The U.S. Bureau of Mines conducted explosion tests on various full-scale cementitious bulkheads used in abandoned mine areas to evaluate the ability of the bulkheads to withstand gas explosion over-pressures of 20 psig. Tests were performed on 120-ft2 solid-concrete-block seals of varying thicknesses and designs. Of the seven solid-concrete-block seals tested, only the standard-type seal, having a 16-in thickness, keyed at the floor and ribs, all joints mortared, wedged at the roof, and a center pilaster, maintained its integrity when subjected to a 20-psig pressure wave. After being subjected to repeated explosions, the standard seal only showed a small hairline crack and had an air leakage of 87 ft3/min at a pressure differential of 1 in H2O. Tests were performed on cementitious foam seals of varying thicknesses and compressive strengths. Explosion tests have shown that 200-psi strength, 4-and 8-ft-thick seals can withstand a 20-psig pressure wave. At a pressure differential of 1 in H20, no air leakage was detected through the 200-psi, 8-ft-thick foam seal.

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

"Interest in the fine structure of soots and carbon blacks is motivated by a variety of possible applications. The structure provides information on the origins of the particles and on their adsorptive and reactive properties. This paper describes a method for quantification of the structure of soots and carbon blacks based on direct electron microscopic observation followed by image analysis of these materials. High-resolution transmission electron microscopy (HRTEM) provides a very detailed observation of particle structure. The differences in soot structure, because of its complexity, may not be easily quantifiable with the human eye; therefore, high-level computer software has been used to manipulate HRTEM images. This technique involves the application of fast Fourier transforms (FFT) to single particles and the measurement of characteristic parameters such as interplanar spacings and crystallite sizes from these particles. The methodology and application of this characterization technique are presented here. Results are shown for dif¬ferent samples obtained from soot and carbon black particles selected to illustrate the capabilities of the methodology. Quantitative information can be obtained on structural characteristics, e.g., interplanar spacing, circularity, orientation, elongation, and length distribution of lattice fringes, as well as on the fractional coverage of the extracted pattern. c 1996 Wiley-Liss, Inc.This paper presents a combination of techniques for recognizing and classifying different carbonaceous materials, using their structural morphology. A new method to assess and quantify the parameters which define such structures is proposed and discussed. The technique is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, cokes, chars, etc. possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure (Buseck and Bo-Jun, 1985; Buseck et al., 1987). The carbon structure has been variously described as turbostratic (Oberlin, 1989) or as crumpled sheets (Rouzaud et al., 1991) to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers, but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as on the composition of the source of the carbonaceous material. The value of the electron microscope in studying the morphology of such materials has been well-established, and abundant information is available (Ishiguro et al., 1991; Lahaye and Prado, 1978; Buseck, 1992).The use of HRTEM has brought further insight into this matter. Qualitative assessment of the structural order of such materials has been attempted over a long period of time in order to differentiate between various sources or treatments. There is, to date, no successful method available for quantifying the structural characteristics of various carbonaceous materials. This paper presents a technique which is able to recognize dif-ferent materials and to quantify the structural parameters of those materials using HRTEM and computational image analysis, including pattern recognition techniques.In the case of perfectly ordered graphitic crystals, electron diffraction is widely used for obtaining details on structure. Analysis of diffraction patterns can reveal parameters such as interplanar spacing, d002, crystallite size along the c-axis, Lc, crystal size in the plane of the layers, L., mean number of crystallites, Nc, etc.Complicated electron microscopy methods such as defocusing, tilted illumination, axial illumination, etc., often have to be used in order to characterize complex materials such as randomly oriented crystals in soots and carbons. A device was developed that measures dynamic stress (ultrasonic energy) transfer through installed rock bolts, a measure that is directly proportional to the degree of grout bonding of the bolt to the mine roof structure and thus the ability of the bolt to bear static stress. The rock bolt bond tester (RBBT) is a hand-held portable device that shows three ranges of bolt bond condition; i.e., one-third (Bad bond), two-thirds (marginal), or fully bonded. These are shown respectively by a red, yellow, or green light that displays for 4 s. RBBT performance was verified with 2 1/2-to 8-ft bolts installed in various types 0f mine roof structures (sands tone, shale, and boney coal-mud), and 15 now being tested by the Bureau of Mines in mines across the United States. The unit is about the size of a five-battery flashlight and contains the transducer electronics, and battery pack. The RBBT is designed for extreme ease of operation, requiring only manual contact with the bolt and signal read-out. The batteries are rechargeable and the package is designed for durability in a mine environment.

