This paper deals with the Asarco method for the determination of equipment availability. It is apparent that no single availability equation will provide all of the information necessary for the complete record of equipment availability. In the Asarco system, three separate availability records are carried on major equipment. The first is mechanical availability, the second is operational availability, and the third is a historical record of equipment use. The derivation of the three items and the definitions of the time elements used in the various availability equations are presented and discussed. The Mission unit of American Smelting and Refining Co. is located in Pima County, Ariz., approximately twenty miles southwest of Tucson. The unit consists of an open pit copper mine and concentrator. The concentrate is shipped by rail to company smelters at Hayden, Ariz., or El Paso, Tex. Mine stripping began at Mission in the fall of 1959, and construction of the 15,000 tpd concentrator was started in the spring of 1960. The first ore was treated in midsummer of 1961 and full ore production was reached in August 1961. At that time over 46 million tons of material had been moved from the pit. Current production (ore and waste) averages over 100,000 tpd. Total production to date (ore and waste) is over 120 million tons. IT is well known that the martensite reaction can be induced to occur isothermally above the M, temperature by plastic deformation of an alloy in its austenitic state, and also that as the test temperature is increased above the M. temperature, plastic deformation under a given set of conditions merely causes additional slip with a corresponding tendency toward the formation of less martensite per unit of strain. Thus it appears that a maximum temperature exists above which martensite cannot be formed isothermally by plastic deformation. This temperature is commonly designated as the equilibrium temperature Te. Attempts to determine experimentally the equilibrium temperature have indicated that a critical temperature is observed, under a given set of conditions, above which martensite cannot be formed isothermally by plastic deformation. But the observation of a "so called" critical temperature, Te, should not be confused with the equilibrium temperature, Te. In order to clarify this anomaly, true stress-strain curves were obtained for a series of type 304 stainless steel specimens (manufacturer's analysis, 0.08 pct C, 18 to 20 pct Cr, 8 to 10 pct Ni, balance Fe) over the temperature range 67" to 300°K.' Since martensite is magnetic, a quantitative measure of the amount of martensite that was produced by plastic deformation was obtained by determining the magnetic permeability as a function of strain. The results of these tests are given in Fig. 1. They appear to indicate that a plastic critical point does exist at about 240°K for the stainless steel under investigation here. But that 240 °K is not the equilibrium temperature nor even a true plastic critical temperature can be seen from Fig. 2 wherein the permeability of the same material is shown to increase with cold rolling at 293 OK. Consequently the observation of a "so called" plastic critical temperature is dependent on the mode of deformation and has no theoretical significance. Production of crude oil in Tennessee during 1936 approximated 20,000 bbl., about the same as in 1935. Accurate figures are available only for the Glenmary field in southwestern Scott County and the Boone Camp, Seabolt, and Coon Hollow pools in north central Morgan County. Small amounts of oil were produced in the Poplar Cove region of eastern Fentress County, in Tinsleys Bottom along the line between Clay and Jackson Counties, and in the Lock Branch pool of northern Jackson County. The renewed interest in these three pools, which were abandoned for several years, reflects the effect of rising prices for crude oil in Tennessee. Developments in these fields were begun late in 1936 and therefore have had little cffect on the production for the year. A nurnber of small scattered wells in abandoned fields in Clay County were pumped intermittently during the year, but no production figures are available on this production. The acidizing of a number of wells in Scott and Morgan counties reported last1 year has been responsible for an increase of nearly 4000 bbl. over 1935 in this region. Results have shown, however, that the Glenmary pay (Glenmary and Coon Hollow pools) at about the top of the St. Louis limestone, responds more favorably to acid treatment than does the Boone Camp (Boone Camp and Seabolt pools) horizon in the Fort Payne formation of lower Mississippian age. This difference is probably due to the siliceous and argillaceous content of the Boone Camp pay. The only natural gas marketed off the lease in Tennessee during 1936 was in Morgan County, where approximately 10,000,000 cu. ft. were furnished the towns of Sunbright and Burrville and the immediate vicinity. The gas occurs with the oil in the Boone Camp field and small amounts were put on the line from the near-by Coon Hollow and Seabolt pools. There are 11 gas wells in the area. As an accompaniment to the interesting papers which discuss the practical aspects of forced drive, or flooding, in our oil fields, and to others which deal with laboratory or field tests on the same subject, a few remarks on the theoretical principles concerned may not be considered inappropriate at the present time. Without claiming to have had the field experience which