The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. The Ridgeway gold mine has been an enigma of the international underground hard rock community for nearly 20 years. It nearly didn’t eventuate as it was more than 500 m below a farmer’s paddock in Central New South Wales when the exploration team, looking for open pit deposits, got a sniff on its last attempt and then drilled the high-grade discovery hole. It took separate studies to find an economic mining approach. Newcrest, then a mid-tier mining company, took the venture that set it on a path of growth and built what was to become the backbone of the company for the next 15 years.The initial mining method was sublevel caving (SLC) for the upper 300 m of the orebody. The nameplate production rate for the SLC was 4 Mt/a, which was reached in June 2002 shortly after the commissioning of the materials handling system. The ultimate production rate was subsequently lifted to around 6 Mt/a through a series of innovative and efficiency initiatives. In June 2007, approval was granted for the development of a block cave (BC) operation to extract the ore reserve situated immediately below the existing SLC operations, Ridgeway Deeps. The BC was designed at approximately 6 Mt/a to match the concentrator and a systematic improvement process through the entire underground system again saw delivery rates consistently around 10 Mt/a.In line with the production rate increases, Newcrest was also committed to advancing caving knowledge through a number of targeted research and development experiments and new processes. These were primarily related to improving cave ore recovery through systematic draw marker trials, cave propagation through preconditioning techniques with associated monitoring systems. New technologies were also developed to improve the safety and efficiency of the mine through data collection, cave establishment techniques, production dispatching and autonomous loading.CITATION:Dunstan, G, 2016. The alkaline ethylenediamine tetra-acetic acid (EDTA) leach process for extracting tungsten from scheelite (CaW04) ores has been examined for the treatment of low grade (<0.5 per cent WO,) residue dumps. The process has been considerably simplified by applying solvent extraction directly to the leach liquor.Ammonium paratungstate is thereby produced in a one step process and this obviates the need to physically recover EDTA prior to recycling. This modified process should be an economical method of tungsten extraction.

This paper summarises work undertaken to date as part of an investigation into the mineral resources of the proposedNorth West South Island National Park. The area covered by the proposed national park is underlain by many rock types that have undergone a long and complex history of evolution which has endowed it with some of the best potential for a wide range of different minerals in New Zealand. Many of these minerals occur only in this area or in Fiordland National Park.   The first gold-rush in the area occurred in 1856 and followed the discovery of payable gold at Lightbands Gully, south of Collingwood. The miners first focused on the alluvial deposits but soon shifted attention to lode potential. The total historical gold production for the area may be over 400 000 oz (NZ$250 - NZ$295.6 M at 1993 prices).   In addition to gold, a wide range of other minerals have been reported from the area including molybdenum, copper, nickel, zinc, silver, bismuth, stibnite, lead and antimony. The Onekaka iron-ore deposits have produced small tonnages of ochre and iron-ore at various times. Tungsten, platinoids and other metals have been. given only minor attention. The diverse geology of the Northwest Nelson has resulted in the occurrence of many industrial minerals which have been exploited in generally small-scale operations. Aggregate, chrysotile asbestos, clay, dolomite, marble, limestone, dimension stone, rip-rap, talc-magnesite and wollastonite have all been produced.

I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

A unique judicial opportunity allowed measurement of the response of three cracks in residential structure to blasting for underground aggregate mining. Instrumented cracks were located in the interior basement CMU mortar and upstairs dry wall as well as exterior brickwork. The dynamic environment was unusual. Even though the blasting occurred some 490 m (1600 ft) away, excitation frequencies were unusually high and there were no apparent surface waves. In addition there was no air overpressure wave to produce secondary crack response. As is typical, long term environmental effects produced greater crack response than did the blast induced ground motions.

Information technology (IT) initiatives in the past have tended to be sold on their ability to maximize resource output and return on capital by using assets more effectively and efficiently. Many IT projects fail, not delivering return on their investment. This is known in the IT industry as the ?productivity paradox,? where increasing investments in IT do not result in comparable increases in productivity. Experiences and studies of most business sectors reveal that this paradox is rooted in the false assumption that more IT spending automatically results in financial benefit, whereas the true source of benefits is in how effectively IT is used. Most business sectors have accepted that the reengineering of processes is required to gain the full benefits promised of IT. A mining operation has organizational processes similar to most business sectors but unique operational processes. The lessons of changing business practice in more common business processes such as inventory control and customer-supplier relationships can be adequately transposed into a mine. The unique operational processes in mines, in turn require unique redesign efforts. Several enabling information technology opportunities have recently become available, such as more integrated mine production management systems and tactical manger training simulators. This paper reviews the latest IT products and ou lines the processes and kinds of change that will be required in order to benefit from these new investment options.

Pneumatic compressed air and hydraulic compressed oil systems represent the primary technologies which are available to the drilling practitioner. While both employ the same operating principals, the characteristics of performance, cost, and reliability can be markedly different between technologies and manufacturers.

