In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. Unfortunately, it is still too early to design such jobs with predictable results. MCBP The MCBP is to be involved in producing and utilizing methane derived from coal beds. Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained. Experimental equipment and procedure The arrangement of the column cell and auxiliary equipment for continuous flow testing is shown schematically in Fig. 1. The feed sump [O] is filled with a sufficient volume of prepared sample to permit a large number of tests to be performed (typically 12). Past experience has shown this is necessary to control sample variability and variability in the size distribution resulting from ultra fine grinding. The feed slurry is maintained at about 20% solids and is constantly recirculated and stirred. The sample is metered from the circulating pipe by a peristaltic pump [O]. The feed slurry is diluted with reagentized water [O] by a second peristaltic pump [O]. Wash water [O], also reagentized, is supplied through a third peristaltic pump [O]. While this feed system may seem unduly complex, it does permit users to independently vary either the wash water rate or the net solids content of the cell. In the tests reported here, the feed rate and net percent solids were constant at 12.5 gms/min. and 3.3%, respectively. Diluted feed enters the column through 6.35 mm-diam (0.25 in.-diam) copper tubing and is discharged upwardly at the center of the column. Tailings are discharged through flexible tubing that can be adjusted so as to control the position of the pulp-froth interface. The column is 76.2 mm-internal-diam (3 in.-internal-diam) and 1090 mm (43 in.) high. It is made from lucite tubing and is fitted with a 51-mm-diam (2-in.-diam) fritted glass air sparger having an average pore diameter of 50 µm. In performing a series of tests, the concentrate and tailing are allowed to discharge continuously. The system is allowed to equilibrate for 30 minutes after the pulp and froth reach operating levels. Concentrate and tailing samples are taken simultaneously for timed intervals (five to 15 minutes, depending on the volume of sample desired). After sampling, a change in operating conditions is made and the system is again allowed to equilibrate. The tests to determine the effect of the pulp-froth interface level were part of a larger series of tests in which the objective was to optimize the conditions for a rougher flotation stage in a two stage circuit. The sample used in this series of tests was an Alabama shale ground to d90 = 23.1 µm and d50 = 7.9 µm. The operating conditions remaining constant in this series of tests were as follows: Column height - 1600 mm (63 in.) Air sparser - 50 µm (average pore diameter) Spray water - 130 cc/min. Feed rate - 12.5 gm/min (0.4 oz per min) (dry solids) Percent solids - 3.3% Frother (Dowfroth 250) - 45 ppm The variable test conditions are tabulated in Table 1. Positions of the pulp level (pulp froth interface) and feed entry are presented as a percentage of column height (as measured from the face of the air sparser). INTRODUCTION In order to understand the transport and deposition of radon daughters in mine atmospheres, it is necessary to know the variation in the attachment of the daughter atoms to particles as a function of particle size, composition, number density, relative humidity, temperature, and radon concentration, the free gaseous diffusion coefficients of the daughters, and the variation in the mass transfer of the activity, both free and attached to particles, to mine surfaces as a function of particle size distribution, surface roughness of the mine walls, and the flow conditions. If all of these parameters are known in a model system, it should be possible to understand the transport and fate of the airborne radioactivity in real mines under certain well-defined flow conditions. There have been a number of recent investigations of the attachment of radon decay products to particles 1-4, but there are still a number of unanswered questions regarding the process. However, it is clear that for most real mine atmospheres, the vast majority of the activity is attached to particles. The size distributions for the activity-bearing airborne particles have been studied 5,6, and it has been found that most of the activity resides on particles with diameters in the range of 0.05 µm to 0.3 µm with an average mass median diameter between 0.1 and 0.2 µm. The behavior of the unattached radon daughter species has also been recently studied[ 7], and many of the previous problems regarding the value of the diffusion coefficient for Po-218 have been resolved. A major problem in the understanding of the airborne transport of radioactivity in mines is the lack of detailed knowledge of mass tranfer to and fluid flow over rough walls under fully developed turbulent flow conditions. This paper will report the progress on a project that is designed to obtained that information. MATHEMATICAL MODEL DEVELOPMENT Deposition of