Shields presiding. CHAIRMAN SHIELDS: Let us get started, gentlemen. We are late now. From the looks of this agenda we are going to have a busy forenoon. The first item on this program is a talk on "The Second Underground. Gasification Experiment at Gorgas, Alabama," by Mr. James L. Elder.

Overview: Public awareness of the drug abuse problem within the government and industry is growing each day. The economic cost to industry is staggering-estimated to be more than $50 billion per year. Employee drug testing programs are one way to combat the problem, yet they are not without legal and scientic pitfalls. Some of the issues and needs that should be considered before implementing or continuing a testing program are: Why test? What do you test for? Are the results accurate? What impact will the new Federal Rules have? Accuracy of the testing continues to be controversial, especially when the "poppy-seed" and "cold-medications" issues are mentioned. The new Federal laboratory certification program which is about to start, should reduce or eliminate the question of lab error. Determination of on the job impairment will, however, continue to be a problem.

It is a real pleasure to attend another meeting of the Institute. This is partly because I am a Westerner by birth and training. As a young man I had personal experience with firing Colorado and Wyoming coals. The coal industry of the United States has done an outstanding job of producing coal. We can all be proud of the industry's record of continuously adopting technical improvements in coal mining. NEED FOR MORE EFFECTIVE COAL MARKETING However, it cannot be said that the industry has done an equally good job of marketing coal. There has been a rapid growth in U. S. population, and an even greater expansion of industrial demands for heat and power. Yet coal consumption for the past several years has been no greater than it was 40 years ago, in 1912 and 1913.

Thank you for inviting me to come here and be your keynote speaker. Texas also thanks you for being included as part of the Rocky Mountain Coal Mining Institute. We'll kind of think of Texas as Baja Rocky Mountains. I've always wondered why coal miners were the only people to go to the mountains in the summer time-and now I know why. The program committee should be given a big hand for selecting this RESORT. And the golf course is stimulating to say the least. This is a very beautiful location. I was asked to talk about CHALLENGES, OPPORTUNITIES and INNOVATIONS as they affect the coal industry. I am going to do that from a Texas perspective. But first, since Texas is the newest state to belong to the Institute, I would like to give you a little background on how our coal industry got started and where we are at today. The vast majority of our coal is called lignite-it has a little lower heating value than most other coals and ranks somewhere between buffalo chips and sub- bituminous. Lignite is found In three geological formations running Northeast to Southwest through South and East Texas. In-place reserves lying within 200 ft. of the surface total 14 billion tons. This slide shows the lignite formations with cur- rent mine operations colored in RED. Mines that are planned to be built in the next 10 years are shown in BLUE. Lignite was used mostly by settlers in Texas during the 1800s. It was used as a fuel to fire locomotives during the Civil War. Between 1900-1930, about 100 mines, mostly underground, were operating in Texas producing lignite for home heating and as a boiler fuel. Here are some slides showing underground access, [lie tipple used to process the lignite, and the underground workings. This is the "BIG LUMP COAL COMPANY" as shown here. The typical underground mine was 100-150 ft. deep and each miner produced 7-10 tons per day-all by hand. In 1926, the Texas Power & Light Company built the Trinidad Power Plant and began using lignite as a boiler fuel. The lignite was mined by the McAlester Fuel Company at the nearby Malakoff Mine. Here are some slides showing a stripping shovel at Malakoff uncovering lignite. The lignite was loaded into railcars in the pit for transport to the power plant. This is a picture of the Trinidad Plant which had two 20 MW units and one 32 MW unit. At the time, Trinidad was the largest power plant in the United States using lignite exclusively as a fuel. Trinidad operated until 1942 when it was converted to natural gas that was sold to the plant for 3 ½ ¢ per MMBT'U. The mine closed after having produced 7 million tons. Lignite was mostly forgotten about until 1953 when Alcoa started an aluminum smelter. Our Company formed a subsidiary called Industrial Generating Company to operate the power plant that furnished electricity to the smelter. We also operated the nearby Sandow Mine that supplied lignite as a fuel to the power plant

The coal stripping project of the Edna Coal Company in Routt County, Colorado, near Oak Creek, is not greatly different than many other such projects in the United States-with two rather significant exceptions. The project is at an altitude of approximately 8,000 feet, and the topography is that characteristic of mountainous terrain. The first exception-that of high altitude-makes year round operation a challenge. The second exception-that of rugged topography makes the haulage of materials a difficult task.

