The Minerals Availability System (MAS) was formally established by the Bureau of Mines in May 1975 to provide current appraisals of the engineering and economic availability of nonfuel minerals for consideration in the formulation of both domestic and foreign minerals policy, Domes- tic mineral property reports are developed by the Bureau's four Field Operations Centers, and foreign data are obtained under contract. This site-specific information is subsequently subjected to engineering verification and economic evaluation, and the results are analyzed and published as Minerals Availability System Appraisals. The deposit-specific data are also entered into the computerized MAS data base, where a subset of this information, the Mineral Industry Location System (MILS), is available to the public in the form of computer graphics and listings. Other MAS products are also described. The Bureau's MAS personnel are frequently involved in special engineering and mineral economic projects for other Federal and State agencies. MAS personnel also work closely with the private sector, both in the area of mining and processing cost estimation, and as a source of nonproprietary mineral deposit information.

Geophysical Abstracts are published by the Division of Geophysical Explo- ration of the U. S. Bureau of Mines as an aid to those engaged in geophysical research and exploration. Inasmuch as geophysicists in the field may have little opportunity to consult libraries, the policy of the Division is to provide abstracts suffi- ciently informative in themselves to keep readers abreast of literature and patents published in the United States and abroad. - DISTRIBUTION. Abstracts 1-86 were issued as Information Circulars by the Burca of Mines; Abstracts 87-111 appeared as Bulletins of the Geological Survey; Abstracts 112-127 have been published as Information Circulars by the Bureau of Mines; succeeding issues will be resumed by the Geological Survey.

The principal purpose of this study was the development of an engineering and economic model of a hypothetical large-scale open pit gold mining operation. The guiding concept in developing the model was the idea that, through study of a number of such models, it would be possible to evaluate a mineral property and to make reasonable estimates of the benefits to be derived from research in mining and metallurgy. The model by use of a computer is able to produce results easily and quickly when cost factors are varied. Cost factors may be varied as a result of assumptions of improved technology or of assumptions of assuming different approaches or methods to accomplish a particular segment of the mining or processing operation. The discounted cash flow rate of return was used to measure the effect of changes in costs or expected revenue. In this study, assumptions based on past processing practices were made in an effort to reduce costs of processing the ore These assumptions were: (1) Eliminating the low-grade cyanide circuit; (2) reducing the quantity of material to be processed by screening after crushing; and (3) using a combination of assumptions (1) and (2). All three assumptions resulted in reduced capital investment and operating cost that caused substantial increases in the rate of return.

The ternary system A14C3-AIN-Al203 has been examined to determine compositions which may display desirable high-temperature refractory properties. Powder methods were employed in the synthesis of all test compositions. Forming and sintering behavior was examined and hot-pressing parameters were measured. Several properties were studied for each composition of interest in the system. The properties included hydrolysis rate in moist air, elevated temperature oxidation rate, density, softening point, tensile strength, and rupture strength. In most cases equilibrium was not achieved, and the data are representative of a nonequilibrium system. Approximately 16 separate phases have been observed in the system. Forming behavior and selected properties of five compositions of interest were compared with those of aluminum oxide and aluminum nitride. None of the compositions compared favorably. Oxidation and vaporization appear to be serious drawbacks to the use of these compositions at elevated temperatures.

It describes operations in the Alma district of Colorado in September 1937, supplemented by some additional data collected in July 1938. Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

THIS-report gives results of in investigation of the carbonizing properties of 18 coals, including 2 from Alaska, 12 from British Columbia, 3 from Washington, and 1 from Utah. Each coal was carbonized in the standard 13-inch Bureau of Mines-American Gas Association (BM-AGA) retort at 900° C. Plastic properties were determined by the Gieseler and Davis methods, and agglutinating and free-swelling properties were determined by standard methods. Expanding properties were measured in the Bureau of Mines sole-heated oven. From the results of the tests on these single coals, three coals from the Crowsnest area in British Columbia, representing Elk River Nos. 4, 9, and 10, were selected for blending with the Utah coal, which was from the Lower Sunnyside bed, Horse Canyon mine, Emery County. Lower Sunnyside also was blended with Wilkeson -Nos. 2 and 3 (Washington) coals, Pocahontas No. 3 from McDowell County, W. Va., and the Oklahoma low-volatile coal used in the blend carbonized at, the Provo, (Utah) coke plant at the time this investigation was started. Most of the blends contained 3 percent hard pitch, which is the proportion used at the Provo plant. The blends were also carbonized in 13-inch BM AGA retorts at 900° C. High-volatile B coal from the No. 3 bed, Evan-Jones mine, Lower Matanuska, Valley, Alaska, yielded poorly fused coke or char. M-bed coal from the Chickaloon mine, Upper Matanuska. Valley, Alaska, ranked as medium-volatile bituminous and coked strongly. It expanded 39.6 percent in the sole-heated oven at a. charge density of 55.5 pounds per cubic foot..