some of you certainly possess I venture to present some of the results of an analytical investigation upon this method of increasing the recovery of oil from our natural reservoirs. I firmly believe that these results will accord with your experience. I shall confine the present discussion to the consideration of a perfectly ideal situation Let us assume that the productive formation lies perfectly horizontal, that it is of uniform thickness, of perfectly homogeneous texture, and that it contains oil with gas in solution, and no water, throughout a definite, although undefined, lateral extent. We shall furthermore assume that the pressure existing within the reservoir as thus specified, is such that some of the gas is in the free state, spread uniformly throughout, in the form of minute bubbles within the pores of the formation. We now have an ideal reservoir subject to the peculiar action of capillarity as described by the French physicist Jules Jamin. In all directions within the reservoir we see these bubbles of gas, separated by globules of oil which tend to remain in the capillary channels that connect the pores. The action of these bubbles and globules under the application or release of pressure has been fully described by Jamin.1 Most of our oil fields in the Mid-Continent and Eastern districts are subject to this action of capillarity: The fact that the actual reservoir is often far from being ideal in the manner specified above does not preclude the, influence of this phenomenon. At least three million ounces of placer gold has been mined from hundreds of deposits in the Southwest since the 1600's. Nevada, the most productive state, produced about 1,700,000 oz. Most of the placers are in accumulations of unsorted, coarse, angular gravel in gullies, dry washes, and on hill- sides. The gold is mixed with debris from the adjacent bedrock and is typically concentrated at or near bedrock or on clay layers or caliche-cemented gravels above bedrock. The most extensive and productive placers are thick accumulations of debris in well-defined stream or gully channels, in alluvial fans at the edges of the range fronts, or as thick residuum on hillsides. With very few exceptions, the gold has been transported only a very short distance from the source. Numerous small high-grade gold-quartz veinlets, rather than single large lode deposits, are by far the most common source of placer gold. Most placer mining consisted of small-scale one-or two-man operations using rockers, pans, and sluices when water was available and dry-washing machines when it was not. Where gravels were deep the miner would dig shafts to bedrock and drift along the paystreak. Large-scale operations in the major districts utilized floating or stationary dredges or, more rarely, hydraulicking to mine extensive deposits. An adequate supply of water for efficient concentration of gold has always been a major problem in the Southwest. To overcome this problem, difficult and sometimes ingenious techniques were used-pipelines to carry water for miles to the placer area were constructed, or gravel was hauled to central washing plants where water was available; numerous designs of dry-washing machines were invented. In some districts, attempts to mine the gravels by large- scale operations failed because the gravels were too wet for dry concentration methods, and no water was available for wet methods; or, when water was available, the gravels were too porous to retain sufficient water in the dredging pond.

THE term oil property, in this discussion, includes any type of easement or grant under which petroleum might be produced; it ranges from the mere right to drill on undeveloped wildcat acreage up to a fully developed oil property. The values of an oil property, as thus defined, vary widely according to the use for which it is intended, whether it is from the viewpoint of the speculator, the fraudulent stock promoter, the refiner and pipe-line owner, or the oil producer. The market value of a property is usually a combination of some two or more of these influences, and occasionally a combination of all of them, but we prefer to treat each viewpoint as distinct from the others, allowing the reader to make his own combination in such proportions as his inclination and property seem to require. This paper will treat the subject from the viewpoint of the oil producer. However, the other influences have such bearing on the cost of property to the producer and on the price he might obtain by its sale as to warrant brief discussion of them. Speculation, particularly lease speculation, is a parasitic growth on the oil industry, healthy enough, but of no economic value. The class of property usually dealt in for this purpose is the undeveloped lease. Its speculative value may have some relation to its probable productive value, but most frequently this value is the product of temporary excitement due to local development. The lease speculator, seeking out the trend of development or securing early information regarding a proposed test or a new discovery, immediately secures leases whose market value will be increased when the existence of such development becomes more widely known. His profits are purely unearned increment. Not proposing to spend money in exploration, he can afford to compete in purchase with the operator, who, in addition to bonus paid, must spend large sums in testing out his own acreage and that of the nearby speculator as well. It has a tendency to compel unduly high bonuses.

