General widespread interest in fine coal cleaning circuits did not occur in the United States until the mid 1960's. Up until this period the relatively low price for which bituminous coal was sold did not justify for many operators the capital and maintenance costs associated with the beneficiation and drying of fine coal. However, with current growing interest in this area, the introduction of new types of process equipment along with modifications to existing components is occuring to maximize the recovery of coal fines. In 1973 Derrick Manufacturing Corporation introduced high frequency screening machinery into the coal industry. The first design consisted of a 4 ft. wide 18 ft. long single deck screen frame with three 100 mesh woven wire screen surfaces divided by repulping troughs for the addition of wash water. In addition, a special slotted rubber dewatering deck was installed on the discharge end of the unit to assure adequate dewatering of the screen oversize. This panel had nominal 25 mesh X 3.0" slotted openings. The machine was also equipped with a special high speed-low amplitude (3600 RPM .032" % AMP.) integral vibrator.

It is a distinct privilege to have the opportunity of addressing this group today. Although I, myself, am not a mining engineer, I have always had profound admiration and respect for those of you who each day live and work according to the tenets of Murphy's Law. Murphy, as some of you may know, was an Irish philosopher whose sole contribution to his field was the observation, "In the mining industry, if anything can possibly go wrong, it will!" You have heard this afternoon a variety of papers, touching on or describing in some detail imminent problems which presently face the coal industry. Many of these problems show no signs of diminishing. Actually, there is good reason to believe that they will intensify as governing bodies pass additional enabling legislation and regulatory agencies adopt more stringent "Rules and Regulations". In many cases, these groups are seemingly oblivious or indifferent to either cost factors or technical problems involved in achieving the desired goals.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. About 1/3 of the world's supply of phosphate rock is produced in a relatively small area of the Florida peninsula east of Tampa. Until this past year, a circle with a radius of about 25 miles and centered on Bartow would encompass the major producing areas. During the past year producing areas have opened in North Florida which promise to vie with the Polk-Hillsborough County area in terms of proven reserves. In addition, new phosphate production is planned for counties to the south and west of the present fields. From the existing production areas, however, more than 19 million long tons of phosphate were mined in 1965. As mining engineers most of you probably are familiar with the methods of mining and beneficiating the pebble phosphate rock. You thus recognize that, although some water quality problems may arise from these processes, there is no potential air pollution problem. To make an economically useful product, however, further processing must take place. It is from this additional processing that potentially damaging materials may be discharged to the atmosphere.

The Devonian salt basin, which contains the Saskatchewan Potash deposits, extends from just east of the foothills in Alberta, north as far as the Peace River area, across Saskatchewan and into Manitoba as far east as Range 10 west of the First Meridian and south into Montana and North Dakota. The basin is closed everywhere except to the northwest. The known potash deposits are confined almost entirely to the Province of Saskatchewan, with the exception of a small area in western Manitoba bordering the Saskatchewan boundary. The following discussion will concern only the Saskatchewan part of the basin. The evaporite series in the basin is defined as the Prairie Evaporite Formation of the Elk Point Group, of Middle Devonian age. Recent work done by potassium-argon dating methods has indicated an Upper Middle Devonian (Givetian) age of from 265 to 347 million years for the potash. The Elk Point Group consists in ascending order of the Ashern, Winnipegosis and Prairie Evaporite Formations. The Ashern formation, sometimes called the Third Red Bed, consists of dolomitic shales or shaly dolomites. The Winnipegosis is a reef type dolomite, usually with good porosity, and in many cases oil-staining, although to date no production has been obtained. The Prairie Evaporite formation consists of anhydrite overlain by halite and finally, in Saskatchewan, by the potash beds. In almost all wells which have been cored for potash the lowest potash bed is underlain by one or two bands of anhydrtte, which are used as marker horizons. Cores from a few wells which cored to the bottom of the salt series have shown flecks of potash throughout the halite.

