Every mathematical statement of a measure of anything (as distinguished from a count') is followed by a qualification—always implied if not explicity stated—-that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accuracy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applications—and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this question of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject themselves. There is great need for more widespread understanding of what lias been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments. Determining Deviations in Quality It is necessary at the outset to distinguish between: (I) the accuracy with which one test indicates the quality on one lot of coal; and (2) the accuracy with which a test of one lot of coal represents the average quality of a commercial product, of which the buyer will presumably receive a series of shipments—perhaps many thousands of tons. It is necessary to make this distinction because coal is a variable material—a heterogeneous mixture of a variety of components—the quality of which will vary from one lot to another. Valuations in the mineral industry differ from those of other enterprises because mines and oil wells have a definite life so cannot be considered a perpetuity. This requires that in any mineral-property evaluation the recovery of invested capital is necessary during the life of the property. Capital writeoffs for nonextractive industries are assumed to be continuously plowed back to sustain the operation and produce yields on the capital invested. The extractive or mineral industry, however, generally attempts to return to the investor both interest and principal during the life of a property. Normally this is done currently and the dividend includes both items. Where the mineral properly possesses large reserves and the life factor approximates a perpetuity, the return on investment is generally comparable to that of industrial stocks. The valuation of a mineral property, at best, is based on educated estimates and judgment factors. This is particularly true as it relates to estimating selling prices over a long term or assessing the quality of management. Also, it is possible to make various assumptions as to rapidity of working out the deposit, varying time for start-up of operations, varying earning rates, so as to obtain different results with the same basic facts. Thus it is not surprising that two engineers, irrespective of their abilities, may not agree exactly even when given the same facts, but their results should be close enough to be used in establishing a fair value for trading purposes. The valuation is no better than the source of basic data and the soundness of judgment factors. Fundamentally the basic principles of mineral valuation are similar for base metals, sulphur, oil, or any other mineral. Each mineral, however, requires an engineer to have a knowledge of such factors as its occurrence, distribution, mining and processing methods, and marketing problems in order to gather and analyze all the facts and data that have a bearing on the earning potential of the property. PRESENT VALUE OF A MINERAL PROPERTY In essence the present value of a mineral property is a sum of money in today's dollars that future earnings from the property are worth. It differs

Mineral particles in coal have enormous variation in size. Some are large enough to be seen by eye, others can be seen with the optical microscope and still others are so small that they can be resolved only by electron microscopy. We paid particular attention to particles of clays and sulfides less than 1 pm in size. This paper describes typical minerals and reports on the application of the techniques of electron microscopy to coal.

Better understanding of solid surfaces and their associated adsorption products is of both academic and practical value. The study of detergents and their behavior in cleaning surfaces is fundamentally related to the nature of the products adsorbed and their ability to compete for certain surfaces. Similarly in flotation, the nature of the adsorbate before and after adsorption is basic to clear understanding of the process. The recently developed pellet technique employing infrared spectroscopy provides a powerful tool for the study of solid surfaces. Absorption bands, which are infrared-active, may be observed for adsorbed products. Also any changes in the surface substrate that occur as a result of adsorption may be detected by means of differential spectra

The situation in the United States, at the present time, regarding the supply of manganese ores and alloys of manganese is one of great seriousness and is likely to become increasingly so while the European war continues. The two principal iron-manganese alloys, ferromanganese and splegel-eisen, are indispensable in steel manufacture, being used extensively in the Bessemer and open-hearth processes. Spiegeleisen, the lower alloy, contains between 15 and 25 per cent., and ferromanganese, the higher alloy, between 60 and 80 per cent., of manganese. Besides manganese the alloys contain iron and carbon. On the market ferromanganese is usually quoted on the basis of 80 per cent. manganese, and spiegeleisen on the basis of 20 per cent. manganese. The consumption of ferromanganese has been increasing during recent years at the expense of spiegeleisen, because larger quantities of the latter must be used to accomplish the same purpose with the result that the amount of carbon introduced with it into the molten metal is frequently injuriously great. Manganese ore proper, in the form of manganese dioxide, is used extensively in many chemical industries, especially for oxidizing purposes. It is also used for the manufacture of both wet and dry electric cells and in the manufacture of paints and dyes. The manganese ore used in this country has been derived hitherto from three principal sources: Southern Russia, Southern British India and East Central Brazil. The following tables show the quantity of manganese ore imported from these countries, and (for comparison) the domestic production, during 1912, 1913 and 1914. The imported manganese ore has been used largely in the manufacture of iron-manganese alloys and in addition large quantities of the alloys themselves have been imported, chiefly from Great Britain, Germany and other European countries.

