Innovation in the tilemaking ceramic industry is stressing properties like powder flowability, ability to toughen green tiles, so turning technological requirements of ball clays ever stricter in terms of plasticity, dispersion in water, rheological behavior, workability in the green state, refractoriness and firing colour. Technological performance of ball clays was improved by taking as benchmark the highest quality raw materials on the market. The mineralogy, plasticity, methylene blue index and ceramic response of the Patagonian ball clays are analogous to those of European clays, but improvement is needed to approach the highest quality materials. On this basis, the Frente A, Super, Puma, and Lote 8 deposits were selected and their characteristics enhanced by additions of highly plastic and white-firing corrective clays targeted on the benchmark. Porcelain stoneware formulations, containing improved ball clay mixes, were experimented at both laboratory and industrial scale. The improved ball clays behave like the best raw materials currently used, although modest changes occur in the mechanical properties, water absorption and whiteness of the fired products.

The economics of the producer-consumer interface - the route from mine to market - impact much more severely on specialty industrial minerals, extender/fillers that have to be sold, than on commodity industrial minerals that are basically supplied. Working capital costs for inventories and accounts receivable, fixed capital costs for storage/ warehousing/distribution, and sales and marketing costs all make the extender/filler producer much more of a marketer than a miner. The future survival of an extender/filler producer will primarily depend on the skill he has in the economics of the interface.

FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

In spite of the many new insulating materials, both synthetic and manufactured, that have been put on the market since the end of World War II, and notwithstanding the many millions of dollars applied to the development of synthetic mica, natural block mica1 is still a most indispensable insulator in various electronic components. It will remain so, barring some spectacular break-through in research that might provide a substitute fully acceptable as a replacement for mica in all of its superior properties. But this is not to say the future for mica is assured, or free from serious problems. Technological advances have created problems requiring a solution to be found if future requirements are to be filled.

Many factors, some of which are not easily defined or described, must be considered in the design of a hydraulic backfill system. After participating in the design of several plants, I have a conviction that future refinements in sandfill systems must come in large part, from the merging of good design ideas and information from existing operating plants. It is important then, that we document and publish information on existing plant designs and their operating characteristics. This information will then be available for use by our successors and later innovators in hydraulic fill placement. The Mayflower hydraulic sandfill system is similar to other plants. The intent of this paper is to describe only this system's unique design and operating characteristics. I will not describe in any detail, the familiar elements of the system. I will document some of the observed hydraulic characteristics of the system, elaborate on some of the design situations that had to be solved, and will discuss operating factors that are not generally described in our technical literature.

INTRODUCTION The process engineer usually is responsible for the design operating philosophy and/or day-to-day operations of a process. Since instrumentation is an integral part of the operation, it is essential that engineers understand the general capabilities of the different types of control equipment available. Many "noncontrol" engineers have become involved with instrumentation for machinery monitoring and control as well as other plant applications. The advent of the microprocessor has led to significant changes in control, both in systems configurations and man-machine interfaces. Today's concept is called simply "distributed control." What is distributed control? Distributed control is exactly what the name implies; the control system is divided into several functional segments and spread out to cover a process. The systems are distributed for physical, functional, and risk reasons. Before delving further into the specifics of distributed control, let's look at the evolution of control systems to see how we got here. Instruments initially were located near measurement and control points in the field. Operators physically had to go to the instrument to change setpoints or take measurements. As processes became more complex, it became evident that a central control area was required. This allowed an operator to monitor and control many variables. The operator's effectiveness was increased dramatically, which resulted in greater efficiency, better quality control, and lower personnel requirements. At the same time, plants became much larger, control applications became more complex, energy became expensive, and the industry became more competitive. All of these factors placed pressure on process and production engineers to get the most for the money. The result was a continuing push to put more instrumentation into a central control room to maximize efficiency and productivity and minimize manpower. This chapter deals in some detail with devices for measuring physical and chemical properties of coal; devices for measuring the weight and weight-rate of flow of coal; devices for the monitoring and control of conveyor systems, solids inventory, fluid flow, liquid level, density, and specific gravity. These instruments have a multitude of uses throughout a coal preparation plant. In Switzerland at present, the longest railway tunnels in the world, the Gotthard(57 km) and the Loetschberg base tunnel (34km) are under construction. For thischallenge six high-tech HERRENKNECHT Hard Rock Tunnel Boring Machines (TBM)are applied, which have to excavate approx. 80 km at the Gotthard and 20 km at the Loetschberg Tunnels. The machines being used are of a single Gripper-TBM type, which are equipped with the latest rock support techniques, in order to optimize the quality of the working conditions for the personnel which have direct impact on the quality of the tunnels. The different requirements of the projects based on different speci?cations within the tender documents led to completely different TBM concepts which will be reviewed in detail in this paper.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. Stoppings are necessary ventilation control devices for effective air distribution underground. However, one of the major problems underground mining has is that every stopping is a potential leaking source. Since air always flows from a point of high pressure to one of lower pressure, and the total pressure at every point in intake airways is higher than that in the return airways, air will always tend to leak from intake to return (Tien, 1996). In many mines, less than half of the air entering the mine actually gets to the working areas; the rest of it simply short-circuits directly to return airways through leaky stoppings instead (Timko and Thimons, 1983). Leakage through a stopping occurs because of pressure drops across the stopping and available leaky path in stoppings. Empirical equation has been widely used to characterize the relation the amount of leakage and variables that affect leakage. However the use of this equation requires accurate information for constants which are not always readily available. It is the attempt of this paper to derive an equation similar to the Atkinson Equation that can readily be applied to characterize pressure-leakage relationship for any given stopping.

