This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Insurers are hesitant to provide coverage for Open cast Pit side wall collapse, and even the consequent damage to plant and equipment in the pit as well as the resulting interference with the mining operations. After a general introduction to relevant principles of insurance, this paper addresses some of the major reasons for that reluctance based upon the authors? extensive claims experience, examines what limited coverage can still be obtained and looks to the future possibilities. Confidentiality of sources and examples referred to in this presentation is a natural imperative so that a bibliography is not provided but reference is made to relevant sample insurance policy wordings.

Bateman Engineering managed the establishment of a second diamond treatment plant at the Letseng Mine in the Mokhotlong District of northern Lesotho, about 100 km from the town of Buthe Buthe. Letseng Diamonds Proprietary Limited, is owned 70 % by Gem Diamonds and 30 % by the Government of the Kingdom of Lesotho. The second plant, which commenced construction in late 2006, doubled Letseng Mines' hard rock processing capacity from 2.6 million t/yr to 5.2 million t/yr, making it the worlds' seventh largest diamond mine by throughput. Bateman Engineering provided the engineering design, procurement and construction management of the new plant.

The process of initiating opencast blasts through long cables is onerous. An obvious alternative is to replace these with radio controlled firing apparatus. Such devices appear from time to time and with the advance of telecommunications, more are likely to appear. However, there are two crucial and seemingly intractable obstacles to overcome: firstly, the problem of malfunction of the system, which can either fire prematurely or go into a state of suspense in which it is unknown whether firing might unexpectedly occur, and secondly, the problem of terrorism, as such a system could provide the capability for an off the shelf remote bomb. The issues of accessibility and electronic reliability when linked to explosives in a mining environment have to be demonstrated to be adequately covered before serious consideration should be given to these systems, up to now largely confined to military applications.

Foamed cement packs offer a viable alternative to conventional timber or other forms of packs for permanent underground support. These packs comprise steel mesh and hoop containment with an outer bag for the grout; woven, laminated polypropylene fabric being ideal for the purpose. The grout is supplied in 25kg bags and fed into a purpose ? designed foam placer machine which delivers the foamed grout directly to the packs from 60 metre long delivery hose. Foamed cement grout as a fill material offers attractive properties for support packs, in summary these are: Variable Grout Strength Grout strength is controlled by the grout density being delivered from the placer machine. This can be changed by the machine settings. Strength Development Fast rate of strength development is possible so that support is available quickly. Pack yield The foamed grouts are compressible so that yielding of the grout pack can be achieved without loss of support. Rate of Filling Three sizes of placer machine are available, these use one, two, or three 25kg bags per minute of grout, pack filling time is therefore a matter of minutes, a typical 0.75m diameter pack x 1.2m high taking some 17 minutes to fill. Tests in a 1000 tonne press have confirmed that the above characteristics can be achieved with foamed cement packs at acceptable cost. This will be illustrated in the paper with experience to date.

Professor H.R. Philips was born in South Wales. After graduating with a B.Sc. degree in electrical engineering from the University of Bristol, he joined the National Coal Board's management training programme. Mr B. Moore was born in Coventry, England. He matriculated at Bablake School and then atended Birmingham University, obtaining a B.Sc. Mining Engineering degree in 1953. Professor J .S.J. (J annie) van Deventer matriculated at Swelendam High School. He studied chemical engineering at the University of Stelenbosch, and obtained the degrees of Hons. B. Ing. in 1978 and Ph.D. (Ing.) in 1985. Professor M.D. Brayshaw received most of his education in England but obtained his Ph.D. (Eng.) at the University of Natal. Rock fragmentation by blasting The Third International Symposium of Rock Fragmentation by Blasting will be held in Brisbane, Australia, from 26th to 31st August, 1990. The Third International Symposium of Rock Fragmentation by Blasting is designed to inform delegates on the state of the art in explosives and blasting technology, and to build on the standards of excellence set by the previous symposia in Lulea, Sweden (1983) and Keystone, Colorado (1987). The susceptibility of a low-alloy steel that has been hardened and tempered-826 M40 (EN26)-to embrittlement by strain aging during service was simulated by artificial aging of specimens at 100°C. It was found that the brittle transition temperature of both monotonic and cyclically strained material was increased by only about 25°C as a result of strain aging. It is concluded that the susceptibility of low-alloy steels in the hardened, tempered condition is less than that of low-carbon steel, and that such steels qualify for exemption of the periodic 'annealing' required by the Mines and Works Act.

