Traditionally, capital costs of major resource development projects have been estimated as a single amount to which a percentage accuracy has been assigned based on the method of preparation of the estimate, that is, on the amount of information available to develop the estimate.However, there is a growing recognition of the importance of a probabilistic approach to capital cost estimates, and of a more rigorous calculation of estimate accuracies and of the presentation thereof. Accuracies can be expressed with more certainty as a percentage of the estimate amount where the percentage represents one standard distribution on the probability curve for the capital cost of that specific project. Thus confidence levels can be stated for various estimated amounts - for example, it can be stated that there is an 85% chance that a stated amount will not be exceeded, or a 90% certainty that a (higher) amount will not be exceeded. Moreover, the right skewness of the probability distribution curve for most projects can be readily recognised and reflected in the evaluations. This enables senior executives and board members to have a clearer understanding of investment uncertainties, and the possible magnitude of commitments.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. Fundamental principles of trend surface analysis are briefly reviewed. Recent analyses of several granite masses illustrate the method of estimating the quantitative regional composition and also variation trends. Mineralogi-cal, bulk chemical, and other quantitative variates can be employed. Such results should improve gravimetric surveys (etc.) relying on correction terms based upon estimated rock composition. For the first time realistic estimates of the mean composition of rock bodies can be made with the aid of trend components. Deviation maps hold promise for delimitation of disseminated mineralized areas. Deviations comprise residual "anomalies" after removal of trend components. In petrogenetic work such deviations have been shown to reflect local influences (e.g., contamination of magma by assimilation of xenoliths or country rocks of the envelope). Similarly, mineralization should be reflected as deviations standing out from background trends. Actual examples are given. Present results largely involved projection of data onto a horizontal plane, but if sufficient data are available use of three spatial coordinates increases accuracy for prediction in "unexposed" areas. Regression analysis shows that statistical correlations between variates for regionally distributed specimens are often strong (particularly with percentage data). Hence, in preliminary surveys more easily determined variates may sometimes be employed to gain first estimates of the distribution of components more economically significant. The sampling plan is of paramount importance. Unless a suitable sampling plan is devised and adhered to rigorously during collection of the samples, all subsequent analysis is liable to strong bias and to yield spurious estimates of the truth. For a wide variety of purposes it is becoming necessary to assess the quantitative composition and variability of rock masses and mineralized zones of various types. In petrology and petrography this is something of a break with tradition, because virtually all descriptions heretofore have been qualitative. Although vast amounts of qualitative data have been compiled, little is known about the quantitative behavior of rock components. However, if variability of rocks could be understood and expressed with sufficient accuracy, there would be considerable advantage to both economic and petrogenetic problems. For example, if, on the basis of a limited series of observations, the three-dimensional geometry of a disseminated orebody (or ore-bearing formation) could be predicted accurately, it would be possible to extrapolate with confidence the structure into unexposed areas. The following example based upon the geometry of an igneous cone sheet illustrates the point. The significant rock-unit gives outcrops at a number of points on the exposed surface ABCD (Fig. 1A). Study of n exposures may enable a geologist to predict that the rock-unit is circular in form and thus indicate where the unit can be expected in unexposed terrain. Such observations are made at sites with u, v coordinates, but, if subsurface information is available at sites with uvw coordinates, it will eventually become possible to predict accurately the three-dimensional form of the rock mass. Geologic rock masses or mineral deposits are not generally as regular and symmetrical in geometric form as the body illustrated in Fig. 1A. However, even where the broad limits of a major rock mass are known, a more acute problem arises in attempting to obtain detailed quantitative estimates of its internal variability; it is difficult to predict the variability of a mass from a limited number of observa-

Barrick Gold plans to have four new gold mines in production by 2006. Together, the mines would increase the company’s output by 40 percent. The projects include Veladero in Argentina, Alto Chicama in Peru, Cowal in Australia and Tulawaka in Tanzania. All of them are scheduled to begin production between the first quarter of 2005 and the first quarter of 2006. They are expected to drive Barrick Gold’s growth profile to a target of 211.5 to 217.7 t (6.8 million to 7 mil-lion oz) of gold production in 2007. The company’s projected output for 2004 is 152.4 to 155.5 t (4.9 million to 5million oz) in 2004. Overall, higher production and lower costs are expected in the early years from the new mines.

Technical problems associated with the cleanup of historic mines are not new. Nor are they unique to the mining industry or the governmental agencies addressing them. Both face the same issues and challenges of defining the problems, evaluating remediation options and finding the most economic and effective solutions.

