Consolidated Rutile Limited (CRL) was one of the best performing mining stocks of the turbulent 1980s, having a very high payout of franked dividends. In contrast to some other mining groups, it was not highly involved in the speculative lead-up to the 1987 sharemarket crash. Its base was firmly laid through a succession of decisions that were taken in the period 1982-1985. These decisions and the rationale behind them are outlined in this paper. CRL began the 1980s in a highly favourable position. It had successfully pioneered the transition to high-throughput mining of the high dunes on North Stradbroke Island (NSI), commissioning its 2100 tph cutter suction dredge at the Bayside reserves in 1978 at the time of rising prices, such that it was able to pay off its modest bank loan within 18 months. The June 1980 results showed a record after-tax profit of $5.6M, from total assets fo $26.5M and sales tonnages of rutile and zircon of around 50,000 tonnes each.

The last decade has seen a very rapid development in TBM tunnelling. Some trends are purely technical or economical and others relate more to preferences of different interests. Power levels have more than doubled and thrust levels too. Shield machines are developed to be able to handle harder rock and the open TBMs are made more feasible for `difficult' rock. What is right and what is wrong is more a matter of opinion, but one thing is certain: TBMs now are a useful tool and no longer an experimental work-shop for the enthusiasts.This paper highlights some recent developments and indicates some probable future ones. A few features that have increased the open TBMs' ability to cope with ever harder rock and also to overcome problems with poor rock are discussed in detail, using the Atlas Copco JARVA Mk 27 -the most powerful TBM built so far - as a reference.

The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

This paper presents measurement and analysis of the dynamic response of a five-storey building to very high frequency excitation (>100 Hz) from blasting vibrations originating from a contiguous excavation of rock. Velocity response measurements in the rock and on the structure were employed to calculate the time-correlated dynamic displacement response of the building to blasting. Time-correlated structure response measurements are needed to advance the understanding of the response of urban structures to high-frequency excitation. Current regulations and understanding are based upon measurements of the response of one- to two-storey residential structures by 10 to 40 Hz excitation. The extension of these observations to taller structures when excited by high-frequency excitation needs to be investigated further.Measurements show that the amplification patterns at the ground level and top of the structure match or are lower than that observed by the US Bureau of Mines (Siskind et al, 1980) for the shorter residential structures. They decrease with increasing peak particle velocity. From the measurements, the global transverse shear strains found by differentiating ground floor and top displacements were calculated to be 12 µstrains. Time-correlated bottom and top of structure displacements show that building response may be more reflective of wave propagation up the structure than whole-structure inter-storey drift.In addition, a 3D model was used to compare computed displacements and strains to measured results. Modelled responses varied considerably, both in magnitude and location of the maximum strain. No conclusion can be made regarding the best 3D model to employ to simulate building response. More data such as motions measured at many points in the structure are needed. Maximum inter-storey transverse shear strains calculated with the model were found through the acceleration excitation and were less than 12 µstrains for 37 mm/s rock motion excitation. A cross-discipline approach combining geology, metallurgy and mine planning, geometallurgy is seen as the next logical advance in improving the design and operation of mining businesses. This rapidly evolving field is focused on realising the value that has often been lost in the chasms between the aforementioned technical silos. When successful, the geometallurgical approach promises the ability to tailor mining and mineral processing development and operational options more closely to the characteristics of the resource with resulting lower costs (both capital and operating), improved recoveries and fewer project failures.As with any technological (or managerial) change, there will be side effects from the success of the geometallurgical approach that will impact areas beyond obvious linkages between geology and processing. Some of these effects have the potential to be beneficial to the resource industry and society in general. Beyond the basic geometallurgical promise of closer alignment between processing design/strategy and the multivariate 3D spatial characteristics of the mineralisation, this paper discusses the broader implications and ramifications of the emergent geometallurgical approach: enhancing exploration and discovery; improving project development success; achieving sustainability in an industry working with non-renewable resources; in a world of increasingly hard won license to operate, improving the management of potentially harmful by-products and waste materials (with knock on effects for proactive management of closure issues); smarter approaches to energy management and thus optimisation of projects with respect to carbon footprint; and potential to re-value assets and thus realise a strategic advantage in the area of acquisitions, divestments, mergers and take overs. The authors strongly believe that companies that actively engage with the above issues (and ensure that technical efforts in the area of geometallurgy are not isolated from the larger value chain activities of the firm) will be able to exploit the opportunities that consequentially arise. These early adopters will gain first mover advantages. Firms taking the broad view of geometallurgy will have an opportunity to maximise stakeholder value and win greater success than their less insightful competitors.

