"In January of 1964, a group known as the Canadian Gold Metallurgists was formed with the backing of the managers of most Canadian gold mining operations. This organization is composed of about thirty mill superintendents of Canadian gold milling operations where the cyanidation process is in use, and one member from the staff of the Mines Branch, Department of Energy, Mines and Re-sources, Ottawa. The aim of this group is to bring together gold mill operators, and research and development people from both industry and government for the purpose of discus-sing common metallurgical problems, and deciding on what operational R and D efforts can be made to help solve these problems. Since the conception of this organization, this approach taken by the gold industry to the study of metallurgical problems has resulted in benefits to all operators, both by assisting them with problems peculiar to their own individual operations and by providing developments of general interest to the industry.This paper describes events leading up to the formation of the Canadian Gold Metallurgists, and how the group has operated since its formation. Examples of progress made toward the group's objectives are given, and possible future programs are discussed."

"Trial application of air decks on a production shot improved fragmentation (32% reduction in x50). Empirical fragmentation models and digital image processing software were used to estimate fragment size distribution of the blasted muck pile. The x20, x50, and x80 passing fractions, and top size were 42, 265, 683, and 1,455 mm, respectively. Air-deck application reduced explosives load in blastholes, lowering total charging cost by US$20/hole (15% decrease) and the powder factor to an average of 0.86 kg/m3 (12% decrease). Blast results were 443,624 t of blasted material from the block (90% of total muck pile) was smaller than 900 mm.RÉSUMÉ L’application pilote de trous d’air dans le cadre du coup de mine effectué pour commencer la production a amélioré la fragmentation (une réduction de 32 % des x50). Des modèles empiriques de fragmentation et un logiciel de traitement numérique des images ont permis d’estimer la composition granulométrique des fragments du tas de déblais abattus. Les fractions de passé de crible de x20, x50, x80 et la dimension supérieure étaient représentées par des dimensions respectives de 42, 265, 683 et 1 455 mm. INTRODUCTIONThe main objectives of production blasting are to achieve optimum rock fragmentation and to minimize overall production costs. Because blast fragmentation significantly affects the profitability of a mine, blasting is the first step of the size reduction in mining: An optimum size distribution is required to maximize the performance of mining and subsequent milling processes. If the fragmentation size distribution can be modelled and controlled, operations performance will improve. Blast fragmentation modelling is important in mineto- mill optimization: It allows the estimation of blast fragmentation distributions that can be modelled in downstream mining processes to determine the optimum blast design."

ABSTRACT This paper details the work of RISKGATE, the largest Australian Coal Association Research Program (ACARP) occupational health and safety initiative to date. The program is an interactive online risk management system developed to maximize health and safety performance in the coal mining industry by implementing continuous improvement in managing major unwanted events. The comprehensive knowledge base covers tires, collisions, fires, isolation, strata control underground, ground control open cut, explosions, explosives, manual tasks, and slips/trips/falls. All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.

"This paper describes the investigation of a large, progressive slope failure on the southeast wall of the east pit at Highmont Mine, British Columbia Geotechnical investigation s consisted of geological and structural mapping, assessment of blasthole drilling records, review of rock core information, slope movement monitoring and back analysis of various possible failure modes. Climate records and mining history were also assessed to determine their relationship to slope movement.Analysis of movement monitoring records and geotechnical information indicates that the failure is deep seated. The upper portion of the failure surf ace occurs along clay filled discontinuities. The lower portion of the failure surf ace appears to occur through the highly altered rock mass. High groundwater pressures and mining at the toe of the slope are documented to have had a major influence on stability at various times during the failure. Stability analyses results are presented and possible remedial measures are discussed.IntroductionHighmont Mine is located near Logan Lake in the Highland Valley approximately 50 km southwest of Karnloops, British Columbia (Fig. I). Mining of the porphyry copper and molydenum ore bodies began in 1980. In May, 1983, when mining in the east pit had progressed to a depth of about 60 m (200 feet) , a failure (designated the Southeast Failure) began to develop in the southeast corner of the east pit. Subsequent mining to a depth of 110m (360 feet) was accompanied by frequent and substantial slope movements involving between 500000 and I 000 000 m3 of rock . The slope was monitored extensively to assess short-term movement trends for operational safety. Geological mapping, core logging and rock mechanics testing were used in conjunction with the long-term monitoring information to determine the failure mechanism, conduct stability analyses, assess the effects of instability on pit design and enable design and installation of remedial measures."

