This investigation was undertaken to determine, if possible, the relation between static and dynamic tensile tests as measured by the work required to break test specimens slowly, in a tensile testing machine, and rapidly, by means of a falling weight. It was hoped that the investigation would throw some light on the role played by ductility under different rates of application of load. In problems of design, it is usually assumed that the moduli of elasticity of all steels are equal; viz., about 30,000,000. The method of thermal analysis, so important in the development of metallographie science, has of recent years been falling into disuse owing to the development of other physical methods which give result's easier of interpretation and which can be used for the study of either equilibrium or transitional conditions because they do not require a continuously changing temperature. Nevertheless thermal analysis remains useful in the study of reactions that take place rapidly, and the simplicity of the experimental technique and the general availability of the apparatus involved are point's in its favor. Theoretically, thermal analysis is capable of giving specific and latent hat measurements and therefore should permit the study of reactions on a more fundamental basis than any other method. It is, however,difficult or impossible to obtain quantitative heat measurements from cooling curves obtained in the usual way. Even if the furnace containing the sample is cooled or heated at a linear rate, or if a gradient furnaec is employed to maintain a constant rate over a large range of temperature, the heat flow from or to the specimen depends on its previous history, for the difference of temperature between the specimen and its surroundings varies. The emissivity of the specimen surface, moreover, is unlikely to be constant. The able mathematical analysis by Russrll,1 although it prevent,s misinterpretat,ion of data, has an effect rather the reverse of that intended, and leaves the reader doubtful of the possibility of ever obtaining quantitative results from thermal curves. Nothing can be done to apply thermal analysis t'o the study of equilibrium conditions of reactions that arc not completed at rates of temperature change above about 1° C;. per minute, and this unfortunatetly excludes most solid transformations in alloys.† For the determination of liquidus

The correct sampling of ores is a subject of far greater importance than is usually conceded to it. Of the little which has been published on this subject, the recent paper by Mr. Glenn, with the accompanying discussion by Dr. Raymond (Trans., xx., 155), is the latest and best, and well worthy the careful perusal of all interested in accurate sampling, whether by hand or by machine. It is doubtless true that thorough hand-sampling gives as good average results as can be obtained; but all hand-sampling is subject to the possible incompetency, carelessness, or dishonesty of the workmen employed. It is, moreover, tedious and expensive, requires large space, and usually entails considerable delay, both in unloading and in sampling. For these and other reasons, machine-sampling is now regarded with more favor than ever before. So-called machine-sampling may be accomplished in two radically different ways: 1. Part of the stream of material is taken for the whole time. 2. The whole stream of material is taken for part of the time. Under the first case the stream, as it issrles from the deliveryspout of the crusher, is cut continuously in any given proportion, such as one-tenth, one-fourth, or one-half, by some fixed apparatus, which, as it contains no moving parts, is strictly speaking not a machine at all, but may be termed an appliance. The members of the Institute living in the lower Mississippi Valley, I extend a hearty and cordial invitation to their fellow-members to meet with them nest October, in St. Louis. They believe that it will be a meeting of singular interest, inasmuch as the district in question can show in active production almost all of the more useful metals and non-metals. Perhaps too few know that the Southeast Missouri District, about 80 miles south of St,. Louis, and to which a special trip is planned, is the largest lead district in the world. It was that before-the European war, and, now that the production of lead has greatly increased abroad, and has correspondingly increased in the United States, this is one of the most interesting of all lend districts. NEARLY all of the present schemes for treating complex (i. e. lead¬silver-zinc-copper) ores are based on the idea that lead holds, and will hold for some time, the strongest economic place from the viewpoint of supply and demand of all the non-ferrous metals. Copper, it is thought, will come back to its own when European affairs are stabilized, although at that time competition from Chile, Peru, and Katanga, in particular, will be more severe than in pre-war days. The future for silver and for zinc is uncertain. New uses are developing for zinc, and the market has remained better than many expected, but the stabilization of world markets will bring in foreign competition instead of relief. The cost of producing zinc from simple zinc ores, by the retort process, will, from the nature of the labor required and the increasing cost of fuel, increase steadily. As a result, the small producers of purely zinc ores around Joplin are shutting down their mines, even with a good market price for zinc; on the other hand, the producer of lead from complex ores, in the Rocky Mountain states, is confident of a profit from the sale of his lead, and is seeking means to make the zinc in his ore pay some part of the cost of treatment. However, the tonnage costs for mining and ore dressing are much higher in the Rocky Mountain states, as may be seen by comparing tax-return statements from the various states. Even before the recent drop in the price of silver, many mines were operating on a very slender margin of profit; labor and supplies cost more. Mining at greater depth has shown most orebodies to grow increasingly more complex, so that improvements in mining and ore-dressing practice have not been sufficient too compensate for the additional expense involved in beneficiating these ores. ANNUAL meeting of the Woman's Auxiliary of the American Institute of Mining and Metal-lurgical Engineers convened on Tuesday morn-ing, Feb. 20, the president, Mrs. H. W. Hardinge, presiding. President Hardinge, in opening the meet-ing, said: "I have the honor and great pleasure to welcome you to our seventh annual meeting. It has been a happy year, though I started in fear and trembling. My fear is partly gone and my trembling becomes less as time goes on. Never has a chairman had such splendid cooperation and harmony in her work; no. matter how much was asked nor what the task, I have always received the same answer, `We are with you, of course we can do it.' Often the road has been untried and the way full of snares, but we have all pulled together. Is it any wonder we have had a prosperous year? I cannot thank the governing -board and officers enough for their help." Mrs. Hardinge described her trip through the West last summer, during which she visited many of the local sections of the Auxiliary. She also spoke of the work of the Rossiter Raymond memorial library which has been started as an activity of the Woman's Auxiliary. Mrs. Reynders read the minutes of the last annual meeting, and Mrs. Kemp read the treasurer's report. The latter showed that on Feb. 1, 1922, there was a bank balance of $683.61 and on Feb. 10, 1923, the bal-ance was $947.93. Mrs. Westervelt expressed the sorrow of the Auxiliary for the death -of Mrs. Florence Howe Hall and of Mrs. Levi P. Holbrook.