The Federal Bureau of Mines has been developing processes for producing synthesis gas directly from coal, oxygen, and superheated steam. An atmospheric-pressure pilot plant was constructed and operated to: 1. Determine the operability of the plant for gasifying coals of different ranks under various operating conditions. Listed in decreasing order of rank, these coals included a Pennsylvania anthracite, a bituminous A coal from the Sewickley bed, West Virginia, and a subbituminous C coal mined in the Lake de Smet region of Wyoming. 2. Determine the effect of varying operating conditions on: (a) Standard cubic feet (std.c.f.) of oxygen and pounds of coal of different rank required to make M std.c.f. of product gas (carbon monoxide plus hydrogen); (b) carbon gasified, percent; (c) exit-gas temperature, degrees F.; and (d) heat loss, B.t.u. per pound coal. 3. Compare the gasification characteristics, indicated in item 2, of coals of different rank: Bituminous A, anthracite, and subbiturninous C. 4. Determine the concentration of dust in the gases produced and the efficiency of dust removal, and investigate the relation between the sulfur content in the coals gasified and the gases produced.

Soviets To Aid Laotian Tin Industry. - The U.S.S.R. has agreed to help strengthen the tin industry in Laos, a client state. In the past, Laos has only produced small amounts of tin concentrate, 500 tons to 1,000 tons per year presumably shipped to smelters in Singapore or Penang, Malaysia. Under the agreement made in June, the Soviets are to supply equipment to increase the out put of tin from the Phontieu, Neng, and Nongsen mines and help Laos with the construction of a tin smelter. The U.S.S.R. itself is a net importer of tin, although a substantial producer of the metal.

As part of its program to provide technology for reducing undesirable environmental impacts of mineral processing operations, the Bureau of Mines developed the citrate process for desulfurizing industrial stack gases that contain from 0.1 to 2 vol pet S02. In this regenerable flue gas desulfurization (FGD) process, S02 is absorbed from cleaned and cooled industrial flue gas with a citric acid-sodium citrate solution. The absorbed S02 is subsequently reacted with H2S to precipitate marketable elemental sulfur and regenerate the solution for recycle. Laboratory investigations of process parameters provided information for designing larger scale continuous operations. Information gathered from operation of two pilot plants, one at a copper smelter and one at a lead smelter, confirmed the laboratory results. Data were obtained for design and construction of a commercial-sized demonstration plant at the George F. Weaton Power Station, Monaca, PA. A preliminary operation of the plant was demonstrated, under a cost-sharing Bureau-industry contract. This bulletin describes the citrate process and gives results of the laboratory, pilot plant, and demonstration plant studies, as well as corrosion investigations.

As part of its effort to develop ways to maximize resource recovery, the Bureau of Mines investigated the extraction of vanadium from Western phosphate beneficiation tailings with H2S04 and/or H3P04. Dissolution of the vanadium was accomplished by digesting a mixture of acid and a 50-pet-solids, tailings-water slurry. In the most effective method investigated, vanadium and phosphorus were leached by digesting the slurry at a constant boiling temperature (1000-1100 C) in a stirred reactor. In batch tests, maximum vanadium dissolution was 95 pet. In continuous-circuit tests designed to further evaluate vanadium dissolution at con-stant boiling temperature in a continuously stirred reactor, vanadium dissolution ranged from 70 to 85 pet. An economic evaluation of the process demonstrated that H2S04 consumption is the major cost factor. Based on the value of the vanadium product with no allowance for a phos-phate product, the cost of producing the V205 is more than twice its value. The potential for profit would depend upon the value of the phosphate fertilizer produced from the impure H3P04 remaining after vanadium extraction.

