This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Electrooxidation techniques were investigated on a bench scale by the Bureau of Mines to determine the applicability of the process for extracting molybdenum and rhenium from low-grade molybdenite concentrates. Parameters affecting the extraction, such as pulp density, power consumption, reagent requirements for pH control, and electrolytic cell configuration, were studied. Molybdenum and rhenium extractions of 98 to 99 percent were achieved from several concentrates containing 4.76 to 28.6 percent molybdenum and 180 ppm to 1,000 ppm rhenium. Optimum results were obtained by maintaining pH values between 5.5 and 7.0 during electrolysis and allowing the final pH to rise to about 8.2. Reagent consumption was 4 to 6 pounds of sodium carbonate per pound of molybdenum extracted. The power consumption declined from a range of 12 to 25 kilowatt hours per pound of molybdenum extracted with immersion electrodes to 9.7 kilowatt hours with a bipolar flow-through cell; however, molybdenum extraction was independent of cell configuration.

This circular describes the methods and costs of deepening the Silver Summit three-compartment shaft in the Coeur d'Alene mining region of Idaho. A noteworthy rate of advance was achieved at this operation by the successful use of a mechanical shaft-mucking machine. The Silver Summit mine is 1 mile west from the town of Osburn, Idaho, via U. S. Highway 10. The adit-level portal of the mine is on the south slope of the Coeur d'Alene River Valley at an altitude of 2,700 feet. The Silver Summit shaft is 6,000 feet from the portal. In past years this shaft had been sunk from the adit level to a depth of 1,500 feet. During 1946 the Polaris Mining Co, deepened it to 3,095 feet. The work was done under a co- operative development agreement between the Silver Summit Mining Co. and the Polaris Mining Co.

The Bureau of Mines issued three Information Circulars on marble many years ago (5), (6), (7).2/ They have long been out of print; furthermore, conditions have changed considerably in the industry in succeeding years. A presentation of current data is therefore desirable. This report furnishes general information on marble, including its properties, distribution of domestic and foreign deposits, methods and equipment used in quarrying and milling, economic and marketing problems, and recent advances in marble technology. INTRODUCTION Most marbles are crystallized limestone. The term "marble" is derived from a Greek word meaning to sparkle or flash, because the calcite crystals in marble sparkle as they reflect light. The word "marble" is employed frequently to mean a small ball used in the game of marbles with which nearly every child is familiar. Although the little spheres were originally of marble, few of those made in recent years contain that material; nevertheless, the expression "playing marbles" has persisted.

The U.S. Bureau of Mines has long recognized the hazards associated with rock burst activity in underground mines. Concern over lost lives and resources prompted this study to further characterize rock burst occurrence as related to microseismicity and mining. A period of over 1,079 days of mining with 101 bursts, where microseismicity rates and blasting were recorded, was used in this study. Statistical analyses investigated relationships between (1) rock burst occurrence versus blasting, (2) rock burst size versus damage, (3) rock burst occurrence versus average micro seismicity rates, and (4) rock burst occurrence versus local mine geometry. Statistical analyses showed that 91% of all rock bursts occur with blasting while only 3% of all rock bursts occur, apparently, independent of blasting. Additionally, the long-term average daily micro seismicity rates appear to dictate when blasting will trigger rock bursts. Time series analysis on the daily microseismicity resulted in model equations that may be used to forecast the daily microseismic activity.

This paper, which describes mining methods and costs at the Kearney zinc-lead mine, is one of a series being prepared by the Mining Division of the Bureau of Mines on mining practices, methods, and costs in varicus mining districts of the United States. The Kearney mine, which is owned by the New Mexico Consolidated Mining Co., a subsidiary of the Peru Mining Co. (Illinois Zinc), is situated a few miles southeast of the town of Hanover, in the northwest corner of sec. 27, T. 17 S., R. 12 W., in the Central Mining District, Grant County, N. Mex. (Figs. 1 and 2.) This report presents a brief history of the district, describes the geology, and outlines methods of prospecting and exploration, including eampling and estimation of tonnages and values. Development and mining methods are explained, and transportation, ventilation, drainage, safety measures, and organizatich are described. The wage scale and mining costs comprise the concluding sections of the report.

