The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. Longstanding occupational health challenges of the underground hard-rock mining sector require both an analysis of historical data to assess evidence of linkages between the source of the problem and subsequent illnesses, as well as investigating the means by which health risks to workers can be eliminated or minimised. This paper refers briefly to a recently established National Health and Medical Research Council (NHMRC) sponsored Epidemiological Study into the incidence of Lung Cancer, contracted by mineworkers in Western Australia (WA) due to the inhalation of diesel exhaust fumes from 1996 to 2012. Thereafter it reviews current knowledge of the nature of the challenges facing those responsible for the health and wellbeing of underground hard-rock miners in WA, commencing with the recent categorisation of diesel exhaust as ‘Carcinogenic to Humans, Group 1’, by the World Health Organisation’s (WHO) International Agency for Research on Cancer (IARC). An attempt is also made to explore how the challenge has changed with the adoption of more advanced engine technologies, including the increased generation of ultra-fine volatile organic and other nucleates, submicron carbonaceous agglomerates and toxic gases.The compounding effect of using the mine decline access entry as both the primary ventilation intake and haulage-way is also discussed, as is the need to develop a more appropriate metric for regulating diesel engine emissions. Finally the paper refers to ongoing in-mine research pursued by the National Institute for Occupational Safety and Health (NIOSH) at its Diesel Laboratory in an underground limestone mine near Morgantown in the USA.CITATION:Jones, O, 2015. It is well understood that designers and constructors must protect the existing surroundings of tunnel construction, particularly in the selection of excavation methods, ground support and waterproofing systems. However, while this can readily address the existing conditions, the tunnel owner and the designers need to consider the changes that are likely to occur during the life of the tunnel. It is typical for transport infrastructure to have a design life of at least a century. While the effects of constructing the tunnel on its surroundings are a short-term effect, the converse case, the protection of the tunnel, and the need to maintain its integrity, will affect developments over and adjacent to the tunnels beyond the foreseeable future. Decisions made during the design phase have the potential either to facilitate development or to hinder it for the long term.Examples principally from Australia, New Zealand, Singapore and Hong Kong show that the provision for future development is addressed in different ways. These have ranged from making no specific provision, putting the onus onto developers to ensure that the tunnels are not affected adversely, to including a loading allowance for future development in the performance specification or contract documents for a tunnel project.These two contrasting approaches have strong points and risks. A highly prescriptive definition of permissible loadings around the tunnel can provide unambiguous guidance for the approving authority and the developer, but runs the risk of being overly conservative to allow for all the envisaged works, while still missing a detrimental combination of effects that theoretically complies with the specified requirements. In contrast, a general requirement to not cause detriment is open to interpretation and potentially difficult negotiations to reach agreement between the tunnel owner/operator and developer and finally the appointed contractor (probably with no contractual relationship with the tunnel owner).In practice, a combination of prescriptive and performance requirements is likely to provide the optimum combination of clarity and flexibility. In 2012 the Bureau of Meteorology, under the banner of the Water Accounting Standards Board, released the Australian Water Accounting Standard 1 (AWAS 1). This standard has been in development since 2007 with key milestones being the release of the Preliminary Australian Water Accounting Standard in 2009 and the exposure draft of the Australian Water Accounting Standard in 2010. Throughout this period, the Minerals Council of AustraliaÆs Water Accounting Framework has developed concurrently with the Australian standards and the standards have informed elements of the framework. However, the framework is not identical to the standard as the objectives between the two are different. The objective of the Water Accounting Framework is to create consistency in water reporting of the minerals industry and to assist companies reporting to corporate sustainability initiatives. The objective of AWAS 1 is to provide information to water management bodies to facilitate decisions about the allocation of water resources. Companies are to report on an annual basis - not only physical flows of water but contractual requirements to supply and obtain water - regardless of whether the transaction has been fulfilled in the reporting period. In contrast, the Water Accounting Framework only reports on flows that have physically happened. The paper will provide summary information on aspects of AWAS 1 that are most relevant to the minerals industry, show the alignment and differences between AWAS 1 and the Water Accounting Framework and explain how to obtain the information for the AWAS 1 reporting statements.CITATION:Danoucaras, A N and Woodley, A, 2013. Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

