Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

At this time in the history of engineering and construction, cost indexes give weekly evidence of the sharply rising costs of labor and materials. Paralleling the rise in construction costs are the costs of plant maintenance. Automation of the modern industrial plant has permitted a substantial reduction in the total number of employees required for plant operation. Of this reduced total, however, up to one-half of the employees may be engaged in plant maintenance. Management's decision to risk investment capital for a pro- posed plant or improvement is increasingly dependent upon the engineer's ingenuity in designing plant systems and structures which will require a minimum of materials and labor for manufacture, installation, and operation and which will be maintenance-free to a maximum degree. This paper concerns itself with the structural elements of bulk material handling systems in which the foregoing factors influenced the design to a considerable extent.

The definitions of system pressure loss (mine head) and system resistance, which are traditionally associated with single-fan net- works, are applied to multiple-fan ventilation networks. The system characteristics -- relations among air power, pressure loss, air quantity and resistance -- are analyzed by introducing the concept of subsystems. These subsystems are associated with the fans located in a cutset of the network. For a multiple-fan network, the resistances for the subsystems and total system are dependent on the quantity ratios of the subsystems. In general the pressure loss of a subsystem or a total system does not vary as the square of the corresponding air quantity. If the quantity ratios of subsystems are all held constant, then the resistances become constant and the pressure losses are predictable from the quantities employing the "square law." The system resistance has a minimum value under the natural- splitting flow pattern. Being independent of the value of system quantity, the minimum system resistance provides a basis for comparing the different networks.

In this section the chemical, physical, and mechanical principles of hydrometallurgical processes are developed and reviewed. Plant practice is not discussed other than to note the metals which are processed using the various systems that are available. These notations will permit the reader to refer to the appropriate section in Part II of the Handbook for specific details on a particular metal or mineral. The equipment used to accomplish the desired unit operation is de¬scribed. Comparative data are presented to illustrate performance characteristics of unit operations, process, and equipment. The economic efficiency of individual processes is outlined. Some of the chapters contain material that is covered in detail in other sections of the Handbook Such chapters are developed only sufficiently to indicate the specific application of the techniques to hydrometallurgical processes. In this section considerable cross-referencing to the other related sections has been done.

Coal is expected to become an increasingly important source of energy in the future. Coal production has already increased from about 650 million tons in 2975 to about 875 million tons in 1984 (Wilkinson, 1985). The declining trend of labor productivity in the early seventies was a source of concern for Consolidation Coal Company (Consol). To improve productivity, a gradual change from room-and-pillar mining to longwall mining has been taking place within Consol. Consol produces 45 million tons of coal annually with about 70 percent of the production coming from underground mines. Consol introduced longwall mining in the early seventies and currently operates about 20 longwall faces. The longwall faces are in mines in the Appalachian region in the States of West Virginia, Pennsylvania, and Ohio. The successful operation of longwall faces has contributed to a recovery of productivity and to an improvement of mine safety.

