National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

In 2004, management at Unimin’s Gleason, TN operation began implementing ergonomic interventions specifically targeted to reduce risk of musculoskeletal injuries (MSIs). Together with corporate and site management, Unimin identified work site hazards and began to modify work practices/equipment. Some interventions were relatively simple and were implemented immediately. Others, like improvements to a mobile shredder, were more complex but were eventually resolved through a participatory approach with employees, management, manufacturers and NIOSH. This paper discusses ergonomic interventions that were successfully implemented using a bottom-up approach to reducing the risk of injury.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. The contract for the construction of the Inline Pump Station for the Milwaukee Metropolitan Sewerage District involves the sinking of three shafts and the excavation of a pump chamber. The shafts are being sunk to a depth of 104 meters and pass through 52m of sediments before encountering dolomitic bedrock. The pump chamber is constructed in dolomite. The sediments are alluvial, estuarine and lacustrine in origin, with some ice margin deposits. They comprise loosely consolidated fine to coarse grained sand, silts, clays and gravels, and they are heavily saturated with a water content often above 60%. The water table is at a depth of 3m. The dolomite is silurian, generally dense, with some clay-filled vugs and shale partings. Until 1983, underground construction in the Milwaukee area had been limited to depths of 26m in the sediments and 20m in the dolomites. Water control methods had included caissons, compressed air, extensive internal and external dewatering, and grouting. Flows of 20 liters per second were commonplace with as much as 80 liters per second being encountered in the rock. However, in 1984 work was commenced on the deep sections of the Milwaukee sewerage scheme with the letting of three major contracts including the Inline Pump Station. With excavation taking place at greater depths, it become obvious that previous methods of water control would be inappropriate. To protect against major inrushes of high pressure water in the rock, an extensive program of pre-grouting from the surface was specified. Water control in the sediments was left to the discretion of the contractor and in each case freezing was choosen. This paper describes in detail the grouting and freezing procedures.

Abstract-Since 1982, the US Bureau of Mines has inves¬tigated improvements in protection for operators of thin seam shuttle cars. Due to working height restrictions in thin seam mines (<_1.22 m or 48 in.). Federal mine regulations require that canopy protection on shuttle cars he provided only in mines >_1.07 m (42 in.). However, court obtained variances are granted to mines <_1.22 m (48 in). This paper presents ongoing research to design and evaluate a uniquely positioned, ergonomic compartment for a shuttle car that provides the operator with full canopy protection in working heights of 1.02 m (40 in.).

Responsible mining requires stakeholder engagement throughout all operational stages and after mine closure. By assessing the current and anticipated future socio-economic and environmental impacts, a company can maximise the positive impacts they can have on a community, whilst minimising any negative impacts. Despite the current emphasis on companies maintaining effective stakeholder relations to gain their ‘social license’ to operate, findings of the present study reveal a wide variation in community expectations, with different degrees of ‘acceptability’ evident across seven sites in Romania (Rosia Montana), Sweden (Kristineberg), the United Kingdom (Cornwall), Bosnia Herzegovina (Vihovici) and Russia (Karabash, Gay and Mednogorsk). These variations reflect the current status of mining within a community, as well as its socio-economic background and the nature of existing engagement with mining companies already operating in the region.

In 2002, many in the mining industry — companies, academia and government — realized that the industry would soon be facing a serious shortfall in salaried and hourly employees. Depending on whose numbers are to be believed, 20 percent to 50 percent of current mining professionals are expected to retire within five to 10 years. And there are not enough students currently enrolled in mineral-related programs to the fill the need. Part of the impending shortage in professionals was brought on by the industry’s negative image, which discouraged students from enrolling in mining engineering programs. Another part was that the industry was in the doldrums and was seen by the public as a dying industry.

The design of solvent extraction plants has been generally based on the assumption of steady operating conditions in both the settler and the mixers. Recent experience with both large and small plants has shown that this is not the case. Mixer transients include start up aqueous locking and partial phase separation in secondary mixers. Both of these lead to either reduced plant capacity or overflow of upstream mixers. Analysis of the hydraulic pressure profiles has generated new design methods to eliminate the effects of the partial or complete phase separation. Further, changes to the method of specification and selection of both primary and secondary mixers have been made to eliminate the onset of partial separation during operation. Observation of settler operation has shown that it is also a dynamic process, even under ‘steady state’ conditions. Four different transient phenomena have been identified that lead to internal circulating flows, poor disengagement of fine secondary haze, and erratic and high entrainment levels in the discharges. A first approximation analysis has shown that there are significant pressure differentials within settlers and these change along the length and with phase separation rates. A technique to control the effects of these transients has been developed which allows plant performance to be improved beyond ‘standard’ expectations. The design and selection of the settler internals is described.

