The role played by lawyers in business has, in the course of the last 15 to 20 years, changed perceptively. This development has coincided with, and indeed has been a reflection of, the changing nature of Australian business, especially as the mining industry established its predominance in the Australian economy. The nature and extent of governmental regulation of business, too, has changed markedly. As a consequence, there has been a qualitative'change in the nature of commercial law practice. For the needs of business to be met, lawyers have had to develop specialist skills in new areas. Furthermore, there has been the emergence of the "in-house" lawyer, who increasingly plays a primary rather than a subordinate role in corporate law practice. There is no evidence to suggest that this trend, which is by now so well established, will prove to be ephemeral. Instead, with all indications pointing towards even greater governmental regulation of business activities, the intimate role of the lawyer in business seems entrenched.

A Data Acquisition System with a capacity to monitor 2000 analog instruments has been installed at the mines operated by the Zinc Lorporation, Limited and New broken hill Consolidated Limited (ZC/LVbHC), New South Wales, Australia. Since commissioning in March, 1982, the system has proved its value in providing up-to-date information to both Rock Mechanics and Mining personnel. The paper describes the function of the major software and hardware components of the system, and identifies the advantages that an on-line monitoring system provides in the day-to-day operation of a large underground mine.

The purpose of this paper is to provide some practical commercial advice in relation to issues of access and trespass during exploration. It is not my intention to provide a detailed analysis of the applicable law because this is not the appropriate forum for latin maxims and turgid case studies. Instead I will explain the issues in sufficient detail to enable those who are not familiar,with the legal concepts to understand their obligations and responsibilities in relation to exploration activities. Take as an example a situation where a company (for the sake of attempted light relief, called Rogue Mining) holds an exploration tenement adjacent to one held by Lamb Exploration. In conducting aerial exploration activities over its own tenement Rogue overflies the tenement held by Lamb, doesn't turn off its equipment and accidentally collects data in respect of the adjacent land. In analysing that data it becomes apparent to Rogue that there is a substantial anomaly on the adjacent land of which Lamb is apparently unaware. Rogue subsequently negotiates to purchase an interest in Lamb's tenement.

Combining these technologies can return benefits both fiscally and technically by reducing costs of ownership in IT infrastructure and increasing the efficiency and effectiveness of both internal and external information delivery.GIS and Internet Mapping technologies have reached a practical stanza in their evolution and will continue to develop as a key business tool in the natural resources sector.

Imerys Tableware New Zealand Limited has mining rights to four deposits of halloysite, which are located about 203 km north of Auckland, New Zealand. These primary deposits were formed by the hydrothermal alteration and weathering of rhyolite domes. Halloysite clay is currently being mined from two of these deposits and then processed for export markets. From humble beginnings in the mid 1950s, the Northland halloysite was processed initially for paper filler markets and then for higher value tableware and technical ceramic niche export markets. The paper will briefly cover the geology and processing of halloysite and then examine the history of New Zealand China Clays Limited, now Imerys Tableware New Zealand Limited and then look to its future as part of global industrial minerals company, Imerys.

Zhangmatun Iron Mine is situated in the suburbs of Jinan city, Shandong, China. Because of surface environmental constraints, no suitable site can be selected to dispose of mill waste. The full mill tailings must be disposed of underground. This paper deals with the work conducted at Zhangmatun mine to develop a total tailings backfill system, taking advantage of a doubleshaft blade mixer and an activating agitator to prepare backfill. Cement and ground slag are added to tailings for strength development. Two stopes have been filled and the pillars have been effectively mined out during the field trial. The application of innovative total tailings backfill technology is a new concept at the mine. Detailed planning has achieved a close integration of mining, milling and backfilling. Full mill tailings, with or without rock, are disposed of underground in a continuous process to fill, totally and systematically, the cavities formed by mining. Utilisation of cemented tailings backfill solves not only the problem of disposal of mill waste, but also the resource problem of providing backfill materials to the mine. The strategy also maximises ore recovery for the mine.

