THE first session was held in the small hall of the Academy of Music, on Tuesday evening, February 18th, 1879. The proceedings were opened by the reading, by President Eckley B. Coxe, of the following Address : SECONDARY TECHNICAL EDUCATION. Technical education is a subject to which both the American Institute of Mining Engineers and the American Society of Civil Engineers have of late years given much attention, and deservedly so. We all remember the admirable address of our former President, Mr. Holley, at the Washington meeting, upon this subject, and the very interesting reunion of the two societies in Philadelphia for its discussion. The problem to the solution of which the meeting devoted its attention was, "Shall the practical education of the engineer in the mine, in the rolling-mill, in the workshop, or in the field, precede, be contemporaneous with, or follow his theoretical studies in the technical school ?" I do not propose to add anything to what was so admirably said by so many of our leading engineers on that occasion ; but I shall ask your attention to another question in technical education, which seems to me equally worthy of our consideration, and which, I am sorry to say, has as yet attracted but little attention in this country. It is, "Shall the apprentices (I call them so for the want of a better general name), who are growing up and learning their trades in and around our mines and works, and from whose ranks the master mechanics and foremen of the future must be taken-shall they be provided with some means of obtaining as much theoretical training as may be necessary to enable them properly to understand the various processes and operations that they may be called upon to superintend, and not be obliged to pick up, as best they may, here a little and there a little truth mingled with much error?" In the former case, those who have the ability and industry to avail themselves of the advantages that should be offered to them would fit themselves to become real foremen, men who would understand and appreciate the true engineer and his methods. Of late years the young men of this country who have wished to enter our profession have had great facilities offered to them for so doing ; there have been undoubtedly great improvements in the methods of instruction; and although I am very far from imagining that no further progress can be made, or is demanded, yet I feel sure that

At the turn of the century, iron and coal were the keys to industrial prosperity. At that time, Pennsylvania was the leading mineral producer in the Country, producing 200,000,000 tons of coal in a typical post-World War I year. Close to 90% of the Nation's energy was generated by coal. Today, coal accounts for but 22% of the energy generated, leading to a drastic reduction in Pennsylvania coal output. In contrast with the post-World War I days, 1964 figures showed a drop in production to 93,846,480 net tons. This huge decrease has created a serious economic problem in a state so much dependent on the coal industry. Along with the reduction in coal production, employment has dropped considerably through these years (the number of miners alone has gone from 280,011 to 43,149), thus causing a heavy burden of supporting the unemployed on the taxpayers. As far back as 1939, coal operators and economists saw the problems on the horizon and the need for improvement. Realizing that research was a way to improve and stabilize the industry they demanded legislative action. The Legislature reciprocated with a small grant to The Pennsylvania State University with the provision that each State research dollar be backed with one from the industry. This initial grant laid the foundation for the further growth in coal research.

