To improve the ventilation of large-opening under-ground stone mines by using stoppings made from stone left in place. Background Underground stone mines typically use large room-and-pillar openings with little ventilation control. Stone miners may be exposed to contaminants that include silica dust, diesel particulate matter (DPM), exhaust gases, nuisance dust, and face shot (blasting) fume gases. The health risks from breathing these fine particles and toxic organic materials are well documented. Although contaminants such as dust or diesel exhaust can be some-what controlled at the source, the escaping contaminants are often diluted and removed from work areas using ventilation with minimal controls. In many cases, current mine ventilation practices use trial-and-error techniques to improve ventilation. The growing realization of the importance of a healthy work environment along with increased regulations will require many stone mines to implement new ways to improve ventilation. In-place stone stoppings are one option. Mine air flows from one point to another because of a pressure differential between those points. This pressure differential is established using a mechanical fan in conjunction with separations (stoppings) between high-pressure (intake) and low-pressure (return) airways. The separation of intakes and returns is an important concept that is used in most other types of mines. Normally, air moves through underground stone mines with minimal control technology. Fans are placed in locations where they are thought to be most beneficial, and intakes are not separated from returns. In a few smaller underground stone mines, proper ventilation can be achieved with a few strategically placed fans. However, as these mines increase in size, moving adequate quantities of air through-out the mine becomes harder, and separation of intakes and returns becomes a problem. Building traditional mine stoppings to separate the intake and return airways in entries with a cross-section area often exceeding 800 ft2 is difficult. The stoppings must be able to withstand both the dynamic pressure from face shots and the static pressures created by the fans. Construction and maintenance difficulties, as well as high costs, are the main factors preventing these traditional mine stoppings from gaining wide acceptance by the stone mining industry.

Under the terms of the act establishing the Bureau of Mines, this bureau was authorized to carryon the work of testing and analyzing fuels which had been conducted by the technologic branch of the United States Geological Survey. That work included in its scope an investigation of the availability and uses ofliquid as well as solid fuels, for the original outline of the fuel-testing investigations contemplated, as soon as the funds would be available, a study of the liquid-fuel resources of the country and the making of related researches to determine how these resources could be utilized with greatest efficiency. Owing to the fact that many difficulties were being encountered in the adaptation of the heavier fuel oils for convenient use in internalcombustion engines, it was deemed best to begin the investigation of liquid fuels with tests of gasoline, a fuel in more or less general use. When this investigation began, the extensive introduction, especially by foreign powers, of liquid fuels for small naval craft had awakened much interest. However, the quality of gasoline was reported to vary materially in different countries and the quantity available was said to be rapidly decreasing, with the probability of a prohibitive increase in price. At the same time the claim was made that denatured alcohol, of fairly uniform quality, could be procured in all parts of the world, that unlimited quantities could be readily produced at a low cost, and that this fuel could be used much more efficiently than gasoline in internal-combustion engines. Such statements naturally led to a widespread belief that the time was near at hand when denatured alcohol would entirely displace gasoline as engine fuel. Therefore, the first investigations of the liquid mineral fuels logically embraced a careful series of comparative tests of gasoline and denatured alcohol in engines. A series of over 2,000 such tests was conducted at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va., details of which are given in the following pages. The report is published by the Bureau of Mines because of the transfer of the fuel-testing investigations to this bureau.

The quarrying and related industries of the United States improved their safety record in 1938 by reducing their accident-frequency rate to a lower acid more favorable position than it has occupied at any time except 1935 since comparable accident statistics became available in 1916. The rates for 1935 and 1938 were identical. The number of men employed in 1938, although smaller than in 1936 and 1937, was larger than in any other year since 1930. Volume of employment, as measured by the number of man-hours worked in the industry as a; whole, likewise was larger than in any year since 1930 except 1936 and 1937. Reports from operating companies to the Bureau of Mines, United States Department of the Interior, showed that 77,497 men were employed in 1938, a decrease of 6,597 compared with 1937. This figure represents the average number of employees for the period during which the quarries and plants were active during the year, which in 1938 averaged 223 workdays per employee compared with 241 in 1937. A total of 17.3 million man-days or 133.8 million man-hours of work was shown for the industry as a whole, which indicated a weighted average of 7.75 hours per man-shift. Reports for 1937 showed a total of 158.3 million man-hours for the entire industry and an average workday of 7.81 hours. Accidents resulted in the death of 82 employees, 5 more than in 1937, and in 5,027 nonfatal injuries involving disability for more than the remainder of the day on which the injuries were received. The number of nonfatal injuries was 1,321 less than in 1937. As the number of deaths and injuries was reduced more, proportionately, than man-hours of employment, the accident-frequency rate per million man-hours of work declined, the rate for 1938 being 38.19 compared with 40.59 for 1937. In other words, accident occurrence to the average employee was 6 percent more favorable in 1938 than in 1937 on the basis of actual number of accidents and actual number of man-hours worked during the 2 years.

