This study proposes a methodology for dewatering of mine waste using a multistage process, combining geotextile tubes and anionic polyacrylamide (PAM), which accelerates the recycling process of water for aggregate mine waste facilities. For this purpose, waste from a rock quarry located in Istanbul was investigated. Flocculation tests revealed that the use of anionic PAM at an optimum dosage reduced sedimentation time and decreased turbidity. The compatibility of geotextiles and mine waste conditioned with different dosages of the effective PAM was evaluated by rapid dewatering tests, considering the water content of the filter cake, amount of infiltrated solid content, and rate of filtration. Geotextile dewatering tests were also performed on PAM-free and conditioned suspensions. The dewatering process was optimized by the use of a geotextile tube in two stages: (i) on the unconditioned suspension and (ii) on recovered PAM-conditioned leachate. Directing PAM-free non-hazardous soil-based material obtained in stage i to alternative beneficial uses is suggested, to minimize the volume of waste. Furthermore, recycling of the effluent obtained at the second stage of the proposed method will ensure more efficient water reuse

The properties of a geologic mass may be considered from a resource or an engineering viewpoint. The primary engineering applications include ground control, excavation, bulk handling, and hydrology. This study will focus upon these areas in descending order. For an adequate geologic description, data is necessary on the following components: (1) the intact rock, (2) geologic structures, (3) contained fluids, and (4) existing pressures and temperatures, see Table 1. This information, combined with the engineering specifications, provides the basis for a formal geotechnical analysis as illustrated in Figure 1. For a structural analysis it is essential to establish the mechanical properties of the material composing the structure. This material, termed the "rock mass," consists mainly of the first two geologic components, the intact rock and geologic structures (Figure 1) Consideration of fluids will be subordinated to their role as chemical agents affecting the mechanical properties. The existence of pressures and temperatures generally lies beyond the scope of this study.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

One concern of the Mine Safety and Health Administration is the structural integrity of steel wire ropes used on mine personnel hoists and elevators. Failure of such ropes has resulted in loss of life and property. Although thorough and regular visual examinations are performed, hoist ropes may still fail from undetected internal wear, corrosion, and broken wires. To complement visual examinations, nondestructive rope inspection techniques have been developed to determine deterioration and removal criteria. The techniques use electromagnetic and permanent-magnet test instruments designed by a Canadian firm. This paper describes the operating principles, field and laboratory testing of these nondestructive testing instruments, and discusses the feasibility of using this type of testing as a supplement to visual examination and destructive tests.

In July 1968, P.T. Inco Indonesia was granted a Contract of Work to explore and develop the nickel laterite resources on the southeastern peninsula of the island of Sulawesi. Since 1970, exploration has centred on the deposits at Soroako as the site for initial project development. This paper describes the exploration methods used to evaluate these rather unique laterite deposits, the geology of which is described in the first section of this volume.

The Lewis Street CSO Tunnel is an important element in the efforts of the Metropolitan Government of Nashville and Davidson County (Metro) to improve the treatment of waste-water in the area. The tunnel is approximately 1,675m (5,500ft) long with a finished diameter of 2,600mm(102inches). 116m (380ft) of tunnel was constructed in soil with the balance being in lime-stone rock. Excavation was with a 3,700 mm (12ft) diameter Jarva hydraulic shield in soil and a Jarva Mark 12 TBM in rock. The permanent lining of the tunnel comprised concrete pipe with steel end-rings and a vinyl liner. This paper describes the construction of the project with particular emphasis on the excavation and lining of the tunnel.

In 1960, the Kennecott Copper Corp. and the U.S. Bureau of Mines entered into a joint research program to determine the changes in stress, strain, and displacement created by changes in slope angles. The field site was the Kimbley Pit, located near Ely, Nevada; the supporting laboratory investigations were made at the Bureau's Denver Mining Research Center. Following a study to determine the rock stresses in the mining district, the strike and dip of geologic defects (fractures) in the rock, and the laboratory-determined strength of the rock, a new slope angle and pit configuration was selected, and instruments were installed to measure changes in stress, strain, displacement, microseismic noise rate, and sonic velocities at several points in the west wall of the pit. Between February and November 1966, the west slope was changed from an average angle of 45° to a new slope angle that started at 45° on the south wall, gradually increased to 57 ½ at the center of the west wall, and to 61° on the north wall. The pit was deepened from about 500 feet to about 550 feet. About 2.55 million tons of waste and ore were removed by stripping and mining.

