Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

This paper describes some of the latest improvements that have been incorporated or planned by the Cleveland-Cliffs Iron Company to reduce operating costs and improve pellet quality. The Cleveland-Cliffs Iron Company operates and manages mining, beneficiation, and pelletizing operations in Michigan, Canada, and Western Australia. This paper deals with the grate-kiln pelletizing operations at Republic, Humboldt, Tilden, Empire, and Pioneer in Michigan, and the Adams and Sherman in Ontario, Canada. Table I characterizes .each operation in regard to location, ore type, pellet capacity and date that pellets were first produced. All of the operations with the exception of Pioneer and Tilden, utilize downdraft-two-pass grate cycles of drying followed by preheating. Pioneer utilizes an all-downdraft, three-pass grate cycle which consists of three drying zones followed by the preheat zone. The Pioneer and Tilden cycles have been described previously. (1) (2)(3) Tilden utilizes a three-pass grate cycle with a stage of updraft drying, followed by two downdraft drying stages. Recuperation systems which supply hot gases to a drying zone from second stage cooling were designed and furnished for Tilden I. Tilden II will be identical. Empire IV will also be furnished with a recuperation system. The Adams grate-kiln system was retrofitted with a recuperation system. This paper will summarize some of the efforts that are in effect or planned for grate-kiln pelletizing systems to (1) reduce operating and maintenance costs, (2) reduce energy requirements, (3) improve product quality, and (4) meet environmental standards.

A control strategy is proposed to meet the following specifications of flotation control: minimize the variations of concentrate and tails grades and recovery while limiting the amplitude of variations of the manipulated variables. The strategy consists of determining future control actions which optimize a performance criterion over a limited time horizon. The desired dynamic behaviour of the controlled flotation plant is specified using reference models. The strategy is tested on a 2-computer plant simulator working in an environment which emulates the industrial conditions.

This paper investigates, through case studies on a porphyry copper and a coal deposit, the differences and relevances between an approximate production schedule approach, i.e., the best case and the worst case schedules and a practical production schedule approach. The comparisons were with regards to: 1) choosing an optimum ultimate pit size, 2) determining processing capacities, 3) selecting 'optimum' cutoff grades, and 4) blending. The comparison criteria was to maximize the project net present value. Conclusions were drawn based on the study results.

Siderite ore with high phosphorus content was reduced isothermally at 1,050° C with pulverized coal and different dosages of sodium carbonate. X-ray diffraction (XRD), scanning electron microscopy (SEM) and energydispersive analysis of X-rays (EDAX) were used to characterize the samples. The influence of sodium carbonate on the carbothermic reduction process was investigated. Sodium carbonate and its dosage played a considerable role in the carbothermic reduction. The iron particle size in the reduced ore was below 20 µm, and fayalite was abundant without sodium carbonate additive. With a mass ratio of Na2CO3-to-ore of 5% additive, the iron particle size in the reduced ore was generally above 50 µm, and the diffraction intensity associated with metallic iron in the XRD pattern increased. The effect of sodium carbonate on the phase transformation of fluorapatite during carbothermic reduction was also addressed via thermodynamic calculations and aqueous leaching experiments. The results showed that the fluorapatite was not reduced to P2 at 1,050° C, and a portion of the fluorapatite was converted to soluble phosphate. The reduction of siderite can be catalyzed by adding an appropriate amount of sodium carbonate. This catalytic activity was caused by an increase in the reducing reaction activity of FeO and the acceleration of the carbon gasification reactions. The decrease in phosphorous content in the iron concentrate was attributed to an improvement in the separation of the iron phase from the slag phase when sodium carbonate was added and with the formation of soluble phosphate.