The growing popularity of perlite (sometimes spelled pearlite) as a raw material for thermal expansion into pumicelike products in the Western States has prompted a preliminary investigation of the properties of such material and the problems that want solution to put a perlite industry on a firm foundation. The Bureau of Mines is undertaking the gathering of data and the solution of these problems, and the following paper records some of the available information. and the promise of the material, with some comparisons of advantages of the various competing lightweight aggregates that can be made from siliceous volcanic glasses and rocks containing entrapped or dissolved water that causes their expansion on' quick heating to their softening points. This new industrial rock has caught the fancy of the mineral industry in the western States because it has Fume advantages over natural pumice. Chemically, it is typified as rhyolitic in composition, and one may find obsidian, rhyolite, pumice, pumicite, and perlite from the same vant and contemporaneous in origin. The material need not be rhyolite but should be a siliceous or acid lava and contain 2 to 5 percent water still in "solution" in the rock. On quick heating to the softening temperature the material puffs, due to conversion of the contained eater into bubbles of steam. Slow heating causes gradual release of the imprisoned water by decrepitation and. cracking and-results in, very little puffing. Perlite is often in the form of ovoid volcanic bombs formed by explosive eruption of large masses of lava into the air, where they, quickly cool, with escape of little of the contained water, exceptt perhaps for a hollow interior. Since they cool in layers they have an onion-type structure and a pearly luster from interference of light between the. layers, which is' the origin of the name "perlite." Perlite may occur in intruded flows that have been quickly cooled and partly expanded but retained most of their magmatic water content. Obsidian may be the same lava cooled quickly under conditions that prevented crystallization of feldspars and other minerals, leaving the volcanic glass that may or may not retain all of the original contained water.

One of the largest items in the expense of operating a refinery is the cost of the fuel used in distillation and for miscellaneous purposes such as in the heating of buildings and in the generation of electricity, On a B. t. u. basis, the average refinery consumes approximately one-tenth as much fuel as it produces. Theoretically, the fuel consumption at refineries should be much smaller than this, but furnaces can riot be designed to be 100 per cent efficient' and, in addition, a large part of the waste heat is low-temperature heat which would not pay for the expense of recovering it. Annual surveys of fuel consumption at refineries have been made by the United States Bureau of Mines, beginning with 1925. During the 5-year period, 1925-1929, the refineries made steady progress in fuel economy. This is evidenced by the Computed figures of heat requirement Per barrel of crude oil refined, which show a decline from 829,000 B. t. u. in 1925 to 639,000 B. t. u. in 1929 (see fig. 1). In 1930, however, the trend in fuel economy was reversed and the quantity of heat utilized in refining the average barrel of crude oil rose to 672,000 B. t. u. There were undoubtedly a number of reasons for the apparent decrease in fuel economy at refineries in 1930, chief of which were the tendency to carry the distillation farther instead of merely topping the crude and a gain in the consumption of waste oils, such as acid sludge, which in actual practice yield less heat per unit consumed than has been theoretically assigned to oil. The consumption of natural as fuel at refineries has declined since 1927, but this has been more than compensated by a rapid increase in the use of refinery or still gas. The total consumption of oil as refinery fuel in 1930 was not much below the 1925 total, but the consumption of coal has declined rapidly, so that in 1930 liquid and solid fuels contributed only 56 per cent of the total heat units- utilized at refineries as compared with 77 per cent in 1925 (see fig. 2).