Grinding to sizes less than 80 per cent passing 20 ¦m in both primary and regrind circuits is becoming increasingly important in processing metalliferous ores, as many of the remaining orebodies are very fine-grained and refractory. The process of very fine grinding, however, is expensive, and neither the performance nor the design criteria are well understood. This paper presents some findings from a collaborative research program, one of the objectives of which has been to better understand and improve the performance of very fine grinding circuits. Data from surveys of an industrial tower mill grinding circuit are reviewed and analysed using the population balance models of the CS]RO and 7KMRC. The performance of both models with regard to changes in feed size distribution, ball load and feedrate is assessed using these data. From comparisons between pilot and full scale tower mill operation a prototype scaling methodology is also presented which shows promise in allowing the models to be used to predict the effect of changes in mill Design.

There is a wide variety of industrial pastes or non-settling slurries pumped in mining, dredging and reclamation projects as products, refuse and tails. The types and/or names of some of the common ones are alumina red mud, phosphate clays, tar sands mature fine tails, tar sands (CT) consolidated clays and fly ash. The pipeline performance or friction of these varies dramatically with the type, its concentration and the particulars of the actual slurry making it difficult to select pumping equipment and to design associated pipelines. The GIW Hydraulic Laboratory in Grovetown Georgia has tested a number of these slurries over the last 30 years for various mining customers. Where available in the public domain and/or where permission has been obtained, the results of those tests are presented in this paper in a form usable for pipeline and pump system designers and users.

Drilling is one of the most, significant cost components of any stoping or develop- ment operation. Two of the factors contri- buting to the drilling cost are the supply and servicing of consumable items such as drill rods and bits. The purchase cost of consumable items can be controlled to a large extent by using the correct balance of quality and price. However, the service cost is a less easily controlled factor and it is in this area where potential savings are significant. In June, 1976 a six month trial period was commenced at The Zinc Corporation, Limited and at New Broken Hill Consolidated Limited with two separate suppliers supplying and ser- vicing all longhole drilling parties (one supplier for each mine) at a guaranteed cost per metre. As a result of this six month trial period a new contract was commenced in December, 1976 with one supplier supplying and servicing all longhole drilling parties at both ZC and NBHC for a twelve month period. This concept has now been in operation for over twelve months and has proved to be a significant means of slowing down the increas- ing cost associated with drilling operations.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary. This paper addresses project commissioning, that is, activities that culminate in the transfer of a project from the construction phase to routine plant operation. These activities should be initiated early in the engineering and design phase to ensure that the plant design is operator friendly and that construction is scheduled such that pre-operational testing and hand over to the owner occurs in a timely and cost-effective manner. For the purposes of this paper, commissioning includes all activities related to pre-operational testing, no-load testing, water commissioning, and ore commissioning. That is, all activities from construction completion to practical completion of the prime contract. This process is facilitated in numerous ways dependent on the nature of the project prime contract and the size of the project. For small lump sum projects, the contractor's responsibility may include all phases of commissioning to practical completion, whereas, a managing contractor on a complex multi-contract project may only be required to bring the project to mechanical completion and hand over to the owner for ore commissioning. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

ZC Mines investigated a proposal to replace the present underground train haulage system with rear dump trucks. The number of rear dump trucks required to achieve target output and the required mix of trains and trucks during the changeover was of importance to the designers, and a GPSS computer simulation model of the operation was constructed using GPSS/PC, a recent form of the language for the personal computer. Three models were 'constructed to simulate initial and final configurations of underground haulage systems to transport ore from ore passes to the crusher and then to the skip for transport to the surface. The initial model simulated train operation on two levels and rear dump truck operation on a third level. The second model simulated rear dump truck operation on two levels with ore being loaded through the crusher to the skip as in the previous case. The third model replaced the rear dump trucks on the lower level with a train to establish the relative merits of the two methods of transport. The simulations identified equipment numbers, required operating hours and critical points in the operation which can then be addressed by the mine designers.

Over the last five years Mt Leyshon has matured into a sizeable gold mine by Australian Standards. In the later part of 1990, after commissioning of the 3.5 mtpa CIP Plant upgrade, experience indicated there was potentially additional Mill capacity beyond that being utilised at the 3.5 mtpa rate. Overall throughput was limited by crushing plant performance and high operating costs resulting from the age and condition of the main crushing plant.In addition, mining was being carried out using a mining contractor who utilised relatively small, high cost mining equipment, and on-going exploration success was also indicating that the then current mine plan would result in only a portion of the available resource being exploited.

