Success of The Carter Mining Company's safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

Although not generally recognized, Arizona has rock salt deposits unique in the United States. This uniqueness stems from a combination of two factors: (1) relatively youthful geologic age and (2) nonmarine origin. Although Arizona shares one deposit with Nevada (Figure 1, No. I) there are three others within the State (Nos. 2, 4, 5) that are believed to be both late Cenozoic in age (less than 15 million years) and nonmarine in origin. The only other recognized nonmarine salt deposits in the U.S. are much older, being in the early Cenozoic (Eocene) Green River Formation of Colorado and Wyoming. According to Johnson and Gonzales (1), the remaining rock salt deposits in the United States are marine and either Paleozoic or Mesozoic in age. Of the seven localities shown in Figure 1, six in the Basin and Range geologic province are believed to represent nomarine late Cenozoic phenomena and one (No. 7) in the Colorado Plateau geologic province is Paleozoic (Permian) in age and marine in origin. The following comments are intended to update the general geologic highlights of these deposits and to summarize the nature of their present utilization.

Emerging from discussions of U.S. energy policy: from the Project Independence Blueprint; from President Ford's statements to Congress; and from several independent appraisals of the situation; there is a clear objective to achieve an appropriate balance of supply and demand in the near term future (1) by developing more efficient ways of using energy and (2) by extending domestic sources of energy. More specifically, the strategy for achieving this goal has three parts (1) Conservation of energy through greater efficiencies in automobiles, appliances, lighting, heating, and industrial processes. (2) Increased domestic production of oil and gas through new sources such as the outer continental shelf and new efficiencies such as tertiary recovery. (3) Substitution of coal and uranium for oil and gas in utility power plants and industrial heating. The goal of energy research and development is to help achieve these goals and to help minimize the economic, environmental and social impact of our shift from imported energy to domestic sources. The focus of this paper is the implications of the expanded use of coal, and the research and development which may help achieve the above goals in so far as coal is concerned.

It has been reported in the literature that there is a substantial economic incentive for removing sulfur from coal. Therefore, U. s. Steel initiated an investigation to determine the feasibility of lowering the sulfur content of its Pittsburgh-seam coal. Preliminary crushing and washability studies on a representa-tive sample indicated that substantial sulfur reductions could be attained. Figure 1 shows the effect of the top size of a given coal sample on the sulfur content of the float-l.45 specific-gravity fraction of coal. At a top size of 3 inches, the raw-coal sulfur content of 2.32 percent was reduced to 1.64 percent. Crushing to a top size of 20 mesh reduced the raw-coal sulfur to 1.25 percent. Below a top size of one inch, the sulfur content decreased rapidly as top size was decreased. Figure 2 shows the effect of specific gravity of separation on pyritic sulfur. Normally this coal has an organic-sulfur content of approximately 1 percent. As expected, pyritic sulfur was reduced as the separating gravity was lowered for all the various size fractions shown. The rate of decrease in pyritic sulfur was gradual above 1.45 specific gravity, but great below 1.45. Greater sulfur reductions were attained on the coarser sizes with decreasing

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.

The high pressure grinding rolls (HPGR) is a relatively new technology which offers the potential benefits in energy savings, circuit simplicity and improved product characteristics in minerals processing applications. Over 300 machines are now operating world-wide, but most of these are used for grinding cement clinker, and relatively few are used in conventional mineral processing. One of the rea- sons for its current limited use in the minerals processing industry is that design, scale-up and flowsheet assessment procedures are seen to be relatively immature and untested. This has reduced confidence in the potential application of the technology. To help rectify this situation an industry funded research project was undertaken, one of whose aims was to develop and prove a mathematical model of the HPGR and a scale-up procedure. Data were collected from tests using laboratory, pilot and in one case a full scale unit (2.2m diameter). A range of feed types were tested including quartz, limestone, kimberlite, bauxite, iron ore and gold ore. These data were then used to develop models of the size reduction performance, power draw, throughput and operating gap for a wide range of pressures, feed sizes, and roll speeds. This paper describes the models that have been initially developed and illustrates their accuracy using some of these data.