The oxygen-rich bath smelting process of copper dross was simulated using Factsage software. It was found that the two-step simulation results agreed better with the industrial data, especially in the speiss. Bi, Pb, Sb, As, and Cu contents in the speiss by two-step simulation differed from the industrial data by 0.6 wt.%, 0.8 wt.%, 2.6 wt.%, 7.2 wt.%, and 8.6 wt.%, respectively. Twostep simulation results indicated that the speiss partitioning of Sb, As, and Cu increased from 60.1%, 32.3%, and 27.5%to 81.6%, 67.8%, and 47.2%, respectively, with the smelting temperature increasing from 1050 °C to 1250 °C. While the metal partitioning of Sb and Cu increased from 0% and 2.7% to 15.2% and 13.3%, respectively, with the separation temperature increasing from 400 °C to 700 °C.

The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

INTRODUCTION The first Dispute Review Board (DRB) was utilized on a tunnel project 20 years ago. Increasingly utilized on a wide range of construction projects, DRB's are becoming the norm on tunnel and underground projects. This paper summarizes the growth in this usage, uses observations and experience to establish that barriers to the utilization of DRB's are more perceived than real and that many arguments against the DRB concept are not valid, and notes some of the salient elements that should be considered in practice to optimize DRB effectiveness. The purpose of the paper is to provide an annotated checklist for current and prospective users. The basic concept, structure, and operation of DRB's are described elsewhere and will not be repeated here (ASCE, 1991). DISPUTE REVIEW BOARD USAGE A compilation of Dispute Review Board usage for tunnel and underground projects to January 1994 indicated use on 63 contracts with a cumulative construction value of $3.8 billion and a total of 60 disputes settled. As of that same date, DRB's were planned for another 63 contracts with an estimated construction value of $4.7 billion. (A listing of these 126 projects is available from the authors.) This success and popularity have spread to other civil projects as well as process and building construction. The increase in DRB usage has been exponential. See Figure 1.

A new polyhalite fertilizer mine is currently being developed in the UK by Anglo American Crop Nutrients. The project includes the construction of a Mineral Transport Tunnel almost 37 kms long to house a conveyor belt that will move polyhalite from the production shaft at the mine to a materials handling facility at the port. The project sets a new standard in terms of an ultra-long tunnel drive and sustainable, environmentally friendly and efcient material transport. The paper highlights in particular the . m diameter TBM in use for the construction of the ultra-long tunnelling section.

In the wake of the collapse of the ceiling panels in the I-90 section of the Central Artery/Tunnel (CA/T) Project in 2006, the long term performance of tunnels became the focus of the tunneling industry. At the time of the accident, the tunnel had been open to traffic for about 10 years. This paper will discuss design methods and considerations to improve the long term performance and durability of a tunnel. The major problems found during the inspection of several tunnels will also be presented and the causes for these problems will be discussed.

The Cresson gold deposit is in the southcentral portion of the Cripple Creek mining district in central Colorado (Fig. 1). The deposit is hosted by a series of 32 Ma (Kelley, 1995) felsic to mafic, alkaline volcanic rocks that were deposited in a diatremal environment. Mineralization in the Cresson deposit is structurally con-trolled. It occurs as disseminated and vein type. Gold deposition is closely associated with potassium-pyrite metasomatism and quartz-telluride vein development(Pontius, 1992). The Cresson deposit is owned by the Cripple Creek and Victor Gold Mining Co. (CC&V), a joint venture between Pikes Peak Mining (67%) and Golden CycleGold (33%).

Dry coal separation technology has particular advantages in the applications in arid and cold regions, or low rank coal separation. The hazardous pollutants in low rank coals can not be efficiently removed by conventional wet coal separation processes because a considerable amount of porose and easily friable low rank coals suffer serious particle size degradation problems in water. In this paper, a novel dry coal separation method with a vibrated air-fluidized bed of magnetic fly ash and magnetite is put forward for dry coal beneficiation. The magnetic fly ash used in this study was derived from fly ash obtained as a byproduct of coal combustion. The vibration?s effect on the uniformity and stability of a magnetic fly ash air-fluidized bed was studied. The 6×0.5 mm dry coal separation results with a vibrated air-fluidized bed of magnetic fly ash and magnetite showed that the probable error E value of separation is 0.06-0.08 t/m3.