particles on smooth surfaces in turbulent flow has been extensively studied. A comprehensive review of these results has been prepared by Sehmel 8. There has not been such a comprehensive study of particle deposition on rough walls under such flow conditions. In recent years, only a single model has been proposed to explain such deposition 9,10 and in both of these papers the flow structure in the rough walled pipe was not taken fully into account. As part of the work being conducted on this project, a more complete model was outlined in a previous report [11]. The basic theory will be reviewed to provide a context for the flow measurements to be reported. The flux of particle deposited on the walls of a pipe in a turbulent flow is derived from the one dimensional form of Fick&apos;s law as given by [N = Dpdpp/dr (1) where N is the flux of particles deposited per unit area per unit time, D is the total eddy diffusivity of the particles, p is the airborne concentration of particles, and pr is the distance measured from the center of the pipe. The rate of deposition is best expressed by a deposition velocity Vp = NIP pb (2) where P b is the mean particle concentration in the sulk flow. The shear radius, V/ut and the shear velocity, u , are used to calculate a nondimensional distance, and velocity, respectively, where v is the kinematic viscosity of the fluid. The nondimensional form of equation 1 is given by Vd = DP dpp(3) V dr+ where Pp = Pp/ Ppb(4) By integrating equation 3 from the rough wall stopping distance, S , to the center of the pipe, the deposition velocity can be obtained. In order to make this calculation, it is necessary to have accurate descriptions for the particle eddy diffusivity, stopping distance, and shear velocity in order to insure that the influence of the flow structure has been properly accounted for. The shear velocity can be determined experimentally from the shear stress evaluated at the wall, Tw, and the fluid density, ut =VT w/p = ub V f/2 (5) where ub is the mean bulk axial velocity. BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China&apos;s future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang&apos;s Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m. Organic matter commonly associated with Mississippi Valley-type (MVT) lead-zinc deposits may be used to assess the burial/thermal history of host rocks and sulfides. Organic matter may also have been involved in the genesis of H2S required to precipitate sulfide ores. Pine Point, Northwest Territories, Canada, provides an example. Located on the south shore of Great Slave Lake, Pine Point is an operating world class deposit which has produced 58 million tons of ore containing 3.0 percent Pb and 6.1 percent Zn from more than 40 Individual orebodies. Well-documented paleokarst features in a Middle Devonian carbonate complex are the main ore hosts. Sphalerite and galena ores are mainly open space fillings, and, from fluid inclusion studies, were deposited from saline fluids at temperatures of up to at least 100°C. Forms of organic matter occurring in the Pine Point barrier-reef complex Include indigenous organic matter, heavy oil and bitumen. Based on numerous geochemical criteria, it is clear that heavy oils and bitumens were derived locally from indigenous organic matter. The geochemical character of the Indigenous organic matter demonstrates that the barrier-reef complex is immature to marginally mature with respect to petroleum generation, and has not been heated above about 60°C maximum. Thus sphalerite with fluid inclusions that yield temperatures up to about 100°C represents former thermal anomalies. Bitumen is of two main forms at Pine Point: widespread soft, tarry material soluble in organic solvents (unaltered bitumen); and hard, brittle, glassy material that is mostly solvent-insoluble, and associated with white sparry dolomite and lead-zinc ores (altered bitumen). There are also partly altered bitumens. Unaltered bitumens have atomic H/C ratios of about 1.4, sulfur contents averaging 7.8 percent, and sulfur isotope ratios 634S) of approximately +4.6 per mil. Altered bitumens have atomic H/C ratios averaging 1.02, sulfur contents averaging 22 percent, and 634S values of about +12.9 per mil. These data and the organic geochemical character of a large suite of bitumen samples analyzed, strongly support the concept that some bitumen has been involved in the thermochemical reduction of sulfate to produce the H2S required to precipitate the ores. Mass-balance calculations indicate that the amount and degree of alteration of bitumen is more than enough to account for the reduced sulfur species deposited as metallic sulfides at Pine Point. MVT deposits, including Pine Point, seem to require the coincidence of available metallic Ions, pre-existing pore space, and a precipitating agent. A close look at organic matter in more MVT settings may outline trends in distribution or alteration which can be used as indicators of past thermal environments and processes of ore deposition.

