This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

The objects of this investigation are to determine the conditions obtaining within the blast furnace be direct experimentation, and to correlate the behavior of the furnace at various times with the main factors governing the operation of the blast furnace, and metallurgical losses. Coal mining in the United States established a good safety record in 1939. The death and injury rates per man-hour of exposure to risk were favorable compared with most previous years, and the number of persons killed or injured in proportion to the quantity of coal mined was also lower than in any other year for which figures are available. Moreover, productivity per man-hour was higher than ever before. The number of man-hours of work performed increased 9 percent over 1938, but there was a slight decrease in the number of men employed. Reports from operating companies showed 539,375 men employed during the year, and the period of operation averaged 179 workdays per man. Man-hours of work numbered more than 678 million. Accidents to the workers resulted in 1,078 fatalities and 54,015 nonfatal disabling injuries, causing disability of the employee for more than the remainder of the clay on which the accident occurred. For each million man-hours of exposure of the employees to mining hazards the fatality rate was 1.59 compared with 1.78 for 1938, and the injury rate was 79.65 compared with 82.61 for 1938. Production of coal averaged 0.661 ton per man-hour compared with 0.637 ton in 1938. The weighted average length of the workday was 7.03 hours or virtually the same as the previous year's average of 7.04 hours. Measured in man-hours, the average period of employment per man was 1,257 hours in 1939 and 1,147 hours in 1938.

Air pollutants in exhaust gas produced from LP-gas (propane) were studied using both laboratory engines and vehicles. The objective of the study was to evaluate engine parameters relating to the advantageous use of propane as a low-pollution fuel. Some comparisons are made between gasoline, natural gas, and propane. Results show that engines can operate over a wider range of A/F with minimum carbon monoxide and hydrocarbon emission when using propane than when using gasoline. Mixture enrichment using propane is unnecessary during cold starts, thereby eliminating the emission penalty during warmup. Carbon monoxide and hydrocarbon emission using propane are unaffected by ambient temperature. The photochemical reactivity of hydrocarbon emission is considerably lower with propane than with gasoline.

Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. INRODUCTION During investigations by the Bureau of Mines at the Pittsburgh Coal Research Center relative to the development of Fischer-Tropsch processes, complications were encountered in the mass spectrometric analysis of alcohols in hydrocarbon oils. Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

"INTRODUCTION The oscillator and amplifier system described in this paper was developed specifically for driving sound generators of the type developed by H. W. St. Clair and described by him in an article 3/ published several years ago in the Review of Scientific Instruments.Nevertheless, with little or no alteration it can be used to drive any vibrating system in which the vibrating member must be driven at its resonant frequency; the only restrictions are that the driving mechanism be electrical in nature and that the vibrating member be accessible so that some type of pick-up can be coupled to it. Operation of the automatic frequency-control element in the oscillator, however, depends entirely on the operating characteristics of the vibrating member; therefore, in order to completely explain the operation of the circuit, it will be necessary to describe the construction and operation of the vibrator used with it. Only the essential features and characteristics of the vibrator will be described in this article, and the reader is referred to St. Clair's 4/ report for further details."

Approach Investigate the feasibility of a new mining method--in situ leach mining-as an alternative to conventional mining for copper. Study fundamental leaching technology that will facilitate future commercial operations. Develop guidelines and procedures that will enable mine operators to design and evaluate in situ leach mining operations for any specific copper oxide deposit.

The Jerry Peak, Jerry Peak West, and Boulder Creep: Wilderness Study Areas contain no identified mineral resources. Two workings, a 20-ft-long adit and a pit, were found in Paleozoic, brecciated, limonitic jasperoid in the east part of the Jerry Peak Wilderness Study Area (WSA), but no significant metallic mineral values were noted. Lenses and pods of quartz containing copper minerals occur in Paleozoic sedimentary rocks 1/2 mi north of the Jerry Peak West WSA. Similar rocks crop out along Pine Creep: in that study area but no copper-bearing quartz lenses were found.

The purpose of this research is to identify hazards associated with roof bolting and to make recommendations for procedural and equipment design changes to reduce those hazards. To that end, the project reviewed Literature on related research, collected and analyzed roof bolting injury data, normalized the injury data be exposure time to each activity and identified problem areas within the root bolting tasks. In addition, field data collection forms were prepared and mines selected for field work. In the field, observations were made of eighty (80) different roof bolting crews bolting one hundred fifty-five (155) place;, on forty (40) sections spread among nine (9) mines. Task analysis forms were used to record unsafe behavior or conditions for each crew and each place. Informal discussions were held with the mine's safety and training officer, the maintenance officer, one section foremen and, when possible, the observed crew, concerning the training and experience of the miners. Unsafe acts were categorized and related to the "Activity While Injured" categories developed during the accident analysis. For each of these categories one or more recommendations for corrective measure, machine modification, procedural change or job training were developed. The study produced over fifty (50) specific recommendations involving machine design, procedural, safety training and supervisional issues that would lead to reduced roof bolter injuries in the near term. The authors concluded, however, that only the development of truly hands off/remote bolting can eliminate or reduce to an absolute minimum the hazards to which the roof bolter is subjected.