People in economically developed societies demonstrate inherent human care for Earth and want to stop pollution. Yet efforts to clean Earth seem bogged in confusion from wildly contradictory and alarmist predictions of æclimate crisisÆ. Supposed experts openly disagree yet weÆre told thereÆs universal agreement humans are causing æthe end of life as we know itÆ. The turmoil combines with peopleÆs feelings of fear, guilt, anger, hopelessness and even resignation and apathy to trigger æclimate alarmÆ. The paper enables people to rediscover clarity, hope and support for Earth by understanding how climate alarm and confusion were created and how they actually increase pollution. Many people seem to think global warming is as serious as pollution and worry that questioning alarm will enable pollution. Yet theyÆre different. We need be even more concerned about climate alarm because history shows repeatedly that when buried by ignorance and panic real problems grow overwhelming. Environmental credibility is endangered by confused politicians and sensationalist media. When weÆre willing to re-evaluate what weÆve been told we replace fear and confusion with facts and freedom to identify opportunities. Combining this with practical understanding of human behaviour and leadership enables opportunities to be identified and action taken. The paper shows how confident, informed leadership leads and supports higher productivity and effective care for the natural environment.

Geological, textural and mineralogical classification of iron ores is routinely conducted by mine and exploration geologists on reverse circulation percussion, blasthole cone and bulk samples for grade control, defining ore and waste, determining lump:fines ratio and predicting downstream processing characteristics. Classification is based on physical hardness, colour, streak and other visual characteristics. However, logging is generally restricted to the five to 20 per cent of chips above about 2 mm. This means that most of the sample is too fine to be reliably logged for anything but colour or streak and the textural types must be inferred from other information. A recently developed software package called æRecognitionÆ allows automated identification and classification of iron ore textural types and gangue on a particle basis in polished section down to 0.01 mm using processed digital images. It is not designed to be used as a routine logging tool, but is applicable where higher definition is required at the resource evaluation stage on selected percussion, drill core or bulk samples. æRecognitionÆ processes data obtained after optical image analysis of fine iron ore samples. It contains several parts, like æRecognitionÆ, æCompositionÆ, æLiberation by Total IronÆ, æLiberation by PhasesÆ and æStatisticsÆ, which allow vast and diverse information to be obtained about the iron ore samples being studied. Identification and classification of the textural type of each particle is performed according to the CSIRO-Hamersley Iron Ore Group Classification Scheme. The recognition procedure encompasses a good knowledge of different ore types and a logical knowledge tree, managing fuzzy boundary problems and the potential for a few different ore types in the same particle to be considered. This new technology introduces strict criteria to make the process of identifying particles more objective. Automated recognition standardises the identification procedure and significantly saves time. It enables users without a strong background in mineralogy to perform accurate texture identification. The æRecognitionÆ package has a modern user-friendly interface and Word compatible output. The combination of all the features mentioned makes the package a convenient tool for detailed studies of fine iron ores.