Much progress has been made in the application of geostatistics to hard rock ore deposits.1,2,3 4,8 Progress in the application of geostatistics to coal deposits has developed over a period of time out of hard rock technology.5,7 Exploratory drilling in many hard rock deposits is frequently significantly more productive than exploratory drilling in coal deposits. For example, hundreds of feet of drilling and/or many drill setups are frequently necessary to obtain a few samples from a typical 4 to 6 foot thick coal seam. With hard rock deposits, which are frequently thick or volumetric, less drilling dead work is involved in sampling the deposit. To produce a variogram, which is the basic element needed for geostatistical analysis, a few well positioned holes drilled into a hard rock deposit where the core(s) can be divided into many sections can produce a detailed variogram. To produce a similar type variogram in coal, it is necessary to drill many dozens of holes with much of the core length consisting of overburden data which is frequently of only secondary importance. To apply geostatistics to coal, not only are many separate sample sites needed, but frequently a problem exists in that the interval distance between samples cannot be controlled with the ease that hard rock drilling intervals can be controlled where it is only necessary to cut core segments according to some preassigned interval of distance. Because the uses of existing coal deposit samples are frequently handicapped by irregular sample distances and lack of sampling density along certain directions needed for the development of variograms, the application of geostatistics to coal deposits frequently does not proceed with the same efficiency and rapidity as when these techniques are applied to ore deposits. Grid-fitting was developed by the writers, as a logical and evolutionary improvement over the long and successful application of geostatistics to coal seams.6,9 Grid-fitting combines the trending of variance as well as other aspects of probability theory to optimize informational yields from the commonly less productive data derived from coal exploratory programs. Grid-fitting is basically a technique where a hypothesis involving numerous grid patterns, where each pattern is of a given geometry, size and direction is repeatedly matched against actual sample data to determine which match results in the closest fit of the hypothesis to the data. To determine the closest fit, a special index known as a selectivity index was developed. The selectivity index is basically the product of the mean and variance of the variances contained within each of the grids. hence, if SI is the selectivity index then [SI = Xs E (S i - Xs) /N] where [X]s is the mean of individual grid variances Si2 for any pattern of given geometry, direction and size.

"Nucleation and growth of copper on 316L stainless steel from synthetic acidified copper sulfate was studied in the absence and presence of chloride ions and/or organic additives – HydroStar® 4208, DXG-F7® and Cyquest® N-900 – using a potentiostatic technique. The current–time data obtained at 0.16V versus the SHE were analyzed using nucleation and growth models. Scanning electron microscope (SEM) images of deposits produced at 300 A/m2 show that the addition of 20 mg/L chloride ions increased the size and reduced the number of copper nuclei. Potentiostatic current–time data from the electrolyte without organic additives, and confirmed by SEM images, indicate progressive nucleation with two-dimensional growth under diffusion control. None of the organic additives studied at a concentration of 2.5 mg/L with 20 mg/L chloride changed the nucleation and growth mechanism, but the additives increased the number and reduced the size of copper nuclei, leading to more uniform coverage of the stainless steel substrate.IntroductionElectrowinning of copper is an important process in the manufacture of high-purity copper metal. Approximately 20 percent of the world’s refined copper is produced from acidified copper sulfate solutions by electrowinning (Schlesinger, Sole and Davenport, 2011). In many plants, copper is electrodeposited on AISI 316L stainless steel substrates for a period of 6-7 days, after which the copper is stripped from the blanks. Even though the deposition time for a commercial copper electrowinning circuit is around one week, it is critically important to control the nucleation, growth and nature of the initial deposit (Sun and O’Keefe, 1992).Deposit morphology and structure are influenced by the real current density at the electrode surface. The real current density across the cathode surface is made uniform by proper design of the electrowinning cell and electrodes and careful operational practice. Even with good design and control, some current maldistribution occurs. The outcome of severe current maldistribution is poor deposits that affect product quality and/or increase energy consumption. To combat current maldistribution and create a larger operating window in terms of current density, temperature and copper concentration, small amounts of organic smoothing agents – traditionally, guar products – are added to copper electrowinning electrolytes. Moreover, these additives inhibit the growth of copper nodules and lead to improved deposit quality by producing bright, smooth and dense cathodes.Recently, the use of polysaccharides, such as HydroStar 4208 and DXG-F7, and polyacrylamides, such as Cyquest N-900, has been reported in commercial electrowinning tankhouses as replacements for guar (Ashford, Clayton and Sandoval, 2012; Robinson et al., 2013; Sandoval, Morales and Bernu, 2010). However, little information has been published on the effect of these new organic additives, especially regarding the nucleation and growth mechanisms of copper electrodeposits in their presence."

