the Canadian taxpayer is being asked to dig deeper into his pocket to fund old and new programs. It is noteworthy that 1987 tax reform promised lower taxes, but a broader fax base. Five years later, we still have the broader tax base, but the lower faxes have gradually crept up to pre-tax reform levels. Surprise! Surprise!IntroductionThe last edition of Tax Notes commented on some important proposals announced in Manitoba's 1992 budget. In this issue, Tax Notes summarizes the 1992 budget proposals of British Columbia, Ontario and Quebec. These budgets reflect the continuing trend of transferring responsibilities and the related costs-from the federal government to the provinces. As well, the budget papers bear witness to the respective governments' political stripes. British Columbia, Ontario and Quebec are seeking higher tax revenues. Only Quebec continues to acknowledge the importance of the mining industry in its annual budget documents."

"The tailings disposal system at Les Mines Selbaie includes dewatering of tailings in a high-capacity thickener, followed by point discharge of the thickened solids to form a stable conical pile. Tailings water drains to ponds formed behind engineered dams, prior to either recycling f or process use or discharge to the environment. Design and economic considerations of the system are discussed. Construction, start-up and operating experiences are also presented.Introduction Les Mines Selbaie is located in the Abitibi region of northwestern Quebec, approximately 700 km north of Toronto and 150km south of James Bay. More locally, the Detour gold mine is 60 km to the west while the Noranda smelter is 220 km to the south.The deposit was discovered as a result of a Questor INPUT Mark VI geophysical survey in 1973, followed by diamond drill programs from 1974 to 1976. Three mineralized zones were delineated and underground exploration was carried out on all three. A production decision for the 'B-zone' copper-gold-silver orebody was made in July 1979. The underground operation started in July 1981, with full production of 1500 t/d being achieved in May 1982.During the planning phase, every effort was made to ensure that the operation would be environmentally sound . The design included the provisions of the then newly proposed provincial environmental guidelines. The tailings disposal system formed the most significant part of the environmental program due to the large volumes of solids and water effluent. In addition, the design allowed for future expansion of the system to accommodate mining of the other zones, thus minimizing future costs and disruptions."

"Although the centennial of the Peirce-Smith (PS) converting process has recently been celebrated, the technology has essentially not changed much since its inception. PS converting is used extensively in the Cu, Ni and PGM industry to remove iron and sulphur from a molten matte phase. A typical PS converting process would use low pressure air supplied by a blower to bubble air through the molten bath. This bubbling injection regime is inherently inefficient from a process and energy consideration. In the late 70’s and early 80’s, Brimacombe and co-workers demonstrated at both laboratory and plant scales that sonic injection (jetting regime) into copper or nickel converters could reduce or eliminate the above hindrances characteristic of PS converting. Since then, in spite of these successes, very little industrial applications have made headway in the converting process of non-ferrous metal mattes on a commercial scale. As part of its operational improvement and energy reduction program (process efficiency), Lonmin Platinum decided to conduct a full scale industrial evaluation of sonic injection using air only to establish if punchless, high efficiency sonic injection was feasible in its small 3.05 × 4.57 m converters (10’ × 15’). A plant trial was run for four weeks in one of its three converters. This paper discusses the plant demonstration with a focus on the experience acquired by Lonmin together with the key learnings from the trials. Reference will also be made to the commercial aspects of a full scale implementation of sonic injection in all three converters in the smelter. Introduction The Greenhill mine of West Canadian Collieries, Limited, is on the Alberta side of the Crowsnest pass, twelve miles from the Alberta British Columbia boundary-line. Here, five coal seams of Lower Cretaceous age are found in the Kootenay formation. They outcrop on the north and south slopes of the valley, with strike approximately N.30°W., paralleling the main range of the Rocky mountains, and dip about 40 deg. westward. Of the five seams, only two, designated No. 1 and No. 2, have been worked to date. On the West Canadian Collieries property, No. 1 seam ranges in thickness from thirty feet to nil. Generally, it has a hard, strong conglomerate roof. No. 2 seam is separated from No. 1 by forty-five feet of shales and sandstones. It has a thickness of eight to thirty feet.

