During the year 1940, production of crude oil in RiIexico totaled 43,914,000 bbl., or 2,776,000 less than in 1937, the year before expropriation. The 1940 output was I,2000,000 higher than in the previous year. In 1937, Poza Rica production accounted Declines in exports of Panuco crude, fuel oil and gasoline were recorded but these were more than offset by increased exports of 4,000,000 bbl. of Poza Rica crude, which was the approximate amount shipped to Sinclair during 1940 under the terms of the settlement. Over-all exports increased by 1,500,000 bbl. over the preceding year. The outstanding development regarding the destination of Mexican exports in 1940 was the increase of I0,000,000 bbl. in the exports to the United States. Exports to Germany ceased toward the end of '939 and to Italy in the second half of 1940. During the year 1940 the Sinclair interests and the Mexican Government settled their expropriation question. By the terms of the settlement Sinclair is to be compensated by cash payments and oil-purchase contracts. On Dec. I, 1940, Ada Camacho was inaugurated President of Mexico for a term of six years. Among his first acts following his election were: I. A proposal to change the Constitution to restore Supreme Court Judges' terms to life tenure. This has been ratified by both chambers of the Mexican congress and is now before the legislatures of the States of Mexico for ratification. An abstract of a paper from the Canadian Mining and Metallurgical Bulletin of August 1978 by E. Stamboliadis, J. McHardy, T. M. Salman, Department of Mining and Metallurgical Engineering, McGill University, Montreal, Quebec, states that: “The recovery of gold, silver and other heavy metal cyanides from mill solutions is technically possible using the ion exchange technique. However, the costs involved are greater than the costs of the zinc precipitation technique used for gold recovery. There are two main reasons for this: one, the fact that in gold ore cyanidation metal cyanides other than gold and silver occupy most of the resin capacity and hence reduce the adsorption efficiency of the resin for the Au and Ag cyanides; secondly, the high cost of the eluting agents.” Resin, therefore, cannot in most cases be efficiently used for recovery of precious metals. With copper in solution, only 1.47% of the resin capacity is used for gold and 0. 8970 for silver; the rest is occupied by unwanted metal cyanides, such as copper occupying 73.7%. On the other hand, although activated carbon will adsorb copper cyanides, they will be preferentially displaced by gold and silver cyanides. Ion exchange is by one or two orders of magnitude more expensive than the conventional method of zinc precipitation. The cost of removing impurities, such as copper from the resin, is greater than the cost of recovering gold. With an oxide ore amenable to cyanidation and with a low content of other metals, such as may occur with some of the Soviet gold deposits, ion exchange would be an efficient as Carbon-In-Pulp.

WHEN using an optical goniometer to determine crystal orientation' it is advantageous to use a preferential etchant so that the etch pits have plane faces which are parallel to crystallographic planes, all of which are of the same "form." "Westinghouse Silver Etch" (WAg), a preferential etch for germanium, is made up as follows: 40 ml of 49.7 pct hydrofluoric acid, 20 ml of 70.7 pct nitric acid, and 40 ml of distilled water containing 2.0 g of silver nitrate. Examination of metallographs of WAg etched surfaces (Fig. 1, for example) indicates that, regardless of crystal orientation, the faces of the etch pits are (111) surfaces. Optical goniometer examination of these WAg etched surfaces also indicates that the faces of the etch pits are (111) surfaces, i.e., all bright reflections are from (111) planes. When using an optical goniometer of the type described by Barrett,' not only (111) reflections from a WAg etched germanium surface but also other reflections of lower intensity will be observed. These latter reflections can cause confusion. We have used an optical goniometer made from a war surplus astrocompass and a galvanometer lamp. The reflections are observed by using the goniometer in a darkened room and letting the reflected light be in- cident upon a piece of white paper. The resulting decrease of goniometer sensitivity enables (111) reflections only to be observed. This in turn permits the crystal orientation to be determined in a matter of minutes, since only two measurements are necessary. The authors wish to acknowledge the help received from R. E. Davis who assisted in making the metallographs and aided the authors in the interpretation of the metallographs.