The New Hope field was selected for study by; Bureau of lanes engineers because many problems met by, the operators during development and operation were unique to petroleum-engineering experience. Solving these problems is believed to have doubled the ultimate recovery of oil from the field. Since the discovery well was 'completed, in April 1943, an oil-productive area of 4,950 acres- has been delineated by the drilling of 64 wells, four of which were dry holes. Four oil-bearing reservoirs - the Bacon oolitic limestone, and the Hill, Pittsburg) and Elledge sandstones, all, in the Trinity group of the Lower Cretaceous series-- have been penetrated at depths ranging from 7,300 to 8,100 feet. Three of these reservoirs were found to be closed-type or solution gas-drive reservoirs, and one - the Hill - was an open-type or water-drive reservoir. During the course of the study, the Tide Water Associated, Oil Co. and -Seaboard al Co. of Delaware made available to the writers all well records, electric logs; and coring, production,, and pressure data. The ,writers performed Certain field and laboratory- tests on cores of ,the reservoir racks and' samples -of the reservoir Oils. Analyses of cores from the four reservoirs showed average .porosities ranging from 10 to 18 percent, average permeabilities of 17 to 297 millidarcys, and -average 'connate water contents ranging from 25.4 to 30.6 percent. Subsurface and recombined samples of reservoir oils indicated that the oils in the Bacon Hill, and Pittsburg reservoirs contained ,206 to 422 cubic feet of gas in solution per barrel initially, and that the, reservoir oils were undersaturated with gas. No samples' of oil from the Elledge reservoir were analyzed, and because of meager data this reservoir was not studied in detail. 4 The presence of free 'gas' or a' gas cap, however, indicated that the oil in the Elledge reservoir was saturated with gas. The rapid decline in pressures in- the' four reservoirs during the 'first year of operation alarmed the operators and provoked them to investigate the reservoir conditions to determine the cause.

Dry weather since the third week in January has set back any prospects for an early increase in hydroelectric power in the Pacific Northwest, according to The Bonneville Power Administration. The 25% cutback made in July probably will not be restored in March or April. Noranda Aluminum, Inc., increased its price for 99.5% aluminum ingot from 66 cents to 70 cents per pound effective March 1, 1980. Revere Copper & Brass, Inc., also -increased its price for primary aluminum from 66.0 cents to 70.0 cents per pound effective February 1. Kaiser Aluminum & Chemical Corp. raised its international price for 99.5% primary aluminum from 72.6 cents to 82.6 cents per pound, c. i. f., effective February 26 on new orders and on shipments from March 15.

Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

"Vanadium and uranium occur widely distributed throughout western Colorado and eastern Utah, and a few deposits have been found in northeastern Arizona and northwestern. New Mexico. The area in which it occurs includes approximately 10,000 square miles and is generally referred to as the vanadium region of Colorado and Utah.The majority of the deposits consist of replacement bodies and impregnations of rare minerals in the lower Morrison formation of Jurassic age. The ore bodies are flat, with irregular margins, and most of them conform to the stratification.The ""rim rock"" topography of the region includes many steep-walled canyons and plateaus, which afford an abundance of outcrops that have been responsible for most of the discoveries of mineralized areas. Delimitation of ore bodies within the areas is accomplished most effectively by core drilling from the surface.The deposits were discovered in 1899 and from 1911 to 1923 wore worked extensively for radioactive uranium ores, principally carnotite.The discovery and marketing of the richer and more cheaply mined pitch-blende ores of the Belgian Congo left the Colorado-Utah deposits without economic importance as sources of radium and uranium, and the region became inactive in 1923. After a period of comparative inactivity, the rising demand of the alloy-steel industry for vanadium renewed interest in the deposits, which were known to contain that metal. By 1938, vanadium production in the area had achieved respectable proportions, and new impetus was given to it by the United States’ entry into World War II in December 1941. In 1942, new treatment plants for vanadium ores were completed in Monticello, Utah, and Durango, Colo. In order to meet the requirements of these and other plants in the region, it became necessary to open new vanadium mines and prepare old onus for production.In an effort to stimulate mining, the Metals Reserve Company initiated a stock-piling program and appointed the united states Vanadium Corporation, to act as its purchasing agent.The extra production was expected to come largely from small, independent operators whose limited funds did not permit them to maintain development and exploratory programs. Study of conditions made it apparent that extensive exploration would be necessary to sustain production, and accordingly the Bureau of Mines initiated an exploratory drilling project on a cooperative basis with the Geological Survey. The principal objects of the work were to enlarge the known ore reserves of the area and, if possible, discover new ones. The results have been gratifying in both respects."