"Lithium is a silver-white alkali metal that has recently become a target commodity for many junior mining companies. Lithium has a wide range of applications including ceramics and glass, lubricating greases, air treatment, continuous cast mold flux powders, polymer production, and primary aluminium production, but the current popularity of lithium can be attributed to an anticipated increase in demand for lithium ion batteries. The most common lithium-bearing minerals occur globally in pegmatites and granites. Spodumene [LiAl(Si2O6)] is the most desirable economic lithium-bearing mineral due to its high lithium content (theoretical Li2O content of about 8 wt%). However, lithium can also be hosted in petalite, micas, tourmaline, and phosphate minerals. In Canada there are a number of spodumene deposits in Ontario and Quebec at development stage that have the potential to help narrow the forecast lithium supply gap stemming from the widespread acceptance and use of electric vehicles. This paper discusses the beneficiation of hard rock lithium deposits, including an in depth review of the use of flotation to upgrade spodumene. A review of the use of dense media separation (DMS), magnetic separation, and roasting as means to process spodumene bearing ores is also discussed. INTRODUCTION Lithium is a soft, silver-white alkali metal with atomic number 3. As of 2015, the end use of lithium was estimated to be as follows: lithium-ion batteries (35%), ceramics and glass (32%), lubricating greases (9%), air treatment (5%), continuous casting mould flux powders (5%), polymer production (4%), primary aluminium production (1%) and other uses (9%) (Jaskula, 2014). Lithium is found in brine lake deposits containing lithium chloride and in hard rock pegmatite deposits. It can be sold in a range of product types; as mineral concentrate, brine, compound (lithium carbonate or lithium hydroxide) and metal depending on its intended end use (Goonan, 2012; Jaskula 2014). In the 1990s the United States and Chile were the largest producers of lithium globally, primarily from brine operations (Ober, 1994). Most of the lithium compounds produced over this period were consumed in the glass, ceramics and aluminium industries. In the 1980s and 1990s there were two major lithium operations in the United States: brine operations at Silver Peak, Nevada, and a spodumene mine and lithium carbonate/lithium hydroxide plant in Kings Mountain, North Carolina. The Kings Mountain operations ceased production in 1991 and were eventually dismantled in 1994. Brine operations were also active in Argentina and Chile, while the largest lithium ore deposit in the world was operated at Greenbushes, Western Australia. During this period it was predicted that major shifts in demand for lithium would come from the success and widespread use of electric vehicles (Ober, 1994)."

It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. "The adsorption of collector on bornite has been studied in situ in aqueous solutions by applying an atomic force microscopy (AFM). The AFM images show that xanthate, such as potassium ethyl xanthate (KEX) and potassium amyl xanthate (PAX), adsorbs strongly on bornite mainly in the form of insoluble metal xanthate, which binds strongly with the mineral surface without being removed by flushing with ethanol alcohol. This adsorption mechanism is very similar to the one obtained with chalcocite/xanthate system. However, the result also clearly shows that the adsorption of xanthate on bornite is totally different from its adsorption on chalcopyrite, during which oily dixanthogen is the main adsorption product on chalcopyrite surface. The obtained AFM images also showed that the adsorption increases with increasing the collector’s concentration. When Cytec Aerofloat 238, a dialkyl dithiophosphate collector, is used, it adsorb on bornite mainly in the form of an oily substance, which can be rinsed off mineral surface by flushing with ethanol alcohol. AFM images also show that the adsorption of Cytec Aerofloat 238 increases with increasing the adsorption time. INTRODUCTION The adsorption of collector on mineral surface is vital for a successful flotation process to achieve a satisfying recovery. Historically, many works have been carried out to clarify the adsorption mechanism of collectors on sulfides. (Gaudin and Schuhmann, 1936, Poling and Leja, 1963; Allison et al., 1972, Fuerstenau, 1982; Leja, 1982; Woods, 1984) Compared to other copper minerals such as chalcopyrite and chalcocite, much less work has been done to study the adsorption collector on bornite. Allison et al. (1972) studied the reaction products of various sulfide minerals with xanthate solutions and reported that the measured rest potential of bornite in 6.25×10-4 M KEX solution at pH 7 was +60 mV and the reaction product of PAX on bornite was cuprous alkyl xanthate. Mielczarski and Suoninen (1984a, 1984b) applied the XPS and studied the adsorption of potassium ethyl xanthate on cuprous sulfide. It was reported that there was a relatively rapid formation of a well-oriented monolayer of xanthate ions followed by a slow growth of disordered cuprous xanthate molecules on top of this layer. Buckley et al. (1984) investigated the surface oxidation of bornite by linear potential sweep voltammetry and X-ray Photoelectron Spectroscopy and proposed the adsorption products on bornite depended on the solution potential. Zachwieja et al. (1987) studied the electrochemical flotation of the bornite-ethylxanthate system and reported that KEX reacted with bornite through an electrochemical oxidation reaction forming cuprous xanthate between -0.4 and -0.2v (SCE). Hangone et al. (2005) studied the flotation of a bornite-rich copper sulfide ore using thio collectors and their mixtures and reported that the highest copper recoveries were obtained with the diethyl dithiophosphate (di C2-DTP)."