A progress report is presented on the development of a process for the removal of sulfur dioxide from flue gases. Catalytic oxidation of the sulfur dioxide in flue gases, with the production of recoverable sulfuric acid, has been demonstrated to be technically feasible. Problems associated with the process are discussed. The need for an inexpensive and efficient process for controlling sulfur dioxide emissions from utility plant stacks has been accentuated by the ever-increasing public demand for elimination of all man-made air pollutants. I would like to describe the results of an investigation of the development of such a process; more important, I would like to present a discussion of the problems associated with the process which remain to be solved. The research work on the BCR catalytic gas phase oxidation process has been jointly sponsored by the Association of Edison Illuminating Cos., Edison Electric Inst. and Bituminous Coal Research, Inc., since 1958. However, work on SO2-pollution abatement was initiated by BCR in 1953. Tieman and Clymer,1 working with ozone and simulated flue gases, evaluated a gas phase oxidation process for removing SO2 from flue gases. Their experimental data indicated that the use of ozone to oxidize SO2 in flue gas concentrations, with subsequent recovery of H2SO4, did not appear to be economical due to the large ratio of ozone to sulfuric acid produced (2.6 to 1). The cost of the ozone would be 6 to 10 times the cost of sulfuric acid produced. As a result of the ozone study, work on a catalytic oxidation process was developed. The following reactions are the basis for the catalytic oxidation process Reaction [I] normally occurs in the combustion of sulfur-bearing fuels. At the high temperature found in the combustion chamber, 95% to 99% of the sulfur in the fuel is oxidized to SO2 and 1% to 5% is oxidized to SO3. The concentration of SO2 in the combustion gases depends on the combustion efficiency and the quantity of excess air used. A commonly used rule of thumb is 0.1 percent by volume SO2 in the flue gas for each 1% sulfur in the fuel. Reaction [2] proceeds at a wide range of temperatures. The rate of the reaction is rapid above l,000°F; however, the equilibrium conversion drops rapidly above this temperature. 2 Reaction [3] occurs rapidly to completion at temperatures below 400°F; above this temperature some SO3 exists in equilibrium with H2SO4. Complete dissociation of H2SO4 occurs above 650°F.3 The simplicity of the proposed process provided added incentive to the development and evaluation of the various component unit operations. The advantages of the process were considered to be as follows: 1) no raw materials were required, 2) the unit operations were not radically new; and 3) a salable product, sulfuric acid, would be produced. The successful development of the process was contingent upon the solution of several major problems: 1) The development of a catalyst which would provide high catalytic activity at reasonable conditions of gas flow and temperature without causing an unacceptable increase in pressure drop. 2) The development of a high temperature dust collection system to provide clean flue gases to the catalytic reactor. 3) The complete recovery of the sulfuric acid produced in the process; the effluent gas must contain less than 20 ppm by volume of sulfuric acid. As of this date, the complete solution to these problems has not been achieved. EXPERIMENTAL Catalyst Development: The use of platinum and vanadium catalysts for the production of sulfuric acid by the treatment of dry gases containing 5% to 20% by volume sulfur dioxide has been known for many years. This investigation was carried on by means of models and the application of the principles of similitude to determine the effects of props, props and cribs and sand filling in longwall mining. The geologic structure and rate of face retreat were kept constant and the only change introduced was in the method of support. It is not felt necessary to repeat a description of apparatus, or to explain the fact that a scalar model made in all parts of the same material as the prototype will behave similarly to the prototype when rotated at speeds such that the centrifugal force is as many times the gravitational force as the prototype dimension is a similar linear model dimension. The reader is referred to earlier papers1,2 for further information regarding these statements. All models were made of sandstone and were as in Fig. 6. They are composed of a 3/16-in. ore body bed A, overlain by a 3/16-in. bed B, a ?-in. bed C and two ?-in. beds D and E. The model was rotated at + 2350 r.p.m. equivalent to a model ratio of 1268. It was worked back ¼ in. at a time before being replaced in the centrifuge and again rotated. Table 1 gives model and prototype dimensions occurring in this discussion, the prototype dimensions being 1268 times the model dimensions. Figs. 1, 2, 3 and 4 were taken while the model was rotating at 2350 r.p.m. One was taken for each face retreat of 26.4 ft., but for obvious reasons all are not presented. Fig. 1 (A-E) shows the behavior of this type of structure with face retreats of 26.4 ft. and no artificial support. Fig. 2(A-E) shows the behavior of this type of structure where breaker and face props were used. THE scope of this paper is the description of two districts in Peru in which deposits of vanadium have been found, and the consideration of much laboratory-work that I and others have done to determine the nature of these deposits. It is with regret that I present some of the data in a state of evident incompletion, particularly the analyses of a few of the minerals, which leaves some doubt as to whether the true nature of the minerals is understood. I make no apology, however, since in this case, as in many others referring to ore-deposits, conclusive opinions cannot be stated until a great amount of work has been done, and the deposit has been thoroughly exploited. I believe that the data and the tentative conclusions here presented indicate a unique and interesting condition which may assist others in work along similar lines; and further, what is of more practical importance, stimulate a search for a metal which, though long considered rare, is probably so merely because proper care has not been taken to recognize it. An excellent bibliography on the occurrence of vanadium in nature is given by F. W. Clarke in his paper, Data of Geo-chemistry;1 and in the preparation of this paper I have consulted many of the references contained in the Bibliography of the Chemistry of Vanadium, by M. Moissan.2 A brief review of the subject having special reference to the metallurgy of vanadium is contained in the small book by P.. AS a new departure the annual business meeting was held at 4 p. m. on Tuesday, Feb. 16, instead of in the morning, as previously. The retiring President, Robert E. Tally, called the meeting to order and briefly spoke of the large measure of success that had been attained in balancing the budget of the Institute in 1931, so that, although receipts had declined over $26,000 compared to the previous year, expenditures had come within $3,000 of income. He referred in complimentary ,terms to the work of the committees on Membership, Admissions, Papers and Publications, and MINING AND METALLURGY, from which more would be heard late:. He also announced that a large and important committee on economics has been under consideration, and will be announced later. As an evidence of growth it was noted that a new Division, Mineral Industry Education, had been organized just an hour previously.