"The 1994 Quebec Budget included a significant overhaul of the mining duties sys-tem in that province: broadening the base and lowering the rate, all in the name of “ensuring the integrity of the taxation system"" and ""enabling the State to collect fair compensation "". The reforms hit hardest on the small, lightly-capitalized producer, by repealing the basic annual exemption, limiting the refund for losses, and significantly reducing the investment and processing allowances. There is some relief provided in the form of faster depreciation rates and a lower nominal tax rate, but the thrust of the overhaul is clear -higher taxes on the mining sector.IntroductionAlthough Quebec's mining tax regime represents under 10J0 of the province's revenue base, and was significantly reformed in 1979 and 1985, the May 13, 1994, provincial budget introduced further significant changes to the Mining Duties Act, The hope (on the part of the province) is to reduce the provincial ""subsidy"" for mining by $20 mil· lion per year by 1996."

"The high pressure grinding roll (HPGR) is a relatively new comminution technology that is gaining popularity for providing energy efficient solution to hard rock mining operations. A significant barrier to increased adoption of HPGRs is the present requirement for large amounts (excess of 2 tonnes) of sample for pilot testing, which may not be possible for most early stage projects. Three methodologies have been developed at NBK Institute of Mining Engineering at the University of British Columbia that may be used for sizing design optimization of HPGR circuits. All three methodologies use a MTS pistonpress to simulate HPGR comminution. These tests are capable of providing information regarding energy consumption, energy breakage relationship, reduction ratio, and product size distributions. In a period of slow economic development, these methodologies are critical to allow the industry to cost effectively understand the operational benefits of HPGR implementation. This paper examines previous test work done at UBC, as well as the development of an HPGR and piston press database for use in sizing and budgeting of HPGR circuits.INTRODUCTIONCurrently, the mining industry faces several challenges due to falling commodity prices and escalating costs. This has applied pressure for operations and projects to reduce costs and improve project economics. In addition engineering and metallurgical budgets have shrunk as companies try to conserve cash. Improvements and optimization of milling and comminution circuits is one area project economics may be significantly improved. By considering alternative comminution technologies such as the high pressure grinding roll (HPGR), energy operating costs may be greatly lowered. Many have begun to implement HPGR crushing as an alternative to semi-autogenous grinding (SAG) mills, including KGHM and, Sierra Gorda, and Freeport Mc-MoRan’s Cerro Verde operation. However, implementing new technology for companies with little or no HPGR experience may not be practical. An operator must consider both feasibility and economics of a circuit. Currently, consideration of the HPGR requires expensive pilot scale testing for which large sample sizes are needed. In addition, few laboratories are equipped for running pilot scale HPGR test programs. Furthermore, the results of pilot HPGR testing are dependent on the quality of the sample, which cannot represent variations across a deposit. In contrast, ball mills and SAG mills can be sized using the Bond Mill Work Indexes that require a small amount of sample which enable a number of different geological blocks to be tested to allow engineers to have a complete understanding of how the comminution circuit will perform for the life of mine."

"A significant effort is expended on preparation of the capital estimate for feasibility studies. The development of the operating cost estimate is usually allocated a significantly smaller budget and less emphasis is placed on ensuring the accuracy of the operating cost. This paper presents a comparison of capital and operating costs of hydrometallurgy processing plants in order to demonstrate the importance that variations in operating costs have on the overall life-of-mine costs. The analysis is supported by a case study on the operating costs of a water treatment plant at an existing Australian hydrometallurgy facility at the feasibility design level. INTRODUCTIONDetermination of the economic validity of a minerals processing project is a critical outcome of a feasibility study. In many cases, the financial results of the feasibility study will determine if the project should proceed to execution. Ensuring that these results are reliable and built upon sound engineering practices allows companies to make informed decisions on resource opportunities and the selected technology.The methodology for developing a capital cost estimate at the feasibility level is well established. Specialist engineering estimators use budget quotations, first principle estimation and rules-of-thumb to develop an estimate with an accuracy of typically -10% to +15%. Cost reporting software packages are used to methodically build up the estimate from design information supplied by the engineering disciplines. Risk analysis and capital expense workshops are carried out to identify potential deficiencies in the estimate. It is widely recognized that in order to successfully produce a feasibility level capital estimate with an appropriate level of accuracy, a rigorous development process is necessary.The development of the operating cost estimate is typically less rigorous than the capital cost estimate. The operating cost is normally derived by the process engineering discipline and rarely are specialist estimators used to support the development. The allocated budget for producing an operating cost is usually smaller and less emphasis is placed on ensuring the accuracy and contingency reflect the most likely operating cost scenario."