The use of shall electrically- driven fans , in conjunction with air- pipe of various diameters is becoming of increasing importance for the ventilation of working places in metal mines through which the general ventilating currents can not be coursed . It will probably continue to increase in importance since the concept that air motion is the most important factor in maintaining comfort in hot ( above 80° F . ) working places is more generally accepted , and as the inefficiency and greater expense of attempting to ventilate such places with compressed air is recognized . Managers of large properties can afford to experiment with fan- pipe installations until types are found that meet their conditions , but managers of shall properties , unless forced to it by extreme conditions , prefer to wait until they can obtain data sufficient to guarantee at least a measure of success from such installations . At present , such data , even in part , are available to only a few (mainly fan manufacturer's representatives , consulting ventilation engineers , and ventilatin engineers employed by large companies ) , and important recent developments are mostly of a confidential nature . One large metal - mining company cooperated with a fan manufacturer in some extensive experimental work on small blowers and found that instead of using stock fans , considerable power economy could be effected and equal quantities of air delivered by use of or 2/3 width fans with small motors rather than using stock fans and larger motors ; it was also found advisable to adopt certain sizes of tubing for certain lengths of run . In fact , many important facts were ascertained in this study , and it is now promised that they will soon be given to the public . It is true that a certain amount of data on industrial installations are available , but such data are only in part applicable to metal -mine conditions , because , until recently , little attention has been given to ventilation in metalmines , and the conditions encountered usually require a greater length of pipe , a more temporary type of construction , and closer attention to temperature control than the ordinary run of industrial installations demands ..

Uranium miners have been shown to develop lung cancer in direct proportion to the time of exposure in the mine and the concentration of radioactivity (cumulative working level).1 Radon gas is continually evolved from the uranium ore, but because of its shoe half-life, 3.82 days, it is soon decomposed into particulate daughter products, which along with the dust in the mine, become deposited in the miners' lungs. At present, massive ventilation is the only effective method of reducing the radioactivity concentration in the mines. However, the Bureau of Mines is evaluating the possibility of using coatings on the mine wall that will have sufficiently low permeability to radon that the gas will decompose into the particulate daughter products before it can permeate the coating. Permanently trapped in the coating, the daughter products would be prevented from dispersing in the mine atmosphere. Lawrence Livermore Laboratory was asked to aid in this investigation. The direct determination of radon permeability is more difficult than that of the other noble gases because of the short half-life of the gas and radioactive contamination of the apparatus. We felt that it should be possible to estimate radon permeation coefficients from other noble gas permeation coefficients. It was noted that the log of the diffusion constants for helium, neon, argon, and krypton, as reported by Meares2,3 plotted to a straight line-against the square of-the gas molecularddia meter. The log of the permeation coefficients also plotted to a straight line against the square of the gas molecular diameter. Thus, by determining the permeation coefficients of such gases as argon and krypton through various films and coatings, it appeared likely that radon permeation coefficients could be estimated. In addition we felt it should be possible to find some relationship between polymer structure and he noble gas permeation coefficient that would aid in the selection of coatings materials as radon barriers.

With production of coal per man-hour of work highest in history, the coal mines of the United States established a lower accident-frequency4 rate in 1942 than in any year since 1930, the first for which the Bureau of Mines, United States Department of the Interior, collected complete reports of nonfatal as well as fatal injuries. Reports from mine operators and State mining departments showed that 530,861 men were employed in and about coal mines during the calendar year 1942. This number does not include office employees or coke-oven workers. The figure represents a decrease of 15,831 men from the previous year, owing to losses of men to the military services and to more lucrative employment in the munitions and other industries. The loss of men was offset to some degree by an increase in the number of days of mine activity and the average number of hours of work per man during the year. The volume of work done during 1942 was 910 million man-hours, 11 percent more than in 1941. The average employee worked 243 days, 30 days more than in 1941. Production reached the unprecedented total of 640 million short tons, an increase of 12 percent over 1941; 582 million tons came from the bituminous fields of the United States and 58 million tons from the anthracite fields of Pennsylvania. To produce this quantity of coal 1,471 men sacrified their lives, and 69,564 men suffered nonfatal injuries that disabled them for more than the remainder of the day on which the accident occurred. The nonfatal injuries were divided into three groups: 65 caused permanent total disability, 2,045 caused permanent partial disability, and 67,454 caused temporary disability of 1 day or more but did not result in the loss of, or permanent loss of use of, any part of the body.