Introduction Although autogenous grinding applications date back to the early years of mineral processing when tumbling-type mills were first used, there has been a renewed interest in this type of grinding over the past few decades. A review of the historical aspects of autogenous grinding is provided which follows the development of the various types of mills and processes. Wet and dry grinding operations using either autogenous or semiautogenous mills, including the Aerofall mill, are described. Em¬phasis has been placed on the test work required to evaluate the feasibility of using autogenous or semiautogenous grinding for a spe¬cific application. The factors which must be considered to establish the appropriate design criteria for these types of grinding circuits are discussed in detail. Successful application of these grinding circuits results from a thorough test program, a careful analysis of the test results, and a practical engineering approach to the design of the process flowsheet and milling equipment. Certain pebble milling applications, where the pebbles consist of the ore or rock itself, can be classified as autogenous pebble mill grinding, or better known as ore-pebble mill grinding. In the generic sense, pebble milling includes those grinding operations using a tum¬bling mill in which the grinding media consists of various types of pebbles, either ore or other pebbles, instead of metal balls. Conse¬quently, this subject is covered separately in Chapter 5, Pebble Mills. Operating data from many of the installations located throughout the world are included in this chapter. Our appreciation is extended to those companies who contributed this important information. History of Autogenous Grinding F. C. BOND Autogenous grinding, the grinding of ore by itself rather than by special metallic or nonmetallic grinding bodies distinct from the ore, has an old and honorable place in the art of mineral processing. It antedates the use of the rod mill and is only a few years younger than the development of the continuously fed rotating tumbling mill in which it is accomplished. Its history71, 72 is inextricably bound up with that of gold mining. Every important early development of autogenous grinding took place on ores of gold, except in one case of silver ore. In common with many other features of modern mineral processing, autogenous grinding would have been greatly retarded if the winning of gold had been so small a part of mining in the past as it is today. Gold unlocked the secrets of rock-on-rock grinding. In years past gold ores were crushed in stamp batteries and then flowed over copper plates covered with mercury which amalgamated the gold. The McArthur Forrest cyanide process for the dissolution of gold in a dilute alkaline cyanide solution appeared in 1890. With finer grinding it recovered more gold than could be won by amalgama¬tion alone. The first response was to stamp in cyanide solution and finer mesh screens guarding the stamp discharge. However, the fine screens greatly restricted the tonnage stamped, and they wore out rapidly. Rotating tumbling mills70, 73 were the obvious choice to grind the coarse product from stamps. Many of these were Gates tube mills; more than 1,000 of these were sold between 1907 and 1913. They were made in 6, 51h, and 5 ft diam, with lengths of 20 and 22 ft. The 5 x 22-ft size was the most popular. The term tube mill did not refer to the mill shape, but included all tumbling mills using grinding pebbles. The flint or chert rocks found along the coasts of Denmark and Normandy are probably the most durable and resistant to abrasive and tumbling wear of any on earth. They were much used in the early tube mills. The early linings were all silex or Danish flint blocks, cemented into place with portland cement. Local hard stones or cast iron blocks were also used later. The cast iron liners carried lifters and were not bolted to the shell, but were held in a tight circle against it by steel wedges hammered home between them. The first ribbed metal liners designed to hold grinding pebbles pounded into them by the mill action were developed at El Oro, Mexico, about 1905. These and the Forbes, Komata, and Tonopah types, as well as the Osborne type developed in South Africa within about five years, were very successful in reducing liner wear. They sometimes lasted two years or more, and equalled or exceeded the life of silex lining at a lower cost. Some of the types were patented. The pioneer name recorded in the history of autogenous grinding is that of Kenneth L. Graham. In 1907 at the Geldenhuis Deep Ltd. mine near Johannesburg, he ran a comparative test on two tube mills. One mill used pieces of the common gold ore, or banket, and the other used the customary imported Danish pebbles as grinding media. He published the first account of autogenous grinding.'' In a test lasting 81 days the ore pebbles showed a definite saving over the Danish pebbles. Graham's historic paper also describes the invention of B. Chew of the Crown Deep Mines of the first trammel to be attached to a grinding mill discharge. The first known account of autogenous grind¬ing printed outside of South Africa was the description of the Graham test in Mining and Scientific Press's The use of grate- vs. overflow¬discharge was also described at this time." The news of this successful test appears to have had immediate effect, for by the end of 1908 the number of tube mills on the Rand had increased from 72 to 120.76 Presumably, most of these mills were now using autogenous grinding. The ore was principally a hard conglomerate of quartz peb¬bles cemented by silica, and was eminently suitable for use as a grind¬ing media. It is unfortunate that in South Africa the new autogenous process continued to be called by its old name of pebble milling, since the name does not distinguish between grinding with ore and grinding with extraneous pebbles. For increased clarity the former is called rock pebble milling. The first historical stage in the development was what is now designated as secondary autogenous grinding, or rock pebble milling. It consists of grinding a feed all passing 'A in. or finer with ore pebbles about 2 to 4 in. in diameter. The next stage to develop was that now called intermediate autogenous grinding, where larger amounts of larger pebbles about 5 in. in size were used to grind ore which had been crushed to about rod mill feed size or somewhat finer. It was developed on the Rand and in other places where coarse stamp screens were used to increase mill tonnage. In many cases the early secondary and intermediate autogenous mills have now been replaced by conventional ball mills and rod mill-ball mill circuits, with the object of further increasing grinding capacity. The third stage to develop is designated as wet primary autogenous grinding, in which run-of-mine ore or a primary crusher product is all fed to the autogenous mill together. It developed many years later indepen¬dently in the United States and in South Africa. The fourth and most recent stage is that of dry primary autogenous grinding, which developed in the United States and Canada. All four stages originated in gold mining. The first use of commercial autogenous grinding outside of the Rand apparently took place five years later in 1912 at the Santa Gertrudis gold mine at Pachuca, 55 miles northeast of Mexico City. Ore and waste haulage usually constitute one of the major cost items in the operation of an open pit mine. This has always been true at the Chino mine, one of Kennecott Copper Corporation's western mines, located in southwestern New Mexico. The Chino Mines Division is an integrated operation. The open pit mine, dump leaching operation, and a precipitating plant are located at Santa Rita, New Mexico, and a power plant, mill, smelter, and fire refinery are located in Hurley, New Mexico, about nine miles south of the mine. Approximately 22,000 tons of ore are mined and processed each day; in addition, approximately 42,000 tons of waste are removed from the pit. Originally the pit was located along the side of Santa Rita Creek but it has deepened and expanded so that at the present time, it could better be described as a nearly circular pit about one to 1.5 miles in diameter. The bottom is at an elevation of 5750 feet, the west rim near the ore gathering yard is at an elevation of 6230 feet, and the highest bench on the east side of the pit is at an elevation of 6750 feet, giving a vertical mining depth of 1000 feet. The train waste dumps reach a maximum elevation of 6580 feet. At the present time, Chino uses electric locomotives, off-the- highway trucks, and a skip system for mine haulage.

