RAILROAD GRANT-MDIERALS. Diatomaceous or infusorial earth when found in such quantity and quality as to render lands containing deposits valuable therefor are mineral lands within the meaning of the mining laws and must be excepted from grants to the Central Pacific Railway Company. RAILROAD GRANT-CLASSIFICATION, If any evidence of minerals is found upon lands within a railroad grant and the showing is sufficient in the opinion of prudent and qualified persons to warrant further exploration and expenditure, with reasonable prospects of success, then the land can not be classified as nonmineral and is not subject to the grant to a railroad company. But where there is no present indication of minerals nor any geological evidence upon which to base a mineral finding, land should not be classified as mineral, or held for further classification and reserved from the railroad's grant, upon the surmise that future prospects might disclose evidences of minerals. INDEMNITY SELECTION BY RAILWAY COMPANY, Under section 3 of the act of July 2, 1864 (13 Stat., 365), and the joint resolution of May 31, 1870 (16 Stat., 378), the Northern Pacific Railway Company could take coal and iron land within its primary or grant limits. It could not base an indemnity selection upon the claim that certain land was coal or iron in ;;haracter, as such land was not lost to it as part of the grant. But the company was authorized to select other lands in lieu of those lost because of their mineral character, but the word "mineral" did not include iron or coal, and, accordingly, the railroad company was entitled to take coal lands under its indemnity selection.

"For about 20 years, the use of bacteria to control the flotation process for the production of raw material concentrates has been the subject of worldwide scientific and engineering efforts. The objective is to reduce the consumption of biologically non-degradable toxic reagents. The principle idea is to use the activity of bacteria in natural leaching processes – known since the middle of the last century – for controlling flotation processes.It was discovered that the selective activity of bacteria during the extraction of raw material concentrates by means of flotation could also be achieved with extracellular polymeric substances (EPS), excreted by bacteria. EPS, which is extracted by means of centrifuging bacterial cultures, can help to significantly reduce the use of cyanides, approximately 200,000 t/a are used for ore dressing today.The bacterium used was Acidithiobacillus ferrooxidans. In order to identify the bandwidth of the oxidation activity, 21 bacterial strains of the strain collection of the University of Hamburg were attracted to iron(II) sulfate and pyrite under defined conditions. All strains oxidized iron(II) sulfate ten times faster than pyrite.EPS has so far been derived from four strains. In general, EPS extracts are divided into a hydrophilic and a hydrophobic fraction. The hydrophilic fraction is composed of e.g. fucose, rhamnose and glucose; fatty acids such as dodecanoic acid, hexadecanoic acid, octadecanoic acid and nonadecanoic acid were found in the hydrophobic fraction. Pure mineral phases and mineral mixtures were used for the flotation tests. The outcome was reproducible results with technical flotation machines. The research results known so far are mainly based on investigations with micro flotation devices, which are usually used for the characterization of reagents and which do not allow a direct translation to the technical scale."

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. Whereas that work was of a more basic nature, serving to illustrate the suitability of artificial magnetites with various admixtures, to the application of heat hardened pellets, on this occasion the aim is to illustrate the procedures which were used to establish the dimensions of commercial recuperative strands for Australian raw materials.The nature of the pellet feed, Le. relatively uniform spheres of + i in.-Yi6 in. diameter, makes it possible to use small scale static pots for test work. Researchers from the U.S. Bureau of Mines conducted a field study to assess the safety of remotely controlled mobile roof supports (MRS) in a retreat pillar mining operation, Data were collected to provide the Mine Health and Safety Administration with criteria needed to develop guidelines for MRS use and to determine if precursors could be identified that would alert miners to imminent roof falls. Two test sites at which two different support methods-MRS's and posts were used and were monitored to obtain information on entry stability. Pressure transducers and string pots were installed on all four MRS's to obtain loading and displacement information. and roof bolt load cells. sonic probes, extensometers, and survey targets were installed in the surrounding entries to obtain information on ground behavior. Results showed a larger increase in roof bolt loading and roof movement when MRS's were used, especially in the intersection area. Roof bolt loads in the entries showed decreases in load when the MRS's were set and increases up to 11,1 kN (2,500 lbf) when the MRS's were unloaded. Unloading of one MRS in a pair did not significantly increase load on the other. MRS's I and 2 usually had the higher loads, with these loads increasing as the pillars on each side were being mined. MRS 3 normally had lower loads than I and 2: however, it also experienced some very high loads when in the last position near the pushout. MRS 4 usually had the lowest loads, primarily because it was located near the solid pillar that was not being mined.