MY treatment of the subject of "Metals of the Future" is imaginative rather than statistical or scientific, because reliable information concerning useful concentrations in the form of ore deposits of by far the majority of the elements does not exist and the chemical, physical, and mechanical properties of the unfamiliar metals are recorded only in fragmentary and uncertain form or not at all.

MONDAY, Feb. 21, evokes memories of the Silver Corridor at the Waldorf to be recalled and reflected upon for time to come when thoughts drift to the Annual Meeting of 1944. Crowded though it was, on occasion there lurked in the mind's eye a vision of what might have been had the 2886 persons who put in an appearance at one time or another milled around in the lobby of 29 West 39th Street. Some confusion resulted from difficulty in locating meeting rooms, but for the most part everyone found what he wanted. The usual bulletin board of members registered was missing this year and rumor has it that tile Waldorf didn't approve. Registration broke all previous records with many a busy engineer realizing that the program had something to offer that would be of use in his particular job. It might be noted here that "Arpad" co-operated nicely, previewing spring days on Monday, Wednesday, and Thursday; Tuesday was a bit damp.

IN examining steel under the microscope, one is constantly confronted with structures that are difficult to interpret. Recently, in a collection of samples for exhibition purposes, the writer found apiece of open-hearth runner metal, 2 in. (50 mm.) in diameter, that had been fractured for use as a sample of cast-steel structure. On polishing and etching a section for the purpose of photographing a field to typify the microstructure of steel in the "as cast" condition, a variety of structures was found (Fig. 1) so arranged as to arouse interest at once. For a distance of about 0.065 in. (1.6 mm.) from the skin of the runner, normal ingot structure was found (Fig. 2); this was followed by a zone, about 0.215 in. (5.5 mm.) wide, of considerably lower carbon content in which occurred a most pronounced Widmannstättian structure (Fig. 3); from this point on to the center of the runner, the metal was again of normal ingot structure (Fig. 4). MANY MISUNDERSTANDINGS have arisen regarding -Al the purchase by the Government of 24,000,000 oz. of domestically produced silver annually for the next four years at a price of 64 1/2c. to the producer. Some editorials have an¬nounced rather sarcastically that be¬cause of the strong western silver bloc in Congress, the Administration is paying a bonus of approximately $22,000,000 to a few large silver produc¬ers of the West, the amount being figured on the total purchase of about 100,000,000 oz. and the difference between the Government price and the world price for silver. Actually the Government will make a profit on this purchase, due to seigniorage, of something over $60,000,000. The 96,000,000 oz. of silver, for which the producers will receive approximately $62,000,000, will be produced in association with at least $100,000,000 worth of lead, zinc, copper and gold; the greater part of this $162,000,000 worth of metal will be produced at little profit to the mining companies, as will be shown later, because of the low prices for lead, copper and zinc. This amount of money will be spent largely for labor and supplies, thus greatly relieving the national burden of unemployment. Certainly, western mining, in the purchase of this silver, is not victimizing the Federal Government.

The Washoe plant, 1 in Anaconcla. Mont., together with the local street-railroad, ranches a. foundry and machine-shop a brick-plant and the Montana hotel, form a property under one management; to which should be added the mines in Butte owned by the company, from which part of the ore-supply of the plant comes. The Anaconda Copper Mining Co., controlled by the Amalgamated Copper Co., was reorganized under the laws of Montana in 1893. A map of the plant, showing the numerous departments and illustrating the details of tracks, pipe-lines, and charging-stations for compressed-air locomotives, is given in Fig. 1.

The importance of phosphate in feeding the people of the world has been recognized by mining companies as they continue their search for new ore deposits and ways of improving phosphate production. An extensive phosphate-recovery research project involving investigation of beneficiation variables by batch testing, flotation pilot-plant processing of the major portion of the ore, gravity separation of the coarse fraction, and recovery of byproduct heavy minerals of a North Carolina phosphate deposit has been completed. Data obtained through batch tests enabled the development of an economical flowsheet which proved successful for the efficient recovery of a good quality phosphate concentrate in a pilot plant.

