The following is an extract of the Engineers' licensing law recently passed by the Colorado legislature; it went into force July 10. On the board of examiners are representatives of the four national societies. R. J. Grant, of Denver, represents the American Institute of Mining and Metallurgical Engineers; H. I. Reid, of Colorado Springs, the. American Society of Civil Engineers; H. S. Sands, of Denver, the American Institute of Electrical Engineers; and Frank E. Shepard, of Denver, the American Society of Mechanical Engineering. Within sixty clays after the taking effect of this act the Governor of the state shall appoint a State Board of Engineer Examiners, to be composed of five members, who shall be legal residents of the state of Colorado and who shall have been engaged in the practice of engineering for at least ten years. Upon the expiration of the term of any members other than the state engineer the governor shall appoint their successors for a term of four years, from a list of five nominees elected by the licensed engineers acting in a general assembly called together for this purpose by the president of the board. Such assembly shall be held in the month of January next preceding the expiration of the terms of any members. The Board of Examiners shall adopt all necessary rules, regulations and by-laws to govern its proceedings, not inconsistent with this act or the laws of the state or of the United States.

WHEN lead production began to recede from the peak productions of 1929 many plants took advantage of the curtailed operations to make necessary improvements and repairs about the plant. There followed a period of adjustment to synchronize production and demand, which merged in the present period of marking time. The lead smelting and refining industry has produced little that is new during the past year except in what might be called makeshifts, which have been introduced to make operation at fractional capacity profitable. THE Coal Division undertook its most ambitious program this year at the New York meeting, with six full' sessions and a luncheon on Monday which had a record attendance and at which the newly elected officers for the Division were announced. Eugene McAuliffe, president of the Union Pacific Coal Co., Omaha, Neb., was unanimously selected as Chairman; J. B. Morrow, preparation manager of the Pittsburgh Coal Co., as Vice-Chairman; and H. E. Nold, Ohio State University, Secretary. During the past year two new and interesting activities were conducted by the Division directed at stimulating the interest of junior and student members. Reports were presented at the luncheon meeting by the chairmen of these commit¬tees. J. B. Morrow. chairman of the paper prize awards, and H. N. Eavenson reported on the work of the mining machinery manufacturers fellowship, the work on which was completed the first of the year. Several excellent papers are expected from these two groups for the next meeting of the Division to be held in Pittsburgh some time in the fall. The regular six-session program was filled from start to finish with interesting papers and much discussion, but unfortunately not enough time for the latter. The papers covered the field of prospecting, mining methods, preparation, utilization, mechanization, and safety, and all through the program we were constantly reminded of the value and need of research in the coal industry.

The importance of aluminum-silicon alloys in thc light alloy field is now generally recognized. Where silicon was once considered detrimental to the properties of aluminum, useful alloys now contain as much as 13 per cent. Furthermore, silicon is present as an impurity in aluminum of even the purest grades. Iron is another important impurity in aluminum and likc silicon is found in small quantities in the purest aluminum available today. The manner of occurrence of iron and silicon in commercially pure aluminum and many of its alloys exerts a very pronounced influence upon their properties. The effect of large quantities of iron in aluminum-silicon alloys is so detrimental that it has been found necessary to limit the allowable maximum percentage to as low a figure as is consistent with quantity production and satisfactory physical properties. The intimate relation existing between iron and silicon in aluminurn and alurninum alloys makes necessary a more complete knowledge of this ternary system. This paper is divided into two principal parts, dealing respectively with aluminum-silicon solubility equilibria and the constitution of aluminum-iron-silicon alloys. Part I.—Aluminum-silicon Alloys The early work on this system was largely confined to determining the general form of thc diagram and in this respect the results are in good agreement. Briefly, alulninunl and silicon form a simple eutectifcrous series without compounds. Until recently the solid solubility of silicon in aluminum had not been accurately determined. Ipraenkell (1908) stated that aluminum will retain 0.5 per cent. silicon in solid solu-t'ion. Rosenhain, Archbutt and Hanson2 gave the maximum solubility as about 1.50 per cent. and added that "this solubility docs not appear