THE use of small substations for the supplying of 275-volt energy to the locomotive and cutting machines in coal mines is a well-established practice. A few years ago, when labor costs were lower, these substations were located as near to the load as possible, and an operator was provided for each station. This practice has now become so expensive that substations are being located with reference to other mining machinery, such as hoists or pumps, so that one operator can look after both. Some-times the substation is operated by one whose duties make him traverse quite a large area. In such cases the interruption of alternating-current supply may produce a long interruption in the direct current, as the station cannot resume service until this man reaches it. Such interruptions interfere seriously with production and may easily counterbalance the supposed saving gained by such operating methods. The grouping of substations for convenience in operating may also result in excessive copper loss and consequently poor trolley voltage, with its attendant evils of low locomotive speeds and increased locomotive motor maintenance. The speed of the coal-cutting machines will also be reduced. By relieving the substation of its, burden of the operating labor cost, the most economical location, from an electrical standpoint, may be chosen. The matter of machine insurance should also be considered. If an attendant is caring for several kinds of equipment, he cannot watch the machine continually for signs of trouble; therefore, continued overload, phase failure, low alternating-current voltage, bearing trouble, etc. may result. Some partly automatic equipments have been installed; these have protection against low voltage, reverse current, and bearing trouble and are provided with automatic reclosing circuit breakers. This is a step in the right direction but it does not go far enough to give first-class machine insurance.

Evaluation of the capacity of large-diameter drilled shafts using current load test methods present challenges when considering the magnitude of loads required to fully mobilize their capacities. Often, these full scale tests do not fully mobilize the capacity through side resistance. Therefore, the need for innovative solutions to extrapolate side resistance and interpret nominal capacity are of key interest. In this study, we evaluate three methodologies for extrapolating unit side resistance based on bi-directional load test data. Fellenius (2001) presented these methods for interpretation of pile capacity using static load tests. Our interpretations are based on the evaluation of 116 load tests. Unit side resistance was calculated and reviewed for each load test and categorized using three criteria of mobilization; (A) full, (B) partial and (C) linear. This study specifically focuses on load tests that showed fully mobilized unit side resistance behavior (Criteria A). The three methodologies were applied assuming Criteria (A) load tests were mobilized to 50% of their measured values. Subsequent comparisons of each extrapolation were then compared against the full measured values for each test and generally showed good agreement. INTRODUCTION It is widely accepted that conducting load tests such as standard top-down tests or bi-directional (i.e. O- cell) tests can help designers understand load-settlement behavior and the nominal resistance of drilled shaft foundations. These load testing methods provide the advantage of confirming design assumptions as well as improving the reliability of the foundation design. The potential cost savings from the application of these methods for mid to large size projects is self-evident. For example, in a recent project in Northern Nevada, an O-cell test on a 6.9 ft diameter, 114.8 ft length drilled shaft imposed an initial cost of $125k to the project, resulting in a 15% reduction on the total foundation cost; equivalent to $1.3 million in overall savings (Pease, 2014). However, the costs of implementing such methods on smaller projects can be prohibitively expensive (Hagerty et al, 2016). Despite the clear advantages of drilled shaft load testing, the current practice is not without limitations. Performing load tests on large-diameter drilled shafts with high capacities is a challenge considering the significant loads required to fully mobilize the capacity of such foundations. In some cases, the feasibility of these tests is impractical because the associated initial cost is not guaranteed to outweigh the final savings. As a result, large scale load tests are sometimes ruled out from the design phase of projects. Furthermore, in the majority of load tests the magnitude of loads applied are specifically selected to not approach failure, so the shafts can be used in the future foundation system (i.e. production shafts). This practice of field testing restricts our knowledge of the true capacity of the drilled shaft at failure; hence the nominal resistance remains unknown.

"Although ore sorting in mining is not a new concept, sensor-based sorting has failed to gain broad acceptance due to perceived challenges with the technology. In order to gain wider applications, this research focuses on treating waste rock and low-grade ore to identify and test appropriate sensors and to evaluate the response. Results showed that amenability of rocks to sensor-based ore sorting is both sensor and ore specific. It was also observed that the efficiency (recovery) of sorting is directly influenced by the degree of heterogeneity of the rocks. The overall outcome showed that with the right sensor, several of the materials tested are amenable to sensor-based ore sorting. Mining companies could benefit from multiple economic and design impacts, such as lower energy cost, lower transportation costs, higher metal recoveries and smaller footprints that lead to more sustainable mining. This paper will focus on the effects of heterogeneity of rocks on sorting potential and efficiency.IntroductionSensor-based ore sorting has been attracting more attention since the pressure for effective resource extraction and management has increased. An urge to make most of the current deposits, and to make the low-grade deposits economic to mine has ushered the technology to find new ways to overcome the new challenges. No matter the terminology used, such as coarse beneificiation, waste rejection, particle or bulk sorting, the purpose of sensor-based ore sorting is to remove low-grade rocks before the comminution circuit, increasing the feed head grade and quality while reducing the energy costs related to comminution.Despite nominal advantages, there have always been some concerns that have impeded the intorduction and acceptance of the technology. One of the most important shortcomings of ore sorting is their capability, or capacity, to keep up with the high-tonnage mining. Some other issues that have been mentioned as drawbacks to sorting include installation cost of such devices, feed preparation for effiecient sorting along with accuracy of sorting and probability of false negatives (Manouchehri, 2003)."

