In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

Good mining is central to any approach to value tracking. Good mining occurs where the ore is correctly delineated, measured and fed to the mill. This process is usually referred to as grade control, ore control or quality control. There are now ways to measure the efficiency of this process, such as by using conditional simulation, and a brief synopsis is presented. Resource estimation is the foundation of ore reserve estimation, which should enable useful prediction of the expected metal to be recovered from mining and milling. Significant improvements have resulted from applying new techniques such as the Chain of Mining (CoM) method, which models the mining process. Again, a brief synopsis is presented. Tracking value from the mine through the mill implies a linear sequence of processes that can be modelled. Reality is more complex and there are error components, feedback loops and breaks in the Chain of Value. Modelling the total production process in a number of operations is considered, including the various impacts on producing reconciliations. Procedures are also discussed for handling a number of difficult issues such as: different data supports, stockpiling strategies, blending from multiple ore sources, blast movement and underground ore extraction.

Basic Oxygen Steelmaking (B.O.S.) commenced in Australia in December, 1962. Two 200-ton furnaces were installed initially at Newcastle with a 50-ton furnace coupled to a continuous casting machine added in 1967. In 1965, two 100-ton furnaces were installed at Whyalla plant and two 225-ton furnaces are nearing com- pletion at Port Kembla to commence oper- ations in 1972. Plant layouts in each centre differ due to changing circumstance and increasing knowledge of the B.O.S. process since 1962. Raw materials are a most important factor for good operation of the process. Most materials come from within Australia but some are imported. General operating practices are similar in each plant, although treatment of fume at Port Kembla will be by the OG (Oxygen Converter Gas Recovery) Process as against electrostatic precipitators in Newcastle and Whyalla. Special alloy steels as well as plain carbon steels can be made by the B.O.S. process. Production potential of the process in Australia has yet to be fully utilised with 45 per cent of steel production coming from B.O.S. In 1971.

One of the fundamental parameters of the race- way is its extent (a{ o), which has a significant effect on the distribution of gas and material flows in the lower region of the furnace. pp The known relationships for determination of aC o in most cases link the length of the raceway with the parameters of the blast, while the para- meters of the coke layer, in which the raceway is formed, are either ignored or else expressed in terms which are difficult to determine experimen- tally. Furthermore, the coke combustion propert- ies are not always taken into account in current blast furnace operating practice with combined blast. A complex dimensionless parameter, which re- flects the properties of the interacting media, is the ratio of the kinetic energy of the hot, com- bined gas stream to the potential energy of the coke flow, burning at the tuyere in a gas of known composition. In many underground mining applications where-dry fill is used, only a token acknowl- edgement of the fill properties is given. It is the aim of this paper to induce mining engineers to consider dry fill as an engineer- ing material rather than a mass to place in unwanted voids. Dry fill is generally cheap, inert and readily available, but it can still contribute to mining performance. In particular, the choice of the dry fill becomes more critical as stope sizes increase, controlled choked draws are used or pillar recovery introduced. Selection must be initiated from an evaluation of the role of the fill in the mining operation. In most cases the fill must be chosen before quarrying begins and an investigation must be made of available sources and appropriate quarrying methods. Some of the properties of fill are described together with evaluation techniques. A com- parison of placement conditions is limited by the complexities of material flow and degrada- tion: However, field and model tests can aid interpretation in these cases. Examples are given of aspects of dry fill selection and their incorporation in mining design.

The Kelian gold mine which was developed in East Kalimantan Indonesia in 1990 - 1992 is scheduled to complete mining and processing operations in 2004. This will have a major impact on the neighbouring communities who have benefited from the jobs, economic activity and infrastructure development which has been generated by the mine. Currently, there are no formal regulations or standards specifying the procedures for relinquishment of mining leases in Indonesia. Furthermore, a move towards regional autonomy, providing greater authority and responsibility to local (regional) areas, has recently been implemented in Indonesia and limited capacity exists in the new regional governments. Consequently, in October 2000, Kelian Equatorial Mining (KEM) initiated a partnership with the local community and government to explore sustainable post-closure options for the mine site and community development programs. The Kelian mine closure strategy seeks full involvement of all stakeholders through the Kelian Mine Closure Steering Committee (MCSC) in the development of sustainable solutions which will enable communities to secure long-term benefits and minimise post-closure risks from the KEM operations. This organisation, jointly chaired by the Head (Bupati) of the regional West Kutai government and the KEM President Director, with representatives from the local communities, governments and NGOs, has developed a Charter, a website and evaluation criteria to ensure accountability and transparency. There are four technical working groups, consisting of representatives from the mine, local community leaders, NGOs, Universities, Local, Provincial and Central Government Departments, which report to the Steering Committee. These working groups have researched, developed and recommended sustainable options to the Steering Committee. The MCSC has met quarterly to examine options in accordance with the criteria set out in the Charter and has endorsed sustainable solutions which have support from Government, Community and the mine. This paper describes the closure risks, sustainable outcomes derived through the Kelian mine closure steering committee process and outlines the methodologies used to develop and endorse sustainable solutions in a society with limited capacity undergoing enormous change and uncertainty.