HISTORY. THE use of iron for the precipitation of copper was known at least as early as the fifteenth century. Both Paracelsus and Basil Valentine refer to it in their writings, as early as 1500 A. D. It was used in Peru, for this purpose prior to 1637, and at Rio Tinto, Spain, as early as the sixteenth century. The statement has been made repeatedly that in the early history of the mining industry at Butte, the practicability of this method of recovering copper from solution was overlooked, and that enormous quantities of copper-bearing water were allowed to go to waste, the copper in which might easily have been recovered at small cost; and that this oversight on the part of the mine operators was due to ignorance of this method of recovering copper. As a matter of fact, very little copper-bearing mineral was encountered in the mines of Butte until a depth of 400 or 500 ft. bad been reached, and in many cases much greater depths were necessary to reach the copper-bearing zone. The water encountered in the upper levels (although in most cases quite highly mineralized) contained little or no copper, and it was only after considerable areas of copper-bearing ore had been uncovered and developed that copper sulphate began to. appear in the mine water in any considerable quantity. In fact, the first water that was observed to contain copper carried it in such small amounts as to be of little or no importance. It was only after years of underground work had opened extensive areas of stopes, drifts, and other underground workings, these being subsequently filled with waste, nearly all of which contained small copper values, which became oxidized by exposure to the air and were acted upon by the slowly percolating mineral water, that the recovery of copper from mine water became commercially important.

THE purpose of this paper is to present the results of the application of the earth-resistivity method of subsurface investigation to the problem of locating seams of anthracite coal beneath a mantle of soil and subsoil. Details are given of the successful use of this method in locating the outcrops of anthracite seams in actual prospecting. The presence of the outcrop of an anthracite seam is indicated at points where electrical resistivity tests showed relatively low readings. The reason for, this is that in some localities the resistivity of anthracite was found to be about 0.0001 megohm-cm. compared to 1 to 200 megohm-cm. for shales and sandstones. For two reasons it is believed that the data sum-marized in this paper should be of particular interest. In the first place, most of the interpretations of the resistivity survey have been checked by subsequent drilling and some by the removal of the overburden and the exposing of the anthracite seams. It is infrequent that the oppor-tunity for checking results so thoroughly is given. In the second place, the fact that recent commentators 1.2.1 on the application of geophysical methods to mining have concluded that direct prospecting for anthracite and other types of coal is not promising makes the good results obtained more significant. So far as the authors can learn, the only previous experiment with electrical methods in the Pennsylvania anthracite field was one made by Sherwin F. Kelly in 1922, when he used the self-potential method at Wilkes-Barre4. The profile he made does not show a very marked correlation with the geologic cross section. Kelly points out that stray currents from electric motors in the mines undoubtedly affected his results, but the experience of the present authors with stray currents from mining machinery suggests the possibility that the potentials measured by Kelly were due almost entirely to this effect.

