Union Carbide has recently developed two open- pit vanadium mines in the Wilson Srpings area of central Arkansas about five miles southeast of Hot Springs. The ores from these mines, together with those from a larger vanadium deposit at nearby Magnet Cove, are processed at a new 1600- tpd plant built by the company in the immediate vicinity (Fig. 1). The Wilson Springs vanadium deposits are associated with the Potash Sulfur Springs intrusive, a circular igneous complex which is exposed over an area that is somewhat less than a mile in diameter.1 The complex has a crude ring structure similar to that of the larger Magnet Cove instrusive six miles to the east.2

This list therefore supplements the annual list of members corrected to Jan. 1, 1907, and brings it up to the date of Mar. 15, 1907. The names of members who have accepted election during January and February, 1907 (new members), are printed in italics. The large number of changes of address since Jan. 1, 1907, shows the importance of publishing these changes as frequently as possible, and the Bi-Monthly Bulletin has been selected as the means to present this information to the members of the Institute. By a simple method of cutting out these names and addresses and pasting them directly over the corresponding names in the annual list of members, the record can be kept practically up to date, and the value of the list correspondingly increased. For this purpose the changes of address have been printed only on one side of the page. The names of new members, being in italics, are readily distinguished from the others, and can be pasted in approximate alphabetical order on the margins of the pages.

THE Inspiration Consolidated Copper Co., located in the Globe-Miami district at Inspiration, Ariz., became a producer of copper in 1915. From 1915 until 1948, 116,278,000 tons of ore were produced from underground workings by the block-caving system of mining. In April 1948, open-pit ore production from portions of the ore body was started and earlier plans for block-caving in these areas were abandoned. The change was due to economic conditions. Prior to the war years Inspiration's costs of mining by block-caving methods were comparable to, or even below, the costs of some open-pit operations. By the end of the war these conditions were completely changed. Underground costs had risen steadily for labor and supplies. Difficulty was being experienced in finding competent underground men and underground development was almost hopelessly behind schedule. On the other hand, open-pit costs had been sharply reduced through the development of modern earth-moving machinery and plenty of labor was available for surface work.

PRODUCTION at Aguilar started in 1936 and by 1942 the mine had reached a peak of 25,000 tons a month. Present production is only about 60 per cent of this capacity because of difficulties in railroad transportation and the rationing of fuel oil brought about by the war. In the early years, cut-and-fill stopes were tried, but square sets were found to be the most practical method in the southern section of the mine, where blocky, treacherous ground and greater mining widths are prevalent. Square sets and opencut mining were the rule until 1942, when it became increasingly difficult to get mine timber. The ore beds in the northern section of the mine were found amenable to cut-and-fill stoping as the rock was firmer and the veins narrower. At present 69 per cent of the ore comes from cut-and-fill stopes, 27 per cent from opencut, and only 4 per cent from square-set stopes. Massive galena and sphalerite with comparatively little quartzitic gangue constitutes the higher-grade ore. The gangue minerals that can be detected by eye in low-grade ore are rhodonite, wollastonite, and pyrrhotite. Wall rocks range from shale to quartzite, with occasionally a little limestone.

ELECTRICAL methods of geophysical exploration attracted major attention at the three sessions devoted to geophysics on Monday and Tuesday. At the opening' meeting Monday morning Hans Lundberg gave the paper by himself and Folke Kihlstedt; he described the use of the Racom, discussed last year, and the method whereby it is possible to eliminate all but subsurface, effects in electrical exploration. In the discussion Theodor Zuschlag pointed out some of the theoretical considerations behind the field procedure. Karl Sundberg's paper on the effect of impregnating waters was presented by title only, and S. F. Kelly then gave an abstract of a paper on the electrical properties of ores, by J. J. Jakosky, R. N. Anderson and Clyde H. Wilson. , This dealt with an exhaustive series of laboratory tests on the variation of -conductivity of ore specimens with the frequency of the energizing current, and of the effect of moisture content in typical clays and gouges on their conductivities at various frequencies. Considerable discussion was provoked during which the authors came in for some-criticism on their measuring circuits and for their assumption that a solid conductor could be compared with linear ones. They were praised, however, for making a start toward a compilation of resistivities for ores and rocks. Dr. Slichter disagreed with them that the conductivity of an orebody was primarily capacitive. He also called attention to the fact that it was high time geophysicists adopted the standard physical expression of ohm-,centimeters or ohm-meters to express resistivities. This same point was the burden of the next paper,. "Uniform Expression for Resistivity," by Sherwin F. Kelly, presented by title only.