Transporting coal by means of conveyor belts is very common in Australian underground coal mines. Major conveyor belt-related mining incidents are now relatively infrequent as a result of recent improvements in engineering standards and use of fire-resistance materials. However, conveyor belts have the potential for incidents capable of causing either personal or structural damage. In addition, any unexpected break down of rolling components or failure of belts creates a significant interruption to the production that is a major concern for operators whose responsibility is to achieve the optimum mining production.Currently, underground coal conveyor belts are examined for the presence of any overheating, smouldering or unsafe conditions likely to cause a fire. Periodic inspection of operating conveyor belts is carried out with the aim of detecting any local heat sources in an early stage. This includes temperature measurements of the driving head, idlers and rollers using hand-held temperature sensors such as infrared cameras or laser temperature sensors. The disadvantages of current conveyor belt temperature monitoring systems include high labour and equipment costs, safety risk to personnel who are in close proximity to moving conveyors, the ability to take line of site measurements only and potential for missed overheated idlers. Some of the conveyor idlers in underground coal operations cannot be accessed for traditional temperature measurements. This introduces a significant risk to the operation of critical infrastructure.A distributed temperature sensing (DTS) system can be used to develop an advanced conveyor belt temperature monitoring system that provides real-time, accurate and continuous temperature measurements along a conveyor belt particularly at the rolling components. The DTS system comprises of fibre optic detection cable, DTS controller and interfacing module. The advantages of the system include the accuracy, low-cost, easy installation, robustness, safety, immunity to radio frequency and electromagnetic interference, real-time data collection, and secure data transmission. This paper presents a scoping study on the development and utilisation of a fibre optic-based DTS system for underground coal conveyor belts. The mechanism of heat generation, the operation temperature range and the installation issues of fibre optic cable along the conveyor belt particularly in close proximity to each end of the spindle on every idler will be discussed.CITATION:Aminossadati, S M and Yang, B, 2013. SAG Mill process control classically maintains the SAG mill volumetric filling within a set operating range. Typically a SAG mill weight measurement, by either bearing pressure transducers or load cells, is used as an inferred measurement of volumetric filling. To maintain volumetric filling within a set operating range the SAG weight setpoint use for process control requires regular review due to changes in SAG mill charge density (rock:ball ratio) and the wearing of mill liners. At Lihir Gold Mine in Papua New Guinea, the use of SAG mill weight for process control is additionally complicated by compromised load cells and drifting bearing pressure measurements. The need for an improved method of measuring and controlling volumetric filling led to the recent installation of the Outotec MillSense, a SAG mill toe angle instrument. The use of compressive crushing equipment such as gyratory crushers within minerals processing plants can potentially generate large quantities of dust. Remedies to this problem include the retrofitting of shrouds, enclosures, local exhaust ventilation (LEV) systems and water suppression systems. The single or combined application of these systems must be optimised to ensure they operate efficiently. It is desirable that the future design planning of such facilities include integrated dust suppression and/or removal systems to ensure material delivery rates are maintained and the welfare of the workforce is protected. The characteristic release of dust and the disturbance to the surrounding ventilation airflow is investigated by the construction and solution of computational fluid dynamic (CFD) models validated by data obtained from scale experiments. A 3D computational model was constructed using the FluentTM CFD software to represent the background ventilation regime within an underground crushing installation. The falling ore is represented as a continuum granular fluid falling under gravity from the raised bed of the dump truck. Transient path lines are computed to simulate the updraft airflow generated by the tipping process and indicate the dispersion path of any entrained dust. The relationships between the falling ore material, the displaced air and the shear induced flow are determined by an analysis of the computed volume/mass flow rates predicted across the crusher opening. An analysis of the airflow patterns predicted by the CFD simulation models indicates strong shear flows induced between the tipped material and the surrounding airflow in the vicinity of the crusher during tipping, and a strong influence of the background ventilation regime on the path taken by this shear flow. Scale experimental studies were conducted to characterise the induced shear flow and visualise the potential entrainment and transport of dust. An analysis of these experiments is presented.