A leach pad’s fluid flow characteristics greatly affect the recovery of metals from heap leaching. However, because there are other factors such as particle size distribution, application rate and method, and chemical reactions to consider, mining companies often overlook potential problems associated with fluid flow until it is too late. In an effort to better understand the dynamics of fluid flow in leach pads, a series of experiments were preformed using temperature probes. A model leach pad was set up using a particle size distribution, fluid application rate, and application method common to modern leaching methods. Variable water temperatures were applied in succession and data gathered from the three dimensional grid of temperature probes built in to the model. Current work is analyzing these data along with visual observations of the model, computer simulations, past mining experiences, and other related research, in an attempt to develop a low cost test that could be performed prior to large scale leaching to determine the fluid flow characteristics of a particular ore. This paper will summarize the work and findings to this point as well as suggest areas of additional related research.

The need to optimize surface mining operations has led to the use of discrete event simulation (DES) modeling of truck-shovel systems. Often, these models assume truck cycle times are independent and identically distributed (iid) random variables, although, with significant bunching on the haul routes, this may not be valid. The objective of this paper is to present a methodology to (i) account for truck bunching due to slow trucks; and (ii) test for cycle time dependence (i.e. whether truck cycle time data is iid or not). We built a DES model that accounts for bunching due to a slow truck(s) and used the cycle times as data for further analysis. We then tested for cycle time dependence using Pearson correlation coefficients. The results show significant correlation of truck cycle times for different number slow trucks, with variable speeds. Assuming iid in modeling results in over-estimation of productivity and the uncertainty surrounding it. The over-estimation of uncertainty is pronounced when the relative difference in truck speed increases. The confidence interval of the means of truck loads/shift decreases with increasing number of slow operators. This work extends the usefulness of DES in truck-shovel applications.

Many underground metal/nonmetal mines are using enclosed cabs on mining equipment to reduce the exposure of miners to diesel particulate matter (DPM). However, some enclosed cab systems may not be meeting their expected efficiency in capturing DPM, which could be a result of inappropriate filter use, cab leaks, or insufficient pressurization. NIOSH investigated several types of filters for reducing DPM to determine which type had the best capture efficiency. The laboratory results indicated that a MERV 8 (Minimum Efficiency Reporting Value, as defined by the American Society of Heating, Refrigerating and Air- Conditioning Engineers) filter captured about 50 percent of the DPM, a MERV 16 filter collected 96-98 percent of the DPM, and two HEPA (high efficiency particulate air) grade filters captured over 99 percent of the DPM. NIOSH also performed a field study to measure the efficiency of two cabs at a limestone mine. The cab filtration systems of a loader and haul truck were found to be over 90 percent effective in removing DPM except under certain operating conditions when the efficiency was as low as 41 percent. Evidence seems to suggest that these conditions were when a window was open in the cab.

The fundamental objective of mine plans are usually to maximize the mine profit by extracting ore at the lowest possible cost over the mine life while some technical constraints are satisfied. Since the costs associated with the operation of trucks and shovels as resources are significant, determining the optimum number and allocation of these resources is an essential issue. This paper presents a Mixed Integer Linear Programming (MILP) model to determine the optimum number of shovels and trucks required to meet the short-term plan?s goals. Also, the model takes into account the allocation of trucks and shovels to mining faces. This model minimizes operational costs, while attempting to meet the production demand and to satisfy technological constraints. This paper also analyzes the operations of trucks and shovels in an open pit mine using ARENA simulation software.

Diffusion phenomena in mine airways are important to trace gas and dust introduced into mine ventilation flows. Authors have carried out tracer gas measurements to check mine ventilation using concentration-time curves measured in mine airways, however dispersion mechanism to enhance effective diffusion have not been cleared. A numerical model using discrete tracer points dosed into tube flow has been presented to simulate their movements in consideration of turbulent velocity profile and fluctuation. Numerical simulations have been carried out to predict distributions of dosed points in tube flows with turbulent velocity profile, turbulent intensity profile and Reynolds stress. The numerical simulation results show that a combination of turbulent velocity profile and fluctuation creates extremely large dispersion of points in longitudinal direction and concentration curve with long tail was observed. This dispersion by velocity profile and fluctuation contributes large effective diffusion coefficient compared with original diffusion coefficient dominating in uniform velocity fields. Furthermore, the effect of Reynolds stress on the concentration-time curves is discussed.