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The Bureau of Mines human factors research program is directed toward reducing accidents and improving the overall efficiency of the person-machine environment interface found in surface and underground mines. The focus of the hum factors program therefore, is to insure that sound knowledge is available concerning human capabilities and limitations, and that this knowledge is applied to the design, of mining equipment, work tasks, and management procedures. The papers presented in these proceedings summarize some of the recent Bureau research in hum factors. The papers focus on two broad areas, human resource issues and human engineering of equipment, tools, and work procedures found in mines.

A week-long selective overburden handling dragline op ration was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to hvdrologically isolate a saline overburden zone during placement in the spoil piles. The saline zone had concentrations considered inimical to successful reclamation and was potentially dangerous to future water quality in the spoils aquifer. The zone was identified after review of chemical data for overburden samples collected from the intense 60 m grid drilling pattern. The saline zone in the overburden was: 1) handled in a normal manner; 2) segregated and buried; and 3) segregated, buried, and covered with a relatively impermeable 1.0 m thick clay cap. The method used to formulate this demonstration, the demonstration itself, and the monitoring and evaluation techniques are described in this report. Observation wells were installed to monitor ground water in the overburden, Rosebud coal, and McKay coal. Data from these wells were, used to estimate post reclamation water levels and to evaluate recharge and water movement characteristics in the vicinity of the demonstrations. The inimical zone was successfully handled in a selective manner with a minimum of delays. Economic analysis indicated cost of these selective burial operations to be about 1.1 to 1.5 times the cost of the normal operation at this particular mine site. Long term monitoring will be required to evaluate the effectiveness of these handling techniques in hydrologically isolating undesirable overburden materials.

Manual estimating method through use of equations, factors and curves for preparation of feasibility type estimates for capital and operating cost of mining and primary beneficiation in the United States and Canada of various types of minerals occurrences, except fossil fuels, using state-of-the-art technology. User should have basic estimating experience in the mining industry and/or related fields. Primary usage of this handbook will be for the preparation of preliminary estimate within a reasonable degree of accuracy with relative small amounts of hard input data. Output may be used to determine if a more finite type of estimate should be produced.

This report contains the papers presented at the Technology Transfer Seminar on Ground Control Aspects of Coal Mine Design held by the Bureau of Mines on March 6, 1973, in Lexington, Ky. Seminar attendance consisted of representatives from the coal mining industry, universities, mining consultants, instrument manufacturers, and local, State, and Federal Government. The purpose of this meeting, one of a series of Technology Transfer seminars, was to provide the coal mining industry with detailed information about recently developed techniques, equipment, and instruments which can be used in the solution of coal mine design problems and to discuss results and direction of research in mine design. The report includes opening remarks by Joseph J. Yancik, Acting Assistant Director--Mining; an overview of the Federal Bureau of mines approach to mine design; three papers an problems associated with the design of panels; five papers on coal mine roof problems; three papers on long wall problems; and the comments made by- the participants on the Bureau-industry panel discussion.

Aluminum Production. -By October 1, Aluminum Company of America will restart a 35,000-ton-per-year unit at its aluminum smelter at Rockdale, Tex., restoring that facility to its full capacity of 325,000 tons annually. Primary Ingot Price Increase. -Most U.S. aluminum producers in mid-September were quoting a price of 72 cents per pound for primary aluminum ingot. On September 19, Kaiser Aluminum & Chemical Corp. announced that it would increase the price of primary aluminum ingot 4 cents to 76 cents per pound.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines .
