IN carrying out experiments to determine the amount of metal taken away by fume or fine dust the apparatus used requires to be strong and compact, as it is generaIIy necessary to work on a staging fixed at considerable distance above the ground and against a smoke stack or flue. It is essential that the test be carried out at a part of the stack welI away from any bends, to prevent eddies. The method described below has been used for estimating the dust losses from Dwight & Lloyd sintering machines, antimony drossing furnaces, pot sintering trials, etc., and has been founc! satisfaetory. It is welI to bear in mind that the longer the period over which dust coIIection is extended, the more valuable the result is likely to be. The rateof aspiration of the gases through the apparatus is kept as regular as possible by changing the filter thimbles frequently, and the rate of flow should correspond closely with the rate of flow of the gases up the stack.The apparatus required for carrying out a test is as folIows :-{a) Thermometers : two are required, one for taking the temperature of the gas in the stack and one for giving the temperature of the gas in the aspirating drum. Mineral resource classification is essential because it is required for public disclosure. The resources must be binned by a qualified person into measured, indicated and inferred categories using an appropriate methodology. The classification methodologies used have long been a topic of research and discussion. There are various traditional and geostatistical methods used in practice. Some are more popular than others. Because of the uniqueness of each ore deposit, it seems almost impossible to have a single industry-accepted norm for mineral resource classification. Therefore, some experts have adapted the methodologies tailored for the deposits they are working on, but many simply use the methods they and their clients understand and are comfortable with. In this paper, a new approach is presented to classify the mineral resources using a data geometry index. This index combines both traditional and geostatistical aspects of resource classification based on the data configuration around the block interpolated. It is a function of several variables such as kriging variance calculated for a block, distance from the block to the nearest sample and the average distance of all samples used to interpolate the block. Thus the approach using this index takes into account the spatial data configuration around the block being estimated, as well as the traditional distance criteria. The data geometry index and how it is calculated is explained. A case study for a gold deposit is presented to see how the classification based on this index compares to the existing methodology used in this deposit for mineral resource classification.

THE following notes simply sum up the writer's experience, which extended over a very busy period of some three years, dealing with wolfram ores and concentrates. The three methods for the estimation of tungsten that are discussed below are well known, but these results of their trials and comparison under technical conditions may be interesting. Method I. The routine procedure for the assay of rich wolfram ores or concentrates was as follows: Take 1 gram of finely-ground sample; digest with HCl and HNOs for about 2 hours, evaporating down to near dryness. To the remaining 5 cc., say, of liquid, add water, warm or boil for 1 to 1.5 hour, filter through a small filter paper, and wash the beaker and the insoluble matter with hot dilute HCl. It is best to keep the bulk of the insoluble matter (WOs, Si02, etc.) in the beaker at this stage. Then plaee a weighed porcelain dish under the filter funnel and wash the beaker and the filter paper with successive small quantities of strong NHOH, finally bringing all the insoluble matter on to the filter paper, and collecting the ammoniacal filtrates in the porcelain dish (S). Then place the filter paper with the insoluble matter in a porcelain crucible, dry and burn off the paper, cool, and brush the contents of the crucible on to an agate mortar, grind it to flour, and brush this back to the original beaker without loss. In the absence of draughts this can be done safely. Re-treat this residue with' acid and ammonia as above, running the second ammoniacal filtrate into the previous porcelain dish, which in the meantime has been heating on a water-bath.Finally evaporate to dryness on the water-bath the combined ammoniaeal filtrate, and then heat gradually to a red heat over a Bunsen burner, cool, and weigh. On 20 December 1983 at 8.40am blast- hole 57 of Blast RN177 prematurely detonated follwed by a violent deflagration of blast- hole 59 at 10.40am. The blastholes were 380mm diameter drilled in black pyritic Mt McRae shale. The blastholes were loaded with ANFO and primed. Blasthole 57 was stemmed and blasthole 59 was not. A poss- ible mechanism which could lead to such a detonation is described. preliminary tests showed the top 5m of a bench had the highest temperature which could not be influenced by a range of treat -ments. Small scale laboratory tests show- ed that zinc oxide (ZnO) and magnesium carbonate (Mg2CO3) inhibited the reaction. A series of tests using AN with and without inhibitors loaded into the collars of blast -holes drilled in the top 6m of the bench and unstemmed is described. An analysis of the time to reaction of the holes loaded with AN against temperature shows that the decomposition of the AN in contact with the black pyritic shale is probably a sulphuric acid catalysed react- ion. All the inhibitors tested can neut- ralise the sulphuric acid in the shale. 10% ZnO appears to be an effective inhibitor of the reaction providing the AN/ZnO (90/10) is kept out of contact with surface material whose temperature can be as high as 60¦C in summer. It is concluded that ANFO/ZnO (90/ 10) should be now tested in stemmed holes.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