The Tom Reed Extension and Big Jim mines of United Eastern Mining Co. are situated in the Oatman district, Mohave County, Ariz., about 28 miles southwest of Kingman, the nearest railway point. Articles descriptive of the mine surface plant, mill construction, and plant operations have been written by Otto Wartenweiler,' the designing engineer; Wheeler 0. North12 when he was assistant general manager for the company, and Earle M. Bagley, mill superintendent.3 The last article covers average costs for the full time the mill was operated. The geology of the mines is described by F. L. Ransome 4 of the United States Geological Survey. Production was started in January, 1917, and the known orebodies were exhausted in May, 1925, showing a life of seven years and five months. On account of the comparatively short life and the fact that stoping operations were confined to two orebodies, little experimenting was done with mining methods. The two orebodies were in what is generally called the Tom Reed-United Eastern vein, which occupies a fault fissure having a normal displacement of several hundred feet. Seven or eight very productive ore shoots were mined along this vein in a distance of 1 1/2 miles, the two worked by the United Eastern being 1 mile apart. The maximum dimensions of the Tom Reed Extension ore shoot were: height, 750 ft.; length, 950 ft.; thickness, 48 ft. The vein structure varied from a solid quartz-calcite filling to a series of parallel stringers separated by andesite. From this body, 511,976 tons of ore were mined. (Fig. 1.) The maximum dimensions of the Big Jim orebody were: height, 450 ft.; length, 850 ft., thickness, 35 ft. THE high-alumina clays of Missouri are interesting for several reasons. They are the only sedimentary deposits in North America of first grade (over 70 pct A1,0,) diaspore and boehmite sufficiently large to be mined commercially. Mineralogically, they are composed of diaspore and boehmite in intimate coexistence, but gibbsite, the common hydrated alumina mineral in bauxite and laterite, is absent, or is exceedingly scanty if present.* Therefore, the Missouri high-alumina clays do not represent typical laterization. The physical chemistry leading to their mineral genesis, and the geolbgical setting for their formation, present important problems for scientific study. The origin of the Missouri high-alumina clays has been discussed in earlier reports by Allen1 (1935) and McQueen 8, 9 (1929, 1943). These investigations were made under difficult conditions, however, because no diaspore deposit had been opened where a Paleozoic (Pennsylvanian) rock cover lay undisturbed over the high-alumina clay. The relationship of the clay to only the underlying rocks could actually be observed. Lacking the guidance of critical postdepositional geologic evidence, undue and erroneous emphasis was placed on the postdepositional leaching of the deposits in the theories on the origin of diaspore and boehmite from clay (hydrous aluminosilicates) . With new geologic evidence at hand, a clearer picture can be made for the origin of the Missouri high-alumina deposits. In this paper the geology of a diaspore deposit whose original Paleozoic cover had not been eroded will be described and interpreted genetically. The close relationship of boehmite and diaspore (also with kaolinite and a chloritic mineral), will be established. A theory of origin for the high-alumina clays, consistent with the new data, will be postulated.

In 1934, Irvin Lavine (A), University of North Dakota, stated that the low-rank coals (lignite and subbituminous) of this country represent a vast tonnage of fuel of commercial value and predicted that some day they will play an important role in our economic welfare. Lavine also pointed out that one of the major problems with efficient utilization of the low-rank coals is their high moisture content. Following the discovery of uranium-bearing lignite in the Williston basin of North and South Dakota in 1948 by D. G. Wyant and E. P. Beroni, detailed investigations were conducted (primarily during 1950 to 1954) by members of the U. S. Geological Survey to evaluate the geologic factors and economic possibilities of the radioactive lignites as a source of uranium. The information gained in these studies and summarized in several papers indicated that a large potential reserve of uranium is contained in the subbituminous coal and lignite deposits of the Dakotas and Wyoming (2,3,4). Most investigators concluded that an epigenetic emplacement of uranium in the coal by means of circulating groundwater and the more extensive concentrations of uranium in coal are apparently related to the permeability of the rocks enclosing the coal beds. Breger (5) and others have shown that uranium is readily adsorbed by coal and is held irreversibly as a disseminated adsorbed constituent. Briefly, lignite beds containing 0.1 to 10% uranium have been discovered in the Dakotas and Wyoming. The distribution of uranium was found to be erratic and was usually concentrated in thin layers, which were characteristically 10 to 14 in. thick and occasionally 30 to 36 in. thick. Particles of half-calcined dolomite (CaC03 + MgO) that