High-iRon cements have a number of advantages over cements carrying little or no iron. The presence of iron in Portland cement aids in the manufacture of the cement and also imparts certain advantageous physical properties to the finished product. In manufacture, the presence of iron lowers the fuel consumption, increases the ease of proper"burning, and lessens the destructive action of the charge on the kiln refractories. In the finished cement the presence of iron reduces the expansion and contraction, adds strength, adds increased resistance to"freezing and thawing, and increases the resistance of the cement to sea "or sulphate waters. [" During the past few years the construction of numerous dams through- "out the Southeast by the Tennessee Valley Authority has stimulated the "production of high-iron cements. At present a great number of specifica- "tions call for an iron cement, and the industry is supplying this demand "with a Portland cement carrying approximately 5 per cent iron oxide. "Several manufacturers are now making practically all of their cement "of this type and a number of others manufacture it as a special cement "over short periods to meet demands from the Tennessee Valley Authority "and other buyers. " The recent increase in the use of iron in Portland cement has created "a market for iron products that previously was nonexistent. The chief "sources of supply for the cement manufacturers at present are iron sand, "iron sinter and slag, and ocher. The Copperhill mining district, Ten- "nessee, supplies both iron sinter and slag for use in cement. The Carters- "ville district supplies iron sand, ocher, and some iron resulting from the "magnetic separation of iron from barite. The advantages of these "products vary according to the chemical properties of the raw materials "and the methods of handling used by the different manufacturers. Where "the iron is to be handled by conveying belts and in hopper cars, the iron"sand and sinter and slag are preferable. Today's rapidly shrinking world requires a common language of measurements, a consistent system which could be used by everyone. The S.I. system of units is generally accepted as such and is already in use by a great majority of nations in the world. The change to S.I. units is also slowly taking place in U.S. engineering practice. The transition period is difficult and long because it takes time to get familiar with the new system, to start "feeling" values in new units. Instruments, formulas, computer programs, survey grids, etc. have to be converted or exchanged. The transition period should be used not only for substitution of units, but also for rationalization of presently used calculation methods. This paper examines the major parameters of mine ventilation from the above point of view and discusses a system which is much simpler and more consistent than the American Unit System still in use in the United States. In October 1979, the Society of Mining Engineers of AIME decided to introduce the S.I. unit system in all its publications including the periodical "Mining Engineering", and since February 1980 the system has been used consistently, not only in SME publications but in all conferences and meetings organized by this Society. The authors have no intention of explaining the details of the S.I. system in general. Any reader can find this information in many available publications and conversion tables, and in particular in the ASTM Standard for Metric Practice, E380-79. A comparison is made between various units used in mine ventilation from the past and those presently in use. This will allow an easy translation from one system to another, important when reading publications from abroad. S.I. and customary U.S. formulae are shown side by side for easier visualization of similarities and differences. Recommendations for the necessary steps in order to switch from American to S.I. units conclude the paper.

