FOR the second consecutive year, attendance at the Coal Division sessions far exceeded exoectations. Those in charge were continually faced with problems of finding seats and space for attending members. 115 seats were set - II~ for the annual luncheon meeting of the Division and approximately 175 members showed un. Since the hotel management would not serve more than the 115 it meant that 60 members were forced to eat elsewhere. This created hard feelings with some members. How- ever, officials of the Division were not able to obtain in advance any indication of this overflow crowd, but are suggesting to the New York Office that some means other than ticket sales be adopted to obtain an estimate of Division luncheon and dinner attendance. Members could be circularized prior to he meeting or they could be checked when registering as to the events they expect to attend. Under the inspiring leadership of Cadwallader Evans, Jr., Chairman, the Coal Division had a phenomenal growth during the year. Reporting at the luncheon meeting, Newel1 Alford stated that approximately 190 new members had been obtained. A few more years of continuing increase at this rate will make the Coal Division one of the largest Divisions in the Institute.

A METALLURGICAL research building is to be erected for the Armour Research Foundation at the Illinois Institute of Technology. It will be located at the corner of Federal and 34th Sts., Chicago, and fully equipped will cost $250,000. It will provide the Middle West with the largest and most complete of facilities for the conduct of developmental and industrial research in this field. The new building will be constructed around an existing foundry and metallurgical research building which has become too small to carry on and service the many research projects contracted for by the Foundation, having to do with steel, alloys, and nonferrous metals. After two bays of the new unit have been completed, the old unit will be torn down and the new one completed.

LOCAL yearly taxes levied on bituminous coal lands in Pennsylvania have become a cost of first importance to the coal industry of the State. In Pennsylvania there is no State tax on real estate, but local taxation of real estate furnishes the greater part of the revenue necessary for the small governmental unit, as counties, townships, boroughs, and local school, road, and poor districts. Coal in place in the ground, whether or not title thereto has been severed from ownership of the surface, is assessed as real estate and on its supposed sale or market value. There are eight classes of counties in Pennsylvania, based on population; in populous counties of the first, second and third class, assessments are made by a county board appointed by the county commissioners and are fairly uniform throughout the county. In counties of the fourth to the eighth classes inclusive, property assessments are made by property assessors elected by and for each township within a county. In these counties the board of county commissioners acts as a board of equalization and review to hear appeals. In most counties, therefore, where there is a large unmined reserve of coal, assessments on that coal vary for each township, irrespective of the fact that the coal bed is continuous under many townships.

On that day, Chester Alan Fulton, the sixty-first President of the American Institute of Mining and Metallurgical Engineers, was born, and she endowed him with every good quality within her reach - looks, physique, intelligence, and character. Brought up in the valley of the Hudson River, with the mighty Palisades which make it the "Rhine of America," he has lived up to his early promise - as a man, as an engineer and as a friend.

