THE American Engineering Council, which is the working body of The Federated American Engineering Societies, held its first meeting in Washington, Nov. 18 and 19, 1920. The Federated American Engineering Societies was formed in Washington in June and is composed of engineering and technical societies, national, state, local and regional. These Member Societies elect delegates to the American Engineering Council, which is the administrative body of the Federated. The meeting was called to order by Richard L. Humphrey, Chairman of the Joint Conference Com¬mittee, and the program (which is printed below) was carried out without substantial change by E. S. Carman, who was elected temporary chairman. Under the Constitution, the Council appoints an Executive Board, the members of which are chosen according to the proportional membership of the vari¬ous Member Societies in their respective districts. Under this plan, with the present membership, 'the national societies will have 14 members and the local societies 6 members on the Executive Board.

I. INTRODUCTION. In presenting, this paper the writers wish to call attention first of all to the fact that the electric furnace was not developed as a competitor of the combustion furnace, but: 1. For the purpose of doing high-temperature work which it is not possible to do in the combustion furnace; and 2. For the treatment of ores from deposits which. are located in regions where fuel is scarce and costly, and where hydro-electric power is comparatively cheap, as is the case in Chili, in Canada, in certain parts of this country and Mexico.. This paper is not presented with the idea of trying to. prove that the electric furnace should replace the reverberatory or the blast furnace as used at present in the smelting of copper ores, but that it may be substituted for their in those localities which are not favorable to them,) and where either of the two following conditions may exist: (a) A district remote from railway transportation. facilities, and where there is a deposit, or deposits, containing sufficient values to warrant their being worked, but which, due to the cost of getting coke in for operating a smelter and of getting ore out to a smelter, have to remain unworked.. And where, on the other hand, there is plenty of water power which call he developed at reasonable cost for the production of electric power, by the use of which for. smelting the ores in an electric furnace, with subsequent Bessermerization if necessary, a concentrated product may be obtained, which can easily stand the necessary transportation charges. (b) Or,. comparatively speaking, the transportation facilities may be all right, but the cost of fuel be too great to permit of the ordinary methods of smelting, whereas,- on the other hand, hydro-electric power can he developed: in the district at a, low cost,, and the ores could be smelted by the electric furnace at a cost. that would make their treatment possible. With these possibilities in mind we have attempted to make a brief comparative study of the problem for the purpose of aiding those interested in the subject, in determining whether it would be possible metallurgically, and feasible commercially; to use the electric furnace-in those localities where, by reason: of excessive fuel costs, the cost, of operating the furnaces for smelting copper-ores. is either excessive or prohibitive. Although the smelting of copper ores in the electric furnace has received considerable attention and more or less experimental work has been done, so far as: we lire: aware there ate no electric furnaces in the United States which are' being worked on copper ores. The East Side Access (ESA) Project will extend Long Island Rail Road (LIRR) into midtown Manhattan via 11 km of tunnels, a new terminal station and associated support facilities. In addition to the hard-rock tunneling currently underway in Manhattan, soft-ground tunnels in Queens will traverse beneath Amtrak?s Sunnyside Yard and Harold Interlocking, the busiest rail interlocking in North America. This paper details ESA?s coordinated approach to interfacing with both Amtrak and LIRR with regard to the planned tunnels, shafts and related construction beneath or adjacent to the operating railroads. This interface includes integration of railroad staff, extensive presentations, reviews and agreements with the railroads regarding settlement mitigation, real-time automated geo-instrumentation monitoring, ground improvement, and geotechnical/environmental controls.

The work and costs involved in controlling three large fires in abandoned mines in the anthracite region of Pennsylvania are presented in detail. The work was done under authority of Public Law 89-4. Three basic control techniques were successfully employed by the Bureau of Mines: (1) forming underground fire-containing barriers by systematically flushing incombustible material into mine voids, (2) excavating an isolation trench around the fire area, and (3) complete excavation of hot and burning material in the fire area. When methods 2 and 3 were used, the excavations were subsequently back- filled with incombustible material. Preliminary location of fire perimeters by the standard use of patterned 6- and 8-inch-diameter boreholes is discussed. Investigations into air-borne infrared scanning, shallow subsurface thermal anomalies, and the use of helium to trace the movement of mine air currents are covered. Although they are costly and time consuming, boreholes have proven to be the most efficient means to date of obtaining necessary subsurface fire data. Infrared scanning was ineffective in delineating fires under more than 30 feet of cover. Helium-tracing was shown to have a good potential for determining possible hazards to adjacent residential areas from traveling mine fire gases.