Metal production have long been using carbon sources as both reducing agents and energy sources. Consequently, the global extractive metal sector contributes significantly to greenhouse gas emissions, accounting for approximately 9.5 per cent. Hydrogen gas offers as a promising ecofriendly alternative to carbon in metallurgical processes, serving as both a reductant and energy supplier with a by-product being only water vapour. However, the implementation of molecular hydrogen faces certain challenges related to the thermodynamics and kinetics of metal oxide reduction. In addressing these challenges, researchers have explored the application of hydrogen plasma, generated by subjecting molecular hydrogen to high energy to produce atomic, ionic and excited hydrogen species. Hydrogen plasma offers thermodynamic and kinetic advantages over molecular hydrogen and carbon-based reductants, exhibiting lower standard Gibbs free energy of reaction and activation energy. Therefore, hydrogen plasma can produce metal in fewer steps, process any oxide feed and feed size and even be used to refine metals. Despite these advantages, challenges exist in utilising hydrogen plasma in extractive metallurgy, including electricity costs, potential reverse reactions and industrial-scale implementation. This study provides a mini review of prior research on hydrogen plasma for metal oxides reduction, particularly iron oxide, as well as state-of-the-art techniques for its use in extractive metallurgy applications by mentioning several reactor types. Future prospects and scale-up possibilities of the hydrogen plasma in extractive metallurgy will also be presented.

The Coeur d'Alene mining district in northern Idaho, USA is the second largest producer of silver in the world. Mesothermal silver-lead-zinc veins occur in the metasedimentary rocks of the Belt Supergroup with five main types of associated hydrothermal alteration: 1) feldspar destruction, 2) hydrothermal bleaching, 3) carbonatisation, 4) sulfidation, and 5) silicification. Hydrothermal bleaching is characterised by hematite destruction with associated siderite and quartz veins and veinlets, coarse euhedral pyrite and magnetite. Bleached zones envelop both mineralised and barren veins and extend for metres to tens of metres into the wall rocks. Carbonatisation consists of addition of siderite, which occurs as veins, veinlets, stockwork, irregular blebs or spots, and coarsely disseminated grains, depending on the relative distance from the main vein structure. Siderite envelops nearly all mineralised veins, relates to all other alteration types and extends from several metres to tens of metres into the wall rocks. Pyrite and galena alteration dominate sulfidation and are associated with some mineralised veins. Pyrite alteration strongly correlates with siderite alteration and exists in three main forms: a) very fine-grained pyrite flooding, which can extend for metres to tens of metres into wall rocks; b) coarse-grained, euhedral pyrite, which is sporadic and associated with the redox boundary in hydrothermally bleached zones; and c) small isolated zones (6 - 15 cm) of medium-grained, subhedral to euhedral pyrite associated with pervasive siderite alteration. Where present, disseminated galena extends for metres to tens of metres into the wall rocks. Silicification is characterised by veins, veinlets, stringers, irregular patches and variable hardness in siltites and commonly appears in association with hydrothermal bleaching and siderite alteration. Although related to mineralisation, silicification is sporadic and in most places a clear envelope around mineralised veins cannot be identified.

In the last 40 years, the froth flotation process widely spread in the paper industry becoming the dominant technology for ink removal from recovered paper slurries and cellulose fibres recovery. Most of current models used to describe the flotation deinking process are based on hydrodynamic and statistical theories of ink particles collision/attachment to air bubbles. The complexity of these theoretical models, together with the variability of the recovered papers composition, does not allow to define a set of æeasy to handleÆ equations to be used for modelling industrial flotation cells. This main limiting aspect makes that, in several deinking process modelling tools, basic parameters used to characterise the flotation unit, ie yield, ink removal efficiency, water loss, are constant parameters. Although in some process simulation tools the flotation yield/efficiency is adapted to process control parameters (air ratio, pulp flow, pulp consistency), physicochemical variables (namely the pulp frothing aptitude, the pulp surface tension and the ink adhesion energy to air bubbles) are not taken into account to adjust the flotation yield/efficiency. Data collected during recent laboratory and pilot plant experiments focusing on the role of surface active substances on the flotation efficiency were therefore interpreted and used to identify general trends that could be described with simple semi-empirical models. A set of model equations using surface tension and froth removal height as main variables was then defined in order to describe the behaviour of a pilot flotation cell. Trends obtained during the dynamic simulation of the deinking pilot plant were in good agreement with experimental data obtained under similar experimental conditions, thus indicating that developed equations can forecast with good approximation the behaviour of a flotation deinking unit.