7.1-STABILITY OF SLOPES IN SOIL AND ROCK ROBERT H. MERRILL 7.1.1-DESIGN ANALYSIS APPROACHES The analyses of slopes in soil or rock can be made through application of soil- or rock-mechanics principles. In most cases, the material in the slope wall can easily be identified as either a soil or a rock. However, there will be instances where, because of unique characteristics, the soil may behave as a rock structure, or vice versa. By necessity, these unique cases must be identified through experience or critical observation by the engineer, because there are no definitive rules clearly establishing the differences. The most important step in a solution to a slope problem is to define it. Normally, once the problem is identified, a solution usually can be found or a reasonable estimate obtained. The design analysis of a slope wall implies an evaluation of the stresses or forces in the wall, and of the ability of the material in the wall to withstand them. Therefore, the factors influencing a design analysis can be divided into two categories: those which influence stresses, and those which influence the ability of the wall to withstand stress. For simplification, the latter is termed the strength of the soil or rock. Perhaps the basic difference between analyses for soils and those for rock is in the identification of the failure surface. Soils generally do not have an identifiable failure plane. However, some soil layers in a slope wall may have different strengths. A soil slope wall may consist of a thin layer of topsoil overlying a thick, uniform clay, or a topsoil over a gravel or other materials. Therefore, the soil generally does not have a potential plane of weakness that can be identified through observation. On the other hand, rocks normally contain planes of weakness in the form of fractures, faults, joints, bedding planes or other discontinuities weaker than the intact rock, which can be found through observation and/or tests upon rock samples. If the failure surface cannot be identified, the principles of soil mechanics should apply because, in soil mechanics, the failure surface usually is assumed. If it can be identified, then the principles of rock mechanics should apply. 7.1.2-ANALYSES OF STRESSES OR FORCES IN SLOPES All existing methods of soil-slope analysis are based upon interpetations of the Coulomb and Coulomb-Navier failure criteria, commonly termed the total-stress 2nd the effective-stress criteria (Sec. 6.1). "The adsorption of mixed cationic/anionic surfactants with different molar ratios onto quartz was investigated. The cationic surfactant used was dodecylamine bromide (DDA), and the anionic surfactant was sodium oleate (NaOL). The critical micelle concentration values for the individual surfactants and their corresponding mixtures were determined using a platinum plate. The adsorption mechanisms of mixed surfactants on quartz were studied using contact angle measurements, flotation tests and adsorption amount measurements. At alkaline condition, NaOL depresses DDA flotation of quartz without depressing the adsorption of DDA. The molar ratio of mixed surfactants is found to be a key factor in the orientation of alkyl chains and thereby the flotation response of quartz. A mixture of 1/2 or 1/3 DDA/NaOL forms on the surface of quartz when the concentration of NaOL is higher than that of DDA. The adsorption of the mixture decreases the wetting of quartz since the alkyl chains are in chaotically orientation with a conceivable number of head groups directing towards the solution phase. These results provide important insights into the adsorption of mixed surfactants onto quartz surface. INTRODUCTION Froth flotation is known as an effective method of separating mineral particles on the basis of their surface chemistry, specifically their hydrophobicity. [1]. The hydrophobic particles will attach to the bubbles and rise to the top of the containing vessel to form a froth that flows over the lip of the vessel. The hydrophilic particles remain in the liquid [2]. In the process, surfactant is often used as collectors for surface modification in order to change the wetting properties of mineral particles. The primary long chain alkyl ammonium salts are the most widely used as collectors for the flotation of oxide minerals, such as quartz, muscovite, hematite, phosphate and feldspar [3, 4]. Adsorption mechanism of alkyl ammonium salts on oxide minerals has been extensively analyzed [5, 6]. Generally, the ammonium salts are adsorbed through electrostatic interaction of the polar group of the molecules with the surface of these minerals [7]. Despite many obvious advantages of the ammonium salts in low temperature resistance and hard water resisting, however, their unavoidable drawbacks, such as high sensitivity and poor selectivity for slimes, relatively high cost, have limited their applications [8]. In recent years, mixed surfactants have drawn much attention due to their superior physicochemical and surface properties than single surfactants [1, 9-11]. They have been used in many industrial processes such as dispersion/flocculation, flotation, detergent, corrosion inhibition, cosmetics, foods, paints, chemical mechanical polishing, enhanced oil recovery, and nanolithography [12]. Most of the mixed surfactants have synergistic advantage in reduction of the surface tension and critical micelle concentration (CMC); therefore, they exhibit spurious properties, like excellent surface/interfacial activities, and are less expensive than single mixed surfactant systems [13, 14]."