"The auriferous mineralization at the Sigma-2 gold mine occurs in quartz-carbonate-tourmaline veins emplaced in a fractured granaphyre layer in the upper part of a differentiated gabbro-diorite sill. Kinematic indicators show that fracture planes were active as strike slip, dip-slip (reverse) and tensional faults.Measurements of attitudes of fractures and movement vectors indicate eight different sets that can be grouped into three systems: (I) an east-west oriented system includes a subvertical set and two other sets dipping north and south respectively; (2) a subhorizontal system of two conjugate sets bisected by a third tensional set; and (3)a system of sub vertical conjugate northeast and north-northwest trending sets.Kinematic analysis indicates that the subvertical set of the east west system was subjected to dextral strike-slip movement activated by a northwest-southeast compressive stress whereas the bulk deformation resulting from the remaining and subsequent seven sets can be explained by a protracted subhorizontal north-south compressive stress.The valuable gold mineralization is found principally in the fracture-filling veins of the subhorizontal system and subordinately in the other sets; among these other sets, the NE trending subvertical one is slightly more favourable.The over-all tectonic picture is that of an early mild dextral strike slip faulting in a ductile-brittle medium followed by a general flattening involving, first, a vertical and, later, a lateral extension by fracturing in a medium that had become brittle.The structural features are such that the differentiated sill could not be the source of the auriferous hydrothermal solutions."

"IntroductionCONTINUOUS casting of ferrous and non-ferrous metals is not a new innovation. Patents describing machines for continuous casting are on file as far back as the year 1842. In the middle of the last century, Sir Henry Bessemer conceived and built a continuous casting• machine for the production of mild steel sheet.The production of billets and slabs of both non-ferrous and ferrous metals is being carried out by the continuous method on a fairly large scale on this continent and abroad. At present, the volume of production of •copper and aluminum and their alloys in billet and slab form is much greater than the continuous casting of steel products. The new installation of a continuous casting unit at Atlas Steels, Limited, is designed primarily for the casting of alloy steel billets and slabs.As an introduction to the art of continuous .casting of metals, it is interesting to examine a few of the many devices which have been developed. As previously mentioned, Sir Henry Bessemer constructed a machine for the direct casting of mild steel sheet. His discoveries and ideas of continuously casting steel formed the foundation for the work of other pioneers in this field, all of whom have contributed to the improvement of this art through the ensuing years. The machines which will be selected for examination are those of Bessemer, Poland-Lindner, Williams, Ennor, and Junghans. The last unit to be discussed will be a modification of the Junghans machine recently installed at Atlas Steels."

INTRODUCTION GOLD-BEARING placers of Alaska and the Yukon Territories are buried under a layer of permanently frozen alluvial overburden, or 'muck', which varies in depth from twenty to one hundred feet. The placers, and the decomposed bedrock layers upon which they are deposited, are also permanently frozen. During the summer, surface muck which is exposed to the sun will thaw, but only to a depth of a few feet. To reach a valuable deposit, the frozen overburden must be either penetrated with shafts, or stripped from the deposit entirely. In either case, before the placer can be mined, it must be thawed. At modern dredging operations, the frozen muck is stripped from the placer by powerful jets of water from hydraulic giants. The placer, and several feet of decomposed bed-rock, are then thawed by forcing water through narrow pipes which have been driven into the deposit. Other methods of thawing frozen placers were used extensively during the early years of the Klondike 'gold rush', but experimentation later proved that creek water at its natural summer temperature was a more effective and economical thawing medium than any other which had been used. EVOLUTION OF COLD WATER THAWING Early prospectors of the far north reached placers by digging shafts through the frozen muck. They then thawed the placer sand and gravel by building wood fires at the bottom of the shafts.

A Friction stir welding (FSW) is now extensively used in aluminium industries for joining and material processing applications. The (FSW) technology has gained increasing interest and importance since its invention at TWI almost 15 years ago. The basic principle, recent applications and the continuing development of the FSW technology are described. The paper will introduce some of the variants of FSW, such as Dual-rotation, Twin-stir(TM), and the Stir-lock(TM) technique.