The purpose of this paper is to review the circumstances which led to the formation of this new research association and to discuss its general objectives. "The Freightrain kimberlite is located on the Brodeur Peninsula, Baffin Island, Nunavut. Twin Mining is exploring the pipe and adjacent land (79 claims/655 km2) using a combination of airborne geophysics, soil sampling, diamond drilling, trenching and bulk sample processing. The pipe originally was discovered by Cominco Limited in 1975, re-evaluated in 1993 by Lumina Investment Corporation, when it was staked as the Zulu pipe, and subsequently covered by three claims in 1998 by Helix Resources who called it Freightrain.The Freightrain pipe coincides with a strong, ovoid-shaped aeromagnetic anomaly. It is the only surface exposure of kimberlite within a 30 km long linear trend of fourteen aeromagnetic anomalies that are up to 600 m in diameter.The pipe is exposed in the crater facies, near the transition into diatreme facies as indicated by the occurrence of pyroclastic kimberlite characterized by abundant olivine macrocrysts, juvenile lapilli and kimberlite autoliths set in a serpentine-calcite matrix. Olivine, Cr-pyrope garnet and chromite are the most abundant macrocrysts; clinopyroxene, ilmenite and phlogopite mica occur in minor to trace amounts. Garnet and chromite harzburgite, garnet lherzolite, garnet-spinel lherzolite and rare eclogite dominate the xenolith population.Garnet and chromite mineral chemistry indicate encouraging diamond prospectivity and that potentially diamondiferous garnet and chromite harzburgite were the principal sources of diamond in the mantle at the time of kimberlite eruption.Single clinopyroxene grains define an ~42 mW/m2 sub-continental geotherm that is rooted in the diamond stability field. This compares to a slightly hotter geotherm (~48 mW/m2) for adjacent Somerset Island kimberlites with an origin in the graphite stability field. This data accords with the general lack of sub-calcic Cr-pyrope garnet, diamond inclusion chromite and diamond in Somerset Island kimberlites."

Dense medium separation (DMS) is one of several preconcentration methods used for early waste rejection from run of mine ores at relatively coarse particle sizes prior to additional milling and beneficiation. DMS has been used extensively in the coal, diamond and iron ore industries but lab scale and pilot test work has demonstrated successful separation and upgrading of other minerals such as lead, zinc, copper and lithium based ores using DMS. This paper reviews historical dense media systems, results from the pilot scale Condor DMS system as well as associated laboratory heavy liquid separation (HLS) test work.

We are regularly told that before making a new investment one should seek the advice of his banker. If we were to place the subject matter of this paper before bankers. other than those who have experience in our mining camps, their reply would probably be evasive. However, if for example: a mining company asks them for a loan and offers as security certain mining investments, they are, in most cases, explosively candid. The idea is preposterous, unless, under Section 88 of the Bank Act, the mining company is able to deposit with the bank, gold or silver bullion, to an amount sufficiently in excess of the loan, to provide for what the banker describes as a reasonable margin of safety in case of contingencies. In addition the directors of the mine personally must jointly and severally guarantee payment of the loan. With any of these conditions missing the banking atmosphere becomes chilly. The local manager explains that the general situation, and particularly European conditions, are so unsettled that head office has warned him that his discretionary powers must not be exceeded under any circumstances.