"A fundamental understanding of flame propagation characteristics through and around obstacles is needed to accurately model methane driven longwall coal mine explosions originating or propagating in the gob. Experimental investigations of methane flames in horizontal cylindrical reactors with simulated gob (i.e. rock piles) were carried out alongside coupled Computational Fluid Dynamics (CFD) and combustion simulations. Stoichiometric methane-air mixtures were ignited in semi-open reactor vessels of 5cm, 9.5cm and 71cm diameter, all with a fixed length to diameter (L/D) ratio of 8.6. This was done both with empty reactors and also with a rock pile placed at the open end of the reactor. The rock pile length to reactor length ratio was fixed at 0.3, and the rock pile height to reactor diameter ratio was fixed at 0.33 for all reactors. The smaller two reactor experiments were modeled with ANSYS Fluent in 2D. Experimental results indicate that for this geometry a similar acceleration mode occurs across scales: that the flame speeds up an average of 40% as it passes over a rock pile with this profile. The model is able to capture several important features of the experimental results, including the significant increase in velocity, the speedup ahead of the rock pile, and the leveling off of the empty tube flame front propagation velocity. INTRODUCTION Explosions in underground coal mines are among the largest industrial explosions, known to result in the rapid combustion of 20m3 of fuel gas or more [1,2] Coal beds hold methane gas under pressure, and when the pressure is relieved through mining activity some of this methane is released. The methane then mixes with ventilation air and, if not sufficiently diluted, may form a combustible mixture, which may result in an explosion. Several large coal mine explosions have occurred around the world recently. These include the 2014 Soma Mine disaster in Turkey that killed 301 people [3], and the 2009 Heilongjiang Mine explosion in China that killed 108 [4]. Other recent mine explosions, including the 2010 disaster at the Upper Big Branch mine that caused 29 fatalities [5], have demonstrated that explosive gases can accumulate and ignite within and around the gob area of a longwall coal mine and then expand into the active mining face and nearby areas, endangering workers and equipment. If enough combustible gas is involved, the initial flame can accelerate, eventually transitioning from deflagration to detonation [6]. Researchers are developing a fundamental understanding of the evolution of the explosion process from the laminar kernel to the fully turbulent regime, and its propagation through obstacles such as those found in the gob. Researchers also studied the initial development of methane flames and the potential for the development of a detonation."

During a period of six months in FY2018, a series of trials were conducted to compare drilling accuracy using two different methodologies and the subsequent impact this had on ore dilution. Testing was conducted at Cracow underground gold mine in Queensland, Australia. The drill rig’s existing alignment process was compared to a new technology system with the following observations: - Using the existing alignment process only 20% of holes surveyed recorded toe points within the +/-300mm (11.8in) tolerance blast-hole deviation. - The new technology was proven to limit rig alignment error, reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160%. The increased accuracy reduced stope dilution by reducing over-break of subgrade ore: - Stopes drilled using the new technology recorded 62.6% less average dilution. - This contributed to an overall reduction in dilution for the full year (FY18) of 5 percentage points compared to FY17 - from 22% to 17% (a net decrease of 22.7%). A cost-benefit analysis extrapolated from the trials stipulates that if the new technology were in use for a full 12 months, when applied to FY17 full year data, a 10 percentage point reduction in dilution would represent a net 45.4% decrease, and would result in AUD8.2M (USD5.9) additional ore recovered, with AUD4.5M (USD3.2M) less spent on wasted cost of haulage and processing of diluted ore. As a result, return per tonne would increase 22%, from AUD87 (USD63) to AUD106 (USD77.1). INTRODUCTION Dilution – planned and unplanned – remains a significant cost impairment in the mining process. A series of trials were held over a six-month period in FY18 which established the cost-benefit of new technology as it applies to the alignment accuracy of production drilling rigs in underground mining, thus confirming its ability to limit drilling as one of the causes of dilution. The trials identified three underlying factors affecting drilling accuracy, measurable by blast-hole deviation surveys of planned vs actual toe data. These were; rig alignment error, collar location change/error, and in-hole deviation. The trials involved a comparison of existing rig setup processes and technology, with the new technology (Minnovare’s Production Optimiser system). The trials were undertaken in the same environment; an operating underground gold mine - Cracow Gold Mine. The comparison first revealed the extent to which rig alignment impacts blast-hole deviation. Secondly, the new technology was proven to limit rig alignment error, thereby reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160%.