Hadfielcl steel has been studied by transmission electron microscopy to determine the microsl.rtic-ture of the cold-worked material, which has been a subject of controversy for many years. The presence of fcc deformation twins in specimens deformed in tension, by hamnzering, and by explosive -shock loading at room temperature lzas been established by electron diffraction. No evidence of a mar tensite was detected in any of the speciwens. Small amounts of E martensite were idenLified in the hamnleved specimens. DESPITE numerous researches on Hadfield steel since its discovery in 1882, there is still disagreement on the nature of transformations in the cold-worked material. Collette el al.,' using X-ray and electron diffraction, have found evidence for stacking faults, E martensite, and a martensite in Hadfield steel deformed in tension at room temperature. Nishiyama and Simizu,' using electron microscopy, have found stacking faults and E martensite in hammered Hadfield steel. White and Honeycombe have concluded from X-ray diffraction that Hadfield steel remains fully austenitic even after severe cold work at -196 Previous work by the author, indicating the presence of a, martensite in deformed Hadfield steel, was in error due to a faulty interpretation of the electron-diffraction patterns. Various workers,5'7 over the years, have speculated on the presence of deformation twins in Hadfield steel, largely from such circumstantial evidence as the persistence of slip bands with repeated polishing and etching, the presence of serrations in the stress-strain curve, and the absence of evidence of a martensite by X-ray measurements. The advent of electron-transmission microscopy and se- lected-area diffraction has made possible the positive identification of fine deformation twinning. PROCEDURE For tensile tests, standard ASTM specimens of 2-in. gage length, ground from 0.12-in. Hadfield steel sheet, were solution-treated at 1050°C for 30 min in a salt bath, to avoid decarburization, and water-quenched. The grain size was about 0.01 sq mm. DURING the early years of the present century a notable interest appeared in American industry in the matter of recovering and render-ing profitable byproducts of manufacturing operations. Among the byproducts of reduction of sulfide ores in many plants large amounts of sulfur dioxide gas were available. In certain instances the concentration of SO2 in the gases evolved was, or could be made, sufficient to make them suitable for manufacturing sulfuric acid. At the Anaconda Reduction works such a condition existed. Large tonnages of copper concentrate were being roasted and the roaster gases were available and suitable as a source of sulfuric acid. Earlier work on a large scale at Martinez, Calif., and in the Ducktown region, Tennessee, had shown the feasibility of manufacturing sulfuric acid from the SO2 contained in gases arising from the reduction of copper sulfide ores. In California and Tennessee the acid found a ready market in manufacture of fertilizers, while the situation regarding disposal of the sulfuric acid was quite different at Anaconda. No local use for acid existed, and a commodity of such low value could not stand freight charges to consuming centers. There was a very large accumulation of sand tailings from the gravity concentration mill below the plant at Anaconda. This material, made by the comparatively crude methods in use up to about 1915, contained about 13 lb. of copper per ton, largely as sulfide minerals. In 1912 serious research work toward recovery of this copper was instituted and after about two years of laboratory and pilot-plant development, a process for accomplishing it was perfected. This process involved roast-ing the sand tailings, leaching the roasted tailings with sulfuric acid, and throwing out the copper by passing the solutions over scrap iron. Under this plan each ton of sand required the introduction of about 70 lb. of 60° Be. sulfuric acid.

SOMEWHAT more than a year ago the writer collected some extensive notes on metal-mine fires and a paper on metal-mine fire prevention and fighting, a summary of these notes, was hastily pre-pared, with the assistance of G. Chester Brown, chief mining engineer, Industrial Accident Commission for the National Safety Council meeting. This summary, which is admittedly incomplete, is submitted in the hope that it will evoke some discussion that may result in a reduction in metal-mine fire hazard along the line. To accomplish such a reduction does not require the application of complicated scien-tific data. The use of just a little care, a small amount of thoughtfulness and a bit of common sense will work wonders. UNDERGROUND FIRE FIGHTING There may be some interest in a short list of con-clusions of a rather general nature that were reached in connection with some recent mine-fire fighting opera-tions. No effort has been made to cover the field; the items have been jotted down loosely, and very hastily, in the order in which they occurred to the writer. Originality is claimed for, only a few of them. 1. Temperature readings and analyses of mine-air samples, systematically taken, are invaluable aids to effective metal-mine fire fighting and recovery opera-tions. The analysis of the return-air samples fre-quently gives a surprisingly accurate indication of conditions existing underground. 2. Employees must be thoroughly trained in the use, of mine rescue apparatus, because a relatively slight difference in the amount of training makes a vast difference in the amount of work they can per-form under oxygen. In general, slender, wiry men make better apparatus men than those of heavy, more muscular physique, although there are frequent excep-tions to any such general statement. 3: Surprisingly high temperatures, up to 165° F. or 170° F. pan be endured for short periods by wearers of mine rescue apparatus if the air is dry, but lower temperatures, 135° to 140° F. are almost unbearable if the air is very moist.