During the 9 years ended December 31, 1938, 188 fatalities resulted from preventable accidents in and around the coal mines of Indiana; 173 of these occurred at underground mines and 15 at stripping or open-cut operations. In addition, there may have been other unrecorded fatalities during this period. The two organizations receiving notice of accidental deaths at coal mines in this State are the Division of Mines and Mining and the Indiana Industrial Commission. Only deaths occurring at underground mines employing 10 or more men are reported to the former, as neither strip mines nor underground mines employing fewer than 10 men cone within the purview of the Indiana mining law. The mine inspectors have no Jurisdiction over this latter group of mines and do not inspect them. Fatalities at small "wagon" mines and open-cut operations are supposed to be reported to the Industrial Commission; however, in many instances deaths at small mines are not reported, the only record being a death certificate filed with the county or corporation health officer. Thus, many deaths in small mines escape attention, especially when the victim succumbs some time after the injury was received. The data presented here on fatalities in Indiana, during the past 5 years include several instances in which the only record available is a death certificate; possibly others have been overlooked. From 1934 to 1937 the fatality record was progressively worse, that of the larger underground mines in 1937 being more than twice the average for these mines for the previous 4 years and only slightly less than twice the average for all mines, including open-cut operations. The increase in deaths during 1937 was due to two explosions, with 20 fatalities in one and 2 in the other. The number of deaths in the larger underground mines was considerably less in 1938 than in the previous 4 years, but there was no improvement in the number of fatalities at the small mines, or at open-cut mines.

"The present and possible futures commercial production of potash from various sources in the United States is discussed below under the following heads:1. Potash from silicate rocks.(a),Feldspathic material.(b),Leucite rocks of Wyoming.(c),Sericite slates of Georgia.(d),Glauconite (greensand) of New Jersey.5. Potash from Alunite.6. Potash from organic sources other than kelp.7. Potash from kelp.In this discussion very little more than passing reference, if any, will be given to those projects which up to date have been de¬veloped only slightly, if at all, beyond the small scale laboratory stage, or for the development of which there appears to be very little financial and technical backing at the present time. Nether or not many of these proposed projects have merit can be determined only by an actual operating demonstration.Generally speaking, the potash industry of the United States has been hardly more than marking time since the armistice. This is, largely due to the fact that the consumers of potash have been expecting that heavy shipments of foreign potash to the United States would be resumed soon at somewhere near the pre-war prices, and they have not been buying domestic potash at present prices for many months. The result has been that domestic producers have been unable to sell their product at even cost and many producers of potash have been obliged to close down. Thu Nebraska lake plants were closed down in February. The California saline plants were operating at below capacity, and the only large alunite plant is closed down. Even the cement plants have little or no inducements to recover the potash being lost in their waste gases, and the production is very small at present."

"1. The investigation shows that the Sewanee bed is the only bed of major importance in Marion County, 97 percent of the coal mined in the county having come :from this bed. There are coal reserves in minor quantity in the Battle Creek bed, and production from this bed depends on a few small truck mines. The Richland bed, or Lower Sevanee has been mined in the past, but no coal has been produced from it in late years. There are no production records of any other beds in the county, although some coal has been produced from them.2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on l,800 tons per acre-foot of coal in place, are estimated to be 61 million short tons as of January 1, 1953. Of this total, 55 million short tons is in beds 28 inches and more thick. Areas in each bed ·were omitted from the estimate where available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.3. Recoverable reserves of coal are estimated in beds 28 inches and more 'thick. This recovery is based on total thickness of coal in the bed (less partings 3/8-inch thick or more), rather than on the thickness of the coal actually mined. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian Region. The combined weighted average recovery for the Sewanee and Battle Creek beds in Marion County, as determined by this investigation, is 60.9 percent. Based on this, the recoverable reserves of coal in Marion County are estimated at 34 million tons."

"The structure and composition of silica-rich particles recovered by lavage from the lungs of three active miners with different medical histories were studied using high-resolution electron microscopy and chemical microanalysis. The results arc compared to the similarly determined structure and composition of respirable-size mineral particles obtained from roof-bolter dust-box samples from two coal mines of widely different bulk quartz concentrations. The results show that the lungs of the miners contain silica-based particles with structures not found in the mine samples. Also, the particle structures and compositions found in the macrophages were different in each of the miners. The rau.lu suggest the possibility that intracellular processes may affect the susceptibility of individuals to silica-induced pneumoconiosis. The cytotoxic and fibrogenic potentials of mine dusts result from the activity of their individual components. Whether this effect is additive or even mass (i.e., dose) related is questionable and has been the subject of many investigations. Particle size and size distribution of various constituent minerals, the surface structure and properties of individual particles, and the self-cleaning capability of the lung (i.e., the capacity of the macrophage system) may, among other variables, affect the pathogenic changes induced by dusts lodged inside lungs. Extensive epidemiological investigations conducted on miners from different coalmining districts, where equivalent dust exposures have been shown to result in vastly different frequencies of lung disease incidence, also confirm this hypothesis (1) In a recent study, Ferrer et al. (2) used energy-dispersive X-ray analysis (EDXA) to investigate the inorganic element content in pleura and lung in reference, silica exposed non-pneumoconiosis, and silicotic populations. Constant depositions of silicon and calcium were detected in visceral pleura, parietal pleura, and lung of the refence group and in visceral pleura and lung of the exposed non-pneumoconiosis and silicotic groups. Comparison of the silicon content in pleura between silicotic and exposed non-pneumoconiosis subjects showed a nonsignificant probability of difference, whereas there were no differences with respect to the silicon content in lungs."