Understanding of the diffusion problem has recently been furthered by the analysis of Birchenall and Meh1.l They pursued the problem of the variation of the diffusion coefficient with composition for non-ideal solid solutions. Their analysis follows the tradition of Wagner,l Jost, Dehlinger, and Darken & who assumed the net flux of diffusing material to be proportional to the gradient of a quantity related to free energy. The basic assumption in Birchenall and Mehl's formulation of the problem is that the net flux of diffusing material is proportional to a thermodynamic activity gradient. To estimate the applicability of the derived relations, they corrected the diffusion coefficients of carbon in austenite by utilizing Smith's6 activity data for carbon, and the diffusion coefficients for zinc in copper with activity data computed from the vapor pressure measurements of Har-greaves.' The corrected coefficients for carbon were virtually independent of carbon concentration. For the diffusion of zinc in copper a moderate variation of diffusion coefficient with concentration remained after the correction. The problem of diffusion can be formulated in another way than that used by Birchenall and Mehl. The method is that of chemical rate theory and has been used by Eyring and his coworkers8,9 as well as by Eyring and Zwolinskilo in a discussion to Birchenall and Mehl's paper. As yet the method has not been applied to substitu-tional solid solutions. On the basis of their assumptions, Eyring and Zwolinski derived a relation between the diffusion coefficient and activity that is identical with that of Dehlinger and Darken but which does not correct for the variation of the diffusion coefficient with concentration as well as does the relation derived by Birchenall and Mehl. It was thought that the theory of diffusion would be more complete if the inconsistency between the two analyses could be rationalized and if diffusion in substitu-tional alloys were analyzed on the basis of the concepts of the chemical rate theory. Chemical Rate Theory According to the theory of absolute reaction ratess the reaction +..... +X, Eq I is viewed as taking place in two steps. First the reactants A1, A², . . . THE importance of the pressing operation in the forming of articles by powder metallurgy depends to a great extent on the type of product to be made. While in some few cases the pressing is merely a means of compacting loose powder particles into a solid mass preliminary to a sintering treatment in most applications it constitutes a molding operation with the purpose of shaping the raw material in powder form into a certain predetermined, accurately defined part not altered in shape by sub- sequent sintering. In still other cases, no pressing at all but sintering in molds gives useful articles. A limited number of products are made by the simultaneous application of pressure and heat. The factors that control the product of the pressing operation are raw material, lubricant, type, size and shape of die and compact, magnitude and time of application of pressure, as well as temperature of pressing. All such factors need to be con- trolled; yet, depending on the function of the pressing operation, greater emphasis may be placed on processing factors other than the pressing operation. In any complete discussion of pressing, subsequent sintering cannot be disregarded. For the sake of brevity, the present paper has been limited to the mechanics of pressing and only occasionally refers to sintering. For the same reason, hot-pressing has been omitted as beyond the scope of this paper. In any survey of the literature on the pressing of metal powders, the 1938 paper of Balshin1 on the theory of the process of pressing deserves mention. The first attempts at an interpretation of pressing phenomena were made by Balshin1 and Rakovski.2 The experimental results of both are of great interest. Since the experimental results are not described, the work was repeated, using our own interpretation of the possible techniques, and is reported in the following pages. The basic theory of Balshin,1 based on a hydro- dynamic analogy, however, leads to but another way of plotting density and pres- sure against height of a pressed compact. Since it does not give any new insight into the phenomena, nor account for the influence of side-wall friction, a discussion of the theory has been omitted from this paper. DENSITY GRADIENTS IN COMPACTS The process of pressing metal powders in a die (disregarding for this consideration the powder filling and ejection operations) may be divided into three phases: (I) packing, (2) elastic and plastic deformation, (3) cold-working with or without fragmentation. The aging behavior of a Cu-Ti (3.2 at. pct Ti) alloy has been followed by electrical resistivity, hardness, and metallographic changes. The