With the aid of modern computer automation, certain mathematical techniques are easily adapted to geophysical, geochemical and geological data analysis. First and second derivative filtering (or transformation) of raw data, in many cases, gives a better indication of anomalous conditions than conventional methods of analysis. The calculations involved, which are tedious manually, are simple, accurate and fast with the assistance of Fourier analysis and modern computers.

"Violent damage to overlying strata can occur above the large mined-out space left by high-intensity longwall mining. For the safe mining under the aquifer and surface water body, it is imperative to investigate the criteria of overburden failure degree due to high-intensity mining. In this paper we present the characteristics of high-intensity longwall mining panels and overburden critical failure. Based on the geological and mining conditions of a high-intensity mining panel, 3D numerical models that consider the maximum horizontal principal stress and minimum horizontal stress and their orientations with the panel advance direction were established by using the 3DEC software. Sizes of the panel reaching the critical failure of the overburden under different mining thicknesses (3.5 m, 6.5 m, 9.5 m, 12.5 m, and 15.5 m) were analyzed. Further, criteria of overburden critical failure were proposed for the high-intensity mining. The coefficient of overburden critical failure (Cf) is the ratio of the strike length (Ls) to the mining depth (H). Through curve fitting analysis, a fitting equation between Cf and mining thickness was obtained. The results showed that overburden failure criterion with high-intensity mining panel is 0.38 = Cf = 0.97 with different thicknesses. Field measurements validated the results from the numerical models.INTRODUCTIONHigh-intensity longwall mining refers to a coal mining method with thick coal seam, large panel width, fast face advance rate, and severe damage to the overburden and surface in China (Guo et al., 2018). Violent movement of the roof rock and severe damage to overlying rock strata occur in the large mined-out space left by a high-intensity longwall mining panel, which is a 3D (three-dimensional) structure layout with highly non-uniform stress distribution. Recognition of such fact a will facilitate this overlying rock strata failure problem investigation (Peng et al., 2019).The studies of overlying strata failure due to longwall coal mining have been reported by some scholars with different methods. Kang et al. (2018) studied the sudden massive roof collapse during longwall coal retreat mining by a large-scale two-dimensional physical model and a UDEC numerical model. Ghabraie et al. (2015) researched the mining-related strata movement by applying the three-dimensional laser scanner, optical transducer, and digital image processing techniques to two-dimensional physical models. Wang et al. (2015) analyzed the structural characteristics and fracture failure process of overlying hard and thick main roof by a 3DEC numerical model; this study also investigated the geostress reduction and permeability enhancement redistribution of the adjacent coal measure strata by FLAC3D. Guo et al. (2012) performed a three-dimensional finite element analysis and shared some insights into the dynamic interaction between mining induced strata stress changes, failures, and gas flow patterns. Meng, Shi, and Li (2016) proposed a 3D coupling model between stress and permeability, investigating the dynamics of a stress, permeability coefficient using FLAC3D. Khanal, Guo, and Adhikary (2019) used the 3D numerical modelling approach (COSFOW) to investigate the strata deformation and the change in permeability in the overburden strata due to the underground extraction. However, few studies considered the influence of the horizontal stress on overburden failure in a high-intensity longwall mining panel, and the critical failure criteria of overlying rock strata is unclear."