Using a scientific-principled definition of global socio-ecological sustainability can be a useful basis for planning precious and base metal mining projects. The mining industry faces key challenges of; viability of the minerals industry; the control, use and management of land; national and local socio-economic development; environmental management; materials stewardship; and access to information. Using a framework for strategic sustainable development to assess the current reality of mine project development has resulted in identifying areas of strength and opportunities for improvement between current best practices and a desired vision of sustainability constrained by science based principles. These gaps indicate opportunities to strengthen current strategies, tools, and actions with a deeper understanding of socio-ecologic systems and a first-order, principled definition of sustainability, enabling success in moving towards achieving a sustainable society, ie sustainability. Evaluation of mine project development and their impacts on ecological and social systems using a systems perspective which recognises the underlying principles of operation, delays, feedback loops and response to change highlight specific opportunities to create value for social, economic and ecologic systems. Envisioning this future for mining projects within a sustainable society can be done by evaluating their development and operations guided by the sustainability principles. Performance indicators play a key role in measuring progress towards achieving sustainability goals yet it is necessary to consider whether indicators capture the whole systems perspective. Connected to this broader view, indicators can contribute much value to the mining industryÆs sustainability journey. This paper examines how current processes for mining projects can be developed using a whole systems perspective and measured using holistically designed performance indicators.

The Bottle Creek mine, when opened next month, will consist of three open cuts, Emu, VB and Boags, feeding ore to a central mill. The open cuts cover a strike length of 4.5 kilometres which forms part of a linear structure, which can be traced geochemically for 26.0 kilometres. With the exception of a few small gossanous outcrops at Emu, the deposits are completely covered with insitu laterite and alluvial overburden. Since its discovery in 1984, the deposit has been subjected to three major reverse circulation (RC) drilling programmes which have successively closed up the drill spacing on the main mineralized zone to 25m horizontally and less than 25m vertically. All resource calculations have been based primarily on samples of RC drill cuttings from these programmes. Ore reserve calculations have been completed after each drilling phase. They began with a simple polygonal technique, progressed through two sectional half-distance calculations and are now being completed with a 3-D geostatistical technique. Because of the style of mineralization, Norgold personnel paid particular attention to assessing the variability of the mineralization by using repeat samples, repeat analysis and diamond drill vs RC comparisons. In addition, close attention has been paid to obtaining an accurate estimate of the global SG of the ore bodies. Particular care has been taken to obtain complete drill intersections of the orebody and to maximize wet sample recoveries. Extensive re-sampling and re-analysis of samples has confirmed that Bottle Creek is unusual for an oxidized gold deposit in that all the gold appears to be very fine grained, and evenly distributed within the mineralized zone.

Ballarat Goldfields Limited is currently re-opening the old workings of the East Ballarat Goldfield which contain an estimated 1800 ML of groundwater. The disposal of this 'minewater' was of concern: the minewater is of moderate salinity; increased salinity levels have interfered with agriculture and water use at a number of locations downstream from Ballarat. Extensive numerical studies indicated that treated minewater could be discharged into the Ballarat Creek system for dilution by sewage effluent and by surface runoff after rainfall events. An automatic real-time salinity management system has been developed to enable the disposal of saline minewater in this fashion. A desk top computer operates the system: discharge and salinity readings are taken automatically each hour and filed away; the maximum allowable rate of discharge of treated minewater is calculated; pumps are switched on and off. The system readily enables daily, weekly and monthly data reports together with floppy disks of 'raw' data to be prepared in formats suitable for direct submission to the Victorian Environmental Protection Authority.