A thorough geological engineering investigation is required before surface lands overlying abandoned underground mines can be safely recommended as building sites. The major problems confronting the geological engineer are assembling accurate geologic and mining information and developing an accurate rock mechanics model of the situation. A successful investigation requires a combination of technical expertise in rock mechanics and engineering geology tempered with practical engineering judgment. The results of a good study are not always favorable to the prospective builder.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. Long range projections of demand for nonmetallic minerals are presented, together with data on the domestic resources which are available or which can be made available to meet the requirements through the balance of the century. Past successes in solving nonmetallic mineral requirement problems are briefly reviewed to illustrate the capability for solving present and future problems of a similar nature. Major problems threatening the future supply of specific industrial minerals are described together with possible methods for assuring the necessary raw materials for future needs. The growing importance of environ- mental degradation, land use conflicts, and other important factors which affect several or all of the nonmetallic mineral industries is covered, and the necessity of planning for efficient and orderly extraction and rehabilitation of mineral deposits is stressed. The present Bureau of Mines methods and tools for long range planning are briefly discussed.

Figure # 1 Shows a new concept combining some of the proven application advantages of the power shovel with which we are all familiar, and applies the advantages of the dragline for the benefit of the user. First, the hydraulic excavator enjoys tooth forces of the shovel because the dipper is attached to the machine with a dipperstick and boom, and can often actually realize greater tooth forces than a shovel because of the prize action of the dipper in hard digging. Second, the hydraulic excavator enjoys the application advantage of the dragline because both the operator and the machine are up above, sitting on top where the operator oversees the excavation and the machine's operating work range is greatly increased.

Two major Inco matte constituents, chalcocite and heazlewoodite, are separated by differential flotation with diphenylguanidine as collector. A new reagent system involving the use of dextrin as a modifying agent which provides better selectivity has been studied for the last three years. Adsorption tests reveal that while dextrin exhibits high affinity towards heazlewoodite, the adsorption isotherm for dextrin on chalcocite shows only weak interactions. Our electrokinetic measurements confirm such conclusions. Since dextrin interaction with solid surfaces seems to be especially strong when such surfaces are covered by hydroxide layer, our electrokinetic measurements are in line with other researchers' findings who postulated that copper hydroxide is not a stable product on the surface of copper sulphides.

The Flotaire Flotation Cell is a simple, efficient hydraulic/pneumatic Flotation Cell that has no moving parts. It is normally used in conjunction with a surfactant (frother) in which case the combination is known as "The Flotaire System". On many ores, metallurgical efficiencies are substantially increased and operating costs reduce. For example, in floating phosphate rock, it is not unusual for BPL recovery to be increased more than 10%, the major increase being due to floating coarse phosphate, up to 14 mesh, and the difficult to float phosphate. Substantial improvements have also been made on coal, mica, vermiculite, kaolin, barite, copper, etc.

Solar ponding to crystdlize sodium chloride has been used for thousands of years.1 The systems used were inefficient and usually small compared to the large 25,000 acre pond areas seen today. It has only been in the last 25 years that any real effort has been applied to develop solar ponding technology. Many large solar pond systems have been constructed without much thought to efficient and optimum production rates. The recent high costs of labor, of equipment and of energy have forced producers to take a closer look at their solar pond systems in an attempt to squeeze out the highest possible yields. Other companies such as the Arab Potash Company, the Dead Sea Works, Texas Gulf (Moab, Utah) and San Francisco Salt Companies have no more land area in which to expand and therefore efficient ponds are essential. This paper is written to show how the subdivision of solar ponds can result in production increases of up to 20% and beyond.

Retreat mining, using yielding steel friction props, over a seven-year period has been successful at a uranium mine operated by Hecla Mining Company in southeast Utah. The support system allow good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered, Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths.