Thank you President Nielsen, and thank you ladies and gentlemen of the Rocky Mountain Coal Mining Institute. I'm glad you asked me to join you a second time. The setting here at Tamarron is splendid. A few days ago the National Coal Association held its Diamond Anniversary meeting at the Broadmoor in Colorado Springs. Although NCA is junior to this Institute in years, we do try to keep up. Our speakers looked at 1992 as the possible eve of a new era in world history - a pivotal year. It offers the opportunity to replace a dying era of war and tension with a new one of peace and prosperity built on economic cooperation and trade and, of course, energy to uphold all four - trade, cooperation, prosperity and peace. The Persian Gulf War was only a sample of what can happen to the other four if the energy isn't there. And so I especially like your theme: Energizing America With Coal. It is most pertinent. I was invited to discuss the National Energy Policy and its impact on coal and I intend to do that. But more important is coal's impact on the Nation and the world and so 1 shall discuss that as well. This year - 1992 -also will be pivotal in the Nation's politics.

President-elect Bob Wilson opened the business meeting at 9:30 a.m. He called on Shirl C. McArthur to report on the financial statement of the treasurer. He read the data and asked for its approval. A motion was made, seconded and approved. The Resolutions Committee was called upon to make its report. First, we will have a report from the Auditing Committee." Mr. W. S. Landers read the report and said that it had been audited and approved and the motion was made and seconded that it be accepted. Those who remember the years of patient effort and the slow results obtained in the first introduction of electrical coal cutters and locomotives will, I think, admit that mechanical loading of coal is unquestionably being established at a much more rapid rate than any previous application of machinery to reduce manual labor in mines. There are many operators who consider the progress of the loaders today as slow, but considering the number of years it took to thoroughly establish electrical coal cutters and locomotives, and comparing it with the short time that the mechanical loader has been on the market, and the results that have been obtained today, they will admit, I think, that the progress of the latter is much more rapid. It is about 35 years since the advent of the electrical coal cutter and electric locomotive. Their use has brought about these improved conditions, increased tonnage per mine and other features, which are of assistance to the installation of mechanical loaders. The management and the technical staff in practically all of the American mines are trained in the use of electrical machinery and understand its operation, care and maintenance. . There is frequently, a surplus of electrical power and wiring available to take care of the small requirements of the electrical loader. The mechanical loader, therefore, starts today with the ground prepared for it. Those manufacturing companies who have had years of experience in the design and construction of mining machinery, know in a large measure what to incorporate in their designs to make the parts of the new type of machine effectively strong and to operate with efficiency under the severe conditions encountered in mining service. All these advantages greatly assist the success of a new type of machine such as the mechanical loader. In spite of these advantages, however, there are bound to be some failures. All new types of loaders have to be developed. We hear of some that are a success and some that are set aside. The field of application of each type and its limitations first must be determined by actual operation. The earlier loaders had to be changed and improved in design as weaknesses developed. Not all of the new types of coal loaders have been built by mining machinery manufacturers of long experience, and the lack of experience in this line is responsible for some of the early failures. The coal mining company staffs and also those of the loader companies had to learn what the operating factors were that made mechanical loading a success. The difference in results obtained by loaders in different properties under similar physical conditions indicates that the mine management is a very large, if not the major factor, affecting the efficiency of mechanical loading. Many articles have been written on the question of loading. The subject has been quite fully discussed at recent coal meetings and in the technical press. It is not always as easy or simple a matter to form conclusions as may first appear as to one's own particular loading problem. Mechanical loading is a comparatively new art, and many companies while claiming that loaders are quite successful, do not have an accurate line on the actual saving they are affecting. Many of them have only a few of the factors taken into account in their costs. Many loaders have been generally bought without very careful consideration given to all details and except where extremely favorable conditions prevail, failure resulted. When contemplating the installation of mechanical loading, one naturally desires to select the type of loader that will, fit his mining conditions. The things