In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. The Truong Son fold-thrust belt (TSFTB) is a prominent tectonic component of mainland Indochina that occurs as a north-west–south-east-trending tectonic entity that extends from north-eastern Laos, straddles the Laos-Vietnam border area and is submerged under the sea basin in east central Vietnam. The TSFTB hosts numerous regional-scale gold and polymetallic base metal deposits, and the mineralisation occurs along the strike of the belt; however, the potential of many of these deposits are inadequately evaluated. The ore mineralisation is hosted by different rock assemblages, including highly metamorphosed Late Proterozoic metasedimentary rocks and Palaeozoic sedimentary and/or volcanic packages, which were intruded by several phases of magma and underwent a number of tectonic events. Several ore-forming styles – including porphyry, Carlin-type and sediment-hosted orogenic Au – were formed during at least two phases of regional thermotectonism that have been identified in the TSFTB. However, all of the major gold deposits/mineralisations are closely related to region-wide structural breaks and many of them are controlled by large-scale, high-strain zones. Maximising margins in today's competitive international commodity markets demands superior productivity. This requires more than simply selecting the best equipment. It requires efficient production and commercial processes together with management systems recognised as international best practice. This paper introduces an integrated way of working that includes management systems for successfully changing work practices and attitudes, developing managers and increasing accountability. It provides an improvement methodology that includes systematic involvement of people in true continuous improvement of processes for maximising productivity and safety while minimising costs. Even though the principles are proven in all industry sectors worldwide, they are not always used correctly. This paper provides examples of traditional performance measurement systems to show how managers miss opportunities to control and improve both production and supporting service processes. It also describes the basic methodology for correct use of the principles and provides examples of correct implementation of modem systems in mining. The charts from actual mining case studies will be elaborated upon in the conference presentation. This paper's main aim is to provide background material for the presentation by introducing integrated principles for building best practice management systems for superior productivity and safety - for higher margins.

Indian blast furnaces operate with coke gener- ally containing 24 to 28% ash compared to 10-15% ash in coke in most other parts of the world. The operating problems are further aggravated by the high alumina content and the adverse alumina to silica ratio in the ore. The above factors not only increase the coke rate but, at the same time, increase the flush slag volume, make the bosh slag highly limey and thereby viscous, and produce a flush slag containing 24 to 26% alumina. Relative- ly low flame temperatures (RAFT) make conditions more difficult. The high basicity of the bosh slag limits the maximum flush slag basicity to around 1.0, beyond which the burden movement is adversely affected by the viscosity of the bosh slag: This effect is partly controlled by operating blast furnaces with high MgO in the flush slag (around.10%), which also improves the desulphurizing power of slag. Steps are underway in some plants to inject lime through theòtuyeres to control the bosh slag basicity and also to neutralise the large quantity of silica which is released at the tuyere level from the coke ash, so that the silicon content of the hot metal can also be controlled. High bosh slag basicity coupled with the characteristics of iron ore/aggolmerates, widens the softening-melting zone and alters the shape of the softening-melting zone. This leads to operat- ing difficulties and poor hot metal quality. This paper discusses the above aspects of Indian blast furnace operation and steps being taken to surmount some of the above difficulties.

In the last 40 years, the froth flotation process widely spread in the paper industry becoming the dominant technology for ink removal from recovered paper slurries and cellulose fibres recovery. Most of current models used to describe the flotation deinking process are based on hydrodynamic and statistical theories of ink particles collision/attachment to air bubbles. The complexity of these theoretical models, together with the variability of the recovered papers composition, does not allow to define a set of æeasy to handleÆ equations to be used for modelling industrial flotation cells. This main limiting aspect makes that, in several deinking process modelling tools, basic parameters used to characterise the flotation unit, ie yield, ink removal efficiency, water loss, are constant parameters. Although in some process simulation tools the flotation yield/efficiency is adapted to process control parameters (air ratio, pulp flow, pulp consistency), physicochemical variables (namely the pulp frothing aptitude, the pulp surface tension and the ink adhesion energy to air bubbles) are not taken into account to adjust the flotation yield/efficiency. Data collected during recent laboratory and pilot plant experiments focusing on the role of surface active substances on the flotation efficiency were therefore interpreted and used to identify general trends that could be described with simple semi-empirical models. A set of model equations using surface tension and froth removal height as main variables was then defined in order to describe the behaviour of a pilot flotation cell. Trends obtained during the dynamic simulation of the deinking pilot plant were in good agreement with experimental data obtained under similar experimental conditions, thus indicating that developed equations can forecast with good approximation the behaviour of a flotation deinking unit.