Several attempts have been made in the past sixty or so years to commerciliaze the vast oil shale deposits of the United States of America. However, the industry has yet to become viable and economic. To date, it has not been possible to produce oil from the oil shales at a competitive price when compared to the oil produced from oilfields by conventional methods. However, the development work has been quite fruitful in furthering the art of thick bed mining and technology of in situ retorting. The in situ method has the potential of recovering oil from thick beds and the resource recovery potential is much greater than that from underground mining and surface retorting. In situ methods require that the shales/ marlstones be fragmented ' in place to induce adequate porosity and permeability to allow in situ' heating of the fragmented shales. This can be accomplished by using explosives. However, it has been found that the existing blasting systems, though very efficient, are somewhat lacking. The explosive become insensitive when shot in multiple vertical decks. They can also become insensitive when spaced horizontally at close proximity to other charges. Also, since the blasting is done in a very limited free face, this limits the delay time that can be allowed between charges. Consequently it is not always possible to predict the performance of the blasting system on a routine basis. Furthermore, since it is not possible to undertake secodary blasting, it is imperative that the blast design function properly. Recent, successful retorting by Occidental Petroleum Company of retorts seven and eight suggests that some of these problems may have been overcome. This paper addresses some aspects of in situ retorting and problems those have impeded the development of a viable oil shale industry in the U.S.A.

Toronto Tunnel Partners (TTP), under contract to Metrolinx/IO, is constructing new twin rail tunnels under the Highway 401 & 409 interchange to accommodate additional tracks to support the GO Expansion program for future two-way, all-day service. The new tunnels are being constructed using the Sequential Excavation Method (SEM) and utilize a tunnel pre-support system consisting of a series of 800 mm diameter steel pipes to form a pipe canopy. The pre-support pipes were installed with an Auger Boring Machine (ABM) in four separate headings; one heading from each of the tunnel end portals, and two from a shaft in the middle of the highway. To facilitate the auger boring operation, a custom steel reaction frame was required to counteract the thrust from the ABM at the portals, and a temporary shaft structure was installed in a narrow median space of the highway. The installation of the pipe canopy had to overcome challenges including removal of obstructions, alignment issues, and controlling settlements to the highway surface. This paper discusses the purpose of the pipe canopy, design and installation of the temporary shaft and structures to support the auger boring operation, the experience of the contractor during the installation of the pipes, and brief overview of the experience tunneling below the pipes.

In continuing its long range studies of methods of treating low-grade iron ores, the Bureau of Mines has developed a new selective flocculation, desliming, and flotation procedure that enables effective beneficiation of the finely disseminated ferruginous jaspers of the Marquette range, Mich. The process, developed on a bench scale and later confirmed in the 800-lb/hr pilot plant, comprises dispersion, selective flocculation, desliming to reject fine silica and clay, and flotation of silica from the remainder of minus 400-mesh pulps. Pilot plant flotation of two Marquette range ores, using the selective flocculation procedure on feeds containing 36 percent Fe, yielded iron recoveries of about 84 percent in concentrates containing 65 to 66 percent Fe and 4 to 5 percent silica. These results were metallurgically superior to those obtained when selective flocculation was not used. Also operating characteristics were better, and reagent costs were lower.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon's pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon's pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (15%) of Professor Gershon's pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. The California Department of Transportation (Caltrans), the Contra Costa Transportation Authority (CCTA), and the Alameda County Congestion Management Agency (Alameda CMA) are involved in a unique partnership on the planning and design of the fourth bore of the Caldecott Tunnel, located on State Route 24 in Alameda and Contra Costa counties. The project will add a two-lane bore north of the existing three bores. The project will alleviate traffic congestion in the non-peak direction. This paper provides background on the existing facility, summarizes the need for the new fourth bore, describes the proposed improvements, sets forth the approach for project delivery, and lists some of the challenges that are expected during construction.