[The principle of the application of electrolytes for deflocculation of fine materials in order that impurities may settle out, and the subsequent flocculation of the suspended particles by a different reagent, is well known and has been applied successfully to clays. Flocculation is also applied with success to ore slimes. Thus certain electrolytes, particularly alkalies added to a suspension of colloidal particles cause deflocculation so that, suspension may be-maintained indefinitely. The addition of bother electrolytes particularly acids, on the contrary produce's flocculation and the articles produce's are rapidly precipitated from suspension leaving a clear liquid above: the precipitated mass. Salts of trivalent elements such as aluminum act similarly. Due to its cheapness the double sulphate of aluminum and potassium, ordinary alum, has been used extensively for treating clays. These properties of electrolytes. and. their utilization in the commercial: preparation of clays have been described in publications of the Bureau of Mines.2]

The colony of French Guiana ( or Cayenne ) is administered by a governor , assisted by a privy council of five members . A council - general of 16 members is elected by French citizens resident in Guiana, and the colony is represented 3 in the French parliament by one deputy . The area is about 34,740 square miles . French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .

The Bureau of Mines has prepared, as circumstances have dictated, a series of Schedules setting forth the minimum requirements that various types of equipment should meet to be considered safe and satisfactory for use in certain hazardous or unhealthful conditions. These Schedules cover a wide variety of devices ranging from explosives to electrically operated mine locomotives. This paper deals with those Bureau of Mines Schedules under which respiratory protective devices are tested and approved, and its purpose is to explain the function and operation of these Schedules. Provisions have been made for testing and approval of the following types of respiratory protective devices: Self-contained breathing apparatus,2/ supplied-air respirators,3/ gas masks,4/ dispersoid respirators,5/ and chemical cartridge respirators.6 These devices are tested at the Central Experiment Station of the Bureau of Mines in Pittsburgh, Pa. Self-contained breathing apparatus is tested by the Safety Branch, and the other types of respirators are tested by the Health Branch.

Operating engineers and mining executives are interested in the science of applied geophysics, but are looking for a simple and understandable exposition of its problems, instead of dissertations which are becoming more and more involved and increasingly difficult to comprehend. It may be well to discuss the goal, the attempted methods of reaching it and the psychological motive, if any, tack of the science. Where does the subject of applied geophysics stand from the viewpoint of (1) the physicist, (2) the mathematician, and (3) the geologist? Fundamentally, the science aims at a differentiation of subterranean geology with the object of finding useful mineral products by the study of gravitational, magnetic, seismic, electric, and other fields which may be associated with the materials naturally or which may be applied to them. The more skillfully these fields are recognized, applied, and analyzed the greater will be the possibility of interpreting results in a way that will be remunerative both economically and scientifically.

Accidents occur when least expected, from sources that we rarely anticipate and with outcomes that can vary greatly. Anyone who has ever been involved in an automobile accident knows, the transition from driving comfortably and safely down a highway to being involved in a potentially life-threatening situation can occur in a heartbeat. Accidents on the job are no different. The mining industry has a relatively small number of electrical injuries, compared to industries such as construction or agriculture, due to the small total employment in mining. Mining does, however, have one of the highest occupational electrocution rates of any U.S. industry, at 2.8 for every 100,000 workers per year. This is approximately four times the average for all industries. Data from the Mine Safety and Health Administration (MSHA) shows that 75 electrical fatalities occurred in the mining industry between 1990 and 1999. Of these, at least 17% involved high-reaching mobile equipment that contacted overhead power lines.

The quantitative determination of salt in petroleum ins generally divided into two steps - (1) extraction of salt from the oil and (2) accurate measurement of the extracted salt. This paper presents a method used by the Bureau of Mines for quantitatively extracting the water-soluble chloride salts4/ from petroleum and discusses important details attendant on the success of the method. Among these details are homogeneity in the dispersion of salt crystals, emulsified brine and other impurities in the oil sample, complete solution of the salt, and total extraction and titration of all the aqueous phase. Recently, the chlorides of sodium, calcium, and. magnesium produced with and present in various oils have developed growing problems of salt deposition and corrosion in the petroleum industry. Therefore, a technical study of various emulsions and salts that accompany petroleum is being made by the Bureau of Mines in cooperation with the State of Oklahoma. One report (5)5 reviewing the literature pertinent to the study has been published.