Slope monitoring has been an important issue in static terrestrial lidar for some time. Several solutions for monitoring the progress of a slide have been devised over the years. All of these solutions have required users to be in the field operating the lidar equipment. This paper presents a new system developed using the Optech ILRIS-HD or ILRIS-LR lidar and the scripting language of PolyWorks to produce an autonomous slope monitoring system. This system has proven invaluable in detecting and alerting mine workers to potential danger within their mine sites. It has already been deployed in two mine sites and is scheduled to be installed at a third.

EVERETTE LEE DEGOLYER, past President of the Institute and Anthony F. Lucas Medalist, was presented with the John Fritz Medal at a dinner at the Wal-dorf-Astoria Hotel in New York, Jan. 14. Dr. DeGolyer is the third representative of the Institute in recent years to receive the John Fritz Medal which is awarded jointly by the four Founder Engineering Societies through a board composed of sixteen past presidents. In 1938 Paul D. Merica was given the award "for important contributions to the development of alloys for industrial uses" and in 1933 the distinction was given to D. C. Jackling "for notable industrial achievement in initiating mass production of copper from low-grade ores through application of engineering principles."

Lord (Geological Survey of Western Australia): During the last few days in Kalgoorlie here we have heard on various occasions of the great job the mining engineers have done persisting against rising costs and increasing salaries without a rise in the price of gold. I think it has been somewhat overlooked that it has been difficult to find additional ore as well. I consider that geologists also should be commended on their action in persisting to search for more orebodies. This goes on in any mining community, but in Kalgoorlie in particular, I believe, over the last few years that it has been more difficult all the time to find additional orebodies and the Companies are calling for higher grades to offset the economic condition. I feel that this paper by Mr. Finucane shows that the geologists have persevered on an idea and discovered that they can find additional orebodies in the calc schist where previously it was thought that these did not occur. This has added many tons to the ore reserves, and although it is not very significant at the moment, the significance will probably improve as more work is done.The whole thing has shown us the importance of economic geology. Mr Finucane has had many years of experience here and he has given us a very able exposition of the economics of ore finding, and there are not many questions that one could pose to him, because most of the information he presented is obviously fact borne out by drilling, underground development and lining up the ore channels. He did briefly touch on ore shoots-the Oroya shoot and several others. It would be very good if we could, and I feel sure...

By now you, no doubt, are asking, 'Where did Murray get this bit of philosophy?' Well, I obtained it from an editorial entitled. "The Worst of Times", which was published in the Harper's Magazine in 1847. That's right, 1847! The parallelism between the situation in our country at this time and in 1847 is un- canny. But wait, there is one major exception the size of government. To my knowledge, the citizens of 1847 were not stifled by the extreme governmental excesses that we are experiencing today.

Made up of numerous projects described in this report, the program was carried out through research performed at research centers and laboratories in the field supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Based un this research, 186 technical reports were published by the Bureau or others, and numerous other reports were prepared for Federal agencies, State agencies, and organizations engaged in cooperative research programs with the Bureau.

The problem of ventilating an advancing drive which finally reached 5,550 ft from the fresh air base in rock with virgin temperature of 83°F was solved economically by the use of two 15 h.p. electric fans forcing ventilating air through 281/2 in. dia. fiexible polythene tubing of wall thickness 0·010 in. The saving in cost over conventional metal duct was estimated to be £3· 24 per ft of drive.INTRODUCTIONAs described by Dutton (1965) and Newton (1965) the existing 1,480' ft level drive at the South Mine, Broken Hill, was extended in two stages. The first extension was 3,790 ft, the face then being 4,790 ft from the fresh air inlet. Later, after a vertical ventilation connection was made 1,000 ft back from the face, the drive was extended a further 4,550 ft. The rate of face advance in both stages was about 15 ft per day (3 shifts of 5 ft), 5 days per week. Drive size was 8 ft by 9 ft 6 in. high.The Mines Inspection Act of New South Wales requires 6 hr shifts (instead of the normal 7 in Broken Hill) to be worked if the wet bulb temperature exceeds 80°F. Virgin rock temperature on the 1,480 ft level was 83°F. Inlet air temperature varied with seasons from 58 to 72,oF wet bulb.To adequately ventilate the face, a flow of air of about 11,000 c.f.m. was thought to be necessary.Re-entry time was about 75 min, being governed by the 7 hr length of shift (3 shifts per day) and travelling time.Blasting was permitted only at the end of the shift, in accordance with local industrial restrictions.