The Tailings Leach Plant (TLP) of the Zambia Consolidated Copper Mines Ltd at Nchanga was commissioned in 1974 as the world's first largest successfully operated agitation leach SX-EW plant for copper production. The design, development and operation of the plant soon after commissioning termed as TLP stage II has been described by Holmes et al (1). In the initial phase the plant was designed to treat approximately 25,000 tonnes per day of current flotation tailings from the Nchanga Concentrator operations, and had a design capacity to produce 75,000 tonnes per annum of copper. Further expansion took place in 1986, and TLP stage III was successfully commissioned to treat an additional 20,000 -25,000 tonnes per day of large reserves (over 135m tonnes) of reclaimed tailings stockpiled since the early 1930's in four paddock type tailings dams (T01 to T04). The salient feature of TLP stage III expansion described by S K Mwenechanya et al (2 -3) was the installation of the world's largest Horizontal Belt Filter Plant with 26 filters each of 80 m2 filtration area.

In this paper, electroleaching and electrobioleaching of ocean manganese nodules are discussed along with the role of galvanic interactions in bioleaching. Polarization studies using a manganese nodule slurry electrode system indicated that the maximum dissolution of iron and manganese due to electrochemical reduction occurred at negative DC potentials of -600 and -1,400 mV(SCE). Electroleaching and electrobioleaching of ocean manganese nodules in the presence of Acidithiobacillus ferrooxidans and Acidithiobacillus thiooxidans at the above negative applied DC potentials resulted insignificant dissolution of copper, nickel and cobalt in IMH2S04 and in sulfuric acid solution at pH 0.5 and 2.0. Mechanisms involved in electrobioleaching of ocean manganese nodules are discussed. Galvanic leaching of ocean manganese nodules in the presence of externally added pyrite and pyrolusite for enhancement of dissolution was also studied. Various electrochemical and biochemical parameters were optimized, and the electroleaching and galvanic processes thus developed are shown to yield almost complete dissolution of all metal values. This electrobioleaching process developed in the laboratory may be cost effective, energy efficient and environmentally friendly. Exploration by Anaconda Minerals Co. in the Rico area from 1978 through 1983 resulted in dis¬covery of the Silver Creek molybdenum deposit. The drill-indicated resource is 40 Mt (44 million st) of 0.31% Mo, and projections suggest that the deposit may exceed 182 Mt (200 million st). No source intrusion has been intersected by drilling, but its presence is sugested by intramineral silicic alkali-alaskite porphyry dikes observed at the surface and in drill holes. Age dates and fluid inclusion studies indicate that the deposit was formed 5.2 ± 0.2 m.y. ago and that more than 1200 (3937 ft) of cover has since been removed by erosion. The deposit is hosted by Precambrian quartzite and greenstone, and Paleozoic sediments. Three prominent faults intersect in the vicinity of the molybdenum deposit, and one of these, the Last Chance fault, strongly influenced the shape and location of the deposit. The juxtaposition of host rocks across the Last Chance fault reflects significant offset spanning at least three different periods. Wallrock alteration associated with the deposit includes potassic, phyllic, and propylitic zones in noncalcareous rocks and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Premineral faults that intersect the deposit contain the only surface molybdenum, tungsten, and fluorine anomalies. Dispersion halos of the indicator elements were defined by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

Despite the severe drought conditions that reduced farm requirements for industrial mineral products, most industrial minerals markets in 1988 continued their growth or, at worst, remained flat. Earlier projections of output declines did not materialize in most segments. Preliminary estimates of demand in Europe and Asia show strong growth for most industrial minerals. Profitability in industrial minerals in North America was best in those minerals that had a significant export market or were not strongly regional. Growth and price trends in the more regional industrial minerals markets in the US such as sand and gravel, crushed stone, and cement, more closely followed the broadly disparate regional economic conditions. For example, sand and gravel and crushed stone grew strongly in the Pacific Coast and northeastern markets but not as much as in the Southeast. Total growth for sand and gravel in 1988 is projected at about 3% above 1987 levels. Combined production is up about 27 Mt (30 million st) to 2 Gt (2.2 billion st). Following the relentless trend of foreign acquisition of US cement companies (currently about two-thirds are owned by foreign interests), several aggregate operations have been purchased by foreign companies. Notable among these in 1988 was the acquisition of Rinker Materials Corp. by CSR of Australia. The acquisition of this Florida-based aggregate and concrete operation will expand the current holdings of CSR in the southeastern US, with operations consolidated under the Rinker logo. In addition, Pike Industries of New England and J.L. Shiely Co. of Minnesota were significant aggregate producers that were acquired by foreign firms. New England's only cement manufacturer, Dragon Products, was acquired by a subsidiary of Cementes del Norte of Spain. Dravo continued to expand its influence in the lime and limestone markets. It became the major supplier of construction aggregates on the inland river system with its purchase of Cyprus Minerals' limestone aggregate operations in Kentucky, Louisiana, and Texas. Although lime production continued to grow from 14 to 15 Mt (15.7 to 16.7 million st) in 1988, lime imports decreased for the fifth consecutive year to 145 kt (160,000 st). In the more export-oriented industrial minerals markets, performance was generally very good for 1988. Soda ash enjoyed an excellent year, with its price up to $102.50/t ($93 per st). This reflected the tight market situation for soda ash, particularly in late 1988. Soda ash production in 1988 was 8.6 Mt (9.5 million st), reflecting the industry's improved efficiency. Particularly significant was the increase in caustic soda prices that led to increased substitution by soda ash. The export market remained at 2.1 Mt (2.3 million st). Phosphate production recovered to the 42 Mt (46 million st) level, a 12% increase despite a soft export market. The price, however, remained soft throughout the year. W.R. Grace sold its interest in its Florida phosphate mine and its phosphoric acid complex as part of its divestiture of the agrichemicals business. The strengthening of the major producers has continued as lower cost capacity has been idled. Future permitting of phosphoric acid facilities and development of reserves will be necessary to maintain current production levels beyond the mid- to late 1990s. Despite new developments worldwide in the titanium minerals market, strong demand has continued to apply pressure to price, with concentrate and slag prices going up. The demand for high quality slag as feedstock for pigment production has resulted in process improvements in South Africa (Richard's Bay) and in plans by Canada to import high quality ilmenite by 1991 to produce a 90% TiO2 slag. Although growth in industrial silica sand applications was small in 1988, concentration in the industry continued. Unimin continued to acquire silica operations. Unimin is now the nation's leading producer of granular silica. The end users of silica have consolidated further. Owens-Illinois purchased Brockway Inc., a leading container glass producer. Three companies now control 75% of the container glass industry. ECC continued to be an aggressive purchaser of industrial minerals operations throughout the world. It acquired Cyprus Minerals' calcium carbonate business as well as two operations in Italy. In addition, ECC continued its aggressive acquisition of kaolin (Australia) and aggregate producers. 1988 was a good year for industrial minerals markets worldwide. More importantly, though, it was a year that showed continuing consolidations of reserve ownership in the industry around the world. Barite AN. Castelli, Baroid Drilling Fluids Inc. US mine production of barite decreased 9.4% during 1988. Consumption (sold or used by grinding plants) increased by 37.9%. Imports are estimated to have increased by 21.2%. World mine production decreased by 9.8%, according to the US Bureau of Mines. The value of domestically produced barite, fob mine, decreased 4.6%, according to the Bureau. The declared value cif US port of all imported ground barite during the first 10 months of 1988 increased from $37.16/t ($33.71 per st) in 1987 to $37.92/t ($34.40 per st), according to Bureau figures. Nevada continued to be the leading producer of barite with 72% of the total, followed by Georgia and Missouri. The Bureau of Mines estimates 69% of US mine production was used as a weighting agent in drilling fluids. The other 31% was used in barium chemicals, glass, or as a filler. In the past 15 years the enforced improvement of the public traffic systems caused a boom in urban tunnel construction. In 1961 the City of Paris started to build the Express-Metro. Of the 47 km long double-track line crossing the city center, nearly 45 km are in operation since 1971. Still missing is here only an about 2.6 km long connecting stretch, which is under construction now. From 1963 to 1969 the 21.8 km long Victoria Line was built in London as extension of the existing network,. A little later, in the years 1965 to 1973, the City of Hamburg supplemented its subway network by the construction of a 16.8 km long line between the Boroughs of Billstedt and Stellingen. Also in 1965 the City o Munich started to build a subway system of 54 km f length. Thereof a stretch of 16.2 km could be taken into operation in 1972 shortly before the Olympic Games. These are only some of the better known projectsas examples of the activities in European cities. In nearly all cities with more than about ½ million inhabitants subsurface traffic lines were begun or supplemented. Furthermore, numerous undercuts or other subsurface structures were built. The Ij Tunnel in Amsterdam and the new Elbe Tunnel in Hamburg may be mentioned, both structures finding international attention.