"INTRODUCTION The Warrior View mine of the Seaboard Coal Corporation is located in Tuscaloosa County on the Warrior River about 14 miles northeast of Tuscaloosa, Ala. The Brookwood bed at this point yields a coal with fair coking qualities, and the product from neighboring mines on this bed has been used for the manufacture of blast furnace coke. The output of the Warrior View mine, however, is used exclusively for domestic and steam-raising purposes.This paper continues the series° of reports on the washability of Alabama coals which are based upon the study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal mining companies. This paper contains screen-sizing and float-and-sink tests of a representative sample of run-of-mine coal, and flakiness and crushing tests on certain sizes.Published information on the Brookwood bed is very meager. Fieldner6 gives the proximate and ultimate analyses for a number of seam samples taken from representative mines working this bed. Gandrud and Britton7 show sections of this bed taken at Searles, Ala. They also give the specific gravities of the coal, the bone, and the shale partings.Table 1 give the proximate and ultimate analyses for the 3/4 to 3/16 inch size of raw coal. Table 2 gives the sulphur content and the ash fusibility temperatures of the float-and-sink fractions for this same size. The character of the coal is very uniform throughout the range of sizes produced and, as it was not convenient to have these analyses on all sizes, this size was chosen as being representative of the coal. From the information available it is evident that the coal preparation problem is restricted to one of ash reduction.SAMPLING AT THE MINEAt the Warrior View mine the run-of-mine coal is dumped from the mine cars upon a 3-inch grizzly. The oversize is crushed in rolls set at 24 inches and joins the undersize before being elevated to the raw-coal bin ahead of the jig. The sample was caught at the point where elevates discharges into the raw-coal bin, by taking a proportional amount of the coal at 10-minute intervals over the period of a day's run, The total sample amounting to 2.7 tons was shipped to the laboratory at Tuscaloosa for the washability studies."

"""To prevent the propagation of mine explosions, the Bureau of Mines, Department of Commerce, recommends rock-dusting all coal mines, except anthracite mines, in every part, whether in damp or dry condition. It also recom¬mends that rock-dust barriers be used to sectionalize the mine as additional defense; but these should not be regarded as a substitute for generalized rock-dusting."" An examination of the Census of Fatal Occupational Injuries (CFOI) data for the period 1992-1995 shows that 659 fatalities occurred in the mining industry as defined by the SIC. Oil and gas accounted for slightly more than one-half of all fatalities (figure 1-1). The coal industry had the highest fatality rate for the 4-year period, with 35.6 deaths per 100,000 full-time workers, followed by metal (23.1 per 100,000), oil and gas (23.1 per 100,000), and nonmetal (20.1 per 100,000). The fatality rate for all U. S. industries during this same period was 5.1 per 100,000 full-time workers. Figure 1-2 compares the fatal injury rates by year for the four major industry sectors of mining to the fatality rate for all industries combined. Figure 1-3 compares age-specific fatality rates in the mining industry to those seen for U. S. industry as a whole. Fatality rates for all industries combined were lowest for young workers and steadily increased in relation to workers' ages. In the mining industry, fatality rates by age group show a U-shaped curve. Young workers under 20 years of age had the highest injury rate (54.6 per 100,000), followed by workers aged 20-24 (50.8 per 100,000) and workers over age 65 (37.7 per 100,000). Table 1-1 shows the distribution of injuries by type of injury event. The mining industry, in comparison with all industries, had a considerably larger proportion of fatalities classified as caught in or crushed by collapsing materials (9.1% and 1.9%, respectively) and fires and explosions (10.0% and 3.1%, respectively). Transportation events comprised the largest proportion of fatal injuries in both the mining industry and all industries. Within the mining industry only, transportation accounted for the largest proportion of fatalities in all mining sectors except coal. A more detailed examination of the transportation events within the mining industry showed that highway incidents (50.5%) were the most common, followed by nonhighway incidents (22.2%), pedestrian incidents (10.6%), and those incurred during rail, water, and air transport (15.7%). Incidents involving caught in or crushed by collapsing materials comprised a higher percentage of injuries in the coal and metal sectors, while fall-from-height incidents were more frequent in the oil and gas sector. The classification system used in CFOI for type of injury event is not compatible with any variables contained in the MSHA data; therefore, direct comparisons are not attempted. [ ]