On Nov. 11, 1909, M. Alexandre Pourcel, of Paris, France, upon the proposal of a large number of distinguished members, and the unanimous recommendation of the Council, was elected by the Board of Directors an Honorary Member of the Institute. M. Pourcel has devoted forty-three years to the metallurgy of iron and steel ; and the work which he did between thirty and forty years ago constitutes an important part of the founda¬tion of the practice of to-day. Among his striking contribu¬tions are : (1) his perfection, in 1869, of the manufacture of high-grade ferro-manganese in a carbon-lined open-hearth furnace, instead of the costly crucibles previously used; (2) his discovery, in 1874, of the method of making solid steel cast¬ings; (3) his manufacture, in 1875, of ferro-manganese and silico-spiegel in the blast-furnace; and (4) his anticipation, in 1875, of modern American blast-furnace practice, by the pro¬duction, in a very small furnace, of Bessemer pig containing 2.5 per cent. of silicon, from a burden yielding only 46 per cent. of iron, and with a consumption, per ton of pig, of only 1,8401b. of coke, containing 15 per cent. of ash. These brilliant pioneer achievements, together with his contributions to cur¬rent technical literature, won for him the Bessemer gold medal of the Iron and Steel Institute ; the great" medal of honor," which is the highest award of the French Society of Mineral Industry, and other gold medals, as well as the distinction of honorary membership of the Comité des Forges de France, which was conferred upon him in 1891. Pourcel has been instrumental, as consulting engineer of the Société de Commentry-Fourchambault, at Decazeville, France, in an extraordinary development of the manufacture of special steels. MORTON WEBB, Germiston, Transvaal, South Africa (communication to the Secretary*):-The experience of Mr. Boehmer in the Leadville district and his reputation as an engineer assure the interest of anything he may write on the ore-bodies of that district; and all engineers who have operated in Leadville will agree that the theory of the origin of the Leadville deposits, as given by Mr. Emmons in his famous monograph, does not adequately explain the genesis of all the deposits. The solution of the problem does not, however, appear to be quite so simple as Mr. Boehmer would make it; and the advance pamphlet issued by the U. S. Geological Survey, pending the completion of the main report, shows that there is still much ground for controversy. No doubt the later eruptives had a greater influence on the deposition of the ore-bodies than was thought at the time of the first investigation by the Survey; but it has always appeared to me that the influence exerted by these dikes was more in the nature of a physical than a chemical one. The weight of evidence in recent years is mostly in the direction of ascension rather than lateral secretion; and one of the strongest evidences is the fact that most of the ore-bodies lie under one of the comparatively impervious layers which help to make up the structure of these hills. On Iron hill I have found a very persistent white porphyry sheet, split off from the overlying porphyry and lying from 30 to 60 ft. below the main white porphyry and blue limestone contact. This sheet varies from a few to 50 ft. in thickness, and where found adds another "contact" to that region ; some of the largest ore-bodies on Iron hill lie immediately under this sheet. Frank H. Probert, A.R.S.M., Morenci, Arizona (communication to the Secretary): The management of mines and the system of bookkeeping employed are subjects of great interest to mine-superintendents, and such papers as that of Mr. Davis callnot fail to attract attention. The Institution of Mining and Metallurgy, London, England, has done much within the last three years to promote discussion on the many systems adopted throughout the mining world; and any papers giving individual experience will benefit that class of men who are charged with the cconomical management of mining properties. Arthur Jarman, Sydney, New South Wales, Australia (communication to the Secretary*):—All designs for modern metallurgical and chemical laboratories should provide each student's desk with a hood or cupboard for the removal of fumes, but I doubt the advisability of placing air-baths and similar apparatus close to the hot plate. It seems to me that unless the draft be exceptionally strong the fumes from ordinary wet assay work will corrode the iron-work of the fittings, in which case the baths would have to be removed to a general desk in order to lighten the work of the laboratory attendant. Since the laboratory described by Mr. White has been in use for two years, I should like to ask if any inconvenience has resulted from this corrosion. If not, it is certainly an important improvement to have the air-baths and similar apparatus placed on the student's desk. The hoods described by Mr. White are supplied with a good draft by means of a fan, which gives them a great advantage

THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED's latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."

One of Edgar Allan Poe's stories that haunts my subconscious is the Masque of the Red Death. These days, whenever I join a group like this, especially during the cocktail parties, I see myself and others as those mythical swingers seemingly isolated from the plague. The world, but this country especially, has had a ball plundering, spending, and wasting its natural resources for 100 years. And, as in days of yore, it is fitting that we end this ball with spectacular fireworks: trips to the moon, so that our grandchildren, huddled in their caves along the Ohio, will better understand how it all began.

THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."

In considering the possibilities and costs of discovering minerals by exploration. mineral occurrences may be classified roughly according to the size of the target they offer to the various methods that have been used to search them out. This classification is advantageous because the methods of search which might be expected to give results in one case may be totally inapplicable in others. Mineral deposits for the most part have been found in groups, or districts, in which the individual deposits occur under the same general geological conditions and usually contain more or less the same metals. There are, also, what are apparently isolated de- posits, although if the truth were fully known many of these probably would not be isolated. These districts, such as the Belgian Congo copper fields, the California Mother Lode, and the Linares lead district of Spain, form the first division of my classification. The second division is formed of the individual deposits of these districts, for example, Kambove mine in the Congo, the Kennedy-Argonaut vein in California, and the Cruz vein at Linares. The third division consists of the separate ore bodies that make up the deposits

LARGEST of the known commercial deposits of pebble phosphate are those found in Polk County, Florida. The phosphate bed, commonly known as the matrix, will consistently average 6 to 9 ft. in depth, and is found under 3 to 60 ft. of over-burden. The phosphate pebbles, white and black in color, varying greatly in grade, are found imbedded in a matrix of sand and clay; and range in size from the fines to pebbles 1 1/2 in. in diameter, although the average coarse size is approximately 1/2 in. in diam¬eter. On some of the washers all material under 14 mesh is lost. High-grade phosphate (75 per cent plus of bone phosphate of lime, CasP2Oa) is generally soft, the pebbles breaking up during the mining operation and in pumping; low-grade phosphate, 67 to 69 B.P.L., is black in color with hard pebbles with no loss encountered in pumping.