De Nora, a global leader in the development, manufacture and sale of all DSA® anodes based on titanium coated with mixed metal oxide (MMO) for electrochemical processes will present key advancements made to Self-Protected Anodes (SPA) for metal electrowinning. (DSA® is a registered trademark of Industrie De Nora S.p.A., Italy). In 2017 pre-commercial demonstration cells were operated in industrial environment. The program’s focus was to fully demonstrate the SPA anode’s superior mechanical and electrochemical robustness during normal and induced dendrite shorting occurrences while providing quality of plating in commercial operation. De Nora specialists focus on key components, in particular the engineering of the self-protection system, DSA® anodes and catalyst formulation capable to cope with high levels of pollutants while providing long service life in the meantime. Results of field trials confirmed the expected anode performance and enabled the selection of the most suitable “SPA” structure, based on resistive protective elements. "Tumbler Ridge, Canada's newest resource community, has been developed differently than have been other resource communities.Since its conceptualization, emphasis has been placed on the establishment of a traditional municipal government at early a stage as possible.Planning f or the community goes back to 1977. By then, extensive study by provincial agencies had shown a new resource town would be required to exploit north east coal. The Ministry of Municipal Affairs, in conjunction with a consultant named R.A. Rabnett began the extensive Tumbler Ridge conceptual plan.The results of the conceptual plan are evident in the organizational and planning goals of Tumbler Ridge. In every aspect from the election of officials to some financial matters, the town functions as a normal municipality. With the resource companies of the North East Coal Development within its municipal boundaries. Tumbler Ridge has been able to debenture its capital projects against its municipal tax base.The town's ability to function as a normal municipality is enhanced by its control over Crown land it has purchased from the province. This gives it further control over the development of the community and helps in establishing agreements with the resource companies and the provincial government to ensure that housing and service needs are met. While resource company representatives sit on certain municipal committees, their roles are advisory in nature.The community continues to move toward full municipal status and will have a fully elected Council by 1986.BackgroundPlanning for the development of northeast British Columbia coal resources began in 1976 under the aegis of the provincial Cabinet Committee on Coal Development. A series of subcommittees were established including a Townsite/Community Development subcommittee. The Ministry of Municipal Affairs chaired this subcommittee and continued as the lead agency for the provincial settlement planning effort over the period 1976 to 1981."

"In today's operating and investment climate, project evaluation is both more important and more difficult. It is more important because economic and financial analyses of a proposed project provide a basis for judgment of a project's commercial viability by equity participants, lenders and, in some cases, other participants such as off takers and governments. It is more difficult because these analyses must, of necessity, be based on estimates, projections and evaluations which must be made in a period remarkable for its economic and political uncertainty.Project evaluation starts with the analysis of the engineering, commercial and financial information available. Beginning with the preliminary design and capital cost estimates, alternative financing plans can be developed outlining possible sources of funds, terms and security arrangements. Pro-forma financial statements can also be developed, including sources and uses of funds, cash flow schedules, income statements and balance sheets. With these results, various profitability measures can be determined.Subsequently, in an effort to deal with uncertainty, these results can be tested by measuring the impact on project viability and profitability of changes in project and external variables such as product process, mining and processing rates, operating and financing costs, currency exchange rates and other factors.The results are a number of financial projections reflecting different assumptions for key project parameters. The projections can be used to structure the project to achieve the maximum financial performance. Projects, the financial viability and profitability of which can be demonstrated under varying market conditions, will be the most competitive in capital markets."