(Butte Meeting, August, 1913.) . THE manifold inconveniences resulting from the absence of a uniform standard of mass for determining the weight of precious stones have long been obvious. This lack has been keenly felt in commercial transactions, and those who have devoted time and research to the study of historic diamonds and precious stones have had frequent occasion to deplore the absence of such a standard in the past. In a paper read in Chicago in 1893, before the International Congress of Weights and Measures, held in connection with the World's Columbian Exposition, the writer suggested dividing the carat into 100 parts, and constituting a standard international carat of 200 mg. ; that is, 5 diamond carats or 20 pearl grains to a French gram, making 5,000 carats or 20,000 pearl grains to a kilogram. He also called attention to the fact. that while this would depreciate the present diamond carat or pearl grain only about 2.5 per cent., it-would abolish the troublesome discrepancies between the various carat-weights now in use, and could be easily explained and understood everywhere.1 The subject of the various diamond carats, their incongruity, and the resulting confusion as to the correct. weights of historic gems when definite records of them are searched for, has been fully treated by me in an extensive study of this subject in The Book of the Pearl.2 To the earnest and unremitting efforts of C. E. Guillaume, Director of the Bureau Internationale des Poids et Mesures at Sèvres, is largely due the eventual success of this eminently desirable reform, which he has constantly urged both by articles on the subject and by addresses delivered in Paris before the International Committee for Weights and Measures.2

THE Comstock Lode is in Storey County, Nevada, and extends in a north and south direction through the towns of Virginia City and Gold Hill, with a total length of 4.27 miles. Its mines have produced silver and gold to a known value exceeding $400,- 000,000 since 1859, when the work first began. More than $126.000,000 was paid in dividends by the mining companies, although much more than this was probably realized from the ore, because many milling companies were independent companies owned by the directors and superintendents of the mines. The milling companies' contracts called for an extraction of only 65 per cent and, as much of the ore was worth $100 a ton and up- ward, they must have recovered substantial amounts for their own accounts over and above this guarantee. Gold was discovered in the spring of 1850 by a party of Normons bound for California. The discovery was made at the mouth of Gold canyon near Dayton, on the Carson River, about 10 miles south of Virginia City.

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. Shortly after becoming one of the van-guard of mine-developers in the State of Virginia, during the year 1883, I called the attention of the Institute to certain deposits of pyrites, which have been largely worked since. In all cases these deposits are covered with iron-ore (limonite), extending 40, 50 or 60 feet from surface to water-level. The several classes of brown iron-ores are found almost continuously along a prominent ridge of mineral-bearing slates, which can be traced from the James river northeasterly to the North Anna, the Rappahannock and the Potomac rivers, crossing the counties of Louisa, Spottsylvania and Stafford. Outcrops are plainly discoverable from end to end of this belt, also, in places, to the right and left of it, and at intervals there are evidences of workings, some of them for known purposes and others of unknown age and meaning. These old workings have an interest aside from the minerals they may contain or may have yielded. I have been engaged during the past five years in the collection of facts concerning them, which might determine definitely the site of those iron-furnaces, placed by tradition within reach of " the towne called Germanna," which were the first ever built in this State or on this continent. The events which led to the establishment of this important industry are sufficiently narrated in a paper written by Mr. R. A. Brock, Secretary of the Virginia Historical Society, and printed in the Proceedings of the National Museum, 1885, page 77, from which I quote the following : " To Virginia, the first of the English settlements in America, belongs the honor of inaugurating within her limits, as a colony, that most important industry, iron manufacture. THE constitution of the system silver-mercury has attracted the attention of many investigators during the last two decades, but since their results are for the most part in poor agreement, there is little need for a review of their individual contributions. It remained for the very careful thermal and microscopic investigation of Murphy1 in 1931 to give the constitutional diagram in its present and unquestioned form, which is shown in Fig. 1. He devised methods for taking cooling curves on alloys under high pressures and for the microscopic observation of alloys which contained liquid mercury as a structural constituent at ordinary temperatures. The compositions of the intermediate phases were con-firmed and supplemented through X-ray analyses by Preston and Stenbeck.3 According to Murphy, at 276° C. silver is able to dissolve 44 to 45 weight per cent of mercury, which may increase at lower tempera-tures to about 50 per cent. Preston concluded that the saturation boundary occurred at 46 ± 2 per cent at 100° C. From the values reported in the literature, these are the only ones that may be accepted as lying even in the right region.

" The man is always greater than his work." The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. , The Peculiar Nature of Mineral Wealth. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while mining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth.