Neural network methodology is used to predict mean particle size resulting from rock blast fragmentation. A blast data base developed in a previous study is used in the current study. A part of this blast data was used to train a single-hidden layer back propagation neural network model for each of the similarity groups obtained in the same previous study. Levenberg-Marquardt algorithm provided the most stable and efficient training out of the four algorithms evaluated. An extensive analysis was performed using a part of the blast data to estimate the optimum number of units for the hidden layer for each similarity group. The remaining blast data are used to validate the trained neural network models. Capability of the developed neural network models is determined by comparing predictions with measured values and predictions based on one of the most applied fragmentation prediction models appearing in the blasting literature. Prediction capability of the neural network models was found to be strong and better than the existing most applied model. Diversity of the blasts data used is one of the most important aspects of the developed models. The developed neural network models are suitable for practical use at mines.

In the last few years major industrial companies have begun to realize the importance of Reliability as an enterprise strategy that, properly implemented, will improve financial performance. Typical results of an effective Enterprise Reliability Strategy include a 20% -50% reduction in maintenance cost accompanied by a 5% - 10%increase in real production capacity, with no capital investment in production equipment. One factor fueling the race to acquire and implement enterprise reliability is the pressure for companies to be increasingly cost-effective and competitive in global markets. In a recent study, Asset Productivity: The Next Wave, the Boston Consulting Group (BCG)stated that, “In order to compete for funds, companies must offer investor returns that are competitive with other opportunities. Alternative investments such as dot-com and others with non-traditional business models have raised the bar.” (APDF version of the study can be downloaded at www.bcg.com). BCG views asset productivity as the most powerful mechanism for increasing shareholder return. The author believes that the most effective way to increase Fixed Asset Productivity is to maximize asset utilization by increasing the Reliability of the Assets and the associated processes. Developing and implementing an ERS requires significant effort and knowledge. Most companies have difficulty finding a sufficient supply of these valuable commodities to implement an ERS Program internally. Many companies also struggle with figuring out how to get started and what direction to proceed.

Most citizens take it for granted, but minerals produced in the mines of the western United States, including Colorado, are crucial to nation’s standard of living and quality of life, said Colorado’s Gov. Bill Owens in his welcoming remarks at the 106th National Western Mining Conference. The conference, which was organized by the Colorado Mining Association (CMA), was held Feb. 4-6, 2004, in Denver. Attendance was425, up substantially from last year’s meeting. The meeting included the CMA annual membership meeting as well as the CMA chairman’s and president’s reports. The meeting also included awards presentations in which companies were recognized for their efforts in pollution prevention, health and safety, and reclamation. The conference also included a tradeshow.

The Gumuskoy silver mine, owned by the Etibank, in the province of Kutahya, Turkey, has been operating since 1987 with primary, secondary and tertiary crushers, and two parallel single stage ball mill circuits. Continuing problems with crushing and feeding of the ore to the ball mills, because of the moisture retaining and sticky nature of the ore, prompted an investigation into the possibility of converting the grinding circuit to an autogenous or semiautogenous grinding circuit. This would remove the bottleneck associated with the secondary and tertiary crushing. At the same time the target feedrate is to be raised from 140 t/h to 175 t/h. This paper demonstrates the response of five ore types, and blends of ore types in an onsite pilot plant test program, and also suggests how the variations can be handled in a SAG mill/ball mill circuit incorporating just one of the present ball mills.

The occlusion of unliberated gold particles in silicates and sulfides in crushed/milled ore dictates the recovery that can be expected. The grade of this occluded gold in cyanide leach residues shows a consistent, general relationship to the head grade of the ore, irrespective of mineralogy or geographical location. The residue grade almost invariably increases with the head grade, but not in proportion to it. This phenomenon appears to stem from the nature of the geological events originally responsible for creating the ore deposits. A statistically-based technique for determining the true head grade-tail grade relationship from gold plant operating data is described. The effect is illustrated with results from several worldwide gold milling operations analyzed over the last 35 years.

Mycobacterium phlei has very good potential as a hematite flotation collector. The flotation recovery of hematite is dependent upon the solution pH and concentration of the microorganism. The critical pH for maximum recovery of hematite is around three, which corresponds to the point of zero charge of the microorganism. An excellent correlation between the flotation recovery and bacterial adhesion on hematite is observed. The adhesion of Mycobacterium phlei on hematite can be described by the potential energy of interaction calculations using an extended DLVO theory.

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, Colorado, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained, and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward sloping (20 pct) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results.