"Process Safety Management for METTOP means avoiding risks as far as possible - but also dealing with the residual risk by using all existing management tools or external assistance, if required. The presented paper has two parts. The first one introduces a new and very safe cooling technology for metallurgical furnaces. The second part shows how to deal with the residual risk as well as minimize it by using the tapping area of an electric arc furnace as an example.Today more and more intense furnace operations require effective cooling in order to achieve low refractory wear and good furnace lifetime, making cooling technology an important aspect of furnace operation. However, the use of water - today’s standard cooling medium - has some disadvantages, as it can cause problems both during furnace start up and operation, namely hydration problems, corrosion, and explosion.To overcome the disadvantages of water, a new cooling technology using an alternative cooling medium, namely ISIS B (a special kind of ionic liquid) was developed. The main advantage of ISIS B is the fact that no explosion occurs when this liquid comes in contact with molten metal. The working temperature range of ISIS B of 50 to 200 °C results in other advantages as there are no corrosion problems and no risks of hydration.The fact that no explosion occurs when ISIS B contacts molten metal leads to a revolutionary solution for the metallurgical industry in terms of safety. Especially in critical areas - like tap-holes - new safety standards can be achieved.Together with the TÜV Austrian Holding AG a risk analysis was done for a water cooled tap-hole as well as for a tap-hole cooled with ionic liquids. It is shown that using the new technology the risk can be decreased dramatically and the importance of a best available technology is described."

Blasting conducted in the USA using the new Electronic Initiation System developed by Altech has shown that an accurate delay system will benefit the customer. Results from test work clearly showed that improved fragmentation was effected and blast vibration was at least similar to that currently found at the test venue with improvements possible.

The Bureau of Mines, through its Minerals Availability Program (MAP), investigates the mineral supply potential of the United States and market economy countries (MEC's) for a number of minerals considered essential to the U.S. industrial base. Major activities include identification of important mines and mineral deposits, estimation of their mineral resources and production costs, and availability and sensitivity analyses. Products include data print-outs of geological and engineering information, discounted- cash-flow rate of return (DCFROR) analyses of individual mining operations, commodity availability appraisals, and analytic services to Government agencies. These products are used in assessing the mineral supply position of the United States: in setting priorities for research aimed at reducing production costs and minimizing adverse environ- mental impacts and regulatory compliance costs of mining and mineral processing operations; and in formulating and evaluating Government policies that affect minerals. Bureau MAP data and analyses have been provided to the executive and legislative branches to aid in consideration of trade, tax, and stockpile policy issues. A study of the economic potential of selected seabed mineral resources supports the regulatory responsibilities of the Department of the Interior in the U.S. Exclusive Economic Zone. Analytic studies of mineral project viability, industry competitiveness, and import dependencies were also undertaken for, or in cooperation with, U.S. and foreign government agencies, industry and trade organizations, and international lending institutions.

This report, summarizing the Bureau of Mines research and technologic work on coal and coal products for the period July 1, 1950, to July 1, 1951, is based largely on publications issued during the year. The sixteenth in an annual series, it gives footnote references to publications giving further details of the research and technologic work described, except in a few cases where research data presented herein has not been published previously. During the year, the national fuels situation was generally one of plentiful supply.3/ Mineral-fuel resources appeared adequate for several hundred years at reasonably increasing rates of supply. Coal-production capacity was in excess of demand; petroleum supplies were adequate; and natural gas use was limited only by pipeline capacity. However, it was pointed out that a world war would drastically change this situation of relative plenty, particularly with regard to supplies of petroleum and its products. Conversion to the use of coal on a large scale would be required, and improved methods of mining and of processing and using coal in solid or fluidized form or converted to liquid fuels could materially contribute to our national safety.