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. During the summer of 2015, Unisea Inc. sought proposals for the G1 Dock Replacement Project in Dutch Harbor, Alaska. It would be a one year project and construction was scheduled to begin in the spring of 2016. One aspect of the project was the requirement for a layer of armor stone to protect part of the dock. An estimated 30,500 tonnes (37,670 t) of armor stone were needed for the project. The source of rock was the Unisea Quarry due to its proximity to the project and the quality of the stone meeting all the required technical standards.

The American Petroleum Institute (API) method of predicting pile capacities in sands is reviewed. Factors that influence pile capacity such as soil parameters, pile parameters, loading effects and installation effects are listed. In addition, the simultaneous occurrence of physical phenomena such as grain crushing, pile shaking, stress-redistribution and plugging add to the uncertainty in the prediction model. To better understand the method of prediction, each parameter and the associated uncertainty is revisited. It is evident that these factors are inter­related and sometimes compensating. This discussion also draws attention to the influence that pile installation procedures can have on pile capacities and highlights the need for field experience with various pile installation procedures for designers. In summary, the strength of the method lies in its simplicity and ease of application, but the possible savings generated by an improved method are too substantial to ignore.

Ilmenite production in Western Australia commenced in 1956. There are now five producers, all in the Bunbury-Capel district, and current total production capacity is about 450,000 t.p.a.The deposits occur near the surface and average between 10 and 50 per cent heavy mineral. About 70-85 per cent of the heavy mineral is ilmenite. Other heavy minerals present include leucoxene, zircon, rutile, monazite, and garnet. The ilmenite contains 52-60 per cent Ti02. and is very low in chromium (0·03-0·04 per cent CrS03)Mining is done by sluicing, drag line excavation, or dredging. Primary concentration of the heavy minerals is achieved by spirals, revolving cones, or Reichert cones. After drying and screening, ilmenite is separated from the heavy mineral concentrate by various types of magnetic separator.Separate leucoxene, zircon, rutile, and monazite concentrates are also produced. Each plant uses a different technique and the processes used include chemical attritioning, screen plate electrostatic separation, high tension rolls, air tables, and dry launders.INTRODUCTIONThe treatment of beach sands in the Bunbury/Capel area for the extraction of ilmenite is a very recent development in the mining industry in Western Australia. Nevertheless, since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced (Table 1).The increasing world recognition of Western Australia as a major producer of ilmenite (Table 2) is due primarily to the low chromic bxide content of the mineral (0' 03-0' 04 per cent Cr203), combined with a medium to high titanium dioxide content (54-60 per cent Ti02), supported by large reserves, a stable government, and close access to good shipping facilities. Ilmenite is. produced from these deposits at low cost which enables the industry to compete on world markets despite high rates for sea freights because of the distance from major markets.

Over 60,000 multiple anchors have been used internationally since their introduction in the early 1990s, including 1000 in the United States. The multiple anchor system comprises a "multiple" of "unit" anchors installed within a single borehole - each unit anchor being staggered within the borehole length to mobilize its own capacity independently of the other unit anchors. These systems offer higher capacity than conventional anchors with identical bond lengths due to superior load transfer efficiency. The use of higher capacity anchors may allow reduction in the number of anchors required on a project, which results in time and cost benefits to the anchor installer, contractor, and the owner. Fully removable temporary multiple anchors are available, and have been used with consistent success. Three case histories are discussed highlighting the use of these systems

The substantial investment in tunnels anticipated in the next twenty years has focused new attention on the economics of tunnel construction itself and on some costly problems associated with underground work: the uncertain geologic conditions, the performance and adaptability of men and equipment, and the need for quicker, more efficient excavation methods. There also exists a need to develop better ways of estimating tunnel construction. Inaccuracies in current bid estimates stem from a number of causes, among them (1) the effects of geologic conditions, which are not adequately known prior to construction, (2) the dependence of actual cost on the construction method used and on the interactions among the operations occurring underground, and (3) the reliability of tunneling equipment. Inability to estimate final costs for conventional tunneling more accurately has in turn caused difficulty in gauging the costs and benefits attributable to new tunneling technologies either under development or for which R&D programs are planned. ATTRIBUTES OF THE TUNNEL COST MODEL This paper presents a computer based Tunnel Cost Model (TCM) which quantitatively assesses the uncertainties inherent in underground work, and is detailed enough to aid in preparing estimates or bids.