Construction of the first phase of the Sao Paulo Metro, the North-South Line, will be completed late in 1974. The downtown section of this line consists of 2.2 miles of 19.6-foot diameter soft ground tunnels and 3 subway stations. The entire tunnel - station package was let to one contractor. A plan and profile of the tunnels and stations is shown on Figure 1. Passage of the tunnels under Boa Vista Street in the Sao Paulo Financial District was one of the major challenges. The street is only 50 feet wide from building line to building line and flanked by 10 to 20 story buildings. The tunnels pass within 4 feet of adjacent footings. Further south, the tunnels run 13 feet below the flat foundations of the Caixa Economica, a massive 11 to 14 story building. Surface settlement had to he limited to less than .07 feet/tunnel and good face control and grouting procedures were essential. For this reason, full face cutting wheel tunneling machines were selected to drive the tunnels south of the Access Shaft Prestes Maia which included Boa Vista Street and the Caixa Economica. The tunnels north of the Access Shaft Prestes Maia were driven under a fairly wide Avenue and greater settlements were permitted. Open face shields were selected to drive these tunnels. Most of the work has now been completed and analyzed. In October 2000, temporary seismographic stations were installed above the Trail Mountain Mine, Emery County, Utah, USA to supplement a regional network. Over seven months, 1826 mining-induced seismic events were recorded with a magnitude range of M 0 to M 2.2 (Arabasz et al., 2002, 2005). Routine event locations for this dataset cluster around the longwall mining activity during the recording interval. However, applying a double difference relocation technique to the routine locations significantly improves the correlation between mining activity and event location. The resulting relocations depend greatly on station distribution and the number of arrival time picks. We use this dense temporary array to assess station distribution requirements for applying the double difference technique at other mines by systematically removing data from available stations, thus simulating sparser networks. The insight gained using the Trail Mountain dataset is used to develop a metric for assessing the usefulness of above-mine networks and to develop a tool for expanding seismic network coverage. To verify the appropriateness of these tools for wider application, we examine data from two additional mines located in the western United States. Improving the relative locations of mining-induced seismic events highlights the association of these events with active portions of the mine. Clusters, regions of quiescence and relative timing of events can be used by mine operators to assess hazard, optimize production, and evaluate performance of mine plans. The lessons learned from this study may be used in future network design to improve accuracy of event locations at other mines.

Previous studies of the Thompson and Temperly ore bodies show alteration aureoles in the Middle Ordovician host-rock limestones, dolomites and shales extending laterally as much as 60m from the ore. Thickness, texture, carbonate and clay mineralogy, major-, minor-, and trace-element contents; and carbonate carbon and carbonate oxygen Isotope compositions of the host rocks all have been significantly altered by hydrothermal processes. Organic geochemical analyses of samples from the basal 8-cm-thick carbonaceous shale bed and immediately overlying limestone bed of the Quimbys Mill Member of the Platteville Formation, collected from within the ore, the alteration aureole, and the unaltered country rock show: 1) solution of carbonates and residual concentration of organic matter, 2) decreases in the volatile (Si) and pyrolytic (S2) hydrocarbon yields In samples of the basal shale from within the ore, 3) decreases in the relative amounts of the lower molecular weight (<nC25) saturated hydrocarbons in samples from the ore, and 4) no changes in either the organic carbon isotope composition or the Rock-Eval or biomarker thermal maturation Indicators. In light of the 125-170°C depositional temperatures documented for the early marmatitic sphalerltes in these deposits by fluid Inclusion studies, the lack of thermal alteration of the organic matter suggests a relatively short mineralization episode, a conclusion supported by the relatively simple sphalerite band stratigraphy. The decreases in the volatile and pyrolytic hydrocarbon yields for shale samples from the ore supports a model for mineral deposition which obtains sulfide through reaction of brine sulfate and indigenous organic matter.