The replacement of diphenylguanidine (DPG) for separating INCO Bessemer matte with a water soluble collector requires a frother since most collectors do not have frothing properties. The objective of this study was to identify a non persistent frother which produced a deep froth and collapsed rapidly, while maintaining acceptable metallurgical separation. Incremental rougher flotation tests failed to differentiate any metallurgical benefit through the use of a specific frother, so other tests were employed to identify the candidate frother. The equilibrium froth height and rate of froth collapse (froth stability) of several commercial frothers were evaluated as a function of frother concentration using a 'frothmeter' apparatus. Frothers evaluated were methyl isobutyl carbinol (MIBC), Pine Oil, triethoxy butane, Dowfroth SA1263, Dowfroth 250C, Dowfroth 200 and Allied Colloids CRNI-1002. Dowfroth SA1263 produced the largest froth height, and TEB had the greatest rate of froth collapse. Frothers with properties similar to Dowfroth SA1263 and Dowfroth 250 were rejected due to their persistent froths. TEB was rejected because it has a low flash point and Pine Oil could be a nuisance to add to a flotation column. Therefore, the preferred frothers were declared to be Dowfroth 200 or Allied Colloids CRNl-1002.

The hazard posed by underground mine fires is illustrated in the first part of this paper by means of a review of experiences in four mining countries over the last three decades. This brief review indicates that while much progress has been made generally in preventing fires and providing means of protection to miners, the possibility of disasters occurring must continue to be regarded as very real. Based upon recent investigations by the South African mining industry, an integrated strategy for providing protection to personnel in the event of a fire is outlined in the second part of the paper. The main, complementary, elements in this strategy are the prevention of ignitions, the limitation of fires, provision of protection systems and equipment, training for emergencies, and effective implementation of safety measures. Some comments are made on important aspects of these elements and on possible further developments.

Experimental data on the production of fines as a function of specific grinding energy consumption show that in general the energy utilisation in a choke fed high-pressure roll mill is higher than in a ball mill, but lower than in the single-particle mode of comminution under slow compressive loading. There is some evidence to suggest that the presence of water in feeds improves the energy efficiency of pressurised roll milling somewhat. Within a wide range of energy input, the size distributions of the ground product are self-similar, the logarithmic median size decreases linearly with the amount of fines produced and the inverse of the median size increases linearly with the energy spent. The production of fines as a function of energy expended follows essentially the same pattern as the one frequently encountered in media mills. The kinetics of grinding in the high-pressure roll mill can be simulated satisfactorily by modifying the standard particle population balance equation in order to account for energy dissipation in the tightly compressed bed. Common characteristics and important differences in grinding by the media mill and the high-pressure roll mill are highlighted.

The Joint' Venture Method is a procedure for assessing the value of exploration properties, particularly those for which resources have yet to be delineated. It aims to convert the terms of an actual or synthetic joint venture into the equivalence of an arms- lengths cash transaction between a willing seller and a willing buyer. This paper sets out one approach to achieving that conversion. It discusses both simple and complex cases and gives some examples from both public and private documents. It also includes some case studies in which the Joint Venture Method of valuation can be compared with values derived for the same project using other methodologies including actual cash deals. The Method has failings in both mathematics and logic. However because it does reflect or simulate an arms-length deal which takes into account past exploration effort and expenditure and an assessment of prospectivity at a particular point in time, it is felt that it can provide a reasonable approximation of trade value or asset value of a prospect, particularly if used in conjunction with other methods.

INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Their patent was followed by many others proposing similar concepts, mainly from Lewis (1955), Ogorzaly (19.56), Shipley (1956), Agarwal (1960'), Osborn (1958), Texaco Development Corporation (1956) and Stelling (1957).The H-iron process (Squires and J ohnson, 1957; Lubker and Bruland, 1960) is the only scheme that has been an economic success. Bacterial leaching of museum grade chalcopyrite and chalcopyrite concentrates at low sorptive relative humidities (55-91 per cent rH) was demonstrated. Optimum release rates were 13 and 27 mg/gram/100 days copper (Cu++) at 91 per cent and 80 per cent rH and 12 and 33 mg/gram/100 days iron (Fe++) at 80 per cent and 73 per cent rH for concentrate and "pure" chalcopyrite respectively. The optimum copper release rates occurred between 73 per cent - 86 per cent rH and 30-40 mM acid concentrations. Bacterial copper leaching rates were some twenty times slower for emersed copper concentrates, at low relative humidity, compared with submerged cultures. Bacterial copper solubilization was almost quantitatively inhibited above 150 mM acid levels (< pHO.8).
