Iron from the blast furnace constitutes the starting point in steel production and any increase that can be made in iron production will bring about important repercussions in a long line of processes. Coke constitutes a major item in furnace operation and consumption at the Port Kembla Works of Australian Iron & Steel Ltd. has been approximately 1,850 lb. per ton of iron produced on ore practice, or 3,000 tons per day.For many years coke quality has been subject to much criticism by furnace operators throughout the world, sometimes with little real grounds. Whatever the merits of previous arguments, and they were no doubt two-sided, the development of bigger furnaces has focused attention on coke strength. At the same time a decrease in the quantity of good quality coking coals available to many plants has stimulated research in this field.Extensive coke research has been carried out overseas, and in Australia the.B.H.P. Organization is now actively doing likewise in its Central Research Laboratories at Shortland near Newcastle, N.S.W., and works research groups at Newcastle and Port Kembla Steelworks. Similar work has been initiated in the beehive coking industry. Such work is in its infancy and this paper will outline the direction of the activities at Port Kembla rather than propound specific solutions.At Port Kembla good quality coking coals are readily available from the IIIawarra coalfield. The seams generally mined for coking are Bulli and Wongawilli and to a much smaller extent Tongarra. Characteristics of these coals appear in Table 1.

The presence of arsenic in solutions which result from the processing of many sulphide minerals leads to a need to understand its speciation in aqueous systems and the reactions of those various species. This paper deals in particular with the precipitation of arsenic from aqueous solution in the form of insoluble inorganic compounds in order to remove arsenic from various hydrometallurgical process streams. The solubility and stability of the precipitates is examined. It has been found that many of the arsenic compounds presently used are more soluble than previously accepted and unstable in disposal sites such as tailings ponds.

It is important to prevent the overload ing of mills being operated near maximum tonnage. Changes occurring during overload differ in their usefulness as guides to control action. The Primary Ball Mills of Bougainville Copper Ltd. provide an example of some of the problems and progess in avoiding overload.

A method is presented for calculating the number of cycles of stress to failure of a drill rod from operating variables; a mathematical analysis by Cooper of the stresses present in drill steels is applied to the forged collar, i1i-in. hexagonal hollow drill steel in common use in Australia; and an estimation is made of the dry fatigue limits at various points along a drill rod.It is shown that these calculations predict failure at a 'point where failure rarely occurs, and do not predict that failure should occur where it does in practice. The reasons for this anomaly lie in the neglect of bending stresses in the stress calculations, and in failuredue to corrosion fatigue at a preferred section rather than to simpler fatigue under non-corrosive conditions.INTRODUCTIONIt has long been recognized that failure of metal sections by fatigue is influenced both by the number of cycles of stress imparted to the section (N) and by the magnitude of this cyclic stress (8). In this paper, both Nand Shave been calculated for rods which have failed in service, and whose operating history is known. While the calculation of the number of cycles to failure is·simple, the calculation of stress is more complex. The results of stress caIculations predict that failure should occur only hi short rods, and then preferentially at the tip end rather than the shank end.However, in actual fatigue failures of steel rock drill rods, approximately 75 per cent. of such failures are close to the shank end, and failures near the tip end are rare.The usual explanation given for this high incidence of shank-end failures is that at the point of failure there exists, in forged collar steels of the type common in Australia "hardness valley" or. The provision of electrical power is an important consideration in project develop- ment. The first step to be taken in this area is to assess the power requirements of the project. The alternatives of taking a supply from a power authority or providing local generation can then be considered. This requires additional definition of the prob- able characteristics of the supply. The availability of authority power in Australia is limited by the extent of the state power grids. Recent developments now allow these grids to be extended and their load capacity increased to meet major load increases at less cost than was possible pre- viously. The options for local generation include diesel, gas turbine, steam, hydro, solar and wind, each having its particular performance characteristics and costs. The choice of fuel for diesel, gas turbine, and steam plant likewise involves consideration of a range of factors. The arrangements adopted for a number of development projects illustrate some of the aspects which influence the decisions on power supply.

There are- several in-seam coal research projects currently under investigation by the Cooperative Research Centre for Mining Technology and Equipment (CMTE). The overall aim of the projects is to produce new technologies to enhance safety and the efficiency of in-seam gas drainage drilling. Results from high pressure waterjet rotary drilling trials indicate that by applying high pressure water to a rotary drill bit, the hole can be drilled to follow the planned trajectory very closely. Steerable drill bits for drilling long holes (>1 km) have been produced and trialed. A flexible high speed drilling system provides a capacity for rapid in-seam drilling, particularly suited to cross panel drainage. Geophysical tools are being developed to provide a geological steering capability and a better understanding of potential gas outbursts zones.

