Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.

The number of Persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division. The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut-in in 1930 than in 1929.

The mining industry of the United States has-long been severely criticized because of its high rate of accident occurrence, net only as compared with other major industries-in the United States but also with the mining industries of other countries particularly Europe. Statistics (often not of strictly comparable nature) indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These figures are by no means comforting to humanitarian mining men, irrespective of their status in. the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. This picture becomes much darker when the above statistics are augmented with data indicating that. on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar types of mines in Europe, particularly England and Wales, Belgium, France, and Germany. However, these foreign accident statistics should be carefully analyzed before we become very mush concerned about them, because they are clot strictly comparable owing to several considerations, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions axe definitely dissimilar to ours in many if not most phases, and numerous ether factors affect the comparability of foreign mine-accident statistics with ours. Unquestionably it should also be taken into consideration that the accident rate of the 130,000,000 or more constituting the populace of the United. States as a whole is much higher than that of any other major country in the world and is two, throe, or more times the rate of the European countries that have more favorable mine-accident rates than those of the United States. Moreover, it is significant that the mine-accident-severity- rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little mere, favorable than the comparable figures in the United States, namely, that mining-has an accident-severity rate about seven times that of the average of about 30 of the major industries of this country.

"SUMMARYThe coarse-grained granitic pegmatities of the United States have long been a source of many important industrial minerals, because of this, they have been studied intensively by geologists, mining engineers, and metallurgists. These studies have amassed a rather astounding array of published and unpublished information.Correlation of geological studies between individual pegmatites, as well as between major districts, has brought forth some semblance of order to the knowledge of the structure and Mineralogical composition of those highly complex and irregular deposits, making it possible to classify certain prgmatitites and pegmatitec zones into several groups of associated minerals; based upon the presence or absence of the minor minerals of beryllium and lithium. This classification or grouping of minerals, with the methods that have been developed for recovering certain of these minerals, makes possible a systematic approach to the winning of many of the industrially important minerals from pegmatite rock by a single integrated process.As the coarse-grained granitic pegmatites are composed primarily of,feldspar, quartz, and muscovite, the methods developed for separating and recovering them, as well as those methods developed for separating and recovering such minor minerals as spodumene and lepidolite, are important contributions to the over-all problem of pegmatite treatment. Some of these methods have been demonstrated in the laboratory only, whereas others have progressed beyond the laboratory stage arid are being employed in commercial operations.Recent laboratory investigations at Rapid City, employing both these early developments and the mineral groupings, have demonstrated that a single integrated process can recover muscovite, feldspar; and. quartz from the rejects of hand-sorting a typical muscovite-feldspar-quartz material. Employing a newly developed procedure for the flotation of beryl, the investigations have also demonstrated the possibility of recovering the beryl, in addition to muscovite, feldspar, and quartz, by an integrated process from a typical berylliferous pegmatitic material in which all of these minerals are present."