resistivity data indicate two principal processes, the first causing a sharp decrease in resistivity, and the second, which occurs over a long period of time, a much smaller rate of decrease. Lamellar nodules, Widmanstätten platelets, and homogeneous continuous precipitation was observed. The Widmanstätten platelets grow at the expense of the latter. When this study was initiated, little information was available on the aging behavior of copper-base titanium alloys. Several articles'-3 that appeared in the early 1930's showed that these alloys could be strengthened by precipitation, but a detailed study was not made. Although the number of minerals that are ferromagnetic‡ or highly paramagnetic is strictly limited, it has been known for some time that many minerals have slight but supposedly characteristic magnetic susceptibilities. With the exception of pyrrhotite, however, sulphides have been thought nonmagnetic. A new magnetic separator has been made available recently in limited quantity to research laboratories. This device, the Frantz Isodynamic Separator, has been used for the separation of various non-sulphides from each other. Its application to the separation of sulphides, however, does not seem to have been reported. In the Richards Mineral Dressing Laboratories, the success achieved through the use of this device in separating associated sulphides has been so startling as to lead us to believe that it constitutes a magnificent adjunct to heavy-liquid separation and to quantitative mineragraphy as a tool for the mineral investigator. The separator (Fig. I) consists of: 1. A powerful magnet, the strength of which can be adjusted by, means of a rheostat; 2. A vibrating chute of nonmagnetic metal on which the mineral to be separated is made to flow (Fig. 2); 3. A feed bin and adjustable feeder; 4. Receptacles for the collection of products; 5. Means for changing, setting, and accurately reading the two slopes of the chute; viz., the cross slope and longitudinal slope. The separator is made operative by the special shape of its pole pieces, which ensures a strongly converging field. It is said by the makers of the machine that the pole pieces apply a constant mechanical force to a particle of given susceptibility, regardless of its position in the operating space of the separators." Susceptible particles, therefore, behave as though of lower specific gravity than under ordinary circumstances. This effect, combined with the slopes of the chute and the action of the vibrator, causes a stratification not unlike thai obtainable on a shaking table. The chute is of rectangular cross section, and shallow; it is broadened toward the discharge end and divided longitudinally by a partition into two compartments that lead to the collecting receptacles. THE search for oil has required, and without a doubt supplies, a tremendous amount of information on the structure, composition, physical properties, and history of sedimentary rocks. The earliest and most complete source of knowledge is the sample or core of the rock itself, the uses of which are well known. The purpose of this paper is primarily to discuss a new method for obtaining these cores, and to illustrate its use in connection with electrical logs. Most cores have been obtained through a special adaptation of rotary drilling, and the results have been remarkably good, considering the mechanical problems involved. Unfortunately, because of the time and expense, this method cannot be used for the entire length of the drill hole. Even though ingenious contrivances have been evolved in order to reduce the time spent in round trips, such as wire-line coring equipment, mechanical coring still remains too expensive to be carried out con-tinuously. In practice, therefore, one is finally compelled to estimate the probable depths of the more interesting horizons and, allowing a wide margin of safety, to core through those sections only. It is true also that interesting results have been obtained by examining the cuttings brought to the surface by the mud circulated in the well during the process of drilling. Be that as it may, the inescapable fact remains that key horizons may be passed inadvertently, for one reason or another, while the drilling operations are being performed. The only continuous record of the formations encountered is that furnished by electrical surveys. Obviously, it would be desirable to make the electrical survey first and to take the samples from the wall of the hole according to the indications on the electrical log. In this way, it would be possible to core only the exact sections desired, eliminating the otherwise inevitable estimates as to the point at which to start coring, and thereby reducing to a minimum this expensive operation. At the same time this method would provide a maximum' of useful samples.