The dependence of ortho kink-band formation on crystal orientation, on temperature, and on the conditions at the ends of a specimen is described. Load-compression curves for crystals that kink are presented. The reversibility of ortho kinking is demonstrated, and motion of kink planes through crystals is shown. Finally, a phenomenological explanation of ortho kink-band formation is given. ORTHO compressive kink bands (Fig. la) were discovered for the case of metals by Orowan,1 and they have been discussed by Jillson2 and in some detail by Hess and Barrett." However, their history in nonmetallic crystals is considerably older. It is not known when they were first observed in mineral crystals, but descriptions of them may be found as early as 1885.* They were sometimes mistaken for twins.6 Mügge seems to have been first to realize their true nature and importance. He reviewed the knowledge of them for a wide variety of crystals: anhydrite, antimonite, kyanite, vivianite, gypsum, mica, graphite, molybdenite, barium bromide, cal-cite, sodium nitrate, and barite. Also, the "twins" observed by Bridgman7 in sapphire crystals resemble kink bands more than twins. The terms ortho and para kink bands have been coined in order to distinguish between two types of kink bands which seem to represent the same geometrical configurations, but which have different origins and sizes. Ortho kink bands are the usual type that form at low loads when zinc crystals are compressed parallel to the basal plane. Para kink bands form at much higher loads in highly deformed crystals. These terms refer to compression phenomena and are not to be confused with analogous tension phenomena such as tensile kink bands and deformation bands. Mügge described the geometry of ortho kink bands quite completely for kyanite crystals, Fig. lc. The geometry observed for cadmium by Orowan1 and for zinc by Hess and Barrett3 is very similar to that described by Mügge. (See Hess and Barrett for a complete discussion.) The Mineral Processing Plant Design, Practice and Control Conference was held from Oct. 20through 24, 2002, at the Fairmont Hotel, Vancouver, British Columbia, Canada. The conference was attended by nearly 400 of the world’s top mineral-processing specialists, including plant-design engineers, mineral-processing consultants, academics, suppliers and equipment manufacturers. The meeting was sponsored by SME and cosponsored by the Canadian Mineral Processing Division of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM). The conference covered all aspects of mineral-processing design, construction and operation. The meeting included more than 130 technical presentations. Topics included sampling programs, feasibility studies, design criteria, process technologies, construction, start-up operations and shutdowns. To stimulate interaction and discussion throughout the five-day conference, the sessions were presented consecutively. Attendees had the opportunity to attend every session.

An account of a new method of investigating the electrical .properties J the earth's crust is presented. The method, called AFMAG, employs, as a source, natural alternating magnetic fields of audio and sub-audio frequencies. Measurements of the distortion of these fields caused by geological features are made with the aid of search coil detectors at several discrete frequencies. Many results of field surveys made with the method are presented and they illustrate its advantages and limitations when applied to the search for massive sulphide mineralization. The advantages far outweigh the limitations and in fact indicate that a major breakthrough in geophysical exploration technique and instrumentation has been made.

This paper defines the elements of a basic economic model for decision-making when considering a methane drainage system for an underground coal mine. A drainage system will require significant capital and operating expenses; hence the decision to utilize drainage must be made carefully. The model outlines the basic structure of decision-making and considers the costs and benefits when the methane is marketed and when the methane is vented to the atmosphere. The effects on mine safety and the dust levels in the mine are also considered, both in a general format and as economic variables. Sources of information for executing this decision-making are provided for an actual mine decision.

The hematite deposits of Quadrilßtero Ferrffero (QF) are hosted by the Proterozoic itabirites of the Itabira iron formation (Harder and Chamberlin, 1915). These deposits are widely distributed at QF and include the hard hematite ore bodies. However, considerable variations in ore structure and texture can be observed. A preserved banding and lamination in the thin bedded, compact hematite ore, apparently reflects the original layering and/or the prominent foliation of the partly or completely replaced itabirite. The structure of the hematite ore deposits varies from almond shaped, rootless, to bedded bodies, both concordant with the main foliation, and to mesoscopic veins and irregular bodies. Hematite ore textures, which depends on the structural characteristics of the deposit, may be grouped into four main types:thin bedded, laminated and banded; micaceous, foliated and schistose; brecciated; and compact/massive. Thin bedded ores occur in the western, central and subordinately eastern portions of QF, while submicaceous, micaceous and schistose ores are predominant at the eastern part. Brecciated ores exist mainly at the western part and subordinately in central QF. Structureless, compact hematite ores may be either related to the brecciated hematite or occur as isolated bodies at central QF. It is suggested that a synkinematic, acid and oxidant, metasomatism during metamorphism, under a ductile regime, was responsible for the hard hematite ores of the types 1 and 2, and a static, subsequent, hydrothermal, regional metasomatism, under brittle regime resulted in the formation of the types 3 and 4. The common texture present in the all ores is the ubiquitous magnetite porphyroclasts replacement by hematite. Quartz and other silicate minerals are also substituted by hematite. Muscovite, tourmaline, talc, chlorite, apatite and kaolinite have been recognised in the hard hematitic ores. Apparently that mineral association denotes different equilibrium conditions of formation.