"Recent trends move towards automation, smart sensors, internet of things, powerful DCS, and more data. Are those trends already utilized in a real time production environment? Today operators still have to monitor several complex processes at the same time and predict their behavior based on an overwhelming amount of data available.The fact of the operator being overloaded and humans being unable to process multivariable problems shows the need of a tool merging essential data and providing consistent, sound decisions for long-term profitability.This paper shows a successful execution of ABB’s process improvement services in Aitik (Boliden SA), a copper mine located in Sweden. Soft sensors, fuzzy rule blocks and model predictive control were seamlessly integrated in the control system of the grinding area, resulting in proper control of mill loads and particle size without violation of any constraints.INTRODUCTIONDepending on the ore characteristics and the targeted plant capacity, the design of the grinding circuit may vary significantly. Typically, the circuit consists of several mills (rod, ball, SAG, AG) in series and/or parallel with a number of classifiers and sumps at appropriate locations. The goal of the grinding section is to reduce the ore particle size to a level that enables efficient separation between gangue and precious metals in the subsiding processing step. The trade-off between quality and quantity has to be made. It is also crucial to execute this process step at the lowest possible energy and grinding media consumption.An optimal grinding process controller must manage to maintain a given fresh feed level while keeping the product size within a given range without violating any constraints such as power, torque or load limits. To accomplish the aforementioned, it is necessary to manipulate the ore feed rate, water feed rate and the mill speed. The most significant disturbances adding another degree of complexity to this control problem are ore hardness and the amount of circulating load."

"Cryogenic engineering is concerned with components and machines which operate for long periods of time at temperatures within a few degrees of absolute zero. The absence of a ductile-brittle transition is thus the prime component of the specification for a suitable low-temperature alloy. The word "" cryo"" means ""frost-forming"" , and this leads to the second component of the alloy specification, which is resistance to corrosion in humid atmospheres. Further, although most early applications of low-temperature alloys were limited to the storage or transportation of liquified gases, an increasing proportion of alternative energy storage and conversion technologies are being based on the availability of high-field superconducting solenoids. The third basic component of the specification for a low-temperature alloy is thus the absence of a low-temperature ferromagnetic transition.Although the firs t two of these components of the specification can be met by using austenitic stainless steels, many of these supposedly "" non-magnetic"" alloys have been found to undergo martensitic transformations to ferromagnetic phases at very low temperatures. In addition, steels which remain structurally stable may still exhibit other magnetic transitions, e.g. to antiferromagnetic or superparamagnetic states. The successful application of these alloys in cryogenic engineering has thus required an initial basic study of the types of magnetic transition that can occur in such concentrated solid solutions, followed by a more applied study directed at an alloy formulation which will induce beneficial magnetic states at low temperatures."

To determine the optimal circuit configuration for gravity gold recovery consideration should be given to a range of factors in addition to the efficiency of the gravity circuit, including capital costs, ease of operation and impact on comminution. The most common gravity gold circuits utilise a centrifugal concentrator treating a portion of the hydrocyclone underflow. This paper will examine this option and alternative circuit configurations to illustrate the effect of various gravity circuit feed and tailings configurations on the equipment sizing, capital costs, operating costs, water balance, comminution efficiency and gravity gold recovery. The optimum circuit configuration can provide reduced capital and operating costs, maximise gravity gold recovery and improve comminution efficiency.

The purchase of mechanical equipment for mines is not unlike the purchase of other materials or supplies in general principle, but on account of the major part such equipment plays in the operations, and of the fact that life and valuable property are at stake, the matter demands the most careful attention on the part of the purchaser. The problems and difficulties encountered are dealt with below in their sequence in the purchasing procedure. Requisiting Although it is quite a common practice to submit a tentative specification of requirements to recognized manufacturers of equipment- soliciting alternative propositions or recommendations for study in the selection of certain equipment-as a rule the first step in purchasing procedure is the requisition. Primarily, it is the form that carries to the purchasing department the record of equipment wanted. A full and complete description or specification, and accuracy of record, are the important points to be insisted on in a requisition. Too much attention cannot be given to this detail, as this is one of 'the most important phases of purchasing work. Incomplete information, either in specification or detail, leads to delay in handling the requisition, and, if not detected in the purchasing department, may mean receipt of material which cannot be used for the purpose intended. In addition to description of material or equipment to be ordered, the requisition should also show where or what the equipment is for, whether for operating or new work. If for capital account, the number of the authority for expenditure should be given for record and distribution purposes.