had undergone cyclic absorption of H2S and regeneration with C02 in laboratory tests reveal enlargement of the crystallite grain structure, reduction in the number of pores but enlargement in their size, and partial development of a relatively dense mosaic microstructure on outer surfaces of cyclically reacted particles. Scanning electron microscopy, X-ray microanalysis, microprobe analysis, and X-ray diffraction techniques were used to evaluate microstructural properties of particles after tests conducted at pressures of 1 and 21 atm and temperatures of 7000 to 9000 C. The tests conducted at 7500 C and 21 atm showed the most favorable absorption and regeneration capacities of the dolomite tested. The changes in structure and pores play a major role in reducing the sulfur reactivity of half-calcined dolomite particles. The mosaic microstructure forms more rapidly at 1 atm than at 21 atm pressure. Once it occurs it seals the surface of the natural pore channels that existed in the half-calcined dolomite and restricts further conversion of crystallites of CaCO3 within the particles. Although a relatively coarse, granular mosaic of crystallites is present on some particles cycled at 21 atm pressure after only three absorption-regeneration cycles, it does not completely cover the particles, and that is true even after 30 cycles. Individual crystallites of MgO were not resolved by the X-ray microanalysis, but we believe that during the tests the MgO occurs as crystallites no more than 0.1 um in diameter that are homogeneously distributed through the particles, and it remains essentially inert during the reactions. The MgO contributes to the maintenance of the original fine-grained and microporous structure of the particles, an effect that is most advantageous to absorption and regeneration.

The study of copper alloys of the age-hardening type has received considerable attention, and, among the alloys which the authors have, considered, those containing small amounts of nickel and phosphorus as essential constituents seem especially interesting. Such alloys have attractively great capacity for being hardened and also have relatively high electrical and thermal conductivity in the hardened state. In addition, it has been found that the increase in hardness and strength imparted by aging can be greatly augmented by cold-working, so that excellent combinations of conductivity and strength are obtainnble. In view of the possible importance of the alloys, it was considered desirable to investigate the solubility relationships in the copper-rich portion of the copper-nickel-phosphorus system. This paper present's some of the results obtained in this investigation to date and also gives propertics of typical alloys that appear to be of commercial interest,. Review of literature Copper-nickel System,.—The binary coppcr-nickcl system has long been known to consist of a series of simple solicl solutions, copper and nickel being miscible at all tempcrat'ures and concentrations. This was establisl~cd by Guertler arid Tammannl in 1907 and confirmed by Tafel2 in 1908. Copper-phosphorus System.—The copper phosporus system has been studied by numerous investigators, so that the copper-rich portion is now definitely known. As most recently determined by Lindlief," his system has a cutectic at 8.38 per ccnt P, cuteetic temperature being 714° C. Components of the cutectic are Cu3P and alpha solid solution. Solid solubility of phosphorus in copper, according to Mertz arid Mathewson decreases from a maximum of about 1.75 per cent at 714' C. to about 0.6 per cent at 300' C.

A description is given of grinding practice on the Rand and of experiments made to improve that practice. The paper includes a description of the experimental plants and methods and the results obtained. THE first tube-mill on the Rand was put into operation in May, 1904, at the Glen Deep Mine. From that time onwards, tube-mills were added to various plants, although little was known regarding the capacity of a given tube-mill when working on banket ore. Within a few years, however, the so-called standard size (length of shell 22 ft. 0 in. diameter 5 ft. 6 in.) was generally used until the last year or two. Practically the only exceptions were about 30 tube-mills having a length of 16 ft. and a diameter of 6 ft., and a few open-end mills of the roller-supported type. Most of the information obtained during the last 15 years has been obtained with mills of the standard dimensions. The adoption of the tube-mill as an accessory to the stamp mill was rapid; and where 3 tube-mills were working on the Rand at the end of 1904, 244 were in use seven years later.1 By 1910, good practice provided 1 tube-mill for 20 stamps of 2000-lb. falling weight. The horsepower of the motors driving the tube-mills had increased from. 80 to 100 and then to 125 at this date. Broadly speaking, current practice at that date aimed at a final product of which 60 per cent. was suitable for sand treatment and 40 per cent. for slime. The sand grading was +60 mesh, 6 per cent.; +90 mesh, 25 per cent.; -90 mesh, 69 per cent.; and the slime grading -200 mesh, 2 per cent.; -200 mesh, 98 per cent.