The regional syndeformational metamorphism affecting the Itabira Iron Formation (IIF) at Quadrilßtero Ferrffero (QF) was formerly discussed by Dorr (1965), who proposed that quartz grain size could monitor the metamorphism, according to James (1955), and that the formation of haematite could be the result of the synchronous metasomatic process. Herz (1979) suggested the existence of three metamorphic zones, not mentioning the haematite formation. It could be observed that the primary oxide phase in the IIF is magnetite and most of the hard haematite was derived from the metamorphic replacement of magnetite, forming micaceous or schistose haematite. Differently from most iron formations in the world, the formation of haematite deposits at QF occurred under high oxygen fugacity during metamorphism. The haematite microlaths display a strong preferred orientation, which determines the alongated shapes of the fragments. The terms foliated and unfoliated haematite have been applied by Dorr to the micaceous or schistose haematite, and to the isotropic, hydrothermally derived haematite. Under the microcope, the haematite exhibits a strong crystallographic or lattice orientation encircling the magnetite and martite porphyroclasts. The strain rate determined and defined the textural variation, size and economic importance of the deposits and the ore grade. Metamorphism at QF increases eastward and resulted in the formation of a gruneritic Fe-Mg amphibole, at the western portion, followed by a cummingtonitic amphibole at the central-western part, succeeded by the actinolite zone at the central-eastern part, and finally to the tremolite-anthophyllite zone to the east. These zones, arranged in a north-south pattern, can be followed in the pelitic units, whereas appear sericite-chlorite, kyanite-chloritoid and garnet-staurolite respectively. Carbonate geothermometry in IIF also may support the metamorphic variations. At the western zone the haematite forms small lenses within the itabirite, P-contents are slightly higher than in the remaining IIF, haematite grain size is minute, resulting in a submicaceous texture and the amount and dimension of relict magnetite within haematite is greater than in the other parts of QF. Jangada and Serra Azul deposits are examples of this zone. The central-western zone is characterised by significant haematite deposits, in considerable quantity and size, haematite grain size increased, in order to produce a micaceous texture, the P-contents and the amount of magnetite decreased. Pico do Itabirito, Cappo Xavier, Capitpo do Mato and Tamanduß correspond to the deposit type of this zone. At the eastern-central portion the amount of the hard haematite deposits decreases, increasing the soft haematite ore due to higher strain rates. However, it can be perceived that the relict magnetite almost disappeared and the haematite grain size became coarser than the haematite from the western zones. At the eastern zone, the haematite deposits exhibit typical schistose texture, the magnetite porphyroclasts are absent and the lowest P-grades in the haematitic iron formation. The haematite bodies characteristic from this zone are Andrade, Morro Agudo and the deposits at the Itabira District. The hydrothermally derived compact and isotropic haematite deposits, formed subsequently to the micaceous haematite bodies, were generated after deformation ceased, but under very high fluid pressure. The metamorphic reactions magnetite + quartz + H2O = grunerite + haematite and magnetite + quartz + H2O = grunerite + O2 were decisive in the formation of the metamorphic haematite deposits.

This Bureau of Mines study is a listing of fuels -related projects that are presently under construction, planned, or proposed by various companies and organizations in the Western United States. The future facilities covered in this report fall into the following categories: coal mines and expansions to existing mines, electric powerplants and expansions to existing plants, coal conversion plants, waste-to-fuel conversion plants, oil shale projects, tar sands projects, potential geothermal facilities, coal slurry pipelines, railroads related to fuels development, uranium mines and expansions to existing mines, uranium mills and enrichment facilities, oil refineries, and natural gas processing plants. The projects are listed by state. Data concerning the company, location, planned markets, process type, initial operating date, capacity, water requirements, employment, current status, and other relevant information are included. Each project has been plotted on an accompanying state map. Due to present uncertainties concerning the fuels industry, some of the listed projects may never he constructed. No attempt has been made to determine the degree of certainty or viability of each project.

The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.