During the year 1936 improvement in the oil industry in Kentucky continued at about the same rate as shown by that of the year 1935 over the year 1934. The development of several new pools in western Kentucky and the increase in the application of repressuring methods to the old fields of eastern and to a lesser extent of western Kentucky increased the total production to 5,481,227 bbl., as compared to 5,175,054 produced in 1935. The principle sources of this increased production are the Livermore field and the new Bates Knob field in McLean County, in western Kentucky, and the result of repressuring operations in the " Corniferous" pools of Lee, Powell, Wolfe, Morgan and Estill Counties and the "Weir" sand (of Mississippian age) fields of Magoffin, Lawrence and Johnson Counties in northeastern Kentucky. The last named fields have a producing sand especially adaptable to these methods. Drilling No new fields were opened in eastern Kentucky during the year. All new drilling was codned to pressure wells and new oil wells to complete patterns around the intake wells. Owing to the relatively low "initial" or flush production of the wells in this section—even though the ultimate recovery per acre is as large—higher prices for crude will have to prevail before extensive search for new fields is begun; as in northwestern Kentucky, where active exploratory work has been carried on as in the several preceding years, resulting in numerous new and prolific, although comparatively small fields. In this section approximately 500 new oil wells drilled in the Owensboro field, embracing several pools in Ohio, Hancock, Daviess, McLean, Henderson, Webster and Nuhlenberg Counties in the northwestern part of the state. The total oil production for this field during 1936 exceeded by many thousand barrels the 2,821,722 bbl. produced in 1935. In these fields the producing sands range from the middle Missis-

PeRhaps of all the scientific economic questions which have been claiming the attention of capitalists, metallurgists, manufacturers, directors of public utilities, and the general public of America, during the last few years, none have been of more importance than the one relating to the wear and safety of steel rails. The discovery of the Bessemer process made possible modern railway development. In that growth, as has generally happened in all progressive movemeuts, all its departments have not remained equally balanced. Iron rails permitted the construction of roadways for the passage of power-driven vehicles. In time the speed and weight of such carriages proved too much for the wearing-qualities of the rails, and the limit of railway capacity seemed to have been reached. Bessemer made his invention, which was soon perfected and developed, especially as related to steel rails, and thereby increased the limit of capacity, and vastly greater railway progress was made pgssible. The Siemens-Martin open-hearth process followed, and was later supplemented by the Thomas-Q-ilchrist basic improvement. For a time the Bessemer steel rails of commerce were more than equal to all that was asked of them, but this did not long continue, as evidenced by the records in our Tansactions. Revolutionary changes occurred in the industrial world, and in no part of it more than in steel-rail manufacture. Great and powerful commercial combinations were made, whose financial resources made possible the supplanting of the then most efficient blast-furnaces, steel-works, and mills, by others of theretofore unimagined capacity. Old traditions and practices of steel-making were wiped away, and, in too many cases, output was apparently the chief aim, with the result that much dissatisfaction with the wear and safety of rails was felt by railway officials, and the general public was concerned as to its safety when traveling. THE -salt deposits of the Mississippi Embayment region present a problem of origin so genetically related to the larger problem of the stratigraphy and structure of the region that a discussion of the one necessarily involves or assumes an understanding of the other. For this reason, I shall summarize briefly our knowledge of this region, emphasizing the facts related to the subject of this paper. In so doing I shall make liberal use of the reports of the National and State surveys. Geographically that section of the United States known as the Mississippi Embayment region represents a great V-shaped area, extending from near Cairo, Ill., to the Gulf of Mexico, and including Louisiana, eastern Texas, all that part of Arkansas bordering the Ouachita and Ozark mountains, western Tennessee, Mississippi, and a part of Alabama. This great section Professor Harris has described as structurally a pitching trough, its medial line being well represented by the Mississippi River. Outcropping along the border of this area are the Cretaceous and Tertiary formations, unconformably laid down on the hard Paleozoic rock sheets that show more or less plication, deformation, and faulting, depending upon their proximity to the nearby major uplifts. East and west of the Mississippi River the Cretaceous and Tertiary beds dip river- and coastward at angles greater than the slope of the land. "Waters entering along the outcropping edges of the Tertiaries and Cretaceous and following bedding planes southward are soon thousands of feet beneath the surface." As the sedimentation of the region progressed, faulting and slips occurred along planes of pre-Cretaceous weakness. Whether these movements were genetically related to the loading of this V-shaped area, as Professor Harris seems to think, is a question still to be settled. The accompanying map, Fig. 1, was taken from Bulletin No. 7 of the Louisiana Geological Survey. It shows the regional distribution of the salines, as well as an alignment of the domes, which has been assumed to indicate faulting.