INTRODUCTION Run-of-mine (ROM) coal generally falls into two major groups: that from underground mining (continuous mining machines) and that from strip mining. Continuous miners produce a finer product and strip mining a coarser product that is crushed to produce the desired size. Further size reduction depends on the proposed use or uses for the coal. For example, for pulverized coal power plants as a rough general rule, the coal is ground or pulverized to 80% less than 200 mesh (0.075 mm) before it is blown into the boiler furnace as a coal-air suspension. For solvent-refined coal processes, the desired size is about <30 mesh (< 0.60 mm); in fluidized bed uses, the coal is typically < 8, in. (< 1.6 mm); for Lurgi pressure gasifiers, the desired size is 1 to 2% in. (25 to 63 mm). Coal preparation plants typically work with a coarse size fraction of 6X 1/14 in. (150X32 mm). The past decades has shown a steady increase in the tonnage of coal cleaned, 1 but it seems probable that the next decades will produce much wider applica- tion of deep coal cleaning before use and that the stages of crushing and pulverization from ROM coal to end use will be integrated with coal cleaning processes. Since different cleaning processes work better with different ranges of coal size and the degree of cleaning possible is intimately connected with the size of coal, a systems design engineer will need as much information as possible concerning the size distributions produced by different types of machines and how these can be modified by different ways of operating the machines. In general, the following questions will be of concern: 1.What type of crusher or grinder is best, or most satisfactory, for reducing a given feed size and type of coal to a desired product size? Frequently, the desired product is smaller than some nominal size, but with as few fines as possible, or the fraction in some size range has to be as high as possible. 2. How big does the machine have to be for a given throughput rate? 3. How much electrical energy (or its equivalent) is required per ton of product? 4. How does the size distribution vary with change in throughput rate, and is a control scheme necessary or desirable? 5. Can the size distribution be readily varied if desired? 6. What is the optimum way to operate a machine in a given system? This section will emphasize certain general principles which guide us in answering these questions. "Testing of the roof bolter canopy air curtain (CAC) designed by the U.S. National Institute for Occupational Safety and Health (NIOSH) has gone through many iterations, demonstrating successful dust control performance under controlled laboratory conditions. J.H. Fletcher & Co., an original equipment manufacturer of mining equipment, further developed the concept by incorporating it into the design of its roof bolting machines. In the present work, laboratory testing was conducted, showing dust control efficiencies ranging from 17.2 to 24.5 percent. Subsequent computational fluid dynamics (CFD) analysis revealed limitations in the design, and a potential improvement was analyzed and recommended. As a result, a new CAC design is being developed, incorporating the results of the testing and CFD analysis.IntroductionExposure to respirable coal mine dust can cause coal workers’ pneumo-coniosis (CWP), also known as black lung. If silica is present in the dust, the miner may develop silicosis in addition to CWP. CWP and silicosis are occupational respiratory diseases that are ultimately fatal and have no cure. The only method of prevention is to eliminate exposure to respirable coal mine dust and crystalline silica, or quartz. The occupational exposure limit on a Mining Research Establishment (MRE) basis for respirable coal mine dust had been 2 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities. Under recently enacted legislation, this standard was changed in August 2016 to 1.5 mg/m3 for a full working shift (The Office of the Federal Register, 30 CFR 70.100, 2015). When respirable quartz is present, the mine must maintain its average concentration at or below 0.1 mg/m3. If the mine exceeds the 0.1 mg/m3 respirable quartz dust concentration, then the applicable respirable dust standard is reduced, calculated as 10 divided by the percentage of quartz present (The Office of the Federal Register, 30 CFR 70.101, 2015).The sources of exposure to respirable coal mine dust for roof bolting occupations include infrequent maintenance and cleaning of the vacuum dust collection system and operating the bolter downwind — in the return air — of the continuous miner (Good-man and Organiscak, 2003). Recent studies have demonstrated that vacu-um dust collection systems are effective in capturing bolter-generated dust if maintained and operated correctly and if proper face ventilation techniques are used. However, most expo-sure to respirable coal mine dust for a roof bolter occurs when the roof bolter machine is operated downwind of the continuous miner (Potts, Reed and Colinet, 2011; Colinet, Reed and Potts, 2013). Because of this higher exposure downwind of the continuous miner, the roof bolter is often limited to working downwind of the miner only once during a production shift."