This paper is a description of the digital Data Acquisition and control System that is installed at Cities Service's Pinto Valley Concentrator. Pinto Valley Concentrator ? The Pinto Valley Concentrator (5, 41 is located approximately seven miles west of the town of Miami, Arizona. The Concentrator is situated south of the open pit mine and was designed to process 40,000 tons of ore per day with an average grade of .45% copper. The comminution process consists of primary, secondary, and tertiary crushing, and single-stage closed-circuit grinding 161. Concentration of the copper sulfides is by means of froth flotation. Concentrates are transferred to the Inspiration Consolidated Copper Company smelter in Miami, Arizona through a slurry pipeline.

Low Froude Number (Fr) theory* predicts that stably-stratified fl& around a terrain obstacle will divide into a lower layer passing essentially horizontally around the obstacle and an upper layer passing essentially over the obstacle. The prediction was formulated by Sheppard (1956) and Drazin (1961) and confirmed experimentally in the towing tank model d experiments of Hunt et a1 (1978) and the atmospheric full scale experiments of the US EPA Complex Terrain Model Development Program (1982- 1985). The US EPA Complex Terrain Dispersion Model, currently under development, employs the layering principle with the flow in each layer calculated independently by potential flow (PF) theory after the layer thicknesses are established according to a simple function of Fr, i.e., Hc /H = 1 - Fr where Hc is the dividing streamline freight and E is the obstacle height. Use of PF theory in the CTDM is attractive because numerical solutions can be obtained simply and economically, as compared to lengthy Navier-Stokes (N-S) solutions, but realism is sacrificed in creating a surface of discontinuity between the tm layers and eliminating the effects of shear and gravity in each layer.

At the heart of the mining process are a number of basic and fundamental tasks whose regular and repeated performance constitute the mining cycle. As will be discussed presently, these tasks are the basic components of the mining system. Section 9, Production Operations, provides the mine designer and engineer with an understanding of these tasks and with sufficient design principles to allow this person to create an efficient mine system. This section is meant to be an introduction and adjunct to subsequent sections that describe specific mining systems. However, sufficient design information is included here for the independent design of mine systems that may not be described elsewhere or for subsequent verification of existing designs. For the purposes of this section, mining subsumes excavation; thus this material applies to any excavation process. Accordingly, this section is written in general enough terms to include both surface and underground mining. It may be used also for civil engineering excavations that often involve the same steps. Obviously, the actual procedures undertaken in any specific mining system will appear to be very different from those taken in any other system. This is certainly true when comparing surface with underground methods. Yet the fundamental principles are often the same. This segment is written to explicate the basics. Wherever appropriate, the section will suggest the differences between the application process to surface or to underground mining.

Accurate engineering predictions of energy needs for pollution control equipment used in surface mining operations is critically important to sound management selection of control alternatives. This paper will describe a procedure for evaluating two control alternatives with different energy needs. Three steps are involved: an analysis of the pertinent regulations, a determination of the size distribution of the particles being emitted, a calculation of the energy needs and costs of the candidate control systems as a function of these regulations and emission characteristics. The principal air pollutant to be controlled in surface mining operations is particulates, or dust, some of which is already on the material introduced into the primary crusher and other dust which is generated by the various steps in the subsequent processes. The requirement for control stems both from regulations concerning workers at the operating site, and the community surrounding the operations. In order to speak quantitatively about the need for control we will use regulations that pertain in Pennsylvania although it must be borne in mind that such regulations vary according to juristiction.

The general term "tar sand" has been used to describe sand containing varying amounts of dense, viscous petroleum. Deposits of tar sands have been found throughout the world, often in the same geographical area as conventional petroleum. The largest one by far is known as the Athabasca Tar Sands, and is located in the province of Alberta, Canada. Actually a group of three deposits, these particular sands underlie an aggregate area of more than 12,000 square miles. Current estimates place the contained raw petroleum at about 700 billion barrels, from which as much as 300 billion barrels of synthetic oil may be recoverable under presently developed technology. For comparison, this latter quantity is roughly equivalent to five times the combined total of U.S. and Canadian crude oil reserves. With the ever-widening gap between energy supply and demand, attention is being directed to all possible energy sources - both developed and underdeveloped - and certainly the Athabasca Tar Sand deposit is one of the more important ones to merit such attention. This paper will review some of the more significant developments and attempt to place in perspective the role that this source of energy could possibly be expected to play in the foreseeable future.

