"The District of Columbia Water and Sewer Authority (DC Water) is implementing its $2.6 billion DC Clean Rivers Project to reduce combined sewer overflows to the District’s receiving waterbodies and mitigate chronic sewer flooding in District neighborhoods. The First Street Tunnel project is a major component of the DC Clean Rivers Project, designed to mitigate sewer flooding and basement backups in the District’s historic and densely populated Bloomingdale neighborhood. Bloomingdale has been historically affected by sewer flooding and was severely impacted by four storms in the summer of 2012 that caused significant damage to homes, the environment and public property. As a result, DC Water accelerated the design and construction of the First Street Tunnel in order to mitigate the effect storms have on the undersized sewers serving the neighborhood. The infrastructure designed to mitigate flooding, including the tunnel, are located within the highly urbanized neighborhood – with some structures being less than ten feet from residents front door steps. The success of a large public works project of this magnitude and in this unique location depends on a well informed and supportive public. With the local community impacted by flooding but concerned about heavy construction impacts, this paper details the components of a successful public outreach plan and lessons learned throughout the design and construction process. Early identification of community mitigation, working cooperatively with stakeholders and frequent dissemination of accurate information required the project team to establish a culture of problem solving collaboration with the community. BACKGROUND Chronic Flooding in the Northeast Boundary Sewershed The Northeast Boundary sewershed, in which the Bloomingdale neighborhood is located, is served primarily by a combined sewer system and has a long history of chronic flooding problems during moderate to severe storm events. The sewer system that serves the Northeast Boundary drainage area was constructed by the Federal Government in the late 1800's when developed areas of the District terminated at what is now Florida Avenue. Since construction of the system, population within the sewershed area has grown at an exponential rate. In meeting the growing needs of the population, the District experienced development that transformed previously low-density rural areas into new communities. Impervious areas have increased drastically since the sewer system was constructed and consequently, the existing sewer system does not have the capacity to convey storms with return frequencies beyond the 2-year storm without flooding. As a result of the capacity limitations, many of the low-lying areas have become chronic flooding areas due to the surcharging of sewers."

A series of flotation experiments were carried out in a 2.25-dm3 laboratory-scale Rushton turbine cell using hydrophobic quartz particles. Flotation was performed at a constant mean bubble diameter over a range of superficial gas velocities and impeller rotational speeds. The overall flotation rate constant increased linearly with increasing superficial gas velocity (and hence bubble surface area flux). The rate constant also increased linearly with increasing energy dissipation, until a maximum value was reached. A further increase in energy dissipation had little effect on the rate constant. The dependency of the rate constant on energy dissipation is a reflection of the size range and hydrophobicity of the particles used in this study. The flotation rate constant increased with increasing particle size, except at the highest energy dissipation value examined, for which the flotation rate of the larger particles reached a plateau and, in some cases, decreased. Good agreement was obtained between the experimental results and those predicted by a fundamental flotation model using experimentally measured values for mean energy dissipation and the Sauter mean bubble diameter. The bubble velocity was adjusted to obtain the best fit to the experimental data. The inferred bubble velocity, based on the flotation model, was found to increase with increasing superficial gas velocity (and bubble surface area flux) and was found to decrease with increasing impeller rotational speed. While the inferred bubble velocities were significantly lower than experimentally measured bubble velocities, and, except at low superficial gas velocity values, significantly higher than the bubble swarm velocity calculated from gas holdup measurements, similar trends with impeller rotational speed and superficial gas velocity were observed in all cases.

In reviewing the work of the past year, it is a matter for congratulation to find the Institute in a position at once so healthy and robust, and that notwithstanding the acute depression which has prevailed in the mining industry.Owing to deaths or departures from the colony, the names of six members have disappeared from the roll of membership, but you will be pleaed to learn that several new members have been elected, the register now, showing 56 Members, 25Associates and 2 Students. A complete record of the papers read and the discussions that took place will be found embodied in the splendid volume of Transactions which has just been issued, and which I am sure will be welcomed by mining engineers in all parts of the world.