Recent drilling programs have shown that the in-situ coal resources of Nova Scotia are very substantial. The grand totals of the measured, indicated and inferred categories amount to 232 m, 646m and 993 m tons, respectively. This vast quantity of coal occurs essentially in five main fields: Sydney, Mabou, Port Hood, Pictou and Springhill. The largest resources (84% of the total) occur in the submarine area of the Sydney coalfield. With a 65% recovery rate, there are at present 150m tons of proven, recoverable coal in Nova Scotia. At a predicted maximum annual production of 5 m tons, this amount equals a lifespan of 30 years. However, additional drilling, particularly in the Sydney offshore area, holds promise of increasing the recoverable reserve tonnage to at least 350 m tons. This figure may be compared with the 484 m tons production obtained during 191 years of mining (from 1785-1976). The geological appraisal of the remaining coal resources in the five fields mentioned is presented in three-dimensional diagrams, per individual seam and corresponding reserve area. In addition, the submarine extensions of the Sydney and Mabou coalfields are discussed in light of results obtained from off shore oil exploration wells. The terminology and standards of coal resource calculations are pointed out, and the phenomenon of seam splitting and its prediction from geological data is illustrated. The availability in Nova Scotia of either thermal or metallurgical coal is considered in relation to rank and sulphur content. This paper was presented in June 1977 at the 90th Annual Meeting of the Mining Society of Nova Scotia. The coal resource estimates, however, have been updated to include the results obtained with the offshore drilling in the Sydney Coalfield to November 1977.

"This study focuses on comparing the “blinding” effectiveness of various organic additives as part of a general review of using organic additives to mitigate preg-robbing and improve gold recovery during cyanide leaching of carbonaceous gold ores. The laboratory results compared the impact of various organic additives on the prevention of gold adsorption using both activated carbon and ore samples containing carbonaceous matter, generally referred to as total carbonaceous matter (TCM). Although several organic reagents were found to have a significant blinding effect on activated carbon, these results did not translate into increased gold leaching efficiencies with actual ore samples.INTRODUCTION Preg-robbing refractory ores, which contain carbonaceous matter, have been problematic in cyanide plants for many years. In industry, preg-robbing by carbonaceous matter may be mitigated using various techniques including flotation, to remove the carbonaceous matter; addition of blinding agents, to passivate the carbon surface and prevent adsorption of gold cyanide complex; roasting, to partially or fully destroy the carbonaceous matter; chemical oxidation (Abotsi & Osseo-Asare, 1986); pressure oxidation; or microbial deactivation (Dunne, Staunton, & Afewu, 2013). Carbon-in-Leach and Resin-in-Leach are also used as process alternatives in which activated carbon or resins are used to compete with the carbonaceous matter for gold cyanide adsorption. For highly preg-robbing ores, thiosulphate leaching may be considered as an alternative to conventional cyanide chemistry (Baláz, et al., 2000). Natural carbonaceous matter is composed mainly of hydrocarbons, organic acids, and graphitic/amorphous elemental carbon. Natural elemental carbon that behaves as activated carbon is considered to be the main reason for preg-robbing, although the true nature of this phenomenon is not fully understood (Tan, Feng, Lukey, & van Deventer, 2005). In general, the hydrocarbon fraction is assumed to have negligible interaction with gold, while organic acids, such