"Gas management has always been a major concern for the ventilation officer of any gassy mine. With an increase of mining depth and gas content, there is a great demand for the development of in-seam drilling sites where boreholes can be drilled for the pre-drainage of gas prior to longwall operation. The ventilation and gas management in the drilling site therefore becomes a critical component of mine safety. In this study, advanced computational fluid dynamics technology was adopted to investigate the aerodynamics of gas emitting from the drilling site and boreholes during normal drilling and, in the case of a sudden gas inrush, from the borehole. In addition, the impact of different ventilation controls on gas removal in the drilling site was investigated. Modelling results indicate that gas accumulation zones could be formed if the ventilation system fails to deliver sufficient airflow to the drill site, especially when a sudden gas inrush from a borehole occurs. The configurations of brattice, layout of ventilation tubes and the gas emission rate all have a significant effect on the gas distribution. Due to variations in site-specific conditions, it would be desirable to conduct modelling studies to assess the effects and efficiencies of a ventilation design for the varying environment on-site before carrying out drilling practice. Safety is a key value in most leading mining companies. Despite years of effort, and significant expense in ‘programs’, operating sites seem to have been left with no real improvement in either the elimination of fatalities or sustained reduction in injuries.Safety systems and processes have grown and evolved, often to the point where they have become overly complicated and marginally useful.MMG Limited, following the consolidation of its Australian operations under a single management structure, undertook a program to effect real and sustained change in its approach to managing safety. The program aimed at improving safety by better engaging its workforce and by making safety processes simple, useful and effective. It defined the role of the supervisor in creating safe work, the role of the people doing work and the role of safe work methods.A safety diagnostic tool was developed to assess site against safety-critical mindsets, behaviours, cultures and systems. The outcome of the diagnostic is considered by the organisation to be the true lead indicator of safety performance.While still a work-in-progress, the program at the Australian Operations of MMG Limited shows that challenging common paradigms in safety management can create real change in safety performance.CITATION:Webb, M E, 2016. The algorithms employed by the commercial tools are either heuristic algorithm or iterative optimisation of a subsystem. This often results in a suboptimal schedule. In this paper, the author presents a new scheduling algorithm that incorporates with a novel stockpile configuration system, an improved algorithm on multiple processes and a mixed-integer linear programming (MILP) global optimisation model. It can simultaneously optimise stockpiles, blending, multiple processes as well as multiple mines. There are many physical factors that can affect the self-heating rate of coal. The presence of seam gas has often been referred to as inhibiting coal self-heating due to the limited access of oxidation sites created by the presence of the gas adsorbed on the coal pores. Similarly, the presence of bed moisture in the coal also acts as an inhibitor of oxidation by blocking access of air into the pores. Gas drainage of a coal seam prior to mining removes both gas and moisture from the seam. Bulk coal self-heating tests in a two-metre column on both gassy, as-mined and gas-drained, dried high volatile bituminous coal show that removal of gas and moisture from the coal accelerates the rate of self-heating to thermal runaway from 8.5 days to 4.25 days, from a start temperature of 30¦C, with an airflow of 0.25 L/min. The corresponding gas evolution pattern for each of these situations is different. Therefore, it is necessary to take this change in coal condition into consideration when developing a spontaneous combustion management plan.

As the iron ore/magnetite boom gains momentum, it is particularly important to question established past trends and explore the potential of alternative design options. Traditionally, ‘rule of thumb’ methods have been used to size dewatering equipment. Greater consideration needs to be given to technological advancements and specific throughput testing of each ore body type based on innovative developments.This paper will describe how an innovative approach resulted not only in significant savings in capital cost and site work hours but also delivered a truly optimised design for the thickener duty at Karara. Test work also played a crucial role and a comprehensive test work program on the ore samples showed the scale-up benefi ts of new technology in thickener designs. Working closely with the Karara team during the laboratory testing proved the old sizing theories for iron ore/magnetite processing have been superseded with the knowledge and results of the industry’s newest feedwell technology. Increased solids flux and rise rates in the testing process proved very successful, resulting in signifi cantly reduced thickener sizes and lower capital expense.Mechanical design considerations such as removal of underflow and pump access led to a preference for an above-ground thickener confi guration, and the economics of a completefabrication and installation package favoured steel construction for the thickener units.The ultimate choice of the bolted/fl anged tank methodology provides both economic and timely solutions for the site installation including reduced man power and quick and safe site-work. A benefits comparison between this design and other fabrication and installation procedures will also be analysed in the paper.

Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. Single wavelength fluorescence sensing has been used in the preconcentration of ores for many years in situations where it is typically specific to the mineral of interest. Examples of fluorescence sensing include the sorting of diamonds in diamond mines and the sorting of scheelite in tungsten ores. However, the number of minerals that show useful single wavelength fluorescence properties in the visible spectrum is relatively small, so the application of fluorescence sensing is currently limited to niche application in the minerals industry. Recent developments at the University of Adelaide have focussed upon extending fluorescence signal measurements into the infrared spectrum, as well as investigating multi-wavelength fluorescence known as up-conversion fluorescence. These techniques may not only significantly increase the number of minerals that exhibit fluorescence properties suitable for both identification and sensor-based sorting, but also provide mineral-specific signatures of higher quality than previously attainable. This paper details the research work carried out by the University of Adelaide and funded by CRC ORE to develop a mineral-specific fluorescence sensor. The sensor targets two fluorine bearing minerals, fluorite and fluorapatite, that are common in many base metal ores such as porphyry copper ores and silver/lead/zinc ores. Fluorine is a known penalty element in mineral products derived from these ores, so mining companies need to monitor and control the amount of fluorine in their final product to keep it below commercially agreed specifications. Currently there is no real time sensor capable of monitoring fluorine in the ore feed so monitoring and control is carried out using time-consuming standard sampling and off-line laboratory measurements. The development and application of a real time fluorine sensor will enable the mining companies to monitor and control fluorine levels in the plant, greatly reducing the time and cost associated with producing their mineral concentrates within the prescribed specifications.

