The minerals industry consumes billions of dollars in raw materials, equipment, tools, services and chemicals. The industry, though, has turned overmuch of the research and development (R&D) for these products to manufacturers and suppliers. Now the industry and its suppliers must decide how much R&D the mining industry should be responsible for and what role the suppliers should play. Promoting R&D As a result of the current environment in the mining and minerals industry, there has been a substantial decrease in R&D. Depressed prices, stagnant growth, cost cutting and rationalization are evident.

During the 1980’s, laboratories opened throughout the United States to serve the analysis needs of a rapidly growing asbestos abatement industry. The samples analyzed were either collected during the abatement of known asbestos-containing materials or were suspect asbestos-containing construction materials. Many asbestos analysts received minimal training and used analytical protocols that were industry specific. False positives (reporting a sample as containing asbestos when none is present) went unnoticed or had minor repercussions. The mindset of the industry was to err on the conservative side – it would be better to identify a non-asbestos fiber as asbestos than visa versa. With growing public awareness of the health hazards of asbestos, other materials began to be tested for asbestos content. Rock and ores began to be tested for naturally occurring asbestos by these laboratories using the same protocols or an in-house protocol. Analysts were given no additional training and accreditation, in most cases, it was not required. With no consistency in sample collection, testing protocol or expertise in analysis, significant discrepancies in final results can be expected. If we further complicate this scenario with misidentification of naturally occurring look-a-likes for asbestos, expensive false positives are likely. To avoid the repercussions of misidentification of naturally occurring chrysotile asbestos from look-a-like fibers in rock and ores, correct sampling and analysis protocols with more stringent scientific diagnostic criteria are needed.

From 1997 through 2000, a team of Polish experts headed by the author studied the prospects of mining newly discovered emerald deposits in Afghanistan. This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.

The factors which control chimney subsidence sinkhole development in weak rock were assessed by analyzing the characteristics of approximately 3000 chimney subsidence features along the Colorado Front Range. The area of study included features developed over abandoned mines in the Colorado Springs Coal Field, the Boulder Coal Field, and the Foothills District. The approximate locations of the areas studied are shown in Figure 1. Data were collected for sinkholes occurring over both room and pillar, and retreat mining areas in coal seams with a wide range of dips. The location, size, and approximate time of development of each sinkhole were documented. From these data, relationships were developed which describe the time rate of observable sinkhole development and the relative location of sinkhole development with respect to mined height, overburden thickness, and type of mining for relatively flat-lying coal seams. In addition, the observed locations of sinkhole development over steeply dipping coal seams were assessed for portions of the study area.

The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine the effectiveness of a filtered air delivery system to reduce respirable dust exposure to roof bolter operators in underground coal mines. When performing roof bolting operations, roof bolter operators may experience exposure to high levels of respirable dust during a working shift, especially when working downwind of the continuous mining machine. While drilling and installing roof bolts, this filtered air system supplies a clean curtain of air over the roof bolter operator by means of a plenum mounted beneath the canopy. This experimentally designed air curtain, adapted for roof bolting machines used in this study, is based upon previous design prototypes, computational fluid dynamics (CFD) simulations, and trial-and-error testing. Both prototype and final designs were tested in the full-scale mining galleries at the Office of Mine Safety and Health Research (OMSHR) in Pittsburgh before being taken underground for field testing. Test results of the system in both laboratory and field studies show reductions in operator exposure to respirable dust when the operator is positioned directly under the protected zone of the canopy.

In July 1997, Kvaerner Environmental signed a unique contract with Echo Bay Alaska called the Transfer Risk and Accelerate Closure (TRAC). The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

In September 2004, Gale Norton, U.S. Secretary of the Interior, presented the Manhattan Mine with a U.S. Bureau of Land Management’s 2004 Hardrock Mineral Environmental Award. The Manhattan Mine is a sustainable development showcase. The reclamation accomplishments at this Nevada gold mine demonstrate how modern reclamation techniques can restore an old mining district into an aesthetically pleasing landscape that can support multiple and sustainable uses. In a collaborative effort that relied on substantial community involvement, Round Mountain Gold Corp.(RMGC) has improved the environment and eliminated a number of public hazards associated with old, unsafe mining features. RMGC’s community collaboration, innovative engineering, creative reclamation design and corporate commitment to environmental excellence show what Secretary Norton’s 4 Cs Initiative looks like on the ground and inaction.

An experimental 1.75 meter Shaft Boring Machine was designed and manufactured by The Robbins Company. The drill was used by contractor Drillcon Raise AB to drill test shafts at an SKB underground test facility. SKB is the Swedish authority responsible for safe management of nuclear waste materials. This “SBM1.8” Shaft Boring Machine was used to drill shallow test shafts ingranitic rock at SKB’s Aspo underground laboratory. The drill used a unique vacuum mucking system. The bored shafts were held to very strict tolerances for bore diameter, straightness, and verticality. This drill was launched and operated from a mobile launcher. Headroom and working space were limited. The SBM1.8 drill produced acceptable test holes. SKB will carry out several studies to determine the suitability of this geology, and of this technique, for safe nuclear disposal. In addition to future use at SKB, many applications are foreseen, particularly in the civil construction industry.