INCREASING acceptance of perlite products, chiefly in the fields of lightweight structural aggregates and thermal and acoustic insulation, has led to expanding market demands that have encouraged many new producers to enter the field. In some instances, however, the failure of these producers to anticipate the variable response of perlite to conventional processing methods has led to difficulty in establishing an economical flowsheet by which a predictable specification product could be obtained. It is not the writer's intent to provide a solution to these problems, but rather to summarize their nature. It is to be hoped that members of the industry who have hurdled some of these obstacles will document solutions arising from their experience. In this treatment the term perlite will not be restricted to the petrographic definition but will apply to all volcanic glasses. Expansible obsidians and pitchstones are accordingly included in this broader industrial classification. Chemical Properties: Although perlite has been reported to range in composition from that of rhyolite to that of andesite, it is probable that most of the glasses have the composition of rhyolite. When recalculated to an anhydrous basis, the five analyzed glasses from New Mexico, representing five distinct physical types from widely separated deposits, show an amazingly uniform oxide composition. Water content is the only major compositional variable; total water ranges from a low of 0.37 pct (non-expansible obsidian) to a high of 8.95 pct (expansible pitchstone). The wide range in expansion characteristics exhibited by these samples cannot be related to significant variations in the composition of the nonvolatile fraction and has been only partially correlated with variations in water content.

WHILE examining lineage boundaries in germanium single crystals as described by Vogel et al.,&apos; patterns of conical etch pits were noted which reveal interesting properties of dislocations. The crystals were grown by pulling in the <100> direction, and (100) surfaces perpendicular to the growth direction were etched 4 min in a mixture of 6 cu cm HF, 10 cu cm HNO3, 6 cu cm acetic acid, 3 drops Br,. Lineage boundaries extended in any direction, but favored the <110> direction. The patterns which were noted first were composed of two or three etch pits arranged symmetrically about the lineage boundary, so that the doublets were spaced equally on either side of the boundary line and the triplets had their center pit on the boundary line. The triplets occurred less often than did the doublets; occasionally combinations were found. Two such combination patterns are shown in Figs. 1 and 2. The orientation of the patterns was determined approximately by subsequently etching the same surfaces in a mixture of 5 cu cm HF, 5 cu cm super-0x01, and 20 cu cm distilled water which produced nearby random square etch pits having edges in the <110> direction. In all cases, the axis of symmetry was <110>, being parallel to the etch-pit edges. Several successive lapping and etching operations showed that the patterns tended to continue through the crystal in the <100> direction, but eventually changed or vanished. It can be seen in both photographs that the pits in the patterns are much further apart than the pits in the adjacent section of the lineage boundary. In Fig. 1, the 10 pits of the pat-

The following resolution was prepared, by the War Minerals Committee and was submitted by it to the Board of Directors of the American Institute of Mining Engineers, asking that it be passed by the Board and used to the best advantage to secure the end desired. WHEREAS, the steel industry of the United States is almost entirely dependent on the importation of foreign manganese ores, the consumption of which for the year 1918, it is estimated, will exceed 850,000 tons; and WHEREAS, the ships now engaged in transportation, especially from Brazil, are needed with ever increasing urgency for supplying our Army and Navy forces abroad; and WHEREAS, much shipping may be spared from manganese transportation and the domestic sources of manganese may be utilized, provided the steel manufacturers of the United States will cooperate to this end by taking advantage of the possibility, in open-hearth and Bessemer practice, of so called "residual" manganese, and by using spiegeleisen instead of ferromanganese, thereby following the example already set by three large and prominent steel producers; BE IT RESOLVED, that the Board of Directors of the American Institute of Mining Engineers urges the steel manufacturers of America, for patriotic reasons, to give immediate consideration to the development and utilization of domestic manganese ores; to use no ferromanganese, except for the manufacture of grades of steel below 0.15 per cent. carbon, to use domestic ores whenever possible in place of the high-grade imported ores; and to urge their associates and colleagues in this and other possible ways, to vie with one another in releasing ships for importation of any materials that cannot be secured or produced in this country.