The National Personal Protective Technology Laboratory (NPPTL) of the National Institute for Occupational Safety and Health (NIOSH) has undertaken a collaborative study with the Mine Safety and Health Administration (MSHA) to determine how well self-contained self-rescuers (SCSRs), deployed in accordance with Federal regulations (30 CFR 75.1714), withstand the underground coal mining environment with regard to both physical damage and aging. Apparatus tested included the CSE SR-100, the Draeger OXY-K Plus, the MSA Life-Saver 60, and the Ocenco EBA 6.5 and M-20. This report presents findings regarding laboratory-tested SCSRs in the tenth phase of testing, from July 2004 to March 2006. The SCSRs were tested on a breathing and metabolic simulator and on a human subject walking on a treadmill. The tests performed in this study are not the tests used for certification (Title 42 of the Code of Federal Regulations, Part 84). The tests performed in this study continue until the apparatus are empty to enable comparison of new versus deployed apparatus. The method for obtaining deployed SCSRs for this evaluation was not a random selection from the deployed population of SCSRs. We sought older apparatus with visible environmental impact rather than newer apparatus, and we attempted to sample a wide range of deployment modes. Although the results of these tests are useful for observing performance of the tested SCSRs, they are not representative of all deployed SCSRs. This report is the last of 10 report phases begun in 1982. Previous reports describe phases 1 through 9 [Kyriazi et al. 1986; Kyriazi and Shubilla 1992, 1994, 1996, 2000, 2002, 2004, 2006] A new evaluation protocol, with revised sampling strategies, test methods, and reporting procedures, is currently being designed to enhance the applicability of the results. The results of these studies suggest that the large majority of SCSRs that pass their inspection criteria can be relied upon to provide a safe level of life support for mine escape purposes. However, the storage and handling in the mining environment seems to have caused performance degradation in some of the apparatus. In this phase, phase 10, we found some CSE SR-100s (93 tested) that exhibited high CO2 levels, stuck-together breathing hoses, starter-O2 failure, breathing hose punctures and tears, high breathing pressures, and loose particulates in the breathing hose. The loose particulates caused coughing in human-subject tests. One MSA Life-Saver 60 (20 tested) in this phase had a stuck-open relief valve. One Ocenco EBA 6.5 (50 tested) had an unattached O2 supply hose. An unexplained phenomenon occurred with two Ocenco M-20s (20 tested): low O2 flow rates preventing their successful use. Almost all of the failures noted involved units that failed their inspection criteria.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa's coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa's coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.

The NASA Lewis Research Center, under U.S. Bureau of Mines program direction, performed an assessment of alternative mobile power sources for mining applications. A wide variety of heat engines and energy systems was initially examined to ascertain which could be considered as potential alternatives to presently used power systems. The present mobile power systems are electrical trailing cable, electrical battery, and diesel - with diesel being largely limited in the United States to noncoal mines. Each candidate power source was evaluated in terms, of the following requirements: (1) Ability to achieve the duty cycle (2) Ability to meet Government regulations (MSHA certification) (3) Availability (production readiness) (4) Market availability (5) Packaging capability An initial screening reduced the list of candidates to the following: (1) Diesel (2) Stirling (3) Gas turbine (4) Rankine (steam) (5) Advanced electric (batteries) (6) Mechanical energy storage (flywheel) (7) Use of hydrogen evolved from metal hydrides This list of candidates was divided into two classes of alternative power sources for mining applications - heat engines and energy storage systems. The purpose of this research contract was to develop and test a Saran latex modified portland cement concrete lagging to be used as a replacement for wood lagging. The scope of work performed was divided into four phases: Phase I - Engineering Criteria; Phase-! I1 - Design Study; Phase III - Fabrication of Lagging; and Phase IV - Prototype Demonstration Project. Each phase of work was completed and is described in detail in this report. The prototype latex modified concrete lagging developed in this program weighed 52 pounds. When tested in flexure, it supported center point loading of 4500 pounds and under 1/4 point loading it supported loadings of 7000 pounds. Deflections at maximum loading ranged from 1/2 to 1 inch. Maximum deflections exceed 2 inches. The lagging does not exhibit catastrophic failure. Two hundred and twenty of the LMC lagging were produced and shipped to the Bunker Hill Company in Kellogg, Idaho for installation in their mine at the 17 level. The lagging are performing satisfactory after 22 months exposure in the mine.

The U.S. economy boomed in 1965, completing its fifth consecutive year of expansion. Although the advance was somewhat irregular, previous records for production, sales, employment, and income were topped. During the first few months of 1965, as the economy recovered from the depressing effects of the automobile strikes of late 1964, increases were unusually large. The gains moderated in early spring, but were stimulated at midyear by sharply rising capital outlays, excise tax cuts, in? creased Social Security payments, and accelerated Viet-Nam defense expenditures. Gross national product (GNP) in cur-rent dollars rose $49.5 billion or 7.8 percent, to a total of S681.2 billion. In constant dollars (effects of price changes eliminated), GNP increased 5.9 percent, a rate considerably higher than the historical postwar annual average growth of 3.5 per-cent. Demand increased in most final markets and was especially strong for business fixed investment and consumption expenditures. With the exception of construction, most of the increases in GNP were real, since prices increased less than 2 percent.

Twenty-two samples of West Virginia coals were carbonized at 9000 C by the Bureau of Mines-American Gas Association (BM-AGA) method, and yields of products and physical properties of cokes were determined. Eighteen samples represented the Coa1burg, No. 2 Gas, No. 2 Gas and Peerless, Powellton, Eagle, Big Eagle, Lower Eagle, Sewell, Fire Creek, and Pocahontas No.6 beds in Fayette County, and four samples represented the Sewell and Fire Creek beds in Greenbrier County. Expansion characteristics of the majority of samples were determined in the Bureau of Mines sole-heated oven. Chemical analyses were determined for all coals. The coals in Fayette County are high-volatile A, medium-volatile, and low-volatile in rank, and the Greenbrier coals are medium-volatile in rank. Most of the coals are chemically suitable for metallurgical coking. All coke strength indices are within acceptable limits for metallurgical coking coals. All the high-volatile A coals contracted and the medium-and low-volatile coals expanded in the sole-heated oven expansion test.