How aqueous fluids move through rocks and minerals is a question of possible pathways and mechanisms. Existing pathways such as fractures and grain or mineral boundaries provide obvious channels for fluid movement. We show how minerals reactive in the presence of an interfacial fluid can be replaced by new product phases through a process of interface-coupled dissolution-reprecipitation. A resulting porosity in the new phase provides a new pathway for fluid movement and therefore mass transport through the mineral, which progressively reacts at a moving interface. Eventually fluids of new and changing composition can pass through originally solid minerals and move on further, taking remobilised elements with them, to be reprecipitated whenever the chemical and/or physical conditions allow. One such example is albitisation of rocks associated with mineralisation.

The known coal resources of South Australia are either of poor quality, or expensive to extract, or both. Export quality coal occurs only at great depth in the remote north of the State; the balance of the State's coal resources are suitable only for local electricity generation. Currently there is only one coal mine in the State, at Leigh Creek. This provides fuel for approximately 34% of the State's electricity generation, the balance being fuelled by natural gas. In the near future, new fuel sources must be developed to augment diminishing supplies of natural gas, and to cater for increasing demands for electricity. The South Australian Government has determined that future electricity generation will be based on the combustion of local coals. The geological and geographical environment of the known coal deposits and the quality of these coals are such that the most up to date and innovative technology must be applied to both extraction and combustion processes. The Government, the Electricity Trust of South Australia, and several Australian and overseas companies have embarked on an extensive research and development programme to ensure that these otherwise useless resources can be developed to the benefit of the State.

Reserves of high-grade quartz gravel, lignite and timber suitable for the production of silicon metal and ferrosilicon on large scale occur within 40 miles of Bluff Harbour. Undeveloped hydroelectric power resources on the Clutha River are located within 50 miles of the most promising quartz gravel deposits while ooencastable lignite, potentially suitable for electric power production, occurs in the same locality as the quartz gravels. A preliminary study of production economics indicates that the commercial feasibility of silicon/ferro-silicon production would depend mainly on the cost of electric power, total capital cost of plant, and the market value of the products. The proximity of Bluff Harbour is advantageous for the export of products.

This paper outlines the aims, objectives and means by which a life of mine land use plan was established for Comalco's bauxite mine at Weipa. Comalco realises the need to strategically plan for future mining activities and still minimise the impact of operations on the natural resources of the region. With this realisation long-term forward planning has been implemented to improve the Company's ability to select future sites for mining, industrial use, agriculture, town expansion and conservation purposes.The knowledge of mineral, water, soil and animal resources has expanded dramatically in the past decade. During 1990 Cornalco purchased Geographic Information System technology which has allowed previously collected resource data to be presented in map form. These maps as part of the Life of Mine Land Use Plan are both information based and strategic which can be efficiently updated. The maps allow a broad audience from engineers, geologists, environmental scientists and site managers to government officers and the general public to comprehensively view and scrutinise the operations.

There are countless petroleum and mineral fiscal systems throughout the world. This is because many petroleum and mineral producing countries have developed their own methods of calculating government take through fiscal evolution or individual negotiation. Those countries fortunate enough to have petroleum and mineral reserves within their national boundaries are naturally reluctant to yield this resource without a reasonable return for their population. As resource companies are perceived to be enormous conglomerates with endless amounts of cash and resources, governments and the general public demand reasonable division of production while these finite resources last. On the other hand, because companies engaged in the exploration for, and production of, minerals, oil and gas have to be large or lucky (preferably both) to sustain the great physical and commercial risks involved, the income and profit figures look so large that the general public sees them as an acceptable target for taxation. Taxation of the resource industry has been one of the industry's greatest cash flow problems through the years. Allen and Seba (1993) attribute this to the fact that the most equitable tax systems are those that affect the widest possible total of the population.