The scheduled replacement of Inland&apos;s A & B coke batteries in Plant No.3 posed some serious problems in terms of pollution control and strained sources for medium volatile coal for a conventional blend. The state-of-the-art of air pollution control during the charging step in the conventional slot-type coke oven has been less than satisfactory. In addition, the work done at the Illinois Geological Survey showed that by preheating the coal blend prior to charging a greater percentage of Illinois coal could be used to produce a high quality metallurgical coke. To assist The Management in the- decision on A & B replacement, Inland Steel conducted a full-scale test program on coal preheating and pipeline charging utilizing the Coaltek system installed on No. 2 battery of the Semet-Solvay Division of Allied Chemical Corporation. The basic objectives of the test program at Semet-Solvay were as follows: 1. Determine the feasibility of producing high grade metallurgical coke from preheated blends containing more than 60% Illinois No. 6 coal. 2. Confirm the performance characteristics in one of the Inland blast furnaces of the coke produced with 75% Illinois coal in the blend. 3. Verify several claims by Coaltek such as: a) Pipelining the hot coal presents no difficulties while essentially eliminates the air pollution problems associated with the conventional charging system. b) Preheating of the coal blend permits the use of higher percentages of high volatile, marginally coking coals (such as Illinois No. 6) in the blend as compared to wet charging.

Pillar collapses are events that due to their severe consequences can be classified as high risk. The design of pillars in underground room-and-pillar operations should migrate to risk-based design approaches. The authors of this work proposed a risk-based pillar design methodology that integrates stochastic discrete element modeling for pillar strength estimation, and stochastic finite volume modeling (FVM) for stress estimation. This paper focuses on the stochastic FVM component for stress estimation. The mining and geomechanical aspects of a case study mine (CSM) are described and pillar stresses are estimated by using three approaches: (1) analytical solutions, (2) 2D finite element modeling, and (3) 3D finite volume modeling. This operation extracts a 30° dipping deposit, which makes current underground stone mine design guidelines inapplicable for this CSM. This work compares results from each stress estimation approach and discusses uses the point estimate method as a simplified stochastic approach to evaluate the effect of rock mass elastic properties variability on pillar stress distribution. Results from this work show that the three estimation approaches lead to different estimations, possibly, due to the wide range of assumptions each estimation approach considers. It was also determined that the horizontal to vertical stress ratio has a significant impact on pillar stress magnitude. Therefore, it is recommended to perform in situ stress measurements, or assume worst-case-scenario values to account and reduce uncertainty due to this parameter. The stochastic stress estimation approach used in this paper provides results that can integrate a risk-based pillar design framework.

Coal is the nation&apos;s most abundant fossil energy resource and serves as the primary fuel for the U.S. electric-power industry. However, its continued and expanded use is often challenged by the nature and amount of its associated impurities, such as mineral matter, sulfur, and trace elements. The moderate- to high-sulfur content of many U.S. coals is of particular concern today as potentially more stringent regulations requiring further reductions in sulfur dioxide emissions are being considered. The most prevalent method currently employed to control SO2 emissions from coal-burning facilities is post-combustion flue-gas desulfurization. However, physical coal cleaning (a.k.a. beneficiation, preparation) methods can also be effective in removing sulfur and ash impurities from coal prior to combustion. In a typical physical cleaning operation, raw coal is crushed to about 50-mm (2-inch) topsize, and then screened into coarse, intermediate, and fine size fractions. Crushing liberates some of the ash-forming minerals, including the portion of inorganic sulfur (pyritic) not chemically bound to the coal matrix. The percentage of impurities liberated generally increases as the coal particle size is reduced. Coarse- and intermediate-sized coal particles are typically subjected to specific gravity-based cleaning methods, while fine-sized (less than 0.5-mm) coal particles are beneficiated using froth flotation, a technique based on surface property differences. Greater cleaning potential exists at finer sizes because of increased liberation of impurities, but this potential is not fully realized because of inefficiencies associated with fine particle separation using state-of-the-art coal cleaning technologies.

Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

INTRODUCTION Under a Federal grant by the Urban Mass Transit Administration (UMTA) (80%), and sponsored by the State of New York (200), Niagara Frontier Transportation Authority is constructing a 10.3 km (6.4 mile) light rail rapid transit system in Buffalo, New York. The $450 million project, which began construction in the Spring of 1979, is unique in rail transit alignment designs in the U.S.A. and the first predominantly underground light rail system in North America. The Buffalo project is unique in that the first phase of the expandable system follows the alignment of Main Street and is on the surface in a proposed 1.6 km (1.0 mile) pedestrian mall in the downtown business district. The alignment then progresses northward into a cut-and-cover portal and standard double-box configuration for 2.74 km (1.7 miles) at a depth of 9.1-10.7 m (30-35 ft) and subsequently drops into bedrock at depths of 18.3-27.4 m (60 to 90 ft). The 5.63 km (3.5 mile) rock tunnel section consists of two single tunnels 4.88 m (16.0 ft) nominal finished diam. and includes five stations. The rock tunnel line section was divided into a north and south contract of 2 316 m (7,600 ft) and 3 243 m (10,640 ft), respectively. Imaging spectroscopy is a relatively new remote sensing tool that provides a rapid method to screen entire mining districts for potential sources of surface acid drainage. An imaging spectrometer known as the Airborne Visible/InfraRed Imaging Spectrometer (AVIRIS) measures light reflected from the surface in 224 spectral channels from 0.4 - 2.5 µm. Spectral data from this instrument were used to evaluate mine waste at the California Gulch Superfluid Site near Leadville, Colorado. Here, the process of pyrite oxidation at the surface produces acidic water that is gradually neutralized as it drains away from mine waste, depositing a central jarosite zone surrounded by a jarosite + goethite zone, in turn surrounded by a goethite zone with a discontinuous hematite rim zone. Leaching tests show that pH is most acidic in the jarosite and jarosite + goethite zones and is near-neutral in the goethite zone. Measurements indicate that metals leach from minerals and amorphous materials in the jarosite + goethite and jarosite zones at concentrations 10 - 50 times higher than from goethite zone minerals. Goethite zones that fully encircle mine waste may indicate some attenuation of leachate metals and thus reduced metal loading to streams. The potential for impact by acidic drainage is highest where streams intersect the jarosite and jarosite + goethite zones. In these areas, metal-rich acidic dace runoff may flow directly into streams. The U.S. Environmental Protection Agency estimates (U.S. EPA, 1998) that mineral maps made from AVIRIS data at Leadville have accelerated remediation efforts by two years and saved over $2 million in cleanup costs.

Construction of the AA Pad reclamation was completed in the fall of 2000. Seeding of the ET cover began in the late fall of 2000 and continued through May of 2001. On Saturday afternoon, June 1, 2002, a large, very localized thunderstorm struck the reclaimed AA Pad site. Eyewitnesses present at the time described a dark storm cloud parked above the site for less than half an hour. Average rainfall intensity was measured to be 122 mm (4.8 inches) per hour and peak rainfall intensity was estimated to be 213 mm (8.4 inches) to 259 mm(10.2 inches) per hour. At the time of the storm, the construction was less than two (2) years old and the vegetation had only a single season of growth. The entire period from the end of construction until the date of the storm was a drought period with below normal precipitation. Other than a few small snowmelt events, there was no precipitation event large enough to produce any significant flow in the channel network. Therefore, the very first significant runoff event was the extreme event of June 1, 2002. The storm essentially represents a large-scale field test of the design concepts used at the AA Pad site. Shortly after the storm, data was collected and analyzed with the intent of learning as much as possible about the performance of the cover system design with the expectation that the newly acquired knowledge might be utilized in future designs to further improve the performance of similar cover systems during extreme events.