FROM their investigation of the martensitic transformation in Cu-Zn alloys, Greninger and Mooradian&apos; concluded that there was no critical temperature at which martensite formation began in this system. Recent unpublished work by Gen-evray With two compositions of brass revealed the existence of a critical temperature, which is a function of composition and stress. In the work reported here the temperature range of the martensitic reaction was studied as a function of composition in high purity Cu-Zn alloys. The specimens were about 4 in. long with a diameter of 1/16 in.; their compositions are given in Table I. They were heated under vacuum for 5 min at 5" to 10°C below the temperature of incipient melting, and quenched into brine at about — 10°C. Specimens of alloys C, D, E and F were obtained with little or no precipitated a phase. Many attempts yielded only three usable specimens of alloy B, and even these contained appreciable amounts of a. All efforts failed to preserve metastable p in alloy A (containing 38.02 pct Zn and 0.002 pct each of Pb and Fe). The transformation was studied by measuring the electrical resistance during continuous cooling and heating of each specimen at similar rates. The cooling media were alcohol with dry ice from room temperature to — 78°C and a bath of petroleum ether and methyl cyclohexane (75:25), cooled by liquid nitrogen, from —78" to about —150°C. SHORTAGES of metals and minerals and substitution of less critical materials for those in which a virtual famine exists received detailed and frank discussion at a recent conference in Washington called by Robert E. McConnell, director of the Conservation Section, Office of Production Management. Representatives of the large engineering societies in the United States and O.P.M. department heads participated in the discussion. To open the session Mr. McConnell called upon Zay Jeffries, chairman of the O.P.M. Advisory Committee on Metal Conservation and Substitution, to summarize the present situation. Dr. Jeffries touched briefly on the status of metal shortages, which has already received considerable attention in the popular press, and said that much of the present difficulty was caused by the too-hasty substitution-without sufficient con¬sideration of the immediate conse¬quences-of metals having ordinarily a small yearly consumption, for those having a much larger annual consumption. As a result, all the alloying metals used in alloy-steel manufacture have become scarce, with the exception of molybdenum; further¬more, despite a reserve of 11,000 tons of molybdenum in this country and despite a normal consumption of only about 3500 tons and a prospective annual production rate of 21,000 tons by October, a shortage of molybdenum is possible before this war is over.

AT this time of the year, engineering schools are releasing a group of young men who probably are, on the average, in much the same attitude of mind as a person arriving at the terminal station of a railway journey; namely, of having a general idea of his objective, but having to make a decision as to just where he is going and how best to get there. The man leaving the train can at first follow the crowd, but it soon breaks up, as one goes one way and one another, until he has to choose his own course. The recent graduate may do the equivalent of following the crowd by accepting the first position offered, but this only postpones a decision as to where he is going and how best to get there. So many young engineers ask for advice as to what to do that the following statement has been prepared as an attempt to make a general answer to such queries. The engineer taking his first job should realize two fundamental relations. The first is that in electing to be an engineer he has elected to be a hired man. A consulting engineer has more freedom than a man on a regular pay roll, but he is also a hired man; hired for briefer periods at a relatively high rate, but under the necessity of simultaneously doing his consulting work and developing new retainers. There is nothing derogatory in being a hired man (all doctors, lawyers and clergymen are hired men), but the tardy realization that he is one seems to give many an engineer a mental jolt that can be avoided if he accepts it from the beginning.

THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. THE 130th Meeting of the Institute was held in Birmingham on Oct. 13 to 15, with visits to other mines and districts before and after. The last visit of the Institute to Birmingham was made in 1888, thirty-six years ago, and vast development has been made in&apos; the district since then. With proverbial southern hospitality compounding over this period of years the welcome given to the Institute was such that .it is difficult to express properly the gratification and appreciation of the visiting members and the officers of the Institute. The Birmingham News in an editorial said: Birmingham is duly appreciative of the presence of these gentlemen, not because they are all distinguished in their great services in the mining and metallurgical world, but for the further reason that our interests are very largely wrapped up in their deliberations. Birmingham is one of the great industrial centers of America. Their discussions are of vital concern to all of us.

Most lead-zinc mines worldwide have moved to further mechanized techniques to boost productivity, improve safety, and lower costs. The mining session, chaired by S. C. Fall, NL. Industries, and C. J. Beattie, Callahan Mining Co., reviewed mining methods at five operations in the US, Australia, Peru, and Japan. Where massive sulfide-type and irregular ore bodies are encountered, resourceful operators have modified and varied the mining method with the localized ore zones. In all cases, mechanization of operations has registered gains in productivity.

Use of concrete underground at No. 4 mine, Cornwall, Pa., has become increasingly important. Starting with small amounts at finger openings, occasional raises, piers, its use has expanded to entire slushing drifts and haulages. Besides eliminating costly timber repairs, concreting costs of slushing drifts have proved cheaper than timbering. Higher haulage-concreting costs are offset by no maintenance charges during the life of the haulage.

Henry D. HibbaRd, Pittsburgh, Pa,: This is a most interesting and instructive paper, some of whose lessons should find immediate application. It points out how fuel-consumption is to be decreased in open-hearth practice, by changes in the plan of the furnace. To look first at the greatest item of loss, radiation, it is seen that thicker brick-work is advisable to lessen this. Especially is this true of the roof, made at present, almost universally, only 9 inches thick to prevent cutting. Now that high roofs, well above the course of the flame, are becoming general, and the average melter is better able to judge the temperature of his furnace, that reason has less force; and we may build roofs 18 inches thick, or perhaps better cover the usual 9 inches with an equivalent layer of sand, which has the advantage of following the arch as it rises and falls with the different degrees of heat. The side-walls of the hearth, usually 131/2 inches thick, may also he thickened up to 18 inches, and the door-linings to 7 inches; and the heat thereby saved will be valuable, while its absence from the working-platform will be much appreciated by the workmen.

In a paper written for the Boston meeting of February, 1888 (Trans., xvi., 693), on "Some Recent Improvements in OpenHearth Steel Practice," the writer described the reducing agent used by the Carbon Iron Company as "a peculiar graphite from Cranston, near Providence, R. I." Upon an application pending at that time, a patent has since been issued as number 259,795, to Mr. Matthew Graff, for the use of solid carbonaceous matter in the form of coke, charcoal, gas carbon, bituminous or anthracite coal, ground to the size of coarse sand and then coated with a mash of lime, magnesia, clay, or other material of a like character, as an agent to reduce metallic oxides. An amount of this prepared carbonaceous matter equal to from 25 to 30 per cent. of the weight of the ore treated is required to perform the complete reduction. The idea is that the carbonaceous matter is protected against rapid combustion by a suitable coating of some inert material, so that, in effect, its action as a reducing agent will be similar to that of the Cranston graphite previously used, allowing the solid carbon to remain without combustion in intimate mixture with the iron oxide at a temperature sufficiently high to reduce the ore and in some cases to melt the matrix in which the iron is held. In the present practice of the Carbon Iron Company, the use of graphite, except for the formation of bottoms of the reverberatory furnaces in which the reduction is performed, has been entirely abandoned, and " retarded coke," as it is called at the works, has taken its place. Five hundred and fifty pounds of Connellsville coke is ground in a pan to 16-mesh fineness, or is taken in the form of ordinary coke-dust, and made into a hollow basin on the mixingfloor ; and seven bucketfuls of a wash composed of equal parts of lime and fire-clay, mixed in water to the consistency of thin cream,