The advent and easy availability of fast and powerful digital computers has marked a transition from one era to another in the field of process control in many industries. Mineral processing is no exception. Aims, practices and problems associated with process control of mineral beneficiation plants in the 'old days' are compared with those available at present. Although basic processes remain generally the same, there have been simultaneous social and economic developments, which directly relate to the development and present value of process control. Lower head grades are now treated, plant capacities have increased, and a large proportion of future capital in the mineral industry will be associated with large capacity plant, treating still lower grades. Environmental considerations have pressurised moves to better control in some areas. With these changes, economic operating incentives have changed, and process control has, in many plants, become more critical. Finally, while computer technology has developed recently at a very rapid rate, developments in the fields of instrumentation, basic on-line measurement and sampling have in general lagged behind, limiting the progress possible in process control. Improvements in mining by the application of electronics necessitates analy-sis of the objectives and problems. A detailed analysis has shown that increased tunel-ling performance is one of the most important objectives. In mining, the environmental conditions for machines, their handling and servicing are very hard. Therefore a health monitoring system for tunnelling machines in hazardous areas has been developed. This system measures operational parameters, such as-flow, pressure, temperature, etc., de-rives forecasts of possible failures from these values, and assists maintenance person-nel. Important data are transmitted to a surface computer via telephone cables. Health monitoring is based on the cognition that slow deterioration of characteristic parame-ters, e.g. fluid loss, are symptoms of wear. Sudden changes of machine parameters indi-cate sudden destruction. Computer technology is very advanced, but transducer technolo-gy has not,been able to keep pace. Filling the yawning gap in the mining industry is a challenge to technology and requires special techniques. Machine monitoring and automa-tion in underground mining is still in its infancy. A lqt of development and research work is still necessary. The risks are great-The expected benefit due to increased min-ing performance (up to 5 %) justifies the risks in development.

These include shaft pilot holes, exploration drilling, mine service holes and drilling beneath surface structures and obstacles. A modular computer-based monitoring system for mines is dis-cussed. The system consists of the following modules : production moni-toring system HADES, methane monitoring system CMC, seismoacoustic and seismometric systems SAK and SYLOK, communication systems. The system enables one to compose flexible,` economic structures according to the specification of a mine. Application of microcomputer-based monitoring and control systems in coal preparation plants also is discussed.

In coal mining each of the unit operations are interrelated with each preceding operation having an effect on subsequent operations. This presents difficulties for determining when the lowest overall costs for a particular mining system are achieved. Drilling and blasting is the first mining operation for production and is known to have an effect on the subsequent loading, hauling and crushing operations. Computer blasting models developed over the past 15 years can be used to describe the drilling and blasting operation. This paper describes the ICI Blasting Model "SABREX" in detail. Methods of using the model are discussed. This involves field measurements of geological structure, shallow refraction seismic surveys, laboratory measurements of rock properties and high speed photography of blasts. The predictions are compared with actual blast results for fragmentation sizing and muckpile profiles. Outputs from the model are described and these can be used for input to models of subsequent operations.

The last decade has seen a dramatic change in the. size and complexity of mining and mineral processing projects in Austral- asia. Major projects of today are vastly different from major projects of the 19.50's. This change has in turn resulted in a change in the role-of consultants whose contributions have been increasingly in the provision of specialist services and less in the form of overall project design and construction supervision. It is anticipated that, the specialist function will continue to represent the principle mode for consultant participation in major, projects. However, by means' of international affiliation, the development of comprehensive engineering and project management capabilities and possibly as a result of Government intervention, it is expected ,that local consultants will assume an increasing degree of participation in.the overall project design and supervision Function.

This research project came about as a result of ICI Australia offering a scholarship to a final-year mining engineering student at the Western Australian School of Mines. A signifi-cant part of this year of study is devoted to an industrial project and consequently one of the conditions of the award is that the successful applicant pursue a research project of interest to the donor company.Having selected the project and the most appropriate final year student, a steering committee composed of representatives of ICI Australia, Kalgoorlie Mining Associates, the Mines Department and the WA School of Mines was set up. This committee is largely responsible for planning the main thrust of the research work whilst the detailed planning and day-to-day activities have been largely the responsi-bility of the research student, his academic supervisor and senior staff at the Mt Charlotte Mine.

The New South Wales Department of Mineral Resources objective is to use data and information to undertake a detailed analysis of incidents and accidents to identify risks so that the predictable can be foreseen and avoided. The Department of Mineral Resources has established a computerised database called COMET (COmmon Mines EnvironmenT) to capture information on accidents incidents, inspections, audits and accreditation in improving safety and environment performance. This data together with data from Coal Mines Insurance and WorkCover NSW is being used to provide trend and comparison information. The NSW Injury Risk Management Research Centre at the University of NSW has been engaged by the Department to collate and prepare a detailed analysis of the data. Through this process, five areas have been identified for further research. These being: electrical energy, mechanical equipment, work environment, hours of work, and contractors involvement accident and incidents. The paper covers: the establishment of a mix of performance measures for the industry to indicate whether the safety performance is improving; the provision of data to provide useful comparisons and benchmarks against which companies can compare performance; the development of positive performance measures; the findings and outcomes of the detailed analysis of electrical energy; shocks; the provision of information to industry; an outline how the data is being used to determine departmental; operational priorities; and future plans to undertake research into the other areas identified.