Owing to the broad scope of the content and the diversity of interests represented, the Annual Report for 1951 has been divided into two separate publications. Each has been published by the Bureau of Mines as a Report of Investigations, and the respective titles follow: Oil from Coal. R. I. 4865, Part I - R. I. 4866, Part II - Oil from Oil Shale. Identical in each report, the introduction summarizes research progress made in 1951 under the entire Synthetic Liquid Fuels program. A free copy of these publications may be obtained by a written request to the Bureau of Mines, Publications Distribution Section, 4800 Forbes Street, Pittsburgh 13, Pa. The R. "FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. The detailed record has been filed in the Archives Building, Washington, D. C."

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

THE Synthetic Liquid Fuels Act. (30 U.S.C., 321-325, and amendments) became law April 5, 1944, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program, bulletins were published on pressure hydrogenation.3 the Fischer-Tropsch synthesis,4 anal oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to either the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable collection of technical information in this form will be valuable. The material will be presented in three parts, as follows: I. United States Patents. II. United Kingdom Patents. III. Other Foreign Patents. The domestic patents for this bulletin were collected between 1953 and 1955.

"The following report is submitted, in compliance with the request made by the Honorable W. H. Sproule, Chairman of the Committee on Mines and Mining, to the Director of the United States Bureau of Mines, that the bureau investigate the most modern processes for the production of radium from its ores. A thorough search of technical publications and patent office files was made. Outstanding authorities on the subject as well as persons claiming novel or secret methods were interviewed.Unlike most other elements, it is not possible for radium to occur naturally in a pure or concentrated form. This is because radium is one of a series of unstable elements which, by a constant, spontaneous, atomic disintegration, change from one element to the next in the series. Uranium is the ""grandparent"" of radium. The rates at which radium atoms are ""born"" and ""die"" are so related that only one part of radium can exist in equilibrium with three million parts of uranium. Consequently radium is only found associated with uranium minerals, and the ratio of radium to uranium is never more than one to three million. Since uranium is a rather rare element, the scarcity of radium is almost beyond comprehension. Nevertheless minute traces of radium can be detected in nearly all rocks.The carnotite ores of Colorado and Utah were the chief source of radium for many years.In the fall of 1922 news of the very rich deposits of radium ore discovered in the Belgian Congo caused most complete cessation of domestic production. The Congo ore contains pitchblende and a number of alteration products, including the new minerals bequerelite, curite, krasolite, stasite, and dewindite. Reports indicate that a considerable amount of ore containing over 50 per cent uranium oxide has been produced. It seemed certain that radium could be extracted from the Conga ore at a much lower cost than from the relatively low-grade carnotite; and in order to preserve their elaborate marketing organizations, the larger American producers made agreements with the Belgian syndicate to market the foreign product in this country. The retail price of radium has been held at $70 per milligram, but large orders are filled as low as $50. Extraction of radium from carnotite by the usual methods does not appear to be profitable at that price with one exception, all American firms ceased production after their accumulated stocks of ore had been treated. The United States Radium Co., which continued to treat carnotite for several years, finally shut down its plant."

The collection zone residence time distribution (RTD) of mechanical self-aerated flotation cells was characterized for liquid and solid per size class (-45 mm, +45-150 mm and +150 mm). It was found that a single large industrial cell with a volume of 130 to 250 m3, now used in plant operations, can be well represented by an LTST (large and small tank-in-series) model plus dead time. From a scale-up point of view, results showed a similar mixing behavior for industrial cells ranging from 130 to 250 m3. Also, single mechanical cells showed a similar mixing pattern (RTD) when compared to large pneumatic flotation columns. It was confirmed that for practical purposes, the mixing condition in a flotation bank of three or more cells in series can be well described by the classical N tanks-in-series model.