With the world’s ever-expanding push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source found in the USA is bastnaesite, a rare earth bearing fluorocarbonate mineral, currently mined at the Mountain Pass Mine in California. To increase production, it is essential to optimize existing processes and create new ones to better utilize current resources. Therefore, a US Department of Energy Critical Materials Institute sponsored research program was carried out at the Kroll Institute for Extractive Metallurgy to expand the fundamental understanding of the industrial bastnaesite concentrate leaching system. With the help of prior knowledge, thermodynamic calculations and design of experimentation based lab testing, a novel single-stage hydrochloric leach system was created to optimize the rare earth extraction from bastnaesite. Historically, the existing industrial process has utilized a two-stage leach system involving a high-temperature hydrochloric acid leach with liquid solid separations followed by a caustic crack stage of the leach residues. A series of single-stage leach experiments were run by reacting locked cycle flotation concentrates with hydrochloric acid to test common leaching parameters. The results of these patent pending single-stage tests have shown rare earth recoveries significantly higher than reported recoveries of historic two-stage caustic crack processes, all while decreasing the equipment required and the type and amount of reagents needed.

The flood basalts of the Columbia Plateau in eastern Washington State are under investigation for suitability in siting a deep geologic repository for high-level radioactive waste. To support safety and feasibility evaluations of the proposed repository construction and operation, an assessment is necessary of the potential for inflow of groundwater to the repository excavations from the surrounding saturated rock. Preliminary estimates of inflow are presented using simple models appropriate to the current understanding of available data. Both normal and bounding analyses are presented.

In recent years the procedures for functionally designing bulk storage bins and hoppers have evolved from qualitative guess and try methods to a quantative method based on theory and tests of the bulk solid to be stored. This quantative method, developed and implemented by Dr.'s A. W. Jenike and J. R. Johanson as with any new design, must prove its effectiveness and validity in the actual operation of the finished equipment. How accurate are the theoretical predictions? Is it possible to extrapolate from bench size tests on a small ample of the bulk solid to the full scale bin design? Can the theoretical designs be economically translated into working hardware? In this paper the answers to these questions are discussed in light of actual bin operations.

A portable electronic instrument was developed which will measure change of longitudinal wave velocity with change of uniaxial stress in rock columns. The instrument is a solid-state device powered by nickel-cadmium batteries. It uses a probe of two piezo-electric crystals spaced inches apart to send and receive a pulse through a stressed rock. A one-inch cathode ray oscilloscope visually displays the longitudinal wave. A reference chart is used to find the stress. Laboratory results have indicated that the average stress on a sandstone column can be found to within 35 psi. The feasibility of using this instrument to determine stresses in mine pillars is to be studied. The instrument may be used to investigate physical properties of rock.

Mineworkers face a challenging and dynamic work environment every workday. To maintain a safe workplace, mineworkers must be able to recognize worksite hazards while they perform their jobs. Though hazard recognition is a critical skill, recent research from the National Institute for Occupational Safety and Health (NIOSH) indicates that mineworkers fail to identify a significant number of hazards. To further the understanding of mineworkers’ hazard recognition ability and to begin to address hazard recognition performance, NIOSH researchers analyzed data collected during a laboratory research study to determine the effect of individual mineworker factors including risk attitude, work experience, and safety training on hazard recognition accuracy. The results of this study show that mineworker risk attitude and safety-specific work experience affect hazard recognition performance while hazard-specific safety training does not. These results suggest that some of these individual factors can be overcome through experience and training. Potential strategies that can be used to address these factors are also discussed.