Experience has shown how difficult it is to obtain information regarding laboratory-tests in connection with the chlorina-tion-process for the extraction of gold from its ores, and I therefore present the following method, somewhat in detail, for the benefit of those who may desire to pursue research work in this field. The ore chosen was a partly-decomposed porphyry, extremely siliceous and comparatively soft, and of an average value per ton of from $25 to $26 in gold and $0.68 in silver. The chemical analysis gave: Fe,O,, 3.35; FeS, 1.5; MnO,, 0.75; ZuCO,, 4; A1,0,, 3.20; H,O, 0.7 ; SiO, and insol., 83.50 per cent. The ore, first crushed to pass a 5-mesh screen, was coned and quartered until a 45-lb. sample was obtained. Samples for assay and analysis, taken from this lot by means of riffles, were crushed to pass a 100-mesh screen. The original sample was divided into 10-lb. lots, of which one was crushed to pass a 10-mesh screen; another through a 12-; the third through a 20-, and the last through a 30-mesh screen. Because of the production of an excessive quantity of fine material it was deemed inexpedient to crush finer than 30-mesh size—a decision the wisdom of which is proved by the data in Table I., showing the increasing ratio of slimes, in proportion as the ore is crushed finer. In order to determine the percentage of fines in the sizes of mesh selected, a weighed sample of ore was taken from each mesh, and a sample from the 10-mesh lot was passed successively through 20-, 40- and 100-mesh screens, and the percentage remaining on each screen determined. This process was repeated with the 12-, 20- and 30-mesh lots, with the results given in Table I.

For over 200 years meerschaum has been a significant item of trade between the Near East and countries to the west. Best-known for its use in making smoking pipes and cigar and cigarette holders, it is also used in making a variety of decorative and ornamental items. It is easily carved, and is given an attractive, lustrous finish by rubbing. No published specifications are known, but compact form, purity, uniform whiteness or light color, and uniform, porous texture appear to be requisites. Fig. I a shows the appearance of a piece of crude meerschaum from Turkey; Fig. lb a carved item; and Fig. lc, d, and e show the fibrous and porous texture as revealed by the scanning electron microscope. Neither a major industrial mineral nor a precious stone, meerschaum nevertheless holds a record of long-and continuing-association with art and personal affairs of man. It is also a mineral to which modem methods of exploration and production probably could be profitably applied. An interesting account of the preparation and use of meerschaum in the early part of this century is given by Sterrett (1907). Geology and Mining Mineralogy Meerschaum is recognized now to be the compact variety of sepiolite, the claylike variety of which is one of the minerals included in the chapter on clays. The word meerschaum, from the German meaning "sea foam," was in earlier times used synonymously with sepiolite, a word of Greek origin suggestive of the resemblance of the compact variety-then the only variety known-to cuttlefish bone. At one time meerschaum was used as the commercial name, and sepiolite for the scientific name. However, to think of meerschaum as the name by which sepiolite is known commercially is no longer valid, in view of the recent emergence of the earthy variety as a competitor of bentonite and other clay materials. Present tendency is to restrict the term meerschaum to the compact variety, and to use the term sepiolite as a more general name to include both the compact and earthy varieties. This is the terminology followed in this publication. Meerschaum typically is white to light gray, has a hardness of 2 to 2 ½ , conchoidal to irregular fracture, and specific gravity varying with porosity from about 2 to less than 1. The composition is somewhat variable,- but is near that determined by Schaller (1936) for sepiolite as 2MgO.3SiO2.4H2O. A more modern for mula based on X-ray determination of the crystal structure is given by Caillére and Henin (1961) as (Site) (Mg9)030(OH)6(0H2)46H20. The reason for the firm, compact nature of meerschaum, in contrast with the earthy variety of sepiolite, is not fully understood. It may be due to the presence of a very minor amount of some bonding material such as silica. Scanning electron microscope (SEM) photographs of a specimen from Turkey (Figs. lc-le) indicate that the meerschaum is composed predominantly, if not entirely, of crystalline fibers which merge into sheetlike forms in a complex, intertwined mass. Detailed X-ray and crystal structure data, as well as some data on thermal stability range, are given by Caillère and Hénin (1961) for the sepiolite family of minerals. Mode of Occurrence and Origin Most authors have attributed the origin of meerschaum to alteration of serpentine or other magnesian minerals. The occurrence in alluvium and other surficial deposits does not necessarily indicate that the alteration was supergene. In fact, hydrothermal origin appears more likely for some deposits, though not for all.