In order to mitigate the effects of climate change, our society must be able to drastically reduce its CO2 emissions. As the metallurgical industry is a considerable contributor to these emissions, new greener technologies must be invented and developed. One option could be the direct production of metals from oxides using renewable electricity. The aim of this study was to investigate the possibility of using high-temperature molten oxide electrolysis (MOE) for iron and ferrochrome production. FactSage™, ver 8.2 (by Thermfact Ltd and GTT-Technologies) was utilised for estimating a feasible equilibrium electrolyte composition, and the experiments were conducted at 1550–1580°C in conical alumina crucibles with iridium wire as the cathode and platinum wire as the anode. The sources of iron and chromium were either pure FeO powder or industrial chromite pellets. Voltage was applied to the electrolysis cell for 6 hrs and the resulting current was measured, along with oxygen concentration in the off-gas line. The electrolyte comprised of SiO2, Al2O3, MgO and CaO. First, the effect of FeO concentration on iron reduction efficiency was investigated using only pure oxide powders as starting materials. The results indicated that 10 wt per cent FeO mixed with the electrolyte resulted in more efficient iron reduction compared to 20 wt per cent. In further experiments, industrial chromite pellets were ground and mixed with the CaO-free electrolyte. Iron and chromium reduction efficiencies were higher when approximately 19 wt per cent of the total sample mass consisted of pellets compared to increasing the pellet amount to 37 wt per cent. Generally, the chromium solubility in the liquid electrolyte was relatively low, and most of the chromium was confined to the spinel solid solution, from where its dissolution to the liquid electrolyte was very slow, resulting in slow reduction kinetics. For larger scale applications, economically more viable electrode materials should be investigated.

The Cumnock Open Cut Mine (COCM) is located in the Hunter coalfield in New South Wales. Five coal seams are being mined, mostly by drilling and blasting, loaders and excavators, and trucks. The annual production of coal is 1.3 million tonnes. Overburden and interburdens consist mostly of siltstones and medium to thickly bedded sandstones. The strata dip to the south-east at approximately four degrees. There are no major faults in the rock mass.

Unless these constraints are overacTe by research, where possible, future high production systems may became unacceptable. 7 he areas of future research include improved subsidence prediction techniques applicable to future mining systems, subsurface subsidence behaviour, mining systems capable of producing no surface subsidence and subsidence damage assessment.

Conventional batch cell and FASTFLOT pilot plant studies of reverse flotation of coarse marcasite and pyrite (100 - 400 μm) to reduce the sulphidic sulphur content of a rutile concentrate, were undertaken. The batch cell experiments found no significant improvement in sulphur removal with acid wash and copper activation of marcasite and pyrite. Batch cell trials also identified potential difficulties of conventional mechanical cell plants operated at 40 per cent w/w solids. The FASTFLOT 250 B-2 pilot plant trials indicated that with a 0.6 - 0.7 per cent w/w feed sulphur content, target product grade can be met on a routine basis by a three-stage FASTFLOT plant floating coarse marcasite and pyrite. The trials found that 150 g/t PAX dosage and 15 minutes conditioning time are adequate reagentisation for 40 per cent w/w solids feed to the FASTFLOT plant.

A metallurgical evaluation of the Argyle Kimberlite No. 1 (AKl) orebody has been carried out using a 40 tonnes per hour pilot plant. Pilot plant results, together with laboratory investigations provided a basis for the determination of process design criteria for a major treatment plant. Various sampling programmes were carried out to determine specific aspects in the evaluation of diamond liberation. Treatment parameters such as the top crush size, recrush size and the bottom cut-off size were investigated. The categories of Mineral Resources and Ore Reserves that may be used for public reporting in Australasia are defined in the current JORC Code (2004). Most internationally accepted codes emphasise the principles of transparency, materiality and competence in classifying resources. They also provide some guidance in considering the impact of data quality. There is no method recommended in the JORC Code to classify a Mineral Resource into the allowed categories of Measured, Indicated and Inferred for public reporting. A clearly defined procedure is desirable for many reasons, including consistency, repeatability and auditability. The demonstrated use of geological knowledge in the classification method is desirable. In deposits with abundant historical data there can be large variations in data type and quality. Quantification of the error of the estimates may also be considered. Ways to formally incorporate such information into the resource classification process are presented as a first step towards establishing an objective, repeatable methodology that allocates resources into appropriate categories based on defined criteria of accuracy and precision.

For the last fifteen years, however, Waihi has been an important gold-silver producer, with an annually increasing output, so that now the area ranks as one of the leading goldfields of the world.