T HE engineer of today is by his training, by his traditions, and by the service which he must render, irrevocably committed to taking his part in public life along with the members of the older professions of ministry, medicine and law. Nevertheless, in comparison with these: three, so long recognized as the "learned professions-all three of which grew out of the functions of the priesthood-engineering in any modern sense of the word is a youthful profession indeed. So youthful is engineering in its present significance, that it may be said to date from the labors of John Smeaton, the lighthouse builder; of Simon Newcomen and James Watt, the inventors of the steam engine; and of George Stephenson, the inventor of the locomotive; at the dawn of the 19th century. Great works of an engineering character had, it is true, been executed long before this, but practically all of them had been rule-of-thumb enterprises, dependent upon a plethora of slave labor for their accomplishment. For illustration it is said that at Rio Tinto in the days of Hiram, king of Tyre, 40,000 men worked for a year to produce three tons of silver from the rich outcrop ore. Such an operation can scarcely be called an engineering enterprise, however, when we remember that a fourth of this number of men in these same mines, from which the richest ore was long ago extracted, produce at present over 100 tons of copper per day.

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

THE introduction of a new fuel, such as natural gas, necessitates careful study where it has not been used previously. At the El Paso smelter natural gas required the installation of apparatus with which no one at the plant was familiar, either as to the type of equipment needed or as to the burning of the gas in it. Observation of existing installations of a similar character and assistance from gas engineers served as a basis to determine what was advisable to use. The gas line entering the plant goes to a metering station equipped with a duplicate system of pressure regulators, a temperature recorder and the gas company and smelter orifice meters in tandem. There are three distribution lines that can be inter-connected at a later date, if necessary, to assist in equalizing the plant load. All the larger lines are of heavy

PROBABLY the most critical and difficult period in an engineer's career is that between the completion of his college work and his attainment of professional recognition and accepted status in the industrial world. Upon leaving school the young graduate breaks his immediate ties with his educational institution and in a sense finds himself adrift. At this time in his life a society like our Institute has both the responsibility and the privilege of meeting a vitally important need in his professional life. Some of these young men are Student Associates, in the year after graduation, and some are Junior Members, but all need advice and assistance. In some respects this situation will be accentuated by the war. Not only will thousands of young engineers be mustered out of military service but the process we describe generally as industrial reconversion will make necessary many readjustments in personnel. About two years ago the Institute recognized the opportunity of helping the younger member to help himself by appointing a new standing committee to be known as the Committee on Professional Development of Junior Engineers. Herbert Hoover is Honorary Chairman and it is my privilege to serve as Chairman. The name of the Committee is not entirely satisfactory but it expresses the general objective. The present article is in the nature of a progress report of the work of this Committee.

ALTHOUGH confident of its ability to meet any demands which may be made, the petroleum refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full co-operative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor within the industry and the means for gearing that endeavor in full harmony with the nation?s needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned.

IT may be taken for granted that a mine official knows his duties, as outlined by the bituminous mining laws of the State, he knows how coal should be mined and transported, and he has judgment on any possibly unsafe condition in his mine. Certainly, if he is weak on any of these points, there are definite ways in which he can acquire the needed knowledge. If with this knowledge the mine official has the necessary practical experience to bring self-confidence, he stands before the world as a man who knows his job. There is, however, another side to his work, one not found in hooks, a side even that may not be learned at the face even though one spends a lifetime there. The actual duties a mine official knows and performs are the tangible and definite things about his work. There are other things which may be termed intangible, because they are hard to pin down and see, and. which appear to be of equal importance in successfully handling a job and which in time determine the very success of the company itself.

Edward Eeller, Baltimore, Md. (communication to the Secretary): Mr. Miller's improved method of the cyanide-assay for copper will, without doubt, be much appreciated by assayers and chemists who are engaged at copper mines and works. The writer, as one who, at one time, had much work of that kind to do, entertains no doubt of its practical value. In enumerating the factors which affect the accuracy of cyanide-titration, Mr. Miller omits to mention time. This I have always considered an essential one; i.e., in order to secure accuracy, I have believed it to be necessary to run the cyanidesolution at the same rate of speed in standardizing as in the titration of the samples. I have accomplished this, without the use of a time-keeper and without noticing the volume of the solution, in the following simple manner: In running the cyanide-solution from the burette, the stream was so regulated, by manipulation of the cock, that it retained its continuity for a distance of about one inch below the orifice, and, below that, broke into individual drops. This means that a constant pressure is maintained at the orifice of the burette, so that, during equal intervals of time, equal volumes of the solution pass through. The stream of cyanide-solution was left to flow in the manner indicated until the blue ammoniacal copper-solution began to show a distinct change in color, after which the cyanide was added by drops at regular intervals until the desired end-reaction. When several burettes are used they should have orifices of equal diameter; otherwise, the timefactor must be considered separately for each. In accordance with Mr. Miller's views, I have always considered the cyanide-method as of very satisfactory accuracy for all copper-assaying in which I did not employ the electrolytic method. From its modest beginning in 1957 with one mill grinding section handling 3000 tpd Pima has steadily expanded. In July 1966, work was completed that allowed the concentrator to treat in excess of 18,000 tpd. Almost immediately Pima embarked on another expansion program that will increase plant capacity to 30,000 tpd during the summer of 1967. This repeated expansion has corresponded with the development of additional low-grade ore deposits and with the improved operating economics realized by handling larger masses of material. Early in the life of Pima it was known that a mineralized area was present on the flanks of the high-grade orebody which systematic drilling had shown to be a low-grade copper orebody. Many months of engineering studies revealed that this was sufficient to allow Pima to compete with other large scale, low-grade copper operations in the Southwest.