"BASF Mining Solutions has developed a new-generation copper solvent extraction reagent that offers significant benefits over standard extractants currently available to the industry. As the name suggests, the new hightemperature (HT) extractant can be used at a higher operating temperature, but also exhibits significantly lower degradation rates, greater copper-toiron selectivity, and is totally nitration-proof compared with the standard extractants. Pilot-plant trials have also shown that lower aqueous-inorganic entrainment can be achieved. This paper investigates the technoeconomic benefit of using the HT extractant as an alternative to the standard extractant in a high-temperature application. The results of the technical evaluation showed that the use of the HT extractant reduces the extractant addition requirements and bleed volume from copper electrowinning; this smaller bleed requirement further reduces acid and limestone consumption, leading to a reduction in valuable metal losses. The results of the economic evaluation showed that the use of the HT extractant represents significant cost savings over that of the standard extractant. IntroductionCurrent solvent extraction (SX) reagents employed for the extraction of copper from typical pregnant leach solutions (PLS) at ambient conditions function well with minimal long-term effects on the extractant’s performance (Taute et al., 2015). This performance, however, deteriorates at elevated temperatures due to the degradation of the reagent’s hydroxyoximes. The degradation mechanism, acid-catalysed hydrolysis of the oxime, is accelerated by high temperature. This has a knock-on effect where the increase in degradation products increases the organic viscosity, leading to increased entrainment, crud formation, and ultimately to an increase in SX reagent consumption (Bender, Emmerich, and Nisbett, 2013).SX reagents also show an increase in the co-extraction of iron as the ferric concentration in the PLS increases. Co-extracted iron is transferred to electrowinning (EW) during stripping of the loaded organic and can adversely affect EW current efficiency. Iron in the EW circuit is typically managed by bleeding the electrolyte; however, this can lead to excessive consumption of EW reagents such as acid, cobalt, and mist-eliminating surfactants. The electrolyte bleed can also affect upstream consumption of reagents, such as lime, due to the high acid concentration recycled to leach."

High pressure grinding technology has gained further interest in various industries. So far in the mining industry, machines are in operation in diamond mines and iron ore applications. In gold and copper ore processing, test work has been conducted showing considerable operational and process benefits. Similar benefits can be expected from HPGR applications in the platinum industry due to the preferred ore breakage along grain boundaries, thus liberating the PGE particles. This paper will provide an update on the state of high pressure grinding roll technology. Developments in the design of high pressure grinding rolls, for minimized maintenance requirements and availability just as high as conventional mills, will be presented. Plant flow sheets and concepts will be discussed, which allow for a reduction of capital and operating cost in comparison to existing two-stage milling circuits.

Magotteaux, with the co-operation of Anglo Platinum, has erected a fully instrumented pilot plant at Frank concentrator, which is being used to study the influence of a variety of grinding parameters. This paper will discuss only the influence of mill speed and pulp density on secondary stage grinding. A Ø0.82 x1 m open circuit mill was used with reclaimed Merensky tailings as feed. The conclusions apply to this pilot plant but further investigation needs to be done to verify whether the same trends will be applicable to a large industrial-scale mill.

Flotation reagent research focuses not only on improving flotation grade and recovery, but also on producing reagents robust enough to cope with changes. A group of recently developed co-collectors, activators, depressants and frothers are described together with a summary of results measured on base metal sulphide ores.

Zincor uses O2 enrichment (up to 26% O2 in the fluidizing air) to increase the processing rate of zinc concentrates in the fluidized bed roasters. The aim of this study is to determine whether O2 enrichment can be reduced by introducing micro-pelletized concentrate into the feed blend, while maintaining current roaster feed rates and calcine quality. It was found that, with a load of 20% micro-pellets introduced into the feed blend, that O2 enrichment could be reduced by 60%. It was determined that entrained particles spend on average between 0.46 hour and 2.44 hour in the roaster, compared to particles remaining between 3.93 hour and 4.00 hour in the bed overflow. This compares well with a radioactive tracer test performed by Spira. The required reaction time for micro-pellets was found to be less than the residence time inside a Zincor roaster. The result achieved indicated that the average particle residence time inside the roaster was increased successfully in order to compensate for the longer reaction time required to roast micro-pellets at lower levels of O2 in the fluidizing air.

Several longwall faces in India have collapsed due to adverse geological conditions and/or inadequate capacity of powered supports. Thus it is imperative to access the capacity of a powered support and its interaction at longwall faces of varying geomining conditions in advance with lots of confidence. To achieve this, an index has been developed to ascertain the front leg pressure (FLP) of chock-shield support and roof-to-floor convergence (RFC) at longwall faces. The index called ?Longwall Face Stability Index? (LFSI) has been developed using statistics and Finite Element Modelling (FEM). The front leg pressure (FLP) and roof-to-floor convergence (RFC) predicted from the LFSI are validated with the field monitored data from two longwall panels. In this study, an attempt is also made to incorporate various geomining conditions into the finite element models typical of longwall mining practice. The index has taken into account the wide variations of geomining parameters like thickness, young?s modulus and friction angle of main roof (small, large), coal type (soft, hard), powered support capacity, and depth of coal seam. Thus, LFSI can be thought of as an index representing combined effect of roof type, geomining conditions and powered support capacity.

As each stope has its own unique environment, continual re evaluation is required in all stopes to maximize extraction and achieve value from the support standard. The most energy-intensive process in the mining industry is particle size reduction – comminution. The first phase of this process is blasting to fragment the rock from the initial Boussinesq’s halfspace size. Scientific literature demonstrates that the output of a blast in terms of fragment size distribution can be manipulated by varying the specific charge (powder factor) and charge distribution. This study focuses on the influence of blasting on the internal resistance of the blasted fragments; in particular the influence of the spatial distribution of charges. Small-scale blasts were performed on 14 marble blocks using different powder factors and charge distributions. Three control blocks were fragmented by mechanical means for comparison. The results show the correlations between charge distributions and the specific energy of mechanical comminution. Opportunities for adjusting charge diameter and distribution in opencast blasts to improve the performancet of comminution circuits are discussed.