The mineralised members of the Brockman Iron Formation mined at Mt Whaleback are overlain and underlain by shale horizons. To maximise resource recovery, waste movement within the life of mine plan will total approximately 3.3 billion tonnes. Approximately 15 per cent of waste materials contain zones with varying amounts of sulfides and carbon and are referred to as æreactive shaleÆ. Reactive shale has the potential to self-heat and can react with some explosives, resulting in spontaneous explosion. Sulfide rich zones also have the potential to generate acid rock drainage (ARD). Successful mining of reactive shale requires constant co-ordination between the geology, mine planning, mining and environment departments. Safe storage of reactive shale is the focus of ongoing research. Since the mid-1990s, a number of trials have been undertaken at Mt Whaleback in order to further the understanding of the physical and chemical properties of reactive shale. This paper summarises some of these trials, and discusses key learnings arising from interpretation of results. Ultimately, the learnings from this research will provide the guidelines for successful storage of reactive shale.

Transformations of minerals to processed mineral products fundamentally involve wholesale chemical change, and therefore have a high potential for the release of chemicals and wastes. In this regard minerals processing contrasts with downstream production operations, which involve mainly physical changes. The contrast with mining, which must take place where the minerals are found, is that mineral processing allows choices as to location, processes, fuels and reductants. These choices provide a foundation for dealing with issues of resource stewardship. This paper locates the mineral processing industry in the global perspective by quantifying the masses of major material inputs and outputs, based on current processing choices. Estimates for recycling have also been collated, revealing figures that differ surprisingly from commonly held impressions. The paper draws on a variety of current sources, mainly those available through the Internet, to rank the major transformed virgin mineral products by production, price and value. The figures demonstrate the dominance of Portland cement and steel in the global environmental impacts of mineral processing. Aluminium comes a distant third in the list, and the metals particularly associated with localised environmental impacts have relatively small global effects compared with those of the staple materials of our built environment. This global macro input/output perspective, with materials flows expressed per unit of virgin product, provides a benchmark for grasping sustainability challenges within specific operating businesses. Because of the global scope and pervasive impact of the minerals processing industry, the issue of resource stewardship is rising as a matter for public concern. There appears to be a developing view that the mining and mineral processing sector should take responsibility for these products throughout their various life cycles. However, in a future of stabilising consumption, dematerialisation and intensive recycling, the mining industry would only need to provide the top-up to a stock of recirculating materials. The question of responsibility for stewardship over SocietyÆs stock of materials remains open.

Recent studies by the authors have concerned themselves with assessing the earthquake risk to north-eastern Australia, based on available historical earthquake data for the area. There have been several significant earthquakes (Richter local magnitudes of the order of 6) concentrated in the Wide Bay - Burnett region in central eastern Queensland, although none of these has occurred close to a significant centre of population or development. Using derived average acceleration attenuation relations and world-wide data on earthquake-induced damage as a basis, conditions under which earthquake-induced liquefaction may occur have been investigated and presented in graphical form. Historical earthquake data for north-eastern Australia have been overlain on this graphical presentation and it has been demonstrated that the Wide Bay - Burnett region, in particular, may in the past have been on the verge of earthquake-induced liquefaction, where ground conditions are susceptible. When this is viewed in the context of the rapid growth in population and development in this area over recent years, the risk can no longer be ignored with impunity.

The Japanese Government promulgated the æLaw Concerning Special Measures Against DioxinsÆ on 16 July 1999 and it was enforced on 15 January 2000. This is a unique law specialised to protect the environment by the control of dioxin emissions from waste incinerators and several industrial processes. In this law, a few metallurgical processes other than waste incinerators are designated as æspecified facilitiesÆ emitting certain dioxins. Thus, emission standards for dioxins to the air were set for electric arc furnaces (EAF) for steelmaking, iron ore sintering, zinc recovery from EAF dust and aluminum recycle processes. In this paper, the inventory of dioxin emissions for Japan and the recent research and development to reduce emissions from those processes are introduced. Further, some details on the formation mechanism of dioxins and future subjects for effective control of their emissions are discussed.