During the years 1987 through 1989, the Bureau of Mines Alaska Field Operations Center (Bureau) in cooperation with the Western Field Operations Center and the Alaska Division of Geological and Geophysical Surveys (ADGGS), conducted mining, geological, and geochemical investigations in the 5.7 million-acre Valdez Creek Mining District (VCMD). This investigation was conducted as part of the Bureau's continuing Mineral Land Assessment (MLA) mining district studies program. The Bureau's MLA program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies. The information also provides the basis for decisions that would expand the domestic supply of important mineral resources, primarily strategic and critical minerals. Much of the MLA work is done jointly with cooperating State or U.S. geological surveys.

We Americans fondly believe that ours is the greatest , most progressive and most civilized country in the world , but the cold statistical facts reveal that we apparently have little appreciation for the lives of those whose efforts of various kinds give us whatever greatness we have . The latest available statistics indicate that the annual death rate per 100,000 persons , from accidents is nearly 80 , or far higher than that of any other country in the world ; it is more than double the rate in Denmark , Belgium, Netherlands , France , Sweden , Italy , Ireland , Germany , Norway, and Austria; it is practically double the rate in England and Wales and in Japan , and is from 25 to 60 per cent higher than the corresponding rate in Scotland , New Zealand , Australia, Switzerland , and Canada . And added to this is the fact that of the main industries of the United States mining has by far the worst accident record , viewed from either the frequency or the severity basis . The National Safety Council's latest figures for 27 of the country's main industries give mining the highest or worst accident frequency rate, 74.43 in 1929 ; meat packing comes next with 55.94 , and construction third with 50.41 . In accident severity in 1929 mining also was the worst offender , with a rate of 9.99 ; quarrying is second with 6.11 , and construction third with 4.62 . Metal mining's frequency rate in 1929 was 52.16 , as against 69.25 for bituminous coal mining ,99.68 for anthracite mining, and 74.43 for the entire mining industry ; accident severity for metal mining in 1929 was 5.99 , as against 11.69 for bituminous coal mining , 10.87 for anthracite mining , and 9.99 for the mining industry as a whole . Although this figure indicated that metal mining is on a much safer plane than either bituminous or anthracite coal mining, the frequency rate of 52.16 for metal mining was higher in 1929 than the frequency rate of all but one of the other 26 industries about which data are available ; the metal mining severity rate of 5.99 , while much better

Numerical models play a significant role in the design of safe underground mining excavations and support systems. Advances in the capabilities of numerical modeling software, together with ever increasing computational speeds, have made it possible to investigate the very nature of the large-scale rock mass and its response to mining excavations. The improved understanding of the rock response obtained from modeling enhances our designs, resulting in greater stability and safety of the mining excavations. To help advance the state of the art in this field, the National Institute for Occupational Safety and Health organized the International Workshop on Numerical Modeling for Underground Mine Excavation Design. The workshop was held in Asheville, NC, on June 28, 2009, in association with the 43rd U.S. Rock Mechanics Symposium. The proceedings include 10 papers from leading rock mechanics and numerical modeling experts in the United States, Canada, Australia, and Germany. The papers address a wide range of issues, including various numerical modeling approaches, rock mass modeling, and applications in coal and metal mines.