About fifty pages of Henry M. Howe's profound treatise, "The Metallography of Steel and Cast Iron," are devoted to twinning with special reference to the origin, nature and general significance of the Neumann bands in ferrite. Howe believed with Osmond and Cartaud1 that the Neumanns are mechanical twins and his careful observations leave no doubt that these straight-sided narrow bands habitually occur parallel to trapezohedral planes of form {211). Attempts to develop the structure of the bands by various methods SO that their identity could be established beyond question have not been conspicuously successful. Howe thought that they deflected slip bands. Some of the etching figures which have been developed within and adjacent to Neumann bands support the contention that they are twins. A good example of this effect in ferrite containing 0.6 per cent, of niekel and 1.3 per cent. of phosphorus, originally due to Harnecker and Rassow,2 was reproduced in the 1928 lecture before the Institute of Metals Division on twinning in metals.3 In this case, the sides of the figures might represent the traces of cubic planes laid bare by etching a properly oriented grain of ferrite, twinned along a plane of form (211). Our own observations in this direction may be represented by Fig. 1 which shows in a deeply etched cavity in the boundary region between a Neumann band and the original crystal two small crystal surfaces which resemble the faces meeting at a reentrant angle in the simple cube twinned along a bisecting plane of form (211) as sketched in Fig. 2. Aluminum alloys, in common with most other metallic alloys exhibit slight density changes with variations in temper achieved by heat-treatment, which usually are the result of the variation with temperature of the solid solubility of the various alloy constituents in the solvent metal. Changes in density are, of course, most marked in conditions that exhibit the maximum variation in solid solubility of the constituents. In aluminum alloys these conditions usually prevail when alloys are quenched from just below the melting point and are subsequently reheated to some lower temperature. Since commercial heat-treatments may be of this type, the density changes, although small (of the order of 0.3 per cent which may be compared with the density change of about 1.5 per cent involved in the transformation, at ordinary temperatures, of gamma to alpha iron during the hardening of steel), may in some specific applications necessitate quantitative consideration. This phenomenon has been investigated extensively in the laboratories of the Aluminum Company of America over a period of years. A number of investigators '-5t have observed and measured the density changes accompanying the heat-treatment of aluminum alloys. In general, these changes have not been directly translated to dimensional changes and their significance has been overlooked to some extent by the practical user of aluminum alloys. It is the purpose of this paper to consider some practical aspects of these density and dimensional changes. These density changes were given some consideration in 1917 in connection with the use of aluminum-alloy pistons for aircraft engines. Investigations by Lea and Shakespear were reported in some confidential reports of the British Advisory Committee for Aeronautics, Light Alloys Subcommittee, during 1917 and 1918, which are not generally available in published form. DESPITE the large amount of study which has been devoted to the subject our present knowledge of the copper-oxygen system remains incomplete and unsatisfactory in many respects. This applies particu-larly to those regions in which solid metallic copper exists. The primary object of the present paper is the contribution of new information relative to the solid solubility of oxygen (or cuprous oxide) in copper at atmospheric pressure, together with certain observations in the low-pressure regions of the system. It seems appropriate also to present a brief summary of the outstanding previous work on the constitution of mixtures of copper with its lowest oxide in order to show the relation between the new facts and the system as a whole. The earliest recorded investigations of the copper-oxygen system are those of M. S. Lucas (1) § and of M. Chevillot(2) in 1819 and 1820. Lucas believed that liquid copper is capable of dissolving its oxide, but neither he nor Chevillot was able to furnish convincing proof of this property. It was not until 1866 that T. Graham° definitely established the existence of such a solubility. Nine years later W. Hampe(4) measured its extent and roughly outlined the copper-rich portion of the system. The first really precise examination of the constitutional relationship between copper and cuprous oxide, however, was that of E. Heyn(5) who in 1900 published a temperature-concentration diagram covering the range from 0 to 10 per cent of cuprous oxide at atmospheric pressure. Within these limits of composition cuprous oxide was found to dissolve in liquid copper, forming at 3.4 to 3.5 per cent a eutectic which melted at 1065° C. R. E. Slade and F. D. It has been known for a number of years that certain aluminum alloys could be hardened by quenching from a temperature of about 500' C. Immediately after quenching the total increase in hardness is not marked, but the hardness increases gradually so that after about 4 days, it has reached a maximum. The actual increase in hardness probably continues for weeks or even months, but in order to detect the differences after 4 days, it is necessary to make tests at rather long intervals. So far as is known to the authors, Alfred Wilm was the first to discover these properties in aluminum alloys.' The aluminum-copper alloys are amenable to this treatment and the addition of magnesium makes the heat-treatment effect more pronounced. Until recently heat treatment of aluminum alloys has been confined to the worked alloys in the form of sheet or extruded products. The alloy that has been most used in this connection is known commercially as duralumin and has about the following composition: copper not exceeding, 6 per cent.; magnesium not exceeding, 2 per cent.; manganese not exceeding, 1 per cent.; commercial aluminum,2 balance. A typically good alloy in this range consists of: copper, 4 per cent.; magnesium, 0.5 per cent.; manganese, 1 per cent.; commercial aluminum, balance. This alloy can be rolled into sheets or extruded; and in this condition it can be heated in the ordinary furnace atmosphere to a temperature near 500° C. and quenched in water. After about 4 days it will have the following physical properties: tensile strength 55,000 to 60,000 1b. per sq. in. (3866 to 4218 kg. per sq. cm.); elongation in 2 in., 15 to 20 per cent. No harmful effects of the furnace gases or even the air, if the heating is effected in an electric furnace in an air atmospherc.

The present truce in litigation between Western smelting and ranching interests gives opportunity for a summary of the results achieved by metallurgists in condensing fume and de-acidifying furnace-gases. In the absence of complete records of past experiments, there ha's been a good deal of unliecessary duplication of attempts and failures. Yet, especially uilder the recent policy of our large corporations, looking to the economic recovery of the values of by- and waste products, . original and, in some cases, effective measures have been developed by American metallurgists. In the case of Bliss us. the Anaconda Copper Mining Co., the Montana Suprenle Court, recognizing the progressive efforts made to render the flue-gases innocuous, and the value to the community of the smelting company's operations, refused to hamper its work, and returned a verdict in favor of the defendant. In the trial, the experimental farms of the company ill the so-called "aff'ected region" were proved to be thriving perfectly, showing that immunity was guaranteed to vegetation and stock by tlle wide distribution of the sulyhurous acid gas in the dry air of Montana. Indeed, L. S. Austin has proved that by the time the fume is 4,000 ft, distant from the stack, the percentage of sulphurous acid has been diminished from 2.28 to 0.00045; and Angus Smith has shown that rain must contain 40 parts per million of free acid before vegetation is affected. The arsenic in the stack-gases is but a very small part of the original content of the ore, of which 80 per cent. and over is rejected in the coilcentrator and furnace waste-products or recovered in the flues, Nevertheless, neither the peace in Montana nor the armistice

INTRODUCTION Since 1975, Union Carbide Corporation has been conducting uranium exploration in southwestern South Dakota. This program has resulted in the discovery of an ore body about eight miles north of Edgemont in Fall River County. The site which was previously mined for uranium in the 1950's and 1960's consists of 950 lode claims (approximately 20,000 acres) and is within the Black Hills National Forest. Preliminary development plans indicate that fewer than 200 surface acres will be involved in the mining and heap leaching of the ore. The ore occurs in both the Fall River and Lakota formations. The exploration to date has developed something in excess of two million tons of ore averaging -0.1% U308. About 75% of the ore is expected to be mined from underground with 25% coming from five to seven small pits. The surface mining will be extensions of previously mined areas with a disturbance of 35-40 new acres near 35-40 previously disturbed acres requiring a total reclamation of 70-80 acres. Several options for processing the ore including conventional milling by UCC, conventional milling in joint venture with another producer, and heap leaching are under consideration. This paper is concerned with the preliminary assessment of the heap leaching option based on the limited test work conducted on surface samples and on