A STUDY of American coal mine practice shows two of its distinctive features to be: A greater number of accidents per thousand employees than in any of the other leading coal-producing countries; a much greater percentage of the coal lost than is the case in any of the other leading coal producing countries. Although our subject is mainly concerned with the second feature, any consideration of mining methods should include safety, efficiency, and economy or costs. If in defense of our wasteful mining the argument could be offered that it was necessary on account of safety, and that it is carried out with less loss of life than is the case in other countries the plea for conservation of coal could not be so strongly urged. But when we are wasteful of both life and property, the subject merits more consideration than it has received. Some coal operators will doubtless say that the unit of accidents should be the number per million tons produced rather than per thousand employees, for by adopting this unit America probably stands in the lead rather than the lowest among the countries. However, vital statistics are not usually so expressed by other governments, by life and accident insurance companies, or in other industries, and it is merely begging the question and attempting to bolster up a bad condition to adopt a peculiar unit for the statement of our accidents. For many years the statement was made by various agencies, and was unchallenged, that "For every ton of bituminous coal mined in the United States a ton had been lost in the way of pillars left in the mines." This statement was undoubtedly true for many years, and although some progress has been made in the past decade looking to a higher extraction, and in some districts very decided progress, the loss is still great; and, although no exact data can be given, it is probable that for the United States as a whole at- least one ton is lost for every two mined.

The study of strain waves in rock over the past decade has, for the most part, been an investigation related, but not applied, to rock blasting; the design of rock blasts has proceeded on a basis that is independent of strain wave research. This duality is reflected in the paper by Dr. Clark.1 While the greater part of the paper is devoted to a discussion of spherical waves in elastic and visco-elastic media, it is in an entirely unrelated section, the section on scaling and cratering, that the practical approach to rock blasting is found. Work done by the U. S. Bureau of Mines, as described in the paper by Duvall, Atchison, and Fogelson,2 has established a correlation between crater dimensions and the peak compressive strain in the rock. Strain wave measurements have thus been used to compare explosives but have not, as yet, been applied to the planning of a production round once an explosive has been selected. The optimum burden, for instance, is still determined either by experience, empirical formulae (e.g. that of Langefors 3), or a cratering experiment and the theory that has been developed around that proposed by Livingston.4 Even then there is some ambiguity in applying deductions from short, concentrated explosive charges to the long charges often used in practice (although Bauer 5 reports doing this with considerable success) and wave theory has until recently thrown no light on this problem, being confined, with only a few exceptions, to spherical charges. The hesitation in applying strain wave theory has probably been due to two questions that have not been answered satisfactorily: just how important is the strain wave in rock breakage, and if it is important, under what conditions will the wave break rock? This paper is an attempt to answer the first question, to avoid the second question by an admittedly oversimplified assumption, and then to investigate the implications of this assumption for blasting with long cylindrical charges.