The mining industry was one of the first to be directly regulated by legislation in the 19th century when British public opinion was mobilised by reformers seeking social change. In the next wave of mining safety legislation, account was taken of technological advances in the industry, but again, the amendments were in large measure driven by public expectations following a series of disastrous mining accidents with great loss of life. The result was the prescriptive and detailed type of regulation that has, to a great extent, remained with and become a way of life in the mining industry of today. In 1970, the then British Government appointed Lord Robens, a former Chairman of the National Coal Board, to head a Committee of Inquiry to consider the arrangements then in place for preserving the safety and health of people at work and to consider and make recommendations on the need for change in the legislation governing such matters. The result was the 1972 report Safety and Health at Work which, in turn, resulted in the Health and Safety at Work etc Act 1974 (UK). This Act, which embodied the now familiar concepts of consultation with the workforce on matters relating to health and safety and the statutory application of the previously existing Common Law concept of the duty of care, became the model for much occupational health and safety legislation in many places around the world, including the various States of Australia. As a result of the `Robens style' of legislation, the regulators of the mining industry have had the opportunity to become less prescriptive and to introduce an `enabling' style in their statutes. This has not always been welcomed by the industry which has, to some extent, missed the comfort of knowing exactly what is required of it in order to ensure compliance with the legislation while appreciating the `self-regulatory' opportunities that the new style of regulation offered.

The coal industry in Australia has been actively working in recent years towards the (re)integration of geostatistical techniques to the process of coal resource estimation. The benefits of using geostatistical techniques, over the current interpolation algorithms in use in coal modelling packages used to generate the grid estimates, need to be illustrated for the methodology to gain a broader acceptance in the coal industry. This paper focuses on the benefits gained at BHP Billiton Mitsubishi AllianceÆs Saraji mine for the estimation of the total product yield value at a 9.7 per cent product ash cut-off of a particular seam of the Saraji deposit. In order to perform this comparison, the results of the alternative estimation methodologies need to be benchmarked, which in most situations is achieved through the reconciliation of the estimates against production and/or process plant reconciliation data. Unfortunately, this benchmarking was not possible as no reconciliation data for the area of interest in the chosen seam was available, as it has not been mined at the time of the study. Where no reconciliation data is available, an alternative method is to use conditional simulations as the benchmark for comparison. The simulated values can be regarded as ærealityÆ, and the alternative estimation methodologies, based on a sampling of the underlying ærealityÆ, can then be compared using the simulated ærealityÆ as the benchmark for comparison.

The FutureMine Collaborative Research Initiative has been successfully completed after three years of activity. The main objective of this initiative was to provide applications of research previously undertaken in the DeepMine initiative in terms of realistic solutions to problems facing gold mining operations as they reach for depths beyond 3500 m below surface. The FutureMine initiative was subdivided into four broad streams of technological expertise: rock engineering and seismicity; mining engineering and orebody management; software and communications and ventilation, cooling and refrigeration. This paper presents a summary of research output in this last area of expertise. Broadly, research in mine ventilation, cooling and refrigeration was directed in areas related to the recirculation of air, cyclical use of ventilation and cooling systems, air scrubbing technology, optimisation of chilled water reticulation, obtaining direct cooling at the workface, improving underground refrigeration systems through dry air-cooling and water heat rejection systems and a number of software simulation programs to be used in specific applications and as a tool assisting real-time monitoring of underground environmental conditions.This paper describes in broad terms the outcomes from this section of the research program and proposes ways in which some of these technologies may be combined synergistically in novel systems aimed at maintaining acceptable environmental conditions while reducing the impact on the profitability of operations.