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

"The lightness and relatively high strength per unit weight of certain magnesium alloys have interested designing engineers for many years. Ever since the noted investigator Bunsen3/ first produced the element by electrolysis of the fused chloride in 1852, utilization of this light metal has been considered. Magnesium is widely distributed over the earth's surface in high-grade as well as low-grade deposits; it occupies eighth place in the list of elements arranged in order of their decreasing abundance, as there is 2.24 percent magnesium in the earth's lithosphere. Even though the element is distributed widely in the form of relatively insoluble: minerals and also as soluble salts in sea water and spring water, as well as being an indispensable constituent of plants and animals, the technology of magnesium was slow development. This slowness of development was first caused by confusion or the part of the early investigators who thought that magnesia, magnesite, magnetite, and the pyrolusite-type manganese ores were compounds of the same metal. At one time the metal that we now know as manganese was called magnesium, and magnesium was called either magnium or talcium. In addition to this coon, the chemical activity of the metal, especially at high temperatures, created problems that are still difficult to solve.With the advance of science in all branches, .methods for -he production of magnesium were developed. The methods first used for producing the element were: (1) reduction of magnesium salts with alkali metals,4/ (2) electrolysis of aqueous solutions of magnesium salts, and (3) electrolysis of fused magnesiun salts.The first attempts to produce magnesium by the carbothermal reduction of magnesia were failures as sufficient thermodynamic knowledge concerning the reversibility of the reaction between magnesia and carbon was not at hand. As the igneous electrolytic Method for making the element was more easily controlled than the others and. yielded more metal per unit of energy, considerable work was expended on the improvement of this process. The work in this field paralled that on the electroreduction of aluminum and the alkali metals. For several years the entire magnesium industry was dependent on this igneous electrolysis process for its supply of the metal, but as demand for the metal increased and more scientific knowledge was available, other processes were developed. Today magnesium is produced by the electrolysis of molton magnesium chloride electrolytes, the carbothermal reduction of magnesia, in arc furnaces followed by shock cooling of the furnace gases by a coin inert atmosphere, and the silicothermal reduction of calcined dolomite in stainless steel retorts."

There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.

During the past five years under contract with the U. S. Bureau of Mines (BOM Contract J0308002). West Virginia University's Mining Extension Service (WVU-MES) has designed, developed) and delivered to the mining industry a comprehensive training program for Mine Rescue (MR) teams and a management planning tool for Mine Emergency Preparedness. The Mine Rescue team program is systematically built on a set of training objectives, backed up by content, allowing mine operators to conduct team training activities. These materials are user-ready, provide the MR principles and practices for both initial and advanced training, and supply teams with exercises geared to problem-solving activities. In addition to an instructor's program guide, the eight (8) modules that comprise the initial (20 hour) MR training are: an Introduction to Mine Rescue, an Introduction to Self-Contained Breathing Apparatus (SCBA), a set of modules covering each approved minimum 2-hour SCBA (i.e.) the Draeger BO 174-A. the McCaa) the Aerolox. & the Scott Rescue-Pak), and a manual on Auxiliary Apparatus as well as the Chemox Auxiliary SCBA. Advanced, annual refresher training (40 hour) is covered by seven (7) modules that spell-out the principles and practices needed to establish surface organization, to handle mine gases as well as mine ventilation, to conduct exploration, for fires, firefighting, and explosions, to rescue survivors and recover bodies, and to accomplish a mine recovery. Approved by MSHA in 1984 to meet requirements for 30 CFO. Part 49, these materials provide a basis for trainers' instruction, for comparison of team capabilities, for modifying programs resources, and services, and for program planning. The Mine Emergency Preparedness Program (MEPP) is used by management as a tool in the preparation of company personnel for handling a mine emergency operation. As a wholly new program. MEPP depends upon development of a Mine Emergency Organization and Emergency Operations Procedures. It also requires regular scheduling of drills) periodic mock emergencies, and evaluation of organizational responses and program performance beyond required training of mine rescue teams. MEPP materials are arranged into three sets of guides: 1) the Preparedness Program System Guides include an Executive Summary, a Program Director's Guide Mine Emergency Organization, and Emergency Operations Procedures; 2) the Emergency Organization (MEO) User's Guides cover the Rescue and Advisory Division, the Technical/Safeguarding Division, and the Surface Support Division; and 3) the Emergency Procedures (EOPS) User's Guides detail Containment Level Procedures, Notification Level Procedures. Mobilization Level Procedures, and Deployment Level Procedures.