Today, with the growth of the team concept in industry, a mutual-caring (interdependent) approach to workplace safety is gaining wide acceptance. This presentation compares characteristics and results of the three progressive levels of safety responsibility and explains how to develop a successful interdependent program. The presentation will also detail the common principals that are necessary for safety excellence under any of the management styles.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Optimizing final pit limits for stochastic models provides access to geologic and economic uncertainty in the pit optimization stages of a mining project. This paper presents an approach for optimizing final pit limits for a highly variable and geologically complex gold deposit. A heuristic pit optimizer is used to manage the effect of geological uncertainty in the resources within a pit shell with multiple uncertainty rated solutions. The uncertainty rated pit shells follow the meanvariance criterion to approximate the efficient frontier for final pit limits. Stochastic dominance rules are then used in a risk management framework to further eliminate sub-optimal solutions along the efficient frontier. This results in a smaller set of final pit shells that could be further analyzed for production scheduling. Additionally, the original solutions are analyzed for changes in the mining limits and two regions are targeted as potential regions for further exploration.

Research studies have shown that the flow within feedwells displays a vortical structure and high velocities at the locations where standard tangential inlets force its way into the feedwell swirling flow, producing high local shear rates and flow non-uniformities. These hydraulic deficiencies can be attributed to the discrete feeding through a few entrances, usually one or no more than a few tangential feedpipes, which practically project jets into the vortex within the feedwell. The main consequences are unequal flocculation with aggregates subjected to different amounts of shear and a non-uniform discharge from the feedwell. This paper presents results on the application of CFD and small-scale models to develop a new design that overcomes these problems by using an involute shaped inlet that converges around the feedwell. The result is a new feedwell with enhanced hydraulics that perfectly couples with the FLSmidth E-Duc® Feed Dilution system by protecting the flocculated aggregates that have been carefully produced upstream, and that favors uniform sedimentation conditions within the thickener thanks to a uniform discharge, while maintaining a practical and trouble-free geometry with excellent turndown.

The Bureau of Mines, under a Cooperative Agreement with the Bear Coal Company, Somerset, Colorado, conducted a large scale evaluation of the effect of time lapse on roof stability. Time lapse in this study is the interval between exposure and permanent support of the mine roof. The study indicates that time lapse is not a critical factor in roof stability provided permanent support is installed before catastrophic failure begins. Concurrently with the time lapse study, investigations were made of stress distribution around resin-grouted bolts, the regional stress field, and anomalous geologic conditions. The behavior of the resin-grouted bolts, at least in the Bear mine, appears to fit the Coulomb-Navier Theory. Geologic conditions are primary factors in trends of roof stability that extend across the mine.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

Many Americans have seen Greenland while flying over it on their way to or from Europe. Few have visited this largest island in the world. Portions of the 20 percent of the territory that are not ice-covered are highly mineralized. Greenland could become very productive if the present interest in exploration increases. The people and Greenland’s history The population of Greenland is 57,000. Twenty percent are Europeans, mainly of Danish decent, while 80percent are native Greenlandic or mixed Greenlandic-European. The native population is the same as the Inuit of the Canadian Arctic. They speak the same language.

The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than about 45°. As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result with less rock fall capacity. The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented.

Rhenish lignite will continue to play an indispensible role in the energy mix of the German Federal Republic for a long time to come. The use of lignite for electricity generation, upgrading and, if necessary, as a raw material is geared to the long term. The holistic management of opencast mines underpinned by approval law in the long term and a stronger focus on man, the environment and nature contribute to the acceptance of the mines by the local population. The same is true of state-of-the-art lignite uses: as regards their operational flexibility, lignite-fired power plants are ideal partners for the expansion of renewables. It is along these lines that RWE is continuing its power plant renewal programme as planned. With a view to that which will be conceivable the day after tomorrow, RWE is researching future technologies today in order to meet objectives such as security of supply, profitability and environmental compatibility to the same extent in the long term. Another important contribution to acceptance is public transparency and communications as means to support approval procedures and the implementation of measures in all areas related to lignite mining and utilization.

Methods for reducing the cyclic nature of drill and blast tunneling operations have been long needed. A miniature blasting system using 10 mm (.375 in.) holes, 0.91 m (36 in.) deep, and blasting only one hole at a time makes it practical for men to work behind a shield, remaining at the face during the entire process. A prototype automated module was developed to drill, load the hole and initiate the detonation without moving from the hole. A unique cost effective gell explosive and a novel, low cost initiation method were developed.

The CTC (Certified Trading Chains) mineral certification system has been piloted in Rwanda since late 2008. CTC project implementation is jointly driven by the Federal Institute for Geosciences and Natural Resources (BGR) and the Rwanda Geology and Mines Authority (OGMR), in cooperation with other national stakeholders. Five Rwandan mineral producers participate in the CTC project with their flagship mining concessions. Based on independent third-party audits, CTC certifies supply chain due diligence measures of these companies engaged in the artisanal mining sector through on-the-ground assessments of mining conditions, transparency, as well as mineral origin and traceability. The CTC system thus allows responsible mineral producers and their clients to verifiably demonstrate supply chain due diligence and good governance in conflict-affected and high-risk areas.