Metallurgists operating Knelson Concentrators (KC) often rely on manufacturerÆs recommendations for selecting operating parameters, such as fluidising water flow rate and cycle time. Recent studies have shown that these parameters are not only dependent on the machine parameters but also on the feed characteristics, such as size distribution of the gold and gangue particles and the composition of its constituent minerals. It is known that a particle entering a KC initially traverses a circular path within the bowl. For a particle to maintain a given orbit, the required centripetal force must be supplied by external means. It has been argued that this centripetal force, which is dependent on the mass of the particle, its radial position and the rotational speed of the bowl, is provided by the fluid drag force created by inwardly moving fluidising water and the BagnoldÆs force created by the particle/particle collisions. Depending on the fluidising water flow rate, one of two situations can occur where the porosity of the bed increases or decreases, which influences the amount of material retained within the bowl. The amount of material of a given size and density retained in the bowl is thus dependent on the extent of the centripetal force provided. Based on the above concept, a criterion that can be used to predict the amount of material recovered in the bowl has been derived and validated by experimental data. It may also be construed that this criterion demarcates the transition of the bed from a packed-bed state to a fluidised state. By identifying the transition values for the different constituent mineral particles in the feed, it is possible to estimate the optimal fluidising water flow rate that would maximise gold recovery while minimising gangue recovery. In addition, the kinetics of gangue displacement by incoming heavy mineral particles were also studied using synthetic mineral mixtures. The experimental data suggests that this process follows first order kinetics and that the build-up of heavy mineral reaches a maximum. A model has been proposed to predict the optimal batch cycle time for a KC in terms of the feed characteristics and machine operating parameters.

The ownership, management and employment structures operating in the Australian minerals industry have dynamically evolved during the last 30 years. One of the most dramatic changes, from an exploration and mining geology perspective, is the reduction of in-house geological expertise and an ever increasing reliance on contract and consulting services.For all companies - big and small - two key issues resulting from these changes are the management of core geological intellectual property (IP) and competitive advantage. This is because there are less experienced geologists at exploration and mine sites, there are fewer head-office technical service teams to support mine sites, exploration teams are smaller with less specialists employed, and there is an ever-greater dependence on contract and consulting services.This paper reviews and explores these issues with an industry-wide geological context, then provides a case study of how Newcrest Mining Limited (Newcrest) has dealt with these issues in exploration. Newcrest has grown from a one-mine company with an Australian exploration focus, to a large global company with multiple operations and an extensive international exploration portfolio. Social licence to operate is becoming part of a mining company’s DNA in the same way as health and safety. Consequently, mining companies are receiving increasing pressure from their shareholders to ensure that they add enduring value to the local communities in which they operate. Apart from the shareholders, a company has responsibility to suppliers, customers, employees, the government and the community, which means under the social responsibility model they must be accountable to the other stakeholders. External and internal challenges in mining are increasing the difficulty and complexity of mines to operate. The external mining environment has a big impact on mining operations and is driving matters such as the focus on safety, responsible mining and resource management, sustainability issues, profitability and productivity. Considering this, it is expected that the widespread implementation of Environmental, Social and Governance (ESG) related practices across the mining industry in the next ten years will increase, not just for the big players but for juniors as well. Companies, investors, governments and insurers who fail to act on ESG matters are to likely face greater risks. Demonstrating leadership in ESG will ultimately become a differentiating factor and market participants have much to gain from embracing ESG stewardship as part of their competitive advantage. Stock Exchanges have an important role to play in advancing sustainability in the capital markets. It is for this reason that the Sustainable Stock Exchanges (SSE) initiative was founded to serve as a global platform for exploring how exchanges can enhance performance on ESG issues and encourage sustainable investment. The SSE initiative provides an effective platform for dialogue between the United Nations, stock exchanges, investors, companies and regulators in the mining industry. The paper will explain why ESG reporting is crucial for the survival of a mining company and how the lack of transparency could be detrimental to its public image and shareholder relations. The paper will also identify bodies that regulate ESG reporting, as well as the available tools that provide guidelines on reporting ESG matters. Key ESG reporting parameters (at a global scale) will also be highlighted.