1. The investigation shows that the Wilder (locally known as the Bon Air No. 2) is the only known bed of commercial importance in Putnam County, although at least 5 coal horizons are known. All of the coal production now reported comes from this bed, which is found In a basin with no known coal outcrops. Further drilling in the east end of the basin should disclose the location of the eastern end of the axial trough and the lateral extent of the basin in Putnam County and adjoining areas in Cumberland County. Continuity of this deposit with that in the area in Putnam County north of Monterey is not conclusively established but may exist. 2 Known (measured plus indicated) reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot in place, are estimated at 29 million tons, as of January 1, 1953. Of this total, 28 million tons are in beds 28 inches and more thick. All born coal reserves in Putnam County me under less than 400 feet of overburden.

Samples of materials containing pyrite from various coal mines and coalbeds were studied to compare their compositions and oxidizing characteristics. Pyrite was the only form of iron sulfide identified, but X-ray diffraction, emission spectrography, and microscopic analyses revealed similar suites of minerals and trace elements. The pyrite occurred usually in spherical clusters of very small crystals. The oxidation of pyrite in solutions of PeSO4 and Fe2(SO4)3 and in the presence of an iron oxidizing bacterium Ferrobacillus ferrooxidans, was studied through a manometric technique. FeS04 or Fe2(SO4)3 solutions had no appreciable influence on pyrite oxidation under the test conditions, The bacterium acted as a catalyst, greatly increasing the oxidation rates; however, in three samples that also contained calcites, bacterial oxidation was greatly reduced. The oxidation rates also increased approximately as the percentage of pyrite in the samples increased. For the series of samples studied, there was no definite correlation of the results with the location of the various mines nor with the acidity of alkalinity of the mine drainage.

The thickness of the coal seam is one of the more important items influencing the productivity and general overall efficiency of operation 1 of a coal mine. The average thickness of coal seams mined in the United States decreased 2 inches between 1950 and 1955 to an average of 62 inches, which also is 3 inches less than the 65 inches in 1945. The decrease in thickness is due partly to the increased production from strip mines with thinner seams and partly to the increased percentage of total production at underground mines in certain States having thinner seams. The thickness of seams at auger mines was measured for the first time in 1955 and was 53 inches. Though bituminous coal and lignite is mined today from seams of exceedingly variable thickness -less than 2 feet to ore than 50 feet -a large majority of the production, 65 percent in 1955, came from seams 3 to 6 feet thick. This is not surprising since the coal seam of moderate thickness presents the least mining difficulties.

Pyrophyllite, a hydrous aluminum silicate (Al2 Si4O10 (OH)2 ) has been mined in North Carolina and marketed without beneficiation for the past 100 years, but recent demands for higher-grade material indicate that an economical concentration method is needed for at least a part of the pyrophyllite production. Past production has depended upon selective mining and hand sorting, which is often unsatisfactory because of the finely disseminated character of the ores. The major impurity in North Carolina pyrophyllite ores is quartz, which accounts for the abrasiveness of the commercial product. Since pyrophyllite is only slightly heavier than quartz, those ores cannot be beneficiated by simple gravity-concentration methods. Some separation can be attained by differential grinding and air classification because of the difference in hardness of the two minerals) but the separation is not sharp. Froth flotation of pyrophyllite from Quartz has never been attempted commercially, but if the demand for high-grade material is sufficient, it would seem that this process offers the most premise of being economically feasible.

As part of its efforts to maximize resource recovery, the Bureau of Mines conducted studies to recover valuable byproducts from Western phosphate beneficiation tailings. Potential byproducts include phosphorus, vanadium, and uranium. The objective was to determine roasting and leaching conditions for maximum dissolution of vanadium from tailings containing approximately 13 pct P205 and 0.23 pct V. Sulfuric acid leaching tests were conducted with the tailings either as a dilute suspension dried, or in a roasted condition with or without NaCl added during roasting. More than 90 pct of the vanadium was dissolved by roasting at 850° C for 120 min with 8-pct NaCl and leaching at 75°C for 120 min with an excess of 2N H2S04, By roasting without NaCl and avoiding the difficulties of the chloride impurity, nearly 80-pct vanadium dissolution was achieved with an 800° C roast for 180 min. Quadratic regression equations were derived to relate vanadium dissolution to roasting and leaching conditions.