Pyrrhotite is pyrophoric when in a finely divided form. The problems of disposing of large quantities of finely divided pyrrhotite separated out by metallurgical processing from ore are formidable. In the case of an underground mine, a solution to the problem of disposal is to place the pyrrhotite in the stoped out areas and seal from any air supply. Further, the pyrrhotite could be diluted with tailings which would reduce the possibility of combust- ion. Several enquiries to various centres and authorities have shown that the products of the slow oxidation of pyrrhotite with moisture present can cement an inert matrix into a stable fill similar in physical prop- erties to fill stabilised with Portland cement. Stabilised fill can be used to advan tage with a suitable mining method to provide high recovery. The investigation demonstrated that air and 15% w/w water must be present for the fill to harden and that the sizing of the particles is a critical factor in drainage of a hydraul- ically placed fill and subsequent even harden- ing of the fill in a stope. With the materials used in the experiments in which the - 51 micron component of the tailings had been dis- carded, an optimum mix was found to contain 4:1 tailings/slag ratio and an overall pyrr hotite concentration of 8% (all proportion by weight). Approximately 34 days after drain- age to 15% moisture in natural air flow condit- ions, an unconfined compressive strength of 1.862 MPa was attained. A subsequent experi- ment was conducted with a sample of optimum mix in a pipe one metre long in forced air flow conditions. At a superficial velocity of 3.Om per hour the mix required 155 hours to harden to 1.862 MPa after drainage to 15% w/w moisture content. The pressure drop bet- ween the top and bottom of the mix in the pipe remained constant at 9 KPa/metre length. This result suggests that forced air flow conditions will increase the rate of hardening. No dangerous effluents were detected in the course of the experiments which could affect mine equipment or personnel.

Despite the limited literature regarding the pressure filtration of mine tailings (compared to the large number of papers published each year on paste thickening of tailings) the number of mines dry stacking filtered tailings is approximately equal to the number of mines storing tailings in paste form. Main drivers for filtering tailings are: water recovery, future rehabilitation costs for tailings storage area and permitting requirements. In arid climates, the cost and scarcity of water justify the capital and operating costs associated with pressure filters. Further justification for filtered tailings is the potential for progressive reclamation of the dry stack, which can proceed earlier and faster than the reclamation of a tailings dam.Filtered tailings must be transported to the storage area by trucks or conveyors. For dry stacking, 70 - 80 per cent solids content (by mass) is typically acceptable, however the primary goal is to provide a filter cake that is consolidated and dry enough to prevent bridging and build-up on the materials handling equipment. It has been observed that high average solids contents (~70 per cent) can be achieved while the centre of the filter cakes is still wet and sticky, presenting challenges for the transportation of the solids. Appropriate controls must be in place to ensure consistently easy to handle solids are discharged from the filter.FLSmidth has installed two fine coal tailings dewatering systems in the United States. One of these systems incorporates a Deep Cone Thickener« upstream of the filter press to minimise the amount of water that must be filtered, while the other tailings filter press is fed by a high rate thickener. Over the past 20 years within Australia, there have been a number of incidents at mine sites where ammonium nitrate-based explosives have reacted with certain rock types containing sulfide minerals. These rocks have commonly been referred to as æreactive groundÆ. These reactions have frequently led to fires (particularly in ground susceptible to spontaneous combustion) or premature detonation of the ammonium nitrate-based explosives. Clearly, this introduces an element of risk when using ammonium nitrate-based explosives in these areas. Dyno Nobel has been proactive in developing ammonium nitrate-based explosive products that can be used in these types of æreactive groundÆ environments that minimise the risk of premature detonations occurring. A system for assessing æreactivityÆ of sulfide containing rocks has been developed that can be used in the field. Previous literature has been reviewed, identifying Differential Thermal Analysis (DTA) as the most common method for determining the æreactivityÆ of the ground. In the present investigation, DTA has been rejected as a suitable technique for determining ground reactivity, since it measures thermal reactions at higher temperatures over short time periods, conditions that are unlike those in the field. For example, ground at ambient temperature has been found to react with ammonium nitrate-based explosives over long time periods, reactions that are unable to be evaluated using DTA. Other more suitable techniques have been developed to monitor rock conditions that can be measured in the field and give a good indication of potential ground æreactivityÆ with ammonium nitrate-based explosives. Dyno Nobel is currently investigating the reaction mechanisms of spontaneous combustion in reactive ground, the decomposition mechanisms of ammonium nitrate and the role of inhibitors in ammonium nitrate-based explosives. Once complete, this fundamental research will lead to the further development of even lower risk ammonium nitrate-based explosive products for use in æreactive groundsÆ in a variety of mine environments.