The following data concerning the general dimensions and district-location of the blast-furnaces of the United States are intended to supplement a paper of similar title, which appears in volume xiv., pages 561 to 577, of the Transactions, and bring the record to the end of the calendar year 1886. The reasons for presenting the figures at so short an interval since the former paper are that the American Iron and Steel Association has lately issued a new directory of iron and steel works (edition of 1886) from which many of the plants which have been inactive are omitted and new industries added, to such an extent as to materially affect the figures presented in the first paper; and also that the improvement in business has encouraged a production of pig-iron in 1886 in excess of any previous outputs, and the results obtained in the industry at large as well as at individual plants form a better index of what the American furnaces can accomplish than those heretofore presented. The statement will not be extended beyond the production of pigiron, although it could well be made to include the manufactured iron and steel; and while the data given have been verified as far as possible up to the close of the year 1886, no attempt, except in special cases, has been made to note the changes which have taken place since that time—changes which within the next twelvemouth will affect some of the figures here presented. At the close of the year 1886 there were 579 blast-furnaces reported on the active list—an apparent decrease, as compared with my former paper, of 97 stacks; but this was not an actual decrease, since most of the furnaces dropped from the Directory were those which, owing to location, inefficient equipment, or fake of ore-supplies, etc., were considered likely to remain inactive, although a number of them will possibly be temporarily put into blast with iron advancing in price. The purpose of any accident-prevention program is the curtailment or entire elimination of injuries and fatalities. It is a job that is never finished in the coal-mining industry. Day by day, on shift and off shift, men are exposed to injury and death in varying numbers. Seldom is it possible to lock up at the end of the shift and leave a mine plant in the care of a sleepy watchman, as can be done at most manufacturing plants. Even on off shifts there are maintenance and supply crews, coal cutters, pumpers and ventilation men exposed to danger. The prevention program of The Koppers Coal Co. recognizes two primary facts: First, no program can be successful without the full support of the management and complete knowledge of the job at hand on the part of every supervisor. Second, and equally important, is the full cooperation of every employee in observing the safety rules and practices set up by the management. Conscious day-to-day concern for his safety by the individual worker is the longest stride toward a good safety experience. How to accomplish the education of the individual worker and supervisor for safety is the problem of The Koppers Coal Co., as it is the problem of all coal companies. Safety Rules A simply stated set of Safety Rules and Practices for the government of employees is the starting point with The Koppers Coal Co. IN THE southwestern Wisconsin zinc district, lying in Lafayette, Grant, and Iowa Counties, and the adjoining territory in northwestern Illinois, the orebodies are generally small, and are mined out in a few years. Many of the mines are developed with an expectation of five years or less of actual production. For this reason, as well as for considerations of economy, certain features in the development practice, which have been worked out with a view toward keeping the ratio of time required for, development to that occupied by actual production as small as possible, are of interest. ORGANIZATION The organization of a crew for, this work is as follows: Inasmuch as speed in sinking is desirable, the shaft crew comprises three shifts working 8 hr. each. In the smaller shafts, running up to 6 by 12 ft. (1.8 by 3.6 in.) in size, two men are employed on a shift; in larger shafts an additional man is usually employed. A mine foreman, or ground boss, has general control of the work of the three shifts. He is usually with the crew on the first and the early part of the second shifts, and plans the work to be done for the third shift when it comes on. His schedule, of course, is flexible and when pump changes, or other special conditions warrant, he, arranges his working time to suit the occasion. The surface crew for a sinking operation is made up of two hoistermen, each working 12-hr. shifts. Since the various operations in the shaft must be conducted in succession,. and not in combination, one with the other, separate attendance for hoisting and general plant is unnecessary. Drilling is done when no hoisting is necessary and vice versa. The hoisterman trams out and dumps the excavated material which the crew in the shaft is mucking, as a part of his regular hoisting work.

Lack of reliable detailed production figures for earlier years, together with the loose nomenclature in reference to producing horizons and the application of the term "field" without any definite meaning or restriction, has made it impossible to gather statistical data suitable for the Institute's form. In common with all other producing areas in the United States, Ohio has felt severely the economic ills of the entire industry during the past year. With overproduction, not only of crude but also of refined products, going on throughout the country, the price structure as a direct consequence has weakened on Ohio oils. Valuable crude is being sold at a big loss today because producers arc willing to, and do, sell more than the market can absorb. The axe hangs heavy over the heads of Ohio producers, and will until something constructive is done to keep supply in proportion to demand. This not only applies to Ohio but to the entire industry. Production of Pennsylvania grade in Ohio was under 50 per cent proration, which has been in effect since Oct. 1, 1937. Three price cuts since February have lowered the posted price from $1.70 to $1.18, a 30 per cent reduction; other grades were less drastically reduced. Pipeline storage facilities were limited; many producers were faced with the problem of providing their own storage or the risk of ruining their wells. If they wanted to pull and abandon wells, there was no market for junk equipment. Many employees have been cut to half time and in a number of instances their services entirely dispensed with. Summary of Production and Drilling Both oil and gas production in the state during 1938 showed a definite decline over the previous year. (A table showing production by years from 1876 through 1937 was published in Vol. 127 of the Transactions.) The total production of crude oil in the state for 1938 was 3,357,914 bbl., as compared with 3,654,000 bbl. in 1937, a decrease of 7.1 per cent. At