available cores from the deeper ones. The final design for a commercial operation will not be available until an underground bulk sample has been obtained and evaluated. Union Carbide has been operating heap leach facilities commercially since 1973 at Gas Hills, Wyoming and Maybell, Colorado. The amount of oxygen present in refined copper bears an important relation to the effects of various impurities on physical properties of copper, as well as the effects of reducing gases at higher temperatures. It seems fitting at this time, when the effects of reducing gases on copper are being discussed, to describe methods that have proved satisfactory for the determination of oxygen and sulfur, and to present some results obtained by investigation of these methods in the authors' laboratory. The procedure for the determination of sulfur is closely interrelated with that for oxygen and has, therefore, been included. It was first proposed by Hampe1 that oxides in copper could be accurately determined by the loss in weight sustained by finely divided copper when reduced at red heat in pure hydrogen, or by the weight of water produced. Hampe's method was later modified by Archbutt,2 who established the accuracy of the method and demonstrated that equally accurate results were obtained by noting the loss in weight or by weighing the water formed. The determination of oxygen by heating in carbon monoxide has been proposed by West.3 In our hands this method has given slightly lower results than obtained by heating in hydrogen. Heath4 found that the loss in weight after heating in hydrogen did not represent the true oxygen as cuprous oxide but included also gases derived by the metal from the fuel and refining in the furnace, and any trace of mechanically held moisture. He found, further, that the copper after ignition retained hydrogen equivalent to about 0.01 per cent. THE history of the froth flotation of coal is relatively short. The flotation process was applied to fine-coal cleaning about the time of the end of World War I. Coal flotation finds more widespread use in Europe than in the United States and is used on a commercial scale in nearly all major coal-producing countries in the world. In Fig. 1 the general arrangement of a froth-flotation plant at a British colliery is shown. GENERAL FEATURES OF THE PROCESS Application The flotation process is applicable to the cleaning of the fine sizes, particularly minus 48-mesh coal, although it may be used on sizes as coarse as % in. Since most cleaning processes usually are not effective on sizes smaller than 48-mesh and certainly not effective on minus 100¬mesh, the froth-flotation process offers a solution to the problem of cleaning these sizes. This process consists of agitating the feed pulp with a small amount of reagents, usually 1.0 to 91/ lb. per ton of feed in the presence of water and air; the reagents help to form small bubbles that collect on the particles having a greater affinity for the bubble surface than for the water surface, in this case the fine coal, and the bubbles buoy these particles to the surface to form the froth or concentrate. Slate and shale particles remain wetted and suspended in the water to be drawn off as tailing. The frothers commonly used in coal flotation are cresylic acid, pine oil, and alcohols. More expensive frothers, used in ore flotation, work satisfactorily but do not compare with these cheaper reagents for over-all cost. Collectors used are low-grade petroleum fractions, such as cheap, partly refined fuel oil, or lubricating oil, sometimes mixed with small amounts of kerosene. The first tube-mill on the Rand was put into operation in May. 1904, at the Glen Deep Mine. From that time onwards, tube-mills were added to various plants, although little was known regarding the capacity of a given tube-mill when working on banket ore. Within a few years, however, the so-called standard size (length of shell, 22 ft. 0 in.; diameter, 5 ft. 6 in.) was generally used until the last year or two. Practically the only exceptions were about 30 tube-mills having a length of 16 ft. and a diameter of 6 ft., and a few open-end mills of the roller-supported type. Most of the information obtained during the last 15 years has been obtained with mills of the standard dimensions. The adoption of the tube-mill as an accessory to the stamp mill was rapid; and where 3 tube-mills were working on the Rand at the end of 1904, 244 were in use seven years later.' By 1910, good practice provided 1 tube-mill for 20 stamps of 2000-lb. falling weight. The horsepower of the motors driving the tube-mills had increased from 80 to 100 and then to 125 at this date. Broadly speaking, current practice at that date aimed at a ha1 product of which 60 per cent. was suitable for sand treatment and 40 per cent. for slime. The sand grading was +60 mesh, 6 per cent.; +90 mesh, 25 per cent.; — 90 mesh, 69 per cent.; and the slime grading +200 mesh, 2 per cent.; —200 mesh, 98 per cent.