In April 1987, Mount Isa Mines Limited (MIM) commissioned an ISASMELT reactor to smelt 15t/h of copper concentrate at the Mount Isa Copper Smelter. This unit was based on the Sirosmelt lance technology and incorporated features proven in the Lead ISASMELT plant which has been operating in the MIM Lead Smelter since 1983. From April 1987 to June 1989, the copper smelting plant treated 167000 tonnes. Concentrate, coal and fluxes are fed continuously to the furnace. Oxygen enriched air is injected through a lance which is submerged in the slag bath. Matte and slag are tapped together through a single taphole into a reverberatory furnace, and from there are treated with normal reverberatory furnace production. Advantages of the process include its ability to eliminate most lead and arsenic in feed, its flexibility with respect to feed composition, sizing and moisture, and the plant's low capital cost. Acceptable refractory life has also been demonstrated. The commissioning of a 70 t/day oxygen plant has rerated the plant from 15t/h to 18t/h while allowing a reduction in fuel usage of one third. A trial using 150 t/day oxygen was carried out in May 1989, and showed that the furnace could treat 48 t/h chalcopyrite concentrate while maintaining a very low fuel requirement. The oxygen trial results have given considerable confidence for plant scale-up. Detailed project evaluation is currently underway for the replacement of the roaster and reverberatory furnaces at Mount Isa with a single 110 t/h ISASMELT reactor.

An image analysis system has been built which automatically digitizes camera input of rock fragments, analyses the digitised data to determine the sizes and shapes of the rock fragments, and outputs the analysed data to a printer in the form of a histogram or a scatter chart. The high speed of such a system allows for direct collection of data from material thrown into the air by blasting, material travelling on a conveyor belt, and material free-falling on to a stock-pile or into or out of a rock-crusher. Data on the blasted, un-crushed material provides information on changes in the lithology and structure of the rock face as it is quarried or mined: flatter fragments may represent approach to a brittle, unstable shear zone, or a change from sandstone to shale; so that the informa- tion reflects the effect on the sizes and shapes of the fragments by the blasting process and/or by the rock structure. The size and shape distributions of rock fragments produced during blasting and during processing may now be continuously monitored. Such detailed analysis of the results of fragmentation is labour-intensive and expensive when the size and shape distributions are obtained manually, but is cheap and efficient when using this image analysis system. Such a system will enable the results of blasting, quarrying, mining and crushing to be cheaply analysed and correlated with current and changing indus- trial practice so leading the way to increased productivity.

Based on a principle developed at a South African Mine, the CSIR developed a device with which the alignment of guide rails in mine shafts could be measured. Originally the technique could only be used to obtain guide misalignment values at the bunton sets. At the time this was considered adequate since it was assumed that guide realignment could only be done at the support points anyway. The technology was developed further and now it is possible to obtain æcontinuousÆ guide profiles from the measurements. Software was developed with which a guide realignment schedule can be drafted and the shape of the realigned guides can be predicted. A measuring system based on this technology is being used to conduct guide alignment measurements in shafts. The data is then analysed and a realignment schedule is recommended in consultation with the mine. Such a schedule may be prioritised so that the worst sections in the shaft are dealt with first. The measurement hardware and analysis software are described. Examples are presented that illustrate the principles and highlight measurement errors. A case study illustrates measurements recorded in a newly equipped shaft. A repeat measurement, 18 months later, shows the effect of recommended realignment as well as the change in guide alignment over this period.

The Bowdens Silver Deposit is a low sulfidation epithermal silver-base metal deposit that has formed on the northern margin of a hydrothermal system within air-fall breccias, ignimbrites and crystal tuffs of rhyolitic composition. The deposit lies near the north-eastern margin of the Lachlan Fold Belt and the rhyolitic host rocks are of Early Permian age. The silver mineralisation occurs as flat-lying zones of disseminations and silicic fracture-filling within the Rylstone Volcanics and is closely associated with sulfides of iron, arsenic, lead and zinc. High-grade silver mineralisation is also found in steeply-dipping fracture zones which host banded sulfide veins. Studies of the alteration products indicate that high temperature fluids, flowing from south of the current project area, resulted in quartz (¦adularia) û illite/sericite alteration. Cool, low pH steam-heated waters on the northern and eastern margins of the prospect area resulted in siderite û smectite-illite clay û Fe-carbonate û marcasite û kaolinite alteration. Mixing of the two fluid types resulted in the deposition of iron and base metal sulfides, a decrease in both sulfur activity and pH of the mineralising fluid, and subsequent silver mineralisation.