Lattice parameters for the wurtzite form of' CdS mere measured by powder X-ray diffraction techniques over the temperature range 26° to 1000 K'. A negative thermal -expansion coefficient was determined parallel and perpendicular to the c axis below 13.5°K. Near 808°K, the curves of the a, parameter, the differential thermal expansion, and the resistivitv vs absolute temperature exhibited a reversible discontinuity. j\. direct determination of the lattice parameters of CdS over an extended temperature range is of particular use in interpretation of the effects of high pressure on the band structure of semiconductor materials. For example, Langer' has studied the effects of pressure on the absorption edge of CdS from 77°K to room temperature. In order to properly interpret his results it is necessary to know the change in lattice constants as a function of temperature for the wurtzite, zincblende, and rocksalt2 modifications of this material. Thermal-expansion measurements for CdS, wurtzite phase, have previously been determined over a limited temperature range.s74'5 The zincblende phases, of other compounds with similar bonding, have been investigated by Novikova et a! .'' Previous thermal-expansion measurements for metals with hexagonal symmetry have for the most part used bulk sample techniques for low-temperature result. Most X-ray measurements at low temperature have been on materials with cubic symmetry.'jQ The use of X-ray powder-diffraction techniques offers a convenient and accurate method of measurement over a wide temperature range. The X-ray method, besides measuring unit cell size, also provides information about change in structure type and the nature of some of the stacking defects present. I) EXPERIMENTAL PROCEDURE The thermal expansion was measured by X-ray powder-diffraction techniques. Lattice parameters for the range 300" to 1000°K were determined in a 19-cm Unicam camera. From 26" to 300°K a 34-cm back-reflection camera with the Van Arkel" film arrangement was used. The sample was bonded to a copper cold finger below a helium, hydrogen, nitrogen, oxygen, dry ice, or ice brine bath in a metal cryistat. che inner bath was surrounded by another one for radiation shielding. Nitrogen was used in this outer bath for the very low-temperature runs while dry ice and acetone was used for the 195°K point. CuKa X-rays, filtered with a nickel foil, entered the cryostat through a 0.001-in.-thick aluminum window. During a typical 9-hr exposure the sample was continuously rotated through a 30-deg arc. Heat losses from the sample holder limited the minimum temperature attained to 26°K with helium in the inner dewar. Temperature calibration between 25" and 125°K was determined with an Allen Bradley 300-ohm carbon resistor. The resistor was attached to the back of the copper finger with a thin layer of silicone grease. Liquid He, HZ, N2, and O2 baths were used to calibrate the resistor. Temperature variation is estimated to be *2"K with a slightly higher uncertainty at room temperature and 264°K. The thermal expansion of high-purity germanium from 373" to 900°K was measured as a calibration for the Unicam camera. This value was compared with the known value1' for the thermal expansion. A discontinuity in the thermal-expansion coefficient of the CdS a, parameter was observed. Similar discontinuities in the resistivity and differential thermal analysis at the same absolute temperature indicate that the temperature error is *5°K in the temperature range above 500°K. Temperature errors in the Unicam camera below 500°K are appreciably higher due to large gradients in the resistance furnace. II) SAMPLE PREPARATION The CdS was Eagle Picher ultrapure grade. Along with other phases of mining , the ventilation of metal mines has been affected by the business depression of 1930. As might be expected , some of the results are favorable , and some are distinctly disadvantageous to progress . Probably the worst effect of the recession of mining activity is that , as usual , one of the first departments of almost any industrial establishment ( and this is especially true of mining ) to be curtailed is that which concerns what might be called welfare work , such as safety , health , etc. , and ventilation : in consequence , a number of men who were employed mainly on ventilation work in metal mines are now out of employment and their former duties either are being handled by others as only part of a crowded routine or are being allowed to lapse . On the bright side of the picture is the following paragraph from a letter by the ventilation and sarety engineer of the United Verde Copper Co. , Jerome , Ariz . , indicating that money and effort expended on ventilation during " flush " times give results which aid in money savings when depression comes : The desirability of absolute control over the ventilation system has again been demonstrated at this mine . Under full operation we have been using approximately 500 hp . to drive our big fan . Under curtailed operations we naturally do not require as much air , so by sending the air only where needed and airing out all other places periodically to keep timber , etc. , in good condition we have been able to economize in the quantity of air required . The fan speed has been reduced and the power dropped to 300 hp . , thus effecting a material saving in the power bill , and still maintaining an efficient ventilating system . "

Although these earths were actually weathered basalts, the term is now applied to weathering profiles developed upon a wide range of bedrocks. The small party of mining men who formed the original Mount Morgan Syndicate in 1882, commenced operations on the top of the mountain with what were practically nothing more than small hillside quarries, It was not until 1891 that underground stoping began, and open-cut mining therefore commenced with the commencement of operations. This hillside quarrying, however, seems to have been quite haphazard and unsystematic ; there is no trace or sign of any properly devised mining scheme. This can be seen plainly enough from an examination of old mine plans; for in less than five years after stoping was; adopted, the open-cut was down into the stoped-out ground. The following table, prepared from these old plans, shows the downward trend of the excavation in the past fiftyseven years:-

Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

Real gross national product increased at a larger-than- expected annual rate of 8.3 percent in the first quarter of 1984, with both consumption and investment spending increasing significantly in real terms (table 1). Residential and nonresidential fixed investment increased at annual rates of 25.7 and 14.6 percent during the first quarter of 1984, and investment in nonresidential structures, which declined in 1983, also increased during the first quarter of 1984, nearly attaining its 1982 level. The annual level of personal savings increased $27.7 billion, while the personal savings rate (the ratio of personal savings to disposable income) increased to 5.8 percent during the first quarter. The increase in the personal savings rate comes as welcome news to analysts concerned over the flow of loanable funds to the private sector and the impact on interest rates in 1984 of increased private and Government demands. U.S. Minerals Industry Performance A major upswing in the performance of the metal mining sector occurred during the first quarter of 1984, with production increasing almost 11.2 percent from January to March, The recovery of the metal sector is also reflected in the performance of primary metal industry profits, which were positive during fourth quarter 1983 following seven consecutive quarterly losses (table 1). Two thousand nine hundred more metal mining production workers were employed in February 1984 than in February 1983.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. Underground mining is a dynamic art and science with a diverse set of design, production, and economic criteria that must be considered before selecting an optimal method to extract the ore. While all methods can be technically classified as either self-supported, supported, or caving, the multitude of subsystems and existing variations bear witness to the fact that each orebody is unique and, as such, justifies an individual approach to optimize mineral extraction. In this sense, underground mining is an art. The ability to evaluate the unique characteristics of each ore body and utilize sound engineering principles to design the optimal system constitutes effective method selection. The task by no means ends at this juncture, however. Subsequent implementation requires an ability for modification. Very rarely are all the facts available to make a concrete decision prior to development of the resource. As a result, the risk of a wrong decision can never be eliminated. This requires a significant degree of flexibility with each method. Each unit of exploration, development, or exploitation work contributed to a deposit enhances knowledge of the ore body. The best mining methods are those that correctly account for the known parameters but provide an allowance for change at minimal cost and adapt to unanticipated conditions.

"Best practice in the economic evaluation of mining projects and operations is based on the integration of geological, mining, metallurgical, environmental, marketing, economic and corporate information and strategies. Fundamentally, the economic evaluation takes into account mining, blending, stockpiling, processing, smelting, refining and marketing ore resources with grades estimated by geostatistical methodologies.Nevertheless, a realistic economic evaluation consists of a concurrent and integrated optimization process that maximizes the concentrates or products of liberated and selected ore minerals from mineral deposits. The optimum solution is obtained through a trade-off among mining, blending, stockpiling and processing ore reserves with distinct mineralogy and texture characteristics. The concurrent optimization determines both the practical mining sequence of ore reserves and the dynamic and robust mineral processing flowsheet design over the expected life of mining projects and operations.A combined risk-adverse and concurrent optimization process takes into account the spatial uncertainty of the mineralogy and texture characteristics of ore reserves. Additionally, a variety of mineral processing linear, non-linear, additive and non-additive parameters modeled spatially. The spatial uncertainty of these ore reserves characteristics and parameters has a direct impact in the expected mining sequence, mineral processing flowsheet design, concentrates or products quantity and quality, and economic value of mining projects and operations.Geometallurgical domain constrained stochastic geostatistical methodologies and multivariate mathematical models are applied for spatial uncertainty modeling of ore reserves characteristics and parameters. These mathematical models correlate the mineral processing liberation and selectivity responses of the mineralogy and textures within each geometallurgical domain. These models, in turn, are defined based on results of mineral processing and environmental testwork of unbiased and representative samples chosen for their variability. These samples are selected within mutually exclusive spatial geometallurgical uncertainty domains with similar mineralogical and textural characteristics in mineral deposits.Geometallurgical domains are defined by applying and combining multivariate statistical analysis and implicit modeling methodologies. These involve determining and constraining mineral processing liberation and selectivity properties explicitly contained in the extensive and integrated exploration drillhole database."