8.1-1. History and Description of Shovels. The history of excavating machinery is not clearly defined but the machines seem to have been originally developed for dredging activities, principally involving rivers and harbors. The first, as far as can be determined, was a steam "spoon dredge" developed by Grimshaw of Boulton and Watt of Sunderland, England, in 1796. The land machine forerunner of the present-day power shovel was not developed until 1835. It was invented by William Smith Otis, a young partner of a Philadelphia contracting firm by the name of Carmichael and Fairbanks. The moving force behind this invention was the heavy activity in railroad construction. From this early start the power shovel has developed from steam powering to internal-combution-engine powering and to electric powering. In both directions it has developed to its present state of a finely engineered and precision-built tool. Through the interim the railroad-type shovel, about a half-swing arrangement designed especially for making railroad cuts and mounted on rails, was developed. The rail-mounted shovel gradually gave way to the full revolving shovel. It was high on the list in 1912 and was practically extinct by 1927. From the beginning, a few of the small revolving shovels designed primarily for the general contractors' market had found their way into quarry and mining operations. During this same period, the stripping shovel had been introduced-a 2 ½ cu. yd., 100-ton, full revolving stripping machine with a 41 ft boom. Although this shovel was designed especially for stripping, it was also used for heavy-duty, open pit mining service. In 1925 the heavy-duty, full revolving quarry and mine machine was developed. Strip mining shovels evolved through a somewhat separate path. Hand digging plows and mule-drawn slip scrapers were first reported used by Kirkland, Blakeney and Groves near Danville, Illinois for strip mining

Recent studies of creep have made it apparent that plastic deformation may occur in metals under stresses less than the elastic limit as determined from short-time tests. In summarizing conclusions drawn from creep tests by various investigators, Tapselll said: "It is evident that if a material has a true elastic range, the elastic limit must represent the maximum stress for no creep." The presence of a definite elastic limit, represented in single crystals by a critical or threshold shearing stress, is claimed by Schmid2, Elam3 and others who have investigated the plastic deformation of single crystals. However, this "law of critical shearing stress" was determined2 from short-time tests, and the measurement of the deformation was made with apparatus primarily designed to observe large amounts of plastic deformation, not to detect elastic changes. Experimental data recently obtained with highly sensitive instruments by A. W. Hanson4 on zinc and by Podaschewsky5 on rock salt indicate that the elastic range in single crystals is considerably narrower than formerly was supposed. Moreover, a theoretical possibility of permanent deformation, under the influence of even the smallest shear stress in single crystals above a certain temperature (Td), has been developed by G. I. Taylor6. This evidence seemed to warrant an examination of the elastic limit in large single crystals by means of creep tests. The first metal chosen for examination was zinc. AppaRatus The creep-testing apparatus developed for this work is shown in Figs. 1 and 2. Taking up first the lead field, flotation concentrates offer serious difficulties in handling and in preparing for the blast furnace, quite aside from the problems presented to the furnaceman by the necessity of smelting smaller tonnages of material higher in grade and usually basic in character, with the consequent changes in flux requirements and furnace operation. As received at the smelter, these concentrates are always wet and usually of the consistency of sticky mud. Difficult enough to handle in warm weather, they are worse in winter, when it may be necessary to blast them out of the cars. They hang up in bins and chutes and stick to conveyors, requiring the constant attention of the operators. If dried they become like wheat flour, involving heavy dust losses in handling and in furnace operations. Roasting in hearth furnaces is more difficult than with coarser materials. Dust losses are increased and, what is more serious, the moist concentrates tend to form balls or nodules, which harden and pass almost unaltered through the furnace with consequent high sulfur in the product, while the unballed fine particles lie on the hearth in a dense bed, practically impenetrable to the oxidizing gases, so that roasting takes place only on the surface of the bed. A more prolonged roasting period is therefore required and the capacity of a given furnace is decreased. They are entirely too fine to be charged into the blast furnace, even if thoroughly roasted; excessive flue-dust losses, irregular operation and slowing up of the furnace would be the obvious result. Consequently, it was early recognized that flotation concentrates would have to be put in coarser condition for smelting and the universal method adopted has been the Dwight & Lloyd process of sintering. In the winter of 1902, while occupying the position of mining and examining engineer for the Mountain Copper Co., Ltd., of Keswick, Cal., I had .occasion to discuss