as humic acids, may form complexes with gold, inhibiting its extraction in cyanide solutions. Organic reagents have been used for blinding carbonaceous matter in gold ores prior to cyanidation. Abotsi & Osseo-Asare (1987) tested various organic compounds, with two possible effects in mind. First, the organic compounds were expected to adsorb onto the surface of the solids as anionic/cationic species; the resulting electrostatic interactions between the Au(CN)2- anion and the negatively/positively charged surface would inhibit/enhance the gold uptake. Second, the organic reagents were expected to coat the surface of the carbonaceous component in the ore, limiting the available adsorption sites and reducing gold losses. Introduction Mineral wool may be defined as "rock, slag, or glass fibres made by a process of melting and blowing by steam or air, containing a minimum of oil and unfiberized material" (U.S. Bureau of Standards CS 117-44). The earliest production of the material was in Wales, about one hundred years ago. In the United States, the industry daces from 1870 when a plant, using slag as raw material, was established in Greenfield, New Jersey. It was not until 1897, however, that large-scale production was commenced on this continent at a plant in Alexandria, Indiana, which utilized rock from nearby deposits. Today, mineral wool is manufactured in many parts of the United States and Canada, the plants for the most part being in close proximity to deposits of suitable rock or to sources of slag. In the United States there are some seventy-five producers with a total annual capacity of nearly one million tons of wool. In Canada, in 1946, eleven manufacturers produced about fifty million square feet of batt-type mineral wool insulation material. Mineral wool is, perhaps, the most efficient of all heat-insulating materials and, moreover, it is fireproof, extremely durable, and insect- proof. Its high efficiency is due to the very low thermal conductivity of the fibres themselves and to the fact that the produce as marketed contains up to 90 per cent non-conducting air space. Depending on the degree of compression of the fibres in the manufactured product, the specific gravity ranges from 2 lb. to 10 lb. per cubic foot. "Once all the hullabaloo about Finance Minister Wilson's April 27 budget died down (or was it an April 26 budget?), the pain of the budget papers began to sink in. Individuals and corporations will have to dig deeper and pay more taxes - and government will continue to dig deeper and spend more. The irony of the situation is that higher tax rates actually make flow-through shares more attractive as a tax-deferral investment - a bittersweet ""bravo"" for the mining industry.INTRODUCTIONFor the first time in Canadian history, a major budget address has taken two days to deliver. Of course, it's not a case of long-windedness, but rather a case of a hastily called press announcement on April 26 in response to a budget leak, followed by a formal budget speech on April 27.The general reaction of the business community to the budget was to the effect that the tax hikes are acceptable, but the government's failure to curb spending is less than acceptable. Mr. Wilson's reported response indicated that the government had never promised to cut spending, and that increased government spending would actually benefit the country. That age-old debate will doubtlessly continue for generations.In any event, three noteworthy components of the budget papers are:• Personal income tax rates increase effective July I, 1989;• A ""large corporations tax"" (in effect 'a corporate ""minimum tax"") is effective July I, 1989; and• Federal sales tax increases are effective from June 30, 1989, to be replaced by a national sales tax in 1991.A brief overview of these and other budget proposals follows."