Coal workers’ pneumoconiosis (CWP) has re-emerged as a major concern in the Australian coal mining industry. Harmful effects from coal dust inhalation have been well documented, but the underlying causes and mechanisms of CWP are still debatable. Research conducted in the USA has proposed a plausible link between the presence of pyrite in coal and the prevalence of CWP. Reactive pyrite in coal oxidises under ambient mine conditions to produce various iron sulfate minerals such as melanterite, rozenite, roemerite and szomolnokite. Rapid reaction rates are promoted by the form (size and morphology) of the reactive pyrite present, which provides both increased surface area and increased porosity for easy air access to reaction sites. The products formed from reactive pyrite oxidation are often needle-like crystals with thicknesses in the order of 1–2 µm (eg melanterite and rozenite) and prismatic crystals with thicknesses less than 5 µm (eg roemerite) have been recorded. The densities of these minerals are significantly less than quartz, which makes them prone to becoming airborne with the normal coal dust. In fact, the mix of these mineral salts is commonly referred to as ‘fairy dust’ by mine workers due to the way they can become entrained and sparkle in the mine ventilation air, particularly if they occur in the upper part of a seam that is forming a coal roof. Examples are presented of the various products of reactive pyrite oxidation found in three Australian coal samples, which provide evidence of the physical and chemical mechanisms that would support the USA findings, particularly in terms of a source of bioavailable iron leading to increased inflammatory stress response.CITATION:Beamish, B B, Ward, C R and Chalmers, D, 2017. A detailed analysis of the geomechanical behaviour in rock cutting with a diamond saw is provided to obtain a better understanding of the mechanisms involved in the process. The energy of elastic deformation (before failure) and plastic deformation (post failure) was determined in uniaxial compression tests as well as the energy consumed per unit volume in the cutting process. The test samples are White and Ruivina marbles from Borba - Vila Viçosa in Portugal. Correlations between total deformation specific energy and cutting specific energy, normal and tangential forces and diamond indentation are analysed, and some conclusions are presented.

Numerous investigators have studied grinding. Each has contributed his bit to a literature that is difficult to correlate. Too many of the results have been transformed into curves with so many "inflection points" and "counterflexures" that they obscure the issue. Some of the investigators have neglected the very essence of the problem, namely the power and the amount of material to which a known amount of work was applied. The purpose of this paper is to show the ease with which results can be interpreted when these quantities are duly recognized. Some grinding tests will be given for illustration. Grinding studies are of two kinds: (1) Study of the character of the ore and (2) study of the performance of the machines. Several ores may be crushed by a given machine, or several machines may be used on a given ore. The illustrations given in this report cover both objectives.

Ongoing Outokumpu development in Solvent Extraction and Electrowinning Technology, involving all aspects of process chemistry, equipment and control, extends over a period of close to 30 years. The development in SX started with molybdenum and rhenium, continued with zinc, manganese, cobalt and nickel and is now focusing on copper. The OutoCompact VSF? SX concept, which has been recently introduced, is a honed version of earlier VSF? technology. The Outokumpu VSF? ("Vertical Smooth Flow") SX package includes the DOP ("Dispersion Overflow Pump") units, the Spirok Mixers, the OutoCompact Settlers including their DDG ("Dispersion Depletor Gate") fences and tank farm equipment such as the LOS ("Loaded Organic Scrubbing") tank as well as the CEP ("Copper Electrolyte Purifying") tank. Although the VSF? SX package can be implemented according to several optional lay-outs, the so-called Track version has lately been introduced to the advantage of new plants. The new OutoCompact SX technology decreases the footprint of future VSF? plants. The lay-out, including plant size flexibility, have further been improved by Outokumpu?s new OutoReverse settler technology. Two of several SX plants currently under construction rely on reverse settlers in order to maximize their performance. The Outokumpu EW technology includes process know-how as well as proprietary equipment. The copper EW package consists of permanent stainless steel cathodes based on wax-less technology and lead anodes utilising polymer concrete cells with the double contact bus bar system and ventilation hoods fitted for efficient mist control. The lifting of cell hoods, as well as cathode washing, is done by the cathode pulling crane. Proper electrolyte flows and matching current density further ensure high productivity of LME grade copper cathodes.