with the General Manager, among other things, the question of the enormous waste of sulphur in smelting cupriferous pyrite ore, and to cast about for means to utilize this waste or to render the fumes innocuous to vegetation. The decreasing rate of production of California farms, the consequent need of fertilizers, and the opportunity thus offered to utilize large quantities of sulphuric acid in the manufacture of superphosphates naturally brought the subject to the practical and commercial side of phosphates. I was informed that the company had made efforts to find phosphates in the West, without success. I advised as a start placing inquiries for phosphate deposits on the Pacific coast in the current mining journals. This was done, with the result that in January, 1903, from an advertisement in the Mining and Scientific Press we got track of a deposit in Rich county, Utah, through T. J. Wilson, of the Southern Pacific railroad in San Francisco. As soon as snow in the mountains would permit, in May, 1903, I undertook an examination of the property, with the result of recognizing the importance of the find, in spite of its lack of facilities for transportation at a commercial figure. GENTLEMEN : If my first words were other than those of thanks for the high honor of being called to preside over the American Institute of Mining Engineers, I should do injustice alike to you and to my own sense of the obligation, under which I have been placed by your voluntary choice. When the position was first suggested to me, I resolutely declined to allow the use of my name, on the ground that, by training and occupation, I was not entitled to this honor, which, it then seemed to me, should be conferred only on a professional engineer. In fact, the history of the Institute, which had honored itself, as well as my distinguished predecessors, David Thomas, Rossiter W. Raymond, and Alexander L. Holley, by elevating them to its highest office, seemed to indicate the line and the limit of safe precedent, in which I did not then see how I could be included. But my scruples were finally removed by the consideration that, as in the course of human industry, the pioneer, of whom Mr. Thomas was so marked a type, must precede the mining engineer, so fitly personified in Dr. Raymond, and be followed by the mechanical engineer, whose incarnation we behold in Mr. Holley; so all these must be supplemented by the man of affairs and finance, in order that "enterprises of great pith and moment" may be prosecuted to a successful issue. I felt, therefore, that I had no longer any right to resist your preference, or to deprive myself of what I must regard as the crowning honor of an active career. On an occasion like the present it seems appropriate to review the history in this country, during the last hundred years, of those industries which the Institute of Mining Engineers specially represents. There is much in the story with which other members of this body are more familiarly acquainted than myself; yet I fancy that to all of them, and not less to our distinguished and most heartily welcome guests from abroad, a comprehensive outline of the progress of mining and metallurgy in the United States will prove interesting. THE advances in basic open-hearth practice which have occurred during the past decade, have been principally in the direction of the physical development of larger units, decreased fuel consumption and increased length of furnace campaigns. However gratifying the economies which have resulted from these improvements are, it must be granted that like advances in chemical, physical-chemical and metallurgical knowledge pertaining to open-hearth practice would have added greatly to these already attained reductions in costs and it is the purpose of this paper to stimulate the discussion and study of these phases of cooperation and their relation to ingot yields. DEFINITION AND CALCULATION OF LOSSES In discussing basic open-hearth yields, the writer refers to the ingot yields obtained in the process of converting pig iron, scrap and ore to steel. In this conversion some scrap is produced. The difference between the total weight of ingots and scrap produced and the original metallic charge, constitutes the loss. Basic open-hearth yields vary considerably, and while some of the divergencies can be explained metal-lurgically because of differences in slag analysis, proportion of pig charges, and character of steel made, there often remain differences that apparently do not readily disclose themselves. In reconciling yields by the usual accepted methods of calculation, one is often forced to evaluate large losses as "unaccounted for." Such a system is prone to accept these large losses as inherent to the operation and not susceptible of appraisement and correction. It is obvious that if the ingot yield, plus the scrap recovered subtracted from 100 per cent. determines the loss, a drop in yield may increase the loss or the scrap, and both contribute to a monetary loss. To be sure, one can subdivide these unaccounted for losses into various components, such as metallics in slag, free Fe in slag, spillage, etc., and thereby reduce the amount of losses considered as "unaccounted for." If empirical methods could indicate with some degree of accuracy all losses, however slight, the undetermined losses become appreciably smaller and resultant calculations will check actual