Information Circular 6746 reviewed the fatalities in Indiana coal mines. for the fiscal year October 1, 1951 to September 30, 1933. Since then Indiana has changed its fiscal year to the period July 1 to June 30, but as most statistical data on accidents are arranged according to calendar years, the data in this paper are for the last 3 months of 1932 and the calendar year 1933, rather than for the new Indiana fiscal year. Tables 1 and 2 list the fatalities in Indiana coal mines3/ by cause and occupation for the last 3 months of 1932 and for the calendar year 1933. The fatalities for the small wagon mines employing fewer than 10 men are separated from those employing 10 or more men to call attention to the ex- tremely high fatality rate in small mines, largely because the State mining law does not apply to them nor do they come under the jurisdiction of the Indiana mine inspectors; as a result health and safety conditions are ex- tremely bad. During the last 3 months of 1932, 5 (approximately 42 percent of the total) fatalities occurred in the small mines, while for the calendar year 1933, 12 (approximately 32 percent) of the fatalities occurred in them. The Indiana Division of Mines and Kining estimates that these small mines have an annual production of approximately 325,000 tons, or about 4.5 percent of the total coal-mine production of the State. In other words, for these small mines the fatality rate per tons mined during 1933 was about 10 times as great as for the mines employing 10 or more men. Another lamentable feature in connection with the fatalities in small mines is that very few carry any compensation insurance and the owners are not worth enough financially for dependents of victims to collect anything under the common law; as a result, the dependents of those killed usually are left penniless and subjects of public charity.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). This document reports the results of a two-year research effort aimed at improving communication systems used in coal mines. This work was conducted under a program whose original goal not only involved the development of practical and effective electronic systems for operational communications, but also for monitoring, at a central location, remote instruments at key positions in a mine. About half way through the originally proposed three year effort, the program was redirected to phase out the communication effort at the end of two years and to concentrate the program" resources on the investigation of new monitoring system concepts developed by this research. Thus, the work reported here is incomplete relative to the originally pro- posed program. However, the work was carried to the point of providing sufficient evidence to aid in the comparison of certain new communication concepts. For the concepts chosen for this study, the work was stopped short of hardware development and field testing, Several reports in the form of Master's theses and a Doctoral Dissertation have resulted from this research. They each report in considerable detail the results of several individual" contributions to this program. In preparing this report, an attempt has been made to provide a complete description of the significant results but with- out burdening the reader with the minute details. These more detailed reports are referenced heavily for the convenience of those interested. PRESENT COMMUNICATION METHODS Two types of communication systems are presently used In coal mines. They are: 1, Various forms of telephone systems, and 2. Carrier current radio systems using the trolley line as the interconnection circuit. Carrier current radio is used almost exclusively for control of rail trafflc by the dispatcher. Almost all other communication uses the telephone system, Telephone lines generally extend to areas where trolley lines are not present such as the outside offices and warehouse. Therefore the telephone system provides the primary means of voice communication. Telephones - Telephone systems employed in American coal mines fall into three categories. 1. Paging type telephone systems - these systems have individual stations which use battery powered transistor audio amplifiers to boost signal levels for normal communication. When in the page mode,