The Finisterre Range on the north coast of Papua New Guinea is the uplifted forearc riagio.n. of a modern arc-continent collision. The core of the range is composed of the P- nisterre Volcanics, an Oligocene''-arc terrane. The southern flank of the range consists of a clastic sedimentary sequence which is an uplifted accretionary wedge and collision complex. This clastic sequence can be subdivided into three distinct units. To the south of aiid structurally below the Finisterre Valcanics are the Mebu beds, an Oligocene- $arly Miocene sequence of volcanolithic turbidites. The Erap Structural Complex is south of, and structurally below the Mebu 43eds. , It consists of three subunits; the 3rly Pliocene micaceous turbidites of the Sukurum unit, contemporaneous pillow basalts AF{ the Basalt unit, and Late Pliocene to Pleistocene volcanolithic turbidites of the -Nariawang unit. The Quaternary Leron Formation, a fluvial to shallow marine 'clastic unit, is the southernmdst. and structurally lowest unit of the clastic -sequence The Finisterre Range is dominated by a fold-and-thrust belt with most thrusts "dipping steeply N. Melange fabric _ is developed in the vicinity of major thrusts. "ffle thrust belt strikes NW, oblique to the regional convergence direction, but no strike-slip motion is observed along NW striking faults.

By walking the path with refractory materials, from their initial uses in BC times, to the composite materials that are used nowadays, and the nanotechnology developments that are currently taking place in this field, the reader will come to agree that refractory materials are indeed very ?cool?! Development of Barrick Gold?s Pierina Gold Mine in north-central Peru requires construction of a waste dump for disposal of non-ore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high quality, hard, durable, blocky waste rock. A hybrid dump design concept was developed that requires in-pit segregation of high and low quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included. This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems.

"The Victor Diamond Mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario and was completed approximately 9 months ahead of schedule.The Victor Mine process plant flowsheet was designed to produce a 95 - 98% by weight diamond concentrate. Main processing steps include 3 stages of comminution, dense medium separation and proprietary x-ray technology for final recovery. Reagent consumption for this process is limited to flocculant, for thickening of fine processed kimberlite, and FeSi for the dense medium separation.The commissioning phase of the Victor Project was executed over a period of 6 months and commenced prior to substantial completion of construction. The approach used was to focus on and complete commissioning of the higher risk dense medium separation and recovery systems prior to construction completion of up stream systems.INTRODUCTIONThe development of the Victor Diamond Mine took place over a period of approximately 5 years and had a capital cost of CAD997 million. It was a greenfields project in an undeveloped region of northern Ontario, only accessible by winter road. Figure 1, below, displays the location of the project within Ontario.The main stages of the project included feasibility, environmental permitting, engineering, construction, and commissioning. At the onset of the engineering phase, the mine was scheduled to enter production in October 2008. Through a team effort between AMEC and DeBeers Canada, the schedule was advanced by 6 months towards the goal of project completion in April 2008. Production status was attained in January 2008, approximately 9 months ahead of the original schedule. This paper focuses on the commissioning aspects of the project and includes a less detailed discussion of the engineering stage."

The Minerals Tertiary Education Council (MTEC), over the past decade, has worked closely with Australian higher education partners in metallurgical education to build capacity in this discipline to deliver high quality graduates for the Australian minerals-industry. This paper explores the benefits of industry engagement through a national innovative collaboration, the Metallurgical Education Partnership (MEP), and specifically the final year Process Design Project (PDP), over the four year period from 2008-2011. Some of the benefits discussed in this paper include outcomes of the student experience during an industry-intensive workshop, collaboration between higher education providers and aligning graduate attributes to meet industry requirements.

The Wharekirauponga (WKP) epithermal gold-silver deposit is located about 10 km north of Waihi in the Hauraki Goldfield east of Auckland. WKP is notable for its sheeted to stockwork quartz veins hosted in rhyolitic rocks, that have attracted exploration interest as a low grade, bulk tonnage exploration target. Exploration between 1978 and 1993 included 23 diamond drill holes totalling 5505 m. The mineralisation occurs in a rhyolite dome complex (Miocene), consisting of flow-banded rhyolite and rhyolitic pyroclastic rocks, with minor andesite. Fifty four drill core samples were collected from six exploration drill holes and analysed by semiquantitative XRD techniques. Hydrothermal alteration of the rhyolitic and andesitic rocks has developed secondary mineral assemblages of quartz, adularia, albite, chlorite, illite, sericite, interlayered illite-smectite, carbonate, halloysite and pyrite. The main zone of mineralisation is characterised by quartzadularia alteration, which grades oiItward to quartz-clay (illite, local halloysite and/or interlayered illite-smectite) alteration. Propylitic alteration is present at the southern end of the drilled area of the prospect. Depth-related changes in mineralogy include a decrease in illite and appearance and increase in quantity of chlorite with increasing depth, and the localisation of halloysite and interlayered illite-smectite in the shallow parts of some drill holes.