ON Thursday, Oct. 9, oil men from far and wide gathered at Beaumont, Texas to participate in a three-day celebration of the fortieth anniversary of the completion of the famous Lucas gusher well at Spindletop field just south of Beaumont, and to pay tribute to Anthony F. Lucas, for whom the Lucas Medal of the A.I.M.E. is named. In the afternoon the gathered host drove to the site of the discovery well to dedicate a 58-ft. granite monu¬ment erected on the spot where the original derrick stood. Representatives of the A.I.M.E. took a prominent part in the dedication ceremonies, giving the two principal addresses of the afternoon's program. Everette DeGolyer, past President, paid a personal tribute to Capt. Lucas, as a pioneer producer, an engineer, and a friend and well wisher of all young engineers. He gave a splendid picture of the useful and full life of Capt. Lucas who always took a great interest in the activities of the Petroleum Division of the Institute, from its inception to the time of his death.

THE meeting" of the Rare Minerals and Metals Committee was held Monday afternoon, Feb. 17; Donald M. Lidclell, chairman, presiding. The first paper (T. P. 279), "Progress in the Use of Tantalum," by George W. Sears, was read by Mr. Smyth. Dr. Sears' paper contains an interesting summary of the uses, alloys and ores of tantalum and a resume of present method of reduction. The uses of tantalum is based on its extreme rise to the reaction of even the strong mineral acids, its great avidity for the common gases and its capacity for transforming alternating to direct current. Tantalum, as an alloy material, has received considerable study and many alloys have been reported. Among them three types appear to .be most prominent, alloys of high melting point, hard alloys and acid rising alloys. As the estimated quantity of tantalum in the earth's crust is less than that of gold, it must be looked upon as n rare metal. Australia is the greatest producer and the Black Hills of South Dakota produce minor amounts. As the one type of mineral available contains both tantalum and columbium, the extracting and metallurgy of tantalum are difficult chemical processes. Greater simplicity in this and the development of a market for columbium would undoubtedly be of great benefit to the tantalum industry, andl make for a greater use of tantalum produced.

A GEOLOGIST --one versed in geology, the science which treats of the history of the earth and its life, especially as recorded in the rocks; that is Webster's definition. William Embry Wrather-one of the country's foremost geologists who heads the U. S. Geological Survey; this is the 1948 President of the Institute. He has studied the geology of areas on the face of the earth as far-flung as Texas and the Balkans, and now heads the world's largest staff of geologists. Vital statistics on Dr. Wrather would show his place of birth as Brandenburg, Ky., the year 1883. He will celebrate his threescore and five years of full living the twentieth of this month. As is usual in biographical sketches of this nature, the formative years of youth, and in many ways the most important years of one's life (since professional tendencies as well as many important personal decisions are evidenced before the teens are left behind) are passed over with the mere fact noted that a degree was earned at such and such educational institution. And so we note that Dr. Wrather received his Ph.B. degree at the University of Chicago in 1907, and followed up that degree with two years of graduate study.

ATHOUGH the magnesium industry in this country is about thirty years old, not until American industry began to amaze the rest of the world and confound our enemies with the extent and variety of our war production did the industry begin to come into its own. At the outset of the war, only three companies were producing and fabricating magnesium in this country. Today, about sixty companies are producing, casting, forging, extruding, rolling, and stamping this lightweight champion of metals. Experience in alloying, processing. and fabricating the metal gained during the war years is now being translated into hundreds of civilian peacetime applications. In no sense should magnesium be considered as a substitute for other metals. The National Mine Health and Safety Academy near Beckley, W. Va., is dedicated to reducing accidents and improving health conditions in the mining industry through education and training. Though this basic mission remains unchanged, the Academy now serves a much broader mining community than it did when established in the late 1960s. From its original emphasis on training federal coal, metal, and nonmetal mine safety inspectors, the Academy has expanded its programs to reach mining industry and labor representatives, state agency employees, and university students taking mining-related courses. The Academy's resident programs, short courses, seminars, and continuing education courses cover a wide range of subjects and various experience levels, but all have been developed with one idea in mind - to reduce accidents and health hazards through education and training of the widest possible audience.