Anode effects are a phenomenon of the aluminium electrolysis process which produce potent greenhouse gases called PFCs (CF4, C2F6). With concerns surrounding global warming, and increasing regulation of GHG emissions, anode effects have become a significant sustainability issue for aluminium producers. In modem smelters, sophisticated computer control and automated alumina feeding systems allow for very tight control of the alumina concentration in the electrolyte and thus very low anode effect frequencies. Older smelters, however, do not have these systems and must either invest heavily to obtain them, or find other, innovative ways to reduce anode effect frequency. This paper will present the integrated approach to anode effect reduction used in the Vertical Stud Soderberg (VSS) potlines at Kitimat Works. Through an innovative combination of simplified signal analysis, modified alumina feed control logic, anode effect prediction, and anode effect prevention using a pager based communication system, Kitimat W arks has been able to make significant reductions to its anode effect frequency.

"This presentation will provide information and facts on the drilling and blasting within a frozen shaft using a full face methodology. The Author will briefly discuss the history of the sinking of a frozen shaft in Saskatchewan, the challenges faced, and the solutions delivered. The case study will include a discussion describing the series of events that led to the decision to adopt a full face blasting methodology. The case study will describe key elements such as the drilling pattern, hole size and depth, explosive products and blast vibration monitoring systems. INTRODUCTION During the shaft sinking process at a project in Saskatchewan, it was recommended that a drill & blast benching method be utilized. Following an evaluation of the site, the geological conditions proved amenable to a ground freezing system that would stabilize the rock formations and prevent inflows of water into the shaft (Table 1).The shaft sinking process required that the ground surrounding the proposed shaft be frozen by drilling several near vertical freeze holes radially at a specified distance from the edge of the proposed shaft excavation. This would allow for the circulation of a chilled brine solution down the freeze holes. The circulation is achieved by means of stainless steel pipes encased within each other to provide a delivery and return conduit for the brine (Figure 1). As a result of this periphery freezing, the ground within the shaft excavation is also predominately frozen.The finished internal diameter of the shaft was 5.5 meters with varying overall excavation diameters to facilitate different liner designs used for various rock formations. For the most part, the fully unsupported/unfinished excavated diameter of the shaft varied from 6.9 meters to 8.5 meters depending on the zone excavated. The challenge was that the proposed drill and blast excavation method posed a significant risk due to the potential to damage the freeze wall and pipes during blasting. The decision was made to commence the excavation through mechanical excavation (i.e. chip and cut) methods then change to a drill and blast method utilizing a split benching design. Through this process, the team encountered five main challenges: 1. Sub-horizontal geological structures and slips that affected blasting performance and sometimes resulted in a sloping surface to the top of the bench; 2. Confined working area for the crews and equipment due to a limited work area as a result of utilizing the split (half) bench drill and blast methodology; 3. Mechanical chipping and cutting of the one-meter buffer zone to the final shaft diameter; 4. Crews working on extremely slippery uneven frozen rock and ice surfaces, which affected safety and efficiency; 5. Establishing a blast vibration monitoring system to determine if the drilling and blasting of the full shaft excavation diameter were acceptable."

While effective in treating refractory sulfide ores, pressure oxidation leaves carbonaceous matter unscathed and able to adsorb gold from cyanide solutions. Barrick Goldstrike's strategy to mitigate this problem is to minimize contact between dissolved gold and native carbon in advance of the carbon-in-leach (CIL) process. Measures currently in use include limiting carbonaceous matter in the plant feed by meticulous blending of ore, controlling the degree of oxidation in the autoclaves and blinding native carbon surfaces with lauryl sulfate. The presence of residual cyanide and thiocyanate in the process water remains to be a cause of premature gold dissolution and loss of gold by adsorption on carbonaceous matter. This cyanide is introduced by water that is recycled from the tailing pond. Of several treatment options considered, oxidation by peroxymonosulfuric acid, also known as Caro's acid, is deemed to be the most effective. Laboratory and pilot plant tests show that Caro's acid can oxidize free cyanide, weak¬acid-dissociable (WAD) cyanide and thiocyanate, resulting in significant improvements in gold recovery downstream. The process requires Caro's acid at 125 % of the stoichiometric requirement and pH in the range of 9.5 to 10 to accomplish the desired destruction in about twenty minutes. A cyanide destruction plant is currently being designed and construction should be completed by the end of 2005.