Coal plays an important role in the energy needs of the World. Given its wide abundance and low cost, coal use is bound to increase with the growing energy demand. Despite its importance, there are growing concerns over coal?s environmental burdens, especially its contribution to greenhouse gas emissions. To ensure sustainable extraction and use of coal, opportunities for minimizing potential impacts from coal have to be identified and exploited. Whilst extensive work has been done on life cycle assessment of coal use, especially in electricity generation which uses the bulk of coal produced, there has been limited work focusing specifically on coal mining. This study aims to estimate the cradle-to-gate life cycle climate change impacts of coal from a surface coal mine in the United States. The study employs general principles of ISO standards for LCA.

The mechanism of gold uptake from iodide solutions by carbon has been investigated. Adsorption isotherms for gold and iodine were established. For activated carbon, approximately 300 mg of gold and 1000 mg of iodine were extracted per gram of carbon at maximum loading. Examination of loaded activated carbon particles by scanning electron microscopy reveals isolated patches of gold deposited on the carbon surface. High-resolution transmission electron microscopy shows that fine gold particles (1-4 nm diameter) are uniformly distributed within the carbon. Iodine was also observed throughout the matrix. The uptake of gold by carbon from iodide solution involves a combined reduction and adsorption process, where the gold iodide species is reduced to the metallic state superficially and adsorbed in the porous structure of carbon. A few experiments for the gold-chloride and gold-bromide systems were carried out for comparison.

An overland belt conveyor system is installed for only one reason to save money. It must pay its way on a ton-mile basis over a stated period of time, and do so in competition with other forms of transportation. Such a system with its economies has recently been installed at Simco-Peabody's mine near Coshocton, Ohio by Link-Belt Company. Three miles in length, this system carries coal from open pit and underground mining facilities to the Conesville Power Plant of Columbus & Southern Ohio Electric Company. The coal was formerly trucked from the mine direct to the power plant; but over the years the mining operations have moved progressively farther and farther from the plant, making the over-the-road hauling distance correspondingly greater. Simco-Peabody has mining operations over a considerable area just east of the Conesville Station. The majority of the coal is recovered by conventional strip mining. Some underground mining` is performed by the high wall method.

Water is the mainstay for beneficiation of fine size coal and minerals; however, it is also the least desirable constituent in the final product. The basic concept of the novel process described in this paper is based on the differential surface heat conduction/ absorption capacity of individual particles, which differs for different species of minerals. When a mixture of fine material is exposed to a radiant energy source, the various solids present in the mixture will absorb heat energy depending on their heat-conducting properties and there will be a difference in the surface temperature of the particles. When this differentially heated solid mixture is placed on a moving belt, which is coated with a low temperature melting resin, the hotter component of the mixture will stick to the belt and relatively cooler particles will stay free on the belt and fall off at the end of the belt run. Experiments were conducted with pyrite, coal, and quartz of 6 × 18 mesh particle size. The goal of the test program was to find the optimum conditions at which there exists a required temperature difference between minerals and coal particles by controlling the operating system variables. Preliminary tests results showed that there is a potential for separating mineral matter from coal using the thermo-adhesive separation technique.

Since World War II, when off-track mining became popular, mining machinery has undergone much change. However, the change has been basically to make the machines more powerful, more productive and more reliable. Little change has been made, in this period, in the basic mining system. While steady improvement was made in productivity until the passage of the new Federal Coal Mine Health & Safety Act, I believe that the cost Co benefit ratio of further improvement from this basic approach of improving the existing extractive tool is not as promising as I believe may be obtained from a new approach. Consequently, six years ago Conoco and Consol undertook a comprehensive long-range R&D program to see if improvements of a more basic nature could be made in underground mining. We concluded early in our program that while many things currently limit the rate of production such as the rate at which roof can be supported, time needed to advance ventilation systems, time required to clean up and rock dust, time required to maintain and service equipment as well as time lost due to haulage deficiencies, that the key to improvement was a truly flexible continuous high capacity haulage. With face equipment in use today, mining rates can be increased with such a haulage system where the ability to support the roof exceeds the ability of conventional haulage equipment to remove the coal. More importantly, if we could develop such a system, it would set the stage for development of far more sophisticated methods of mining at the face than exist today, and as new and more dependable mining machines and methods are developed, continuous transportation will enable the gains envisaged in production to be realized.