INTRODUCTION AND SUMMARY Phosphate matrix beneficiation is the process of providing a mineral product suitable for downstream chemical processing to yield high analysis chemical fertil- zers. Extraneous contaminants, clays and gangue solids, are separated by screening and flotation. Reject materials always carry with them some phosphate mineral values, however. A continuing objective is minimizing phosphate losses discarded with tailings as a principle factor in maintaining beneficiation efficiency. The quest for efficiency, and improved productivity, during beneficiation is hampered by disturbances arising from among the following: o Natural variance of phosphate deposit compositions, o Minimal control over managing ore matrix supply to the plants, o Screening and flotation mechanical upsets and inefficiencies. Production personnel, in recognizing these factors, attempt corrections for changed process conditions. This response usually has limited effect. Efforts of product- ion personnel to correct for upsets of the process may often diminish efficiencies rather than improve them. Lack of prompt data for analysis of process streams is an important contributing cause of inefficient operation. Discussion in this paper examines methods for improved process control in Florida phosphate beneficiation with particular emphasis on use of on-stream analysis to aid gaining productivity. The Florida Institute of Phosphate Research has supported demonstration of on-stream analysis applicable to improved process control. Concurrently, work is proceeding world-wide in the phosphate industry toward practical on-line analysis technology. Table 1 summarizes viable methods for real-time analysis data as result of work by individual companies and research organizations. A recently completed investigation (sponsored by the Florida Institute of Phosphate Research) of beneficiation efficiency was carried out in two Florida beneficiation plants using a newly developed on-stream analyzer for phosphorus (1). BPL measurements were taken at frequent intervals over two to three weeks of routine operation. Grades are expressed in "BPL", with one BPL, or bone phosphate of lime unit, equal to 0.46 P^Y2^YO^Y5^Y. The time series of feed and tailing BPL data were evaluated by statistical procedures. Results show avoidable losses can be five per cent or greater of mineral values in feed. Use of modern process control methods in Florida phosphate mining began several years ago (2, 3). Benefits of stabilizing control used in one of the two plants where data were collected for the investigation, in comparison to manual control in the other, are outlined. Process control technology developments reported from European and South African phosphate mining operations are also noted (4, 5). It is now well accepted that advanced control techniques can increase beneficiation productivity by better management of losses. However, to make advanced control effective, real-time measurements are needed of feed and tailings BPL as well as mass flow rates.

INTRODUCTION Sublevel long-hole stoping is a large tonnage stoping method that may be used when there is a fairly com¬petent straight vein and the walls will stand with little support. It is a method that lends itself to a high degree of mechanization. Two variations of the method are illustrated in Figs. 1 and 2. Fig. 1 illustrates development typical for a 3-m (10-ft) wide vein. Initial development is by a lower haulageway, which may be either track or trackless. A two-compartment raise is driven in the footwall of the vein. At about 12 m (40 ft) above the main head¬ing, a footwall scram is driven and pockets through the vein are cut on 7.6-m (25-ft) centers. Each of the sub¬level blocks selected in this example is 45.7 m (150 ft) long by 12 m (40 ft) high. Stoping starts at the slot raises at stope endlines and retreats to the timbered raise. This retreat sequence starts on the lowest sublevel and the opening cut is blasted into the slot raise. This retreating system is used in order to provide a good safe back over the miners working in any given sublevel. A crawler-mounted down-the-hole or conventional pneumatic drill puts the holes down from one sublevel to the next on any desired drill pattern. Gravity flow brings the broken ore down to the scram level. The illustration shows a large slusher mounted at the timbered raise and slushing from the pockets back to the raise chute. Development of the ore block in Fig. 2 is typical for a 5.5-m (18-ft) wide vein. Initial development is by a trackless heading driven in the footwall of the vein. Pockets are then put into and through the vein on 7.6-m (25-ft) centers. For ease in using trackless rubber tired mucking equipment, these pockets are crosscut to the vein at approximately 1.04 rad (60°) rather than per¬pendicular. A two-compartment timbered raise is driven down from one level to the next. Endline slot raises are again put through from level to level. Each of the sub¬level blocks selected in this example is 40-m (130 ft) long by 33.5 m (110 ft) high. Stoping starts at the slot raises and retreats back to the timbered raise. Long holes are drilled from one sub¬level down to the next by starting between the lowest pair of sublevels and then working up the ore block. Mucking out of the pocket drawpoints is accomplished by rubber-tired load-haul-dump (LHD) units which then dump into a centrally located orepass.