"The mission of the Respirable Dust Center is to enhance the health, safety and productivity of the miners 'through advancing the fundamental .understanding of all aspects of respirable dust associated with mining and milling and the interaction of dus.t and lungs for reducing the incidence and severity of respirable dust disease. All Dust Center activities are focussed to be responsive to this mission which is shared by several federal agencies closely associated with the Generic Mineral Technology Center for Respirable Dust such as USBM, M,SHA, and NIOSH, and the mining industry. While significant progress has been achieved in making mine atmospheres cleaner and healthier, respirable dust disease remains the nations worst industrial hazard. GOALSThe goals of the Respirable Dust Center have been formulated to recognize the diverse scientific, engineering and medical aspects of respirable dust as well as the need to enhance the interaction, education and technology transfer in the respirable dust area.The Center goals are to:1. Enhance the understanding of the scientific, engineering and biological characteristics of fine and respirable mineral particles, fibers, organic aerosols, and complex particles found in the mining and milling atmospheres.2. Advance the understanding of the physical behavior of airborne respirable dust particles in flowing streams under different. stimuli during mining and milling.3. Advance fundamental understanding of the causative mechanisms for the occupationally related lung impairments and the airway diseases of mine and mill workers.4. Establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment and control measures) in the generation, exposures, and pathogenic properties of fine particles.5. Contribute to the development of control mechanisms for reducing ambient respirable dust concentrations, worker exposure, the incidence and severity of dust related lung disorders and disease prevention in mining and milling atmospheres.6. Enhance functional integration among the various research personnel in the Center, as well as, with other groups, such as MSHA, NIOSH and USBM involved in respirable dust research and control.7. Develop technically trained personnel for employment in the mineral industry for respirable dust research and control.8. "INTRODUCTION During the early 1920's world-wide attention was attracted to a group of oil fields (Mexia, Wortham, Currie, Richard, and Powell) later known as Mexia-Powell fault-line fields in Limestone, Freestonne, and Navarro Counties, Tex. Enormous yields of high-gravity oil from the wells in these fields resulted in drilling campaigns that quickly surpassed all previous records for rapid, intensive development of productive areas. The discovery of oil in the Mexia filed in September 1921 was followed quickly by the finding of oil in the Currie field in October. In January 1923 oil was discovered in the Powell field; in February 1924 the Richland field, midway between Currie and Powell fields, was brought in; and in November 1924 oil was discovered in the Wortham field, situated between Mexia and Currie fields. Each of the fileds was developed rapidly: wells were spaced closely and had high initial production; production peaks were reached early in the producing lives of the fields; subsequent decline was rapid, and there was early and rapid encroachment of edge water.In 1927 Bureau of Mines engineers, in their investigations a engineering conditions in oil,completed a preliminary study and published a mimeographed report 4/ on underground conditions in the Wortham field, and in 1928 they reported on production and development problems in the Powell Field. 5/ field."

A unity of viewpoint emerged from the workshop. The concept that transmission is via characteristic modes was a common theme in many of the presentations. Also, the confusion an the meaning of monofilar and bifilar to describe these dominant modes was cleared up. But, there was still a healthy divergence of opinion on what constitutes an optimum system. It was generally agreed that further analytical and experimental work is definitely needed. In particular, it was stressed that independent measurements of the constitutive properties of the electromagnetic environment are needed. Also, there was considerable concern that laboratory measurements of rock samples could lead to misleading results for the effective conductivities. Also, there was a general recognition that over simplified propagation theory should not be used to interpret field data. From a theoratical and practical point of view, it was realized that mode coupling plays a vital role in the transmission channel. One must not only understand which and how many propagation modes are excited by the transmitting antenna, but the conversion of energy from one mode type to another must be accounted for. This conversion can either be done intentionally (by fixed mode convertors) or non intentionally (by random wall roughness). In fact, mode conversion can be quite complicated when various propagation paths exist such as when insulated cables, leaky feeders, grounded rails, coal seams, etc. all convey portions of the electromagnetic energy. However, this state of affairs should be regared as an. opportunity for extended communication coverage in mines rather than a limitation of a desig. procedure based on preconceived notions of the dominant propagation mechanism.

This paper analyses the impact of the uncertainty associated with the input parameters in a mine planning optimization model. A real example was considered to aid in the building of a mathematical model that represents the coal production process with reference to the mining, processing, and marketing of coal. This model was optimized using the linear programming concept whereby the best solution was perturbed by the stochastic behaviuor of one of the main parameters involved in the production process. The analysis of the results obtained permitted an evaluation of the risk associated with the best solution due to the uncertainty in the input parameters.

Unlike in coal mines where caving methods are used, the subsidence over potash mines in Saskatchewan, Canada, is a function of gradual mining convergence. Because of the presence of high pressure water aquifers over the evaporite salt formations, the mines have to be designed as regionally stable and no caving is allowed. The extracted area converges gradually and the convergence is mainly a function of the extraction and the mining method employed. Consequently, the subsidence rate is very slow and the bridging of the over-lying strata is a considerably more important phenomenon than elsewhere. The paper evaluates a case history of convergence and subsidence in a deep potash mine in Saskatchewan.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013.