It is the object of this paper to discuss various options for improving the hematite process in terms of increased throughput hence lower capital cost and production of saleable quality hematite. With reference to increasing the throughput of the process, it has now been determined via the analysis of Akita Zinc Co's continuous industrial autoclave performance data that the process kinetics is limited by the rate of the hydrolytic precipitation reaction. By correlating the hydrolytic precipitation rate to supersaturation ratio, it is shown that accelerated kinetics can be achieved via the following measures: (1) in-situ neutralization with addition of zinc calcine; (2) elevation of temperature; and (3) dilution of feed; of which, the first one was retained for further evaluation. According to presented estimates, addition of calcine, amounting to only 2.6% of the total zinc calcine processed, can allow for shortening the retention time by at least 50%. Such drastic shortening of retention time may be either used to increase the throughput of a given autoclave circuit or alternatively to release autoclave capacity for clean hematite production. Hydrothermal treatment of the crude hematite product proved effective in producing clean hematite as according to laboratory tests, hence allowing the sulphur content of hematite to be reduced from around 4% to less than 1%. A conceptual flowsheet incorporating in-situ neutralization for accelerated kinetics with hydrothermal upgrading of crude hematite without sacrificing production capacity and with minimum upset of the plant's water balance is described.

Dynamics of collision and kinetics of the bubble attachment to hydrophobic solid plates (Teflon) of different surface roughness were investigated. The experiments were carried out in such a way that probability of the collision and probability that the detachment will not occur were equal always 100%. Thus, it was possible to determine effect of the surface roughness on the bubble attachment (three phase contact formation, TPC) only. A high-speed camera (1182 Hz) was used to record the velocity variations, bouncing and time of attachment of the bubble colliding with Teflon plates having different surface roughness (5 different plates). Roughness of the plate surfaces was modified in a mechanical way using different abrasive papers. It was found that the roughness had a crucial influence on the time-scale of the TPC formation and attachment of the bubble colliding with the Teflon plates. Despite high hydrophobicity of all plates (contact angles 1100 -115º) it was observed that at the smoothest surfaces (called "Teflon I" and "Teflon II" and having surface roughness below 1 um) there was no attachment during the bubble first collisions. Prior to the attachment four or more "approach?bouncing" cycles of the colliding bubble were observed there and simultaneously the bubble shape varied rapidly within time intervals below 0.85 ms. Time of contact of the colliding bubble with the Teflon plates was very short; 2-3 ms. These results indicate that during that short time of the collision the liquid layer separating the colliding bubble and the solid surface did not reach a critical thickness of its rupture.

MR. N. T. AVARD : I would like to congratulate Dr. Cameron on his presentation of some pertinent facts about the Coal Resources of Nova Scotia. There is no question but what there is something very definitely wrong about the coal mining situation in this Province. These are times when we can with profit look facts in the face and attempt to solve some riddles. Perhaps now is the time when we can bring some of these coal mining facts into the open and look them over. Co-operatively, we might evolve some helpful solutions. However, I would like, first, to make some specific reference to the Joggins coal field, not as a mining expert, but rather as an executive who has evolved some ideas after some years of practical contact with this field. Dr. Cameron states that existing operations in this area will probably continue for a few years. As a matter of fact, under normal conditions, these mines are good for another twelve years. With the installation of more powerful equipment for hoisting, pumping, and ventilation, an additional five years could be counted on. With one exception, that pretty well clears up mining from the outcrop, hitherto the only method of approach in this field. The chief reason for this present limitation is prolific 'bootlegging' operations. It is too bad that these should have been permitted to ruin a valuable coal field. Moreover, I am cold by competent authorities that this need not have been so. At one time shortly before war broke out there were 74 bootleg operations within an area of one square mile around Joggins. However, despite the fact that these operations were illegal, I could not find any means of stopping then and I believe the same conditions existed in many other coal areas in the Province. For some reason, the eyes of the law were closed. The result is that many outcrop possibilities have been permanently ruined. The exception noted in the so-called Queen seam, which has definite possibilities for approach through the outcrop. This is probably the best coal in the district.

An account is given of the developments brought about in the last fifteen years by metallurgical research in the field of heat treatment of steels. The practical aspects of these developments are especially emphasized. Methods of representation of the phase-change during austenitizing and sub-critical transformation of austenite are described and the importance of time-temperature-transformation charts for the planning of heat treatment cycles is shown. Special copies such as retained austenite and internal stresses developed on quenching are also discussed in some detail. Due to the interest shown currently in these problems, it has been thought advisable to describe briefly the underlying principles and present some of the results already available.

A GEOLOGICAL study seeking to determine, for economic purposes, the value of the Sydney coalfield as a source of coal supply. Limitations of the coalfield come under two main heads: (a) Areal extent of the undersea coalfield. (b) The distance from shore at which coal can be mined at a cost of production permitting its profitable sale. Conclusions reached are that the areal extent of seams below the Phalen seam is of. small economic importance, and that non-persistence of these seams in full thickness and quality in the undersea extension of the coalfield will put an end to profitable mining before any limitations connected with distance from the shore-line become operative. With respect to the Phalen seam, non-persistence or deterioration of the seam will become effective in the western part of the coalfield, and less certainly in the eastern part of the coalfield, before operation of limitations by distance from shore. In the central portion of the coalfield, the seam probably persists in commercially workable thickness and quality to beyond the limit of mining set by distance from the shore-line. With respect to the seams above the Phalen seam between the Mountain fault on the extreme western boundary of the coalfield and the assumed termination of the deposition area on the eastern extremity of the field near South Head of Morien, there appear to be only such limitations as arise from engineering approach, distance from shore, sufficiency of strata cover between the sea-floor and the upper coal seams, and quality of the coal (with certain reservations as to the continuity of the upper seams under Sydney harbour and in the Sydney Mines-Little Bras d'Or district). Some of these seams have fragmentary land outcroppings from which their persistence seaward is assumed, and there may be other and still higher seams in the strata column which are entirely submarine.