Most iron bearing ores treated by the R=N Direct Reduction Process yield products lower in phosphorus than the initial ores. The sulfur is also removed and generally is in the range of 0.02 to 0.05 percent in the final R=N product, independent of the sulfur content of both the ore and carbon fuel used. The mechanism and thermodynamic justification of the principal reactions leading to the removal of both phosphorus and sulfur and the control of sulfur in the iron concentrate produced are discussed and supported by the results of laboratory experiments. In substantially all iron ores (containing up to 4% sulfur as sulfate) and solid carbon fuels (containing sulfur from 1 to 8%) tested, the rejection of sulfur has been in the order of 90-95%, with not more than 0.02 0.05% sulfur in the final metallic iron product. With respect to phosphorus-bearing iron ores ranging up to 0.70% P205, the rejection to tailings has been in the order of 70-95%, resulting in not more than 0.03 - 0.07% phosphorus in the final product.

We studied yttrium extraction from untreated zircon sand processing waste tailings. Xenotime mineral as the rare earth element source with an abundance of yttrium (REY) was detected in sufficient grade for extraction. As much as 9.03% yttrium exists in zircon tailings (analysed by X-ray fluorescence spectrometry). The presence of yttrium was confirmed by X-ray diffractometry in xenotime minerals, which are yttrium carriers (Y-PO4). The purpose of this research was to determine the effect of leaching conditions on yttrium recovery from zircon sand after alkaline fusion treatment. Alkaline fusion was chosen to decompose phosphate into hydroxide in the xenotimemineral,which will reduce further required hydrometallurgical processing.Alkaline fusionwas carried out for 3 h at 450 °C, with a ratio of sodium hydroxide to zircon tailings sand of ~ 1:1. The alkaline fusion product was leached with water, followed by hydrochloric acid treatment to leach the yttrium. Yttrium recovery reached 87% under optimum conditions (60 °C, 1MHCl, and solid-to-liquid ratio = 1/10 for 7.5 min). A suitable model for yttrium dissolution with hydrochloric acid was diffusion through a solid particle ash layer. The calculated activation energy (EA) for this model was 20.21 kJ/mol.

One of the fundamental issues having a great influence on the safety of operations performed in underground mines is the support of workings which should assure their stability in a given geological setting and mining-technical conditions during the life of their use. The process of designing and planning support for roadways may use analytical and empirical, as well as numerical methods. In view of the rapid increase in the data processing capacity of computers and the development of more and more enhanced software for numerical modeling, it seems to be advantageous to use numerical methods in searching for design solutions ? especially in the case of non-typical mining and geological conditions and in cases that need to take into consideration a great number of factors. The assessment of rock mass quality is of basic significance in designing mine supports. Fractures, dividing the rock mass into blocks, have an essential influence on the stability of the rock mass and underground construction. This paper presents examples of the fundamental underground investigations on the rock mass conducted by the Department of Extraction Technologies and Mining Supports of the Central Mining Institute in Poland, such as: penetrometric tests, introscopic examination, laboratory testing of rock samples and ground penetrating radar. Moreover, this contribution also presents examples of applications of three-dimensional numerical modeling for the purposes of stress-strain analysis of the rock mass around mine workings and computer-aided support design by means of FLAC3D (developed by Itasca) and Cosmos/M (developed by Structural Research and Analysis Corporation).

Extensive soil conditioning was required to allow Earth Pressure Balance(EPB) tunneling on the South Bay Ocean Outfall tunnel project in San Diego, California, near the Mexican border. This tunnel extends 19,000 feet out under the Pacific Ocean and was mined through soil formations including silts, sands, gravels, cobbles, and boulders. EPB pressures ranged from 3.0 to 7.0 bar, with the maximum pressures required when mining through the highly permeable granular formations.

Two pressure balancing chambers were constructed at a Colorado coal mine to reduce the risk of spontaneous combustion. Each chamber was established by installing a Kennedy stopping at about 10 ft (3 m) in front of an isolation seal, and equipped with two safety doors, a nitrogen injection system, and a set of environmental monitors. Several pressure balancing tests for different ventilation conditions were conducted in these chambers. During each test, pressurized nitrogen was injected into the chamber and the pressure differentials across the stoppings and seals monitored. This study presents a summary of the results achieved, lessons learned, and the basic requirements to operate a pressure chamber effectively.