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many. It is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. "The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many it is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. Available statistics on 1991 worldwide consumption of selected non fuel mineral commodities shown in table 12 indicate downturns for all but 3 of the 15 listed commodities. It should be stressed that in most instances, the consumption declines were primarily the result of lower levels of use in the former U.S.S.R. and the former centrally planned economy nations of Eastern Europe. However, several commodities suffered use cutbacks in market economy countries. In the case of the nonferrous metals covered In the table, the differences in performance between market economy countries and the former centrally planned economy states are immediately evident from the table itself. Among these important commodities, refined lead, primary magnesium, and refined tin registered downturns for market economy countries as well as among the centrally planned economy countries. Also notably, cadmium use showed no significant change from 1990 levels in either group of countries. Global consumption of iron ore fell by 3.4 % or about 31 million tons, and this was a greater decline than that logged for production of marketable iron ore and related products, which was down by only 3.0% or almost 28.2 million tons. Thus, it would seem that for another year there was a net addition to stocks. The 1991 drop in iron and steel scrap use was about 5.5 % or about 18 million tons, on the percentage basis somewhat greater than the 4.8% or 36.9 million ton drop in global steel production. Although consumption of iron ore and iron and steel scrap are not broken down by region in table 12, it seems almost assured that the pattern of 1990 continued into 1991: drops in use in the former U.S.S.R. and Eastern Europe were the overwhelmingly dominant declines and accounted for much, although not all, of the global decline, whereas among market economy countries as a group, there were upturns for both materials. On a global basis, it would appear that the slight shift in the ratio of pig iron to scrap in steel furnace charges noted in 1990 continued into 1991, this shift being toward a slightly larger proportion of pig iron with a corresponding decline in the share accounted for by scrap.

"The results of a two—year research study into the relationship between quartz dust levels in host material and in respirable dust in continuous mining sections are presented in this paper. The experimental design and sampling procedures for underground data collection are outlined. The sample analysis procedures for quartz determination, the ¬analysis results and conclusions of the study are discussed.The results of the study indicate that the quartz contents of the airborne dusts are generally higher than those in the host material and bulk samples; and the quartz content increases with decreasing size of the airborne dust. The source for quartz appears to be the roof and the floor materials rather than the coal seam itself. It also appears that the material containing quartz may be breaking into a different size distribution than coal.INTRODUCTION Without doubt, the potential for permanent and severe health damage exists due to respirable dust in the work environment. The attention directed at the reduction of respirable airborne dust to levels below those specified in the law and the achievements to date in meeting these standards are but a reflection of the recognition by many parties government, industry, and labor - of this potential and the need to reduce it.The ambient dust standard in underground U.S. coal mines (2 mg/s3) has a qualifier (Code of Federal Regulations, Title 30, Part 71.101) to determine an applicable dust standard when a respirable dust sample contains more than 5% quartz. This standard is frequently referred to as the ""reduced standard."" The reasoning behind the reduced standard is the relative toxicity of the quartz dust compared to that of pure coal dust. As the quartz levels in samples increase, the applicable standards become more stringent and maintaining the workings in compliance becomes increasingly difficult.The number of underground work locations operating under the reduced standards has shown a dramatic increase since 1980 (Figure 1). For comparison purposes, there were no mining entities operating on reduced standards prior to 1977. The emergence of this problem, which affects the health and safety standards on one hand and creates severe compliance problems on the other, has been rapid."

Case histories were used to document and evaluate deficiencies in underground mine closures which have resulted in post-operation problems such as subsidence shaft failures, acid or toxic water drainage and others. Three different underground mining districts in the United States were investigated; 1) an iron mining district in Michigan 2) coal mining districts in eastern Ohio and southern Illinois and 3) three metal mining districts in central Colorado. Previous work in the Michigan district on problems with subsidence and acid water drainage provided the background from which the concept for this project was developed Student investigators working towards their MS degrees in Mining Engineering did the work on the eastern coal and western metal districts. The combined studies show that problems from acid water drainage, subsidence and inadequately protected mine shafts are the most severe and widespread. Suggestions of a technical nature are presented as partial solutions to some of these problems. It was determined that pre-closure evaluations could result in the identification of some potential problems that may occur after the mine is closed. Early recognition of these problems would be an advantage for at this time more options are available to the mine operator to either prevent them or to plan for their occurrence. Mine closure and reclamation should be considered as a part of mining and be incorporated in the mining plan. This would result in reduced environmental impact and would be achieved at a lower overall cost to the mining companies and to society. The role of water in the occurrence of several types of subsidence during mine flooding was significant at some mines in the Michigan district. These mechanisms which involve, friction reduction, gravity loading, overburden transport and hydraulic forces in a flooded mine probably have a broader effect than is currently recognized. Control of these processes may offer some interesting options during mine closure. It is recognized that technical solutions alone cannot provide all of the answers to problems associated with underground mines. Education, modified attitudes on the part of regulators and operators, and a more realistic perception of the importance and value of mining by the general public are also needed.