In the UK, powered supports are normally salvaged from longwall faces on completion of production, for reuse on the next unit. Where a spare set of supports are held, the salvaged supports are often stored in underground roadways awaiting installation. One mine in the UK extracts a 5m section, and holds two sets of 2x950t powered supports, each weighing approx. 35t and having closed dimensions of 8m long, 2.5 high and 1.75m wide. As the first set would not be required for over 12 months, and because of space limitations below ground, it was decided that the supports would be left in situ, the district sealed, and reopened at a later date for support salvage. The paper described the decision making process, and the inertisation of the sealed district utilising nitrogen generated on the mine surface and piped to the point of use. The re-entry and re-ventilation of the district are also described. The paper then goes on to describe in more detail the discovery of a spontaneous combustion event that occurred in the waste behind the powered supports, and its treatment and control using extra nitrogen brought to the mine by tanker and introduced at strategic locations along the faceline via boreholes, leading to a successful salvage and re-sealing.

This paper proposes a new method to estimate the percentage of load carried by the gob in underground coal mines using a new parameter that introduces the site-specific overburden geology. The new parameter was defined as the total strong layer thickness (tstr) that represents the strength and stiffness of the overburden with a single value. Twelve field measurement case studies from 11 different U.S. longwall mines with different overburden geologies were used to develop the new methodology. 2D numerical models of these case studies (and additional parametric runs with different panel widths) were verified against field measurements such as surface subsidence and stress. Statistical analyses using the model results were conducted for a loading model with the new tstr parameter as one of the variables. The new methodology was found to have a coefficient of determination (R2) of 85% when compared to the field measurements and the parametric models. The method was then tested for practical implementation for pillar design. The percentages of load carried by the gob as estimated by the new method were implemented into the LaModel program, that is commonly used in the coal industry. The results obtained from LaModel were compared to the available field stress measurements, and the new method implemented into LaModel was found to give successful results.

The White River Shale Oil Corporation (WRSOC), as agent for Phillips Petroleum Company, Sohio Shale Oil Company, and Sun Shale Oil Company, is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub, located in northeastern Utah and known as the White River Shale Project (WRSP). The Ralph M. Parsons Company (Parsons) has been retained as the design engineer/constructor for the project. This paper covers the successful pregrouting of the Bird's Nest Aquifer in conjunction with the sinking of a 9.2-m (30-ft)-diameter shaft and driving of a 3.89-m by 5.64-m (18.5-ft by 12.75-ft) decline. The Bird's Nest Aquifer derives its name from the ellipsidal solution cavities caused by leaching of random-size nacholite nodules. The sodium bicarbonate nodules occur as persistent bands within a matrix of siltstone and marlstone. The team, made up of the owner, engineer/contractor, and subcontractor successfully grouted the shaft down to an inflow of less than 0.06 lps (1 gmp) and the decline down to less than 0.12 lps (2 gpm) by injecting a total of 213.190 kg (470,000 lb) of Celtite Terraseal, 113,400 kg (250,000 lb) of limestone dust, and 41,730 kg (92,000 lb) of cement into the formation.

The Bureau of Mines conducted investigations on extracting phosphate values from fine-particle wastes generated during the mining and beneficiation of phosphate ore by leaching dried wastes using a H2SO4-methanol mixture. Although phosphatic clay waste contains up to a third of the phosphate originally present in the ore, recovery of these values represents a significant challenge due to the fine grain size of the material, the particles averaging less than one micrometer in diameter. Waste samples obtained from two Florida producers yielded phosphate extractions of 71 and 84 pct, respectively, when leached under ambient conditions and at a stoichiometric acid ratio of 1.4:l. Elevated temperatures did not improve the amount of phosphate extracted. Undesirable A12O3, Fe2O3, and PlgO impurities were largely rejected; higher grade wastes gave acids that meet established industry impurity standards and lower grade samples yielded acids that marginally fell short of the standard. Separation of the crude acids from the insoluble residues was accomplished via vacuum filtration through either filter paper or commercial filter cloths. Both filtration rates and solids retention were improved by the addition of 0.5 lb/ton of poly(viny1 acetate) (PVAc) or poly(ethy1ene oxide) (PEO) to the methanol-acid slurries. These results show potential for substantially increasing the reserves of an important domestic resource.