Many mining operations rely on retention bulkheads to provide a barrier between impounded water and active mine workings. However, bulkhead failures can cause catastrophic flooding that puts the underground workforce at risk. Underground observations and evaluations of existing bulkheads indicate that a systems approach is required when building an underground water or slurry retention system. In addition to engineering the bulkhead, the designer must ensure the quality control of materials and workmanship of the bulkhead, the reaction of the mine strata when exposed to water under pressure, and methods to monitor the performance of the retention system. Researchers from the National Institute for Occupational Safety and Health (NIOSH), with the assistance of the Mine Safety and Health Administration (MSHA), conducted an extensive review of bulkhead permits submitted to the MSHA Technical Support office in Bruceton, PA. In addition, the researchers visited accessible bulkhead installations at undeground mining operations to gather information related to construction practices, maintenance issues, and monitoring and emergency response procedures. Several key items were identified that must be considered when permitting the installation of an underground fluid retention system.

This paper outlines the concepts used to correlate rock failure with microseismic events and presents examples of microseismic monitoring together with associated computer modelling of the rock failure. This study is motivated by the need to develop improved ways to reduce ground control hazards in underground mining. Toward this end we present and compare results from numerical modelling and micro- seismic monitoring studies conducted at several different mine sites. Emphasis is on integrating results obtained with these tools to characterize, and thus increase our understanding of, important mine deformation processes. The ultimate goal is to use this knowledge to design mine structures, and develop mitigation measures, that minimize specific ground control hazards.

"A. larger enrollment and a greater number of man-hours of employment by the enrolled companies were the outstanding features of the National Safety Competition of 1942, an annual safety contest conducted by the Bureau of Mines, United States Department of the Interior, for the promotion of safety among workers in the mines and quarries of the United States. The accident-frequency and accident-severity rates were somewhat higher than in 1941, but the frequency of accidents in relation to the number of man-hours worked was strikingly lower than in the earlier years of the 18-year period during which the contests have been conducted.Companies that enroll in the National Safety Competition compete for a bronze trophy known as the ""Sentinels of Safety."" Six of these trophies are provided by THE EXPLOSIVES ENGINEER annually for award by the Bureau of Mines. The trophies for 1942 wore won by an anthracite mine in Pennsylvania, a lignite mine in North Dakota, an underground metal mine in Tennessee, a limestone mine in Ohio, an open-cut metal mine in Minnesota, and a lime-:tone quarry in Pennsylvania. The trophies are presented to the companies for 1 year and are then transferred to the winners of the succeeding year's contest.The contest rules state that a mine or quarry must have at least 25 men employed underground or in the pit for at least 100 days, and the plant must be in operation 30,000 or more man-hours to be eligible for a trophy. The rank of mines and quarries is determined by accident-severity rates, or, in the case of accident-free records, by the number of man-hours worked."

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled pre-dominantly by rising personal consumption expenditures as well as growing Government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the mineral-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

Coal mine roof shales fracture preferentially at slickensided surfaces because of weak or nonexistent adhesion between two slickensided rock surfaces. The purpose of this Bureau of Mines research was to characterize chemically the thin film of smooth, glossy material that makes up the slickenside. This material was analyzed by electron spectroscopy and ion scattering spectrometry while in place on the rock surface and by standard methods of quantitative chemical analysis on concentrate removed from the rock. These analyses showed that the chemistry and mineralogy of the slickensides are similar to that of the adjacent shale.

This Bureau of Mines report presents the results of tracer gas studies conducted at three facilities where bagger hoods had been installed several years ago to remove airborne silica dust from the vicinity of the bagging operator. The studies indicated that for optimum benefits makeup air must be evenly dispersed, the hood enclosures and duct systems must be as airtight as possible, the average intake air velocity of each hood should be at least 200 fpm, and the hoods and duct systems must be properly maintained.

"IntroductionA process for production of magnesium by carbothermal reduction was developed at Padentheirm, Austria, by the Austro Americanische Magnesit Corporation& an independent investigation of this and other processes was started in 1937 by the Bureau of Mines at Pullman, Wash., with the cooperation of Washington State College. 10/ A preliminary study of the Radentheirm pro¬cess, as revealed by the meager information then available, demonstrated the following two major disadvantages,The use of hydrogen for shock cooling requires an enormous volume of gas - about 1,000 cubic feet for condensing each pound of metal as a pyrophoric dust which must be completely separated from this gas. Then if the gas is to be recycled for repeated use, the CO produced by the reduction reaction must be separated from the hydrogen. These separations are costly from the standpoint of equipment and operation. 11/The condensate is an impure, pyrophoric metal powder that must be purified and converted to coherent form. This is accomplished by distillation or sublimation of the metal. Distillation on a large scale involves difficulties inherent in the high boiling point (1,107° C.) and the chemical activity of the metal. To avoid these difficulties, the metal is sublimed at 600° C. and of very low pressure. This is quite easily carried out as a batch operation but is a costly procedure. A continuous sublimation process has not been accompli shed."

"INTRODUCTION This is the third report of investigations by the Bureau of Mines in cooperation with industry to establish the value of electrolytic manganese in the manufacture of ferrous and nonferrous alloys. The manganese was produced by the Bureau at its Boulder City pilot plant from domestic ores and by the process developed by it. 4/ The work was done under the direction of R.S. Dean, assistant director, Bureau of Mines, and R. G. Knickerbocker, chief, metallurgical branch. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steels 5/ and the second with its use in acid electric or open-hearth low- and medium-carbon steel castings. 6/The present report treats of the use of electrolytic manganese in the manufacture of low—carbon rimmed and killed steels. A résumé of these three investigations and two others appeared in the magazine STEEL. 7/ Further reports will be published as tests are completed at some 70 industrial plants. All tests were made on full—scale heats or melts, and the resultant product was processed and used commercially."