The importance of recovering more oil from known petroleum reserves has placed increasing emphasis on the application of secondary producing methods. One of the most successful of these has been the injection of water into depleted oil reservoirs. Water flooding is now recognized as a valuable conservation measure that not only prevents the premature abandonment of stripper leases but also is credited with reviving operations in many oil-producing areas previously abandoned. The injection of water into an oil-producing zone as a method of stimulating oil production was legalized in Kansas in 1935. Although water flooding had been attempted previously in other parts of the State, 1935 marked its introduction into the shallow stripper area of eastern Kansas. Two years later flooding was begun in the five-county area that is described in this report. Figure 1 is a map showing the water-flood areas in Allen, Bourbon, Crawford, Labette, and Neosho Counties, Kans. To July 1, 1955, the 77 projects in the oil fields of these 5 counties are credited with recovering an estimated 12.3 million barrels of oil that would not have been produced by methods used previously. These projects are expected ultimately to cover 10,700 acres, of which only 5,400 has been flooded to date.

The steel industry has been harassed by uncertainty of the Government's attitude toward organized labor's de¬mands, and irregularity in volume of production. Steel labor, if left to its own devices, would in most instances, march shoulder to shoulder with the management of steel plants in their effort to pull the industry nut of the ?red.? A blast caused the destruction of a bridge and loaded freight train and the death of three men, near Chattanooga, Tenn., on May 16, 1907. The blast and its disastrous effect has been described by Mr. Hunter McDonald, M. Am. Soc. C. E., in a paper read before the Engineering Association of the South and reprinted in the Proceedings of the Association for April-June, 1907. The excessive damage was so largely due to coincidence and wreckage of the bridge and train so complete that the incident is worthy of notice.

In situ horizontal stresses were measured to determine the influences of geologic anomalies on the regional horizontal stress field in two coal mines in southern Illinois. Stress measurements were obtained near a normal fault having a 121-ft displacement at the AMAX Wabash Mine and a large coalbed want at the Kerr-McGee Galatia No.5 Mine. Horizontal stress measurements were completed using a Bureau of Mines borehole deformation gauge. The average maximum and minimum horizontal compressional stresses at the Wabash Mine were 1,400 and 800 psi, with the direction of maximum stress ranging from N 78° W to N 83° E. At the Galatia No.5 Mine, the averages were 1,500 and 500 psi, with the direction of maximum stress ranging from N 85° E to N 75° E. Generally, the geologic anomalies appear to have no dramatic effect of the regional horizontal stresses. However, subtle differences between stress measurements suggest an influence by the fault zone at the Wabash Mine. The larger anisotropic stress conditions at the Galatia No.5 Mine could be responsible for the increase in kink zones and directional roof failures.

This report describes the results of a 2-year investigation of extensible face ventilation techniques and systems for use at the working face in underground coal mines. The goal was to provide a safe and convenient method of maintaining the extensible system within 10 feet of the face, thereby ensuring good ventilation. A summary of approximately 20 extensible ventilation systems proposed or tried in the past is included for reference, together with a detailed description of the design, construction, and underground testing of a new extensible brattice panel and a new fiberglass duct system. The extensible brattice system utilized a special panel which could be pushed forward as the miner advanced. Brief testing in three mines revealed some conflict with the mining cycle and led to recommendations for two improved designs. The extensible duct system was designed for a Goodman borer and utilized a telescoping tube on the left side of the roof, so that it could be extended without interfering with the miner operator. For mine sections with right-hand return ventilation, a special flat tube section is used to cross over the entry. Underground testing showed substantial improvement in face ventilation without interfering with production.

Cette présentation rend compte de quelques résultats préliminaires obtenus à l’une d'entre elle. Entre autres, elle montre comment une association entre une analyse de régression multiple et un logiciel d'optimisation (OPTIMUL) peut servir à une application particulière de la planification d'une opération minière du Québec. Plus spécifiquement, la présentation montre comment une quantité appropriée de ANFO et de TOVEX peut maximiser la quantilé de minerai cassé, minimiser les couts de sautage ou encore minimiser les coûts d'explosifs par tonne de roche cassée, en se basant sur une série de contraintes réalistes provenant de la mine.ABSTRACTA study, underway since 1987, tries to evaluate factors affecting mines' productivity. Information has been collected from seven underground mines in Quebec and this paper shows preliminary results from one. In particular, it shows how a combination of multiple regression analysis, mathematical programming and a set of realistic mine constraints can be used for a particular application of mine planning. More specifically, the paper shows a parallel between maximizing production of tons of broken are, minimizing explosives costs or minimizing the costs of explosives per ton of broken are by an appropriate selection of ANFO and TOVEX quantity of explosives. Finally, the paper shows that minimizing the costs of explosives per ton of broken are is the best alternative to follow providing a special optimization program can be set up."