Barrier pillars created during mine development provide additional reserves during mine closure and can be the sole access to reserves previously abandoned because of mining height or out of seam dilution limitations. The safe and successful mining of barrier pillars requires a thorough knowledge of the magnitude and distribution of the vertical stress field in addition to the strength and physical properties of the coal, immediate roof, and immediate floor strata. Quantifying the vertical stress field is complicated by the combination of the overburden stress, abutment stresses transferred onto the barrier pillar from adjacent gob areas, and in multiple seam mining, stresses transferred from abandoned subjacent mines. These variables make the extraction and development of barrier pillar reserves a site specific consideration. Three case histories are presented in which barrier pillar development and extraction provides; i) an access point and the means to ventilate a large area of low seam reserves left by a prior operator after developing only the thicker areas of a multiple split reserve, ii) the means to increase total recovery of a deep, thick seam longwall reserve, and iii) opportunities for the development and retreat mining of a two mile long barrier pillar in thick seam reserves.

Close spatial relationships between the deposits of the Etheridge Goldfield (23 000 kg of bullion) and various regional geological and geophysical features suggest that genesis of the ore deposits was a multi-stage process that started with magmatic and metamorphic stages in the mid-Proterozoic, climaxed with structural and hydrothermal stages in the late Palaeozoic and terminated with an oxidation enrichment stage in the Cainozoic.This hypothesis permits classification of the Georgetown region into areas likely to contain deposits of the Etheridge type and those unlikely to do so; it is concluded that there is little scope for the discovery of extensions of this field.However, the stratigraphic interval between the postulated source rocks of the Etheridge field and stratigraphically higher host rocks of the Croydon field may contain disseminated replacement gold deposits of the Carlin type. The potential host (Pyritic carbonaceous, and locally dolomitic siltstone of the Candlow Formation) is locally faulted and cut by granitoids and the extension of a mineralised, long-standing zone of structural weakness.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. This paper describes a proposal to reopen the Sylvia gold mine for underground exploration and development for an initial production of 10 000 tpa. A combination of trackless mining equipment and railtrack would be utilised for development with ore extraction being carried out by undercut and fill methods. The use of the smallest LHD units for mucking, and rail track for the main haulage together with airleg drilling will form the basis for development and stoping. The proposal has been subjected to an environmental impact assessment report to evaluate the impacts of the proposal on the natural and social environment in the area.

One of the least known geologic regions in the U.S. is the area now called the Basin and Range Province. It is paradoxical that so little geologic information has been compiled for a province that has yielded billions of dollars worth of metals and is currently producing a small amount of oil. Regional stratigraphic studies of parts of this large territory have been published only recently, and regional structural interpretations of even parts of the province are rare in the literature. This, of course, does great injustice to the earliest workers: Gilbert,1,2 Russell,9 Le Conte,4 Spurr,5 Louderback,8 and others, who recognized the area as distinctively different from the rest of North America. Their simplified picture of the structure of the ranges and the province as a whole is the groundwork for present understanding and has never been superseded. Since their early works, however, geologic data from the province has consisted largely of detailed reports of widely scattered mining districts. Each district has been described as though it were an island in an unknown sea. More recent syntheses of the geologic history have been prepared by Lindgren,7 Ransome,8 Nolan,9 Bill-ingsley and Locke,30 Longwell,11 and Eardley.12 The tentative nature of the present interpretation, which treats the structural evolution of the Utah and Nevada area, must be considered in light of the scarcity of geologic information from the province as a whole. The methods of interpreting tectonic history from stratigraphy are based largely on the concepts of Marshal Kay.23 Discussions with Hoover Mackin also have aided in organizing the Tertiary history. TECTONIC AND STRATIGRAPHIC SETTING Two approaches to the subject of the tectonic history are possible; they correspond to looking through opposite ends of a pair of binoculars. One involves an expansion and extension of detailed work and the other an interpretation based on regional geological relationships. It is believed that the second approach, used here, is not in disagreement with detailed observations. The area of the Basin and Range Province is shown in Fig. 1. Within this area middle Tertiary to Recent high-angle faulting has controlled development of mountain ranges and valleys. Only the part of the area north of Las Vegas, Nev., and south of the Snake River in Idaho will be considered in this article. Within this part of the province most of the ranges trend north-south. Approximately two thirds of the area is covered by late Tertiary to Recent valley fill and lake deposits.