This paper addresses the relative long-term cost and resource position of new and existing ferrochromium production in selected Market Economy Countries (MEC'S). The market impact of new ferrochromium production in nations such as India and the Philippines and the continuing change in international trading patterns are also evaluated. This paper draws upon the data and analyses of a recent Bureau of Mines, Department of Interior, Minerals Availability Program appraisal that evaluated the cost and availability of chromite and ferrochromium production from the demonstrated resources of 80 producing or potential mining operations in 10 market economy countries.

The inadequacy of traditional geostatistical methods for estimating some precious metals deposits has become apparent in the last few years. New methods or estimation such as Indicator, Probability and Multigaussian Kriging are difficult to understand and apply. Case studies using a new method of variogram calculation proposed by Srivastava show the method valuable for variogram estimation in precious metal deposits. Some simple, sometimes unorthodox. estimation methods that have proved useful in Some situations are presented.

In previous reports by Hausel et. al., (1979 a, b, and c), Leighton and McCallum (1979), and McCallum (1974;1979), several exploration procedures were examined as to their effectiveness in locating kimberlite intrusives in northern Colorado and southeastern Wyoming, where approximately 90 kimberlites have been recognized within 5 districts (Figure I). Briefly, geological mapping and stream sediment sampling for indic- ative heavy minerals of kimberlite (pyrope garnet, chrome diopside, and magnesian ilmenite) proved to be the two most effective methods in isolating kimberlite occurrences within the granitic terrain of Colorado and Wyoming (Hausel et. al., 1979 a, b, and c; Leighton and McCallum, 1979). Where a kimberlite intrusive is deeply weathered, remote sensing using color and color infrared aerial photography may be a potential reconnaissance tool in kimberlite exploration. The kimberlitic eluvium supports thicker grassy vegetation, and at least one species of grass (the Bluebunch Wheatgrass) is found to grow only within the eluvium. The result is that vegetation in the kimberlitic eluvium is a better infrared reflector than the vegetation in the surrounding granitic soils (Hausel et. al., 1979 b; McCallum, 1974

The Mineral Economics and Management Society (MEMS) held its fifth annual conference in Montreal, Quebec, Canada earlier this year. “The Minerals Industry: Responding to the Global Challenge” was the first MEMS conference to be held outside of the United States. About 125 mining- and minerals-related professionals attended. The MEMS program included six sessions and three distinguished speaker addresses. The session topics included: “Minerals in the Macro economy: Development in Demand,” “Trends in Global Metals Supply: The Producers’ Challenge,” “Global Environmental Issues: Policy Perspectives,” “Global Environmental Issues: Quantitative Analysis” and “Minerals in the CIS: Phoenix or Albatross?” A student session was also offered. It provided a competition for monetary awards for outstanding papers.

Successful soil construction involves preparation of an adequate base, selection of high quality soil materials, and placement of those materials by means which will establish a continuous macropore network and modest to low soil strength. Where such has been accomplished, experiments reveal row crop productivity on reclaimed land which is very competitive with that on undisturbed land. Inferior productivity and sensitivity to drought stress are experienced where the soils are excessively compacted during construction. Some deep tillage practices have been quite successful in improving the compacted soils, but it is preferable to avoid compaction as the soil materials are handled.

The paper considers the selection of control instrumentation for a modern flotation plant, as well as the best interpretation and most effective use of the process data obtained. Process control computer availability is considered from the outset. A general philosophy of control is proposed which leads toward a system that is its own reliability monitor. The bulk of the problems are in grinding and classification. Alternative control methods are described that use particle size measuring devices. Flotation controls, based to a large extent upon on-stream X-ray analysis, are reviewed in detail. Reagent control methods are also examined. Methods to analyze the data obtained from the various measurement devices are introduced. These methods would enable an estimate of the validity of the data and require some redundant information. Another objective of these methods is the protection of operating equipment from possible control malfunctions. Although the discussion generally considers some degree of computer usage, this paper attempts to describe instrumentation and data analysis methods that enable control with or without the process control computer.