Gentlemen: The subject of this paper is: ADVANCED APPLICATIONS OF BUCKET WHEEL EXCAVATORS AND RECLAIMERS. Against an urgent world wide energy crisis, the role of bucket wheel excavators and reclaimers in the surface mining of fossil fuels and other ores has been raised to new prominence. This paper will review the reasons for the expanded application of bucket wheel technology, its unique contributions, and other factors relative to volume, cost, versatility, and efficiency. Today, surface mining is faced with the twin challenge of (1), accelerating the rate of removal of massive quantities of overburden and ore, and (2), replacing comparable high volumes of overburden back into the mined-out portion of the pit. Optimum quantitites for - a single electrical power plant now range from 5 to 15 million tons of coal per year. The use of bucket wheels offers the best method for meeting this challenge at lowest possible cost. For example, an advanced application that also satisfies environmental concerns involves the simultaneous functioning of two bucket wheel excavators during surface mining operations. Working at spaced intervals and different levels in conjunction with a transfer conveyor and stacker, one excavator removes the ore while the other one transfers overburden to a stacker that replaces it back into the open pit. The result of this continuously operating cycle is: (1) removal of ore and replacement of overburden back into the pit in massive quantities, (2) at accelerated volume and extreme low cost that cannot be matched by conventional loading machines of any size, and (3) fulfills a basic environmental requirement which is to

Economically important heavy minerals have been studied in the sediments of offshore Alabama and Mississippi. Sandy samples have been collected from a 200 square mile area from Dauphin to Horn Islands. The minerals concentrate in sediments under 10-35 feet of water and may reach 2.4% by weight. The distribution of total heavies is related to the hydrodynamics of offshore Alabama-Mississippi; the greatest concentrations are in the Gulf where the longshore current is diverted from its westerly flow. Preliminary observations indicate that the distribution of individual minerals can be correlated with wave energy, particle size, specific gravity, and morphology of the mineral grains. The coarser, lighter minerals--kyanite, sillimanite and staurolite--are concentrated in relatively low energy areas in the Mississippi Sound and at the end of Dauphin Island in the Gulf; maximum concentration for each is 34.5%, 6.0% and 43.2%, respectively, of the heavy minerals. The smaller, more denseminerals--ilmenite, rutile, leucoxene, zircon and monazite--are concentrated in high energy areas in the Gulf; maximum concentration for each, respectively, is 42.0%, 5.9%, 9.652, 10.7% and 1.3% of the heavy minerals. On the basis of a minimum concentration of 1% heavy minerals, two areas have been identified and the total amounts of different minerals have been calculated to a depth of 25 feet of sediment. The data are preliminary and in no way indicate recoverable reserves, but they do show that on the order of 20 million tons of heavies exist. These deposits should be termed "indicated resources".

Long-term monitoring is necessary to successfully develop predictive subsidence models. Thus, the Illinois Mine Subsidence Research Program (IMSRP) has documented subsidence over a longwall mine in south-central Illinois throughout a 3-year period. No monitoring results of this duration have been previously published for longwall mining in Illinois. To study the effects of surface subsidence and the rate of subsidence, precise level surveying was conducted at the site two or three times a year. Level surveys were conducted at approximately the same time of year using a WILD NA-2 level with a micrometer. Second-Order, Class-I, closure errors were obtained in each survey. Survey monuments were designed to minimize frost-induced movements. At this particular site in southern Illinois, subsidence over chain pillars and the panel centerline continued 3 years after mining. Since mining in 1988, 6.67 feet of subsidence or 70% of the extracted height has been documented over the panel centerline, with almost 0.30 feet in the last two years. The area over the chain pillars has subsided a total of 1.44 feet, with 0.44 feet occurring within the last 2 years. Monitoring over the chain pillars and at the centerline shows the residual subsidence to be fairly uniform. Monitoring is continuing over both of these areas. Long-term monitoring data can be used to improve evaluation of subsidence effects on land and structures. However, coal companies will time mitigation activities depending on other factors including the threshold of structural damage, type of repair needed, and maintenance of landowner and company relations.