YOUR committee asks that I speak today on the relations of the engineering profession to public affairs. That takes in a lot of ground. This being a cheerful occasion, I will assume that I should exclude the engineer's function as a taxpayer. This being a nonpartisan occasion, I will assume that I should not refer to his voting emotions in 1940. Perhaps what was in the minds of your committee was the application of engineering thought to the confusions of the times. That is also a lot of ground. I fear, however, its boundaries disappear in mirages and rainbows on all sides. Now any entry of the engineer into public affairs involves his breaking into the fields of the sociologists, the economists, and the politicians. However I don't know why, seeing the difficulties these professions are having, they should not welcome a little help.

TIN is not yet classed as a rare metal, but it has taken a long stride in that direction in the last ten months. It is now in Group 1 of the War Production Board's critical list, along with such company as magnesium aluminum, and nickel. This is in sharp contrast with the position a year ago when the supply well exceeded demand, and tin was used when feasible in place of really scarce metals. The geographical sources of tin production in recent years are shown in Table 1. Preponderance of former production in southeastern Asia, particularly Malaya and the Netherlands Indies (but all now controlled by the Japanese). is entirely too marked to be funny. Of the 1940 known world production of 237,000 long tons nearly all was controlled by the United States, Great Britain, and their friends. Now their supply is from countries that produced only 28 per cent of that amount. This excludes China and Australia, which because of shipping difficulties and local consumption, cannot be expected to export much tin. In spite of some expected increase in production, therefore, the supply is, and will continue to stay for at least several years, way below that desired for even normal uses. (New York Meeting, February, 1912.) ELECTROSTATIC separation of ores in its present form is generally known as the Huff' process from the name of Charley H. Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead.& Smelting Co., in Platteville, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. Much credit is due to the above-mentioned company for its initial venture, and for its assistance in applying the process to field use. Prior to 1908 electrostatic separators had been installed and operated (but for a comparatively short time, however) in a number of places; some under the patents of Mr. Dolbear by himself and associates, and some under the patents of Lucien I. Blake and Lawrence N. Morscher, by W. G. Swart, mining engineer, of Denver, who has always been a courageous advocate of electrostatic separation. Due to the difficulties experienced in the generation of the electrical charges, the primitiveness of the separators, the wooden construction instead of iron as at present, the lack of control of the electrical fields and other difficulties overcome by the later inventions of the Huff Electrostatic Separator Co.,

INTRODUCTION. MINES are interesting by reason of what they have done for man, or of what has been done for them by nature. Not all are interesting on both scores. Many profitable mines are commonplace to the geologist; and many presenting unique geological conditions have been sad failures commercially. The Standard group at Bodie has produced in 25 years, $14,500,000, paying $5,000,000 in dividends.' On the other hand, this output has been mined (almost wholly above the 1,000-ft. level) from a system of more than 100 veins, ranging in thickness-from 0.5 in. of "specimen rock" to 30 ft. of clay and quartz; distributed through a zone about 2,000" ft. in width, and representing from three to five distinct periods of formation. This group, therefore, by reason of its industrial record as well as its geological features, may fairly be regarded as doubly interesting. The Bodie district occupies an island of recent (Tertiary) hornblende-andesite, surrounded by a complex of igneous rocks and breccias. It lies at the summit of the eastern foot-hills of the Sierra Nevada mountains, and within the Great Basin, a few miles from its western edge, marked here by Mono lake on the line of the Great Fault. The average elevation of the outcroppings of the veins may be taken at about 5,700 ft. The andesite projects from south to north in a great tongue, 12,000 ft. long and 5,000 ft. wide, reaching an extreme height at the northern end of perhaps 1,000 ft. above the adjoining small canyons. The South-Central Osa Peninsula produced around 30,000 kg (100,000 troy oz) of gold since prehistoric times. Gold freed by erosion from quartz lodes in the Mesozoic Nicoya ophiolite complex was reconcentrated through three generations of Quaternary sedimentary deposits. Resultant gold placers grade upward from 1 g/m3 (0.03 troy oz/m3) and are of moderate size.

ALTHOUGH the present economic depression is felt in the petroleum industry, probably as much as in any other branch of American industry, the Petroleum Section of the Institute was well represented at the general sessions on Monday and at all of the seven division sessions on Tuesday, Wednesday and Thursday. The seven sessions of the Division were so arranged as not to conflict and thus permitted members to hear the programs of all sessions.* The first meeting of the Petroleum Division was held on Tuesday afternoon; a joint session on engineering research and production engineering. The port on the Pacific ocean is Tumaco, and traffic in the interior is carried partly on the Patia river (steam navigation to the fluvial port of Barbacoas), and afterwards overland over poor roads by human bearers or on mule-back.