Four siltite-argillite rock samples were characterised (particle size, chemistry, mineralogy) and subjected to laboratory dissolution testing for 36 to 298 weeks. In two samples sulfur (0.99, 1.69 wt per cent) occurred largely as pyrite, and in the other two samples sulfur (0.96, 1.93 wt per cent) occurred predominately as potassium jarosite. The observed rate of sulfate release from the pyritic samples was one to two orders of magnitude greater than that from samples containing potassium jarosite. Drainage pH values from the pyritic samples were one to two units lower and acidities were ten to 70 times higher than associated values from the potassium jarosite samples. Geochemical modelling supported the hypothesis that pH and concentrations of sulfate and potassium in drainage from the potassium jarosite samples were controlled by the limited solubility of potassium jarosite. This dissolution produced an iron-dominated mineral phase, but iron concentrations in the drainage were well below those predicted by ferrihydrite solubility.

Paste backfill has been adopted by many underground mines in North America and a growing number elsewhere. Paste offers a number of advantages. This paper suggests wider applications of paste technology to surface tailings disposal and water management. Advantages include improved overall stability, potentially easier permitting, smaller water inventory and earlier reclamation. It may be feasible to use the same plant to prepare backfill and to dispose of surplus tailings. Example cost models are given to illustrate potential applications.

Codelco Chile is currently developing the El Teniente û New Mine Level Project (NMLP) in order to increase ore production by seeking to mine the ore deposit located under the current operational orebody. Reserves of 2000 million tonnes (Mt) have been quantified, which will be extracted as from the year 2017 by using the panel caving and progressive sinking method. Codelco and SKM Minmetal (SKM) jointly developed the project prefeasibility stage (PFS), closing these studies in March 2008. The first part of the project approach is to replace mine production currently feeding the Colon concentrator facilities with 137 000 tonnes per day (t/d), focusing attention on a production increase from the year 2026 up to 180 000 t/d. Project efforts have also been centred on maximising the contribution of new technologies for both construction and operational phases of the New Mine Level, together with selecting the best mine infrastructure to keep El Teniente operations going on for the next 50 years. Implicit in this is the inherent improvement of a variety of current Mina El Teniente process and management practices. The plan is to reduce actual mine operational risks and take advantage of new opportunities afforded by the project, which is in effect a greenfield project with respect to the implementation of fundamental changes in the labour and business environment. In addition, issues related to human resources, maintenance and management, materials handling, establishing centralised operations and accesses, automation and remote operations control and power efficiency could also be addressed. The project, beyond the New Mine Level exploitation, considers the mineÆs future potential, with a second deeper exploration in prospect named Deep Level. Finally, the project identifies features that would add value to the mine operations, in an initiative named æSpace for Future TechnologiesÆ. This will allow the eventual implementation of new electrical equipment and the application of mechanised technologies and other process improvements for the mine development.

The Ambuklao and Binga Rehabilitation Project is a 175 MW hydro power project currently under construction across dual sites in the north region of Luzon Island, Philippines. When it was built in 1956, the Ambuklao Dam harnessed the second largest hydro-electric reservoir in Asia. However, due to landslide erosion and prolonged silt infiltration caused by an earthquake in 1990, the power plant has been rendered inoperable since 1999.To bring the power generating facility back to life, the project scope entails the rehabilitation and construction of civil structures, shafts and tunnels. A major component of these works is the decommissioning of a section of the seven metre diameter headrace tunnel by installing a concrete plug. The headrace tunnel is part of a closed waterway system that connects the dam via a shaft, exhibiting a hydrostatic pressure of 13 bar (1300 kPa) at the location of the new tunnel plug. In addition, the power station ball valves have seized ajar and the damaged intake riser is unsafe toaccess thereby requiring the plugging operation to be carried out under live flowing conditions.Working under hydrostatic pressure and live conditions, the headrace plug will be an underwater tremie pour operation that includes drilling and concrete injection through blow out preventer caissons installed in the floor of an underground chamber above the tunnel. The purpose of this paper is to describe the key engineering and planning components involved in this operation including pre- and post-grouting, chamber crane, sonar, local water compensation, jet flushing, drilling, caisson installation, and concrete design, production, delivery and placement. The success of this task rests on the strategic preparation and operational management of risk and safety in a challenging rural environment.

Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.