The utilization of high-sulfur Illinois coal by utility plants has been decreasing since the enactment of the 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal more attractive by offering the choice of taking the coal combustion and flue-gas desu furization products from the utility plants and placing them in the abandoned sections of their mines To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of product disposed of can be minimized In this paper, several such systems are presented The favorable operating conditions of each system are determined in terms of distance and tonnage ranges. For a 90 kt/year (100 thousand stpy) operation, it is found that, up to a distance of 150 km (93 miles), transporting products by truck would be less expensive than using rail cars and intermodal containers. Also, a case study is given in which a cost analysis is conducted for an underground coal mine receiving products from two Illinois utility plants. At 90 kt/year (100 thousand stpy) and a distance of 40 km (25 miles) between the power plant and the mine, it is found that truck transportation and under ground placement would cost $0.090/tkm ($0.131/st-mile) and $2.98/t ($2.70/ st), respectively.

The information I have concerning the early in situ uranium mining activities in Texas is "sketchy." Apparently, the first test was conducted between 1967 and 1971 in Gonzales County, north of Yorktown, at the Dueterstat Site, by, City Service. Other tests were run in Webb County at the Bruni Site, and in Live Oak County at the Burns and Clay-West Sites in the early 1970's. During this period the Texas Water Quality Board maintained a general surveillance of these tests. In mid-1974, Mr. Glen Davis walked into our Austin offices and requested a permit for Atlantic Richfield's first in situ uranium mine. This permit, issued in January, 1975, was for 3 acres of production, and was the first such permit issued in the United States. It formalized the regulation of in-situ uranium mining in Texas. The 4 years since then have been characterized by growth and change. Today there are 20 permits approved for approximately 2,000 production acres. These permits are issued to 8 companies at 13 sites in 6 counties. There are 7 additional permits being processed, or on the verge of being applied for. These will involve possibly another 2,000 production acres, 3 more companies in one more county.

The free-milling ore characteristics of the Fort Knox gold deposit are ideal for studying gold and silver behaviors in various processing circuits without serious interference of sulfide minerals and other refractory factors. A galvanic effect leads to faster silver dissolution than gold dissolution and, as a result, the Au/Ag solution concentration ratio increases through the leach circuit. In the CIP circuit, Au adsorption is more effective than Ag adsorption. The Au/Ag solution concentration ratio decreases from 10.0 to 1.0 as the slurry advances from CIP tank #1 to CIP tank #5, while Au/Ag ratio in the carbon increases from 3.2 to 15.3, as the carbon advances from CIP tank #5 to CIP tank #1. Silver is stripped more effectively than gold from the loaded carbon. The Au/Ag ratio in solution reaches 2.0 in the first 75,700 L of strip solution that pass through the loaded carbon; as the stripping process continues, the Au/Ag ratio in the strip solution increases. In the electrowinning circuit, the Au/Ag ratio in the spent electrowinning solution is significantly lower than that in the electrowinning feed, indicating that Au is more rapidly deposited onto the cathode than Ag.

During the major expansion of the Inspiration smelter, which took place in 1973, the bulk material handling system underwent a matching expansion in order to move the required materials. Inspiration is the first smelter worldwide to employ electric smelting in conjunction with the use of Hoboken converters (1), (2). The installation includes a 51 -MVA electric furnace, five 4.25m (14-foot) diameter Hoboken converters, rotary dryer, bedding plant, acid plant, heat recovery steam plant, and gas and dust handling system. See Figure 1, Plot Plan. As of today, the 51-MVA electric furnace is the world's largest in the smelting of copper. Engineering design for the installation was per- formed by Treadwell Corporation of New York. The task of designing the conveyor system was complex because the system had to be installed while the smelter was operating and with minimum plant shutdowns, and it had to serve both the existing and the new smelter. Existing conveyors were redesigned where necessary and incorporated into the new conveyor system. See Figure 2, Flow Sheet. The system encompasses the handling of such diverse materials as wet and dry copper concentrates, cement copper, silica flux, cold dope, and concentrate and flue dust.
