Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.

For the purposes of this discussion it is assumed that contributors should express the thoughts that arise from their personal experience. So wide is the range of mineral deposits, and so varied the methods employed in their discovery and development, that no two geologists are likely to have been impressed with the same applications of their science. The author's own personal experience has been, during recent years at least, very largely concerned with the broader aspects of the employment of scientific method and geological knowledge to the problems of exploration and exploitation, for the guidance of the general public and governmental authority rather than of mine executives and directors. The view-point thus reached is likely to differ in many respects from that of men who are much more intimately concerned with the mining problems of a single metal or a single mining field, and for this reason a statement may perhaps supplement those from others whose experience has been markedly different.It may well happen that, at some not distant date in the future, when systematic and comprehensive instruction in economic geology is embodied in the courses- prescribed for mining engineers during their years of training, the author's comments will be quitesuperfluous; but at the present time they appear to him to call for expression.The Need for Training of Mining Men in Economic Geology.Contact over a period of many years with mining men who have had different kinds of training and experience has been convincing that there is a general reluctance to acquire a full rational understanding of the geological factors involved in exploratory and developmental problems. The correction of this attitude is regarded as vital to the industry and it is necessary to insist that the outstanding requirement of the present day is the utilization of all branches of geological, investigation in the field and the laboratoryby men who have had systematic and specialized training in these matters. The science of geology is many-sided, but is, nevertheless, whole and essentially indivisible. A Cu-conducting solid electrolyte was used to develop the sensor. Instead of measuring the potential across the electrolyte from the reference material to the Cu-containing phase, a potential was applied and the stable current measured. This gave reasonable readings for copper-tin alloys, which agreed with the theoretical calculations, but was less satisfactory in the case of mattes because the surface area of electrolyte presented to the matte phase varied from sensor to sensor. To overcome this problem the potential was applied, the current was measured and then reversed and remeasured and the ratio of the currents was calculated. The current ratio is shown to be independent of the resistance of the electrolyte and the surface area of the electrolyte offered to the melt, but strongly dependent on the activity of the copper

The advent of the space age and its promise of interplanetary flight has prompted new ideas for propulsion systems that will allow maximum energy with minimum fuel weight. The use of cesium as the source of energy for such rocket flights has been found desirable. Theoretical efficiency of a rocket fuel is measured in terms of specific impulse, defined as the number of pounds of thrust per pound of propellant consumed per second. Specific impulse is usually expressed in seconds (the number of seconds for which one pound of fuel would produce one pound of thrust) although it is really a measure of total energy, not of power. The most sophisticated chemical fuels have a specific impulse of 300 to 400 sec; liquid hydrogen heated by nuclear reactor has a specific impulse of 1000 to 1200 sec. Specific impulses as high as 20,000 sec, however, are theoretically attainable with the ion rocket, in which free cesium ions are accelerated across a voltage drop and ejected at high velocity.' Characteristics of the system have been sketched by Boden.2 The desirable properties of an ion propellant are: 1) low ionization potential, 2) low boiling point, and 3) high atomic weight. Alkali metals best fulfill these requirements, and Table I indicates the superiority of cesium. The use of heavy complex ions such as UCl3 is ruled out by their instability and other disadvantages.' Despite its enormous superiority in specific impulse, the ion rocket is inherently low-powered, capable of very small acceleration. Application of ion propulsion will be limited to large rockets and spaceships on missions requiring powered flight for weeks or months and employing a separate chemical propulsion system for escape from the earth's atmosphere where power requirements are large but of brief duration. For example, Kraemer and Larson3 considered the case of an unmanned 25,000-lb pay-load placed in a 300-mile orbit by chemical rockets, proceeding thence by ion propulsion to the vicinity of Mars, where it would go into orbit once again. Calculations provide for 8500 lb of cesium for such a voyage. The question of whether such quantities of cesium will be readily available to the space program does not appear to have been considered by geologists and mining engineers. Present Production and Uses Literature on industrial applications of cesium is scanty. The metal is used in scintillation counters, photocells, infra-red detection devices, and as a "getter" in low-voltage vacuum tubes. Production is sporadic and total figures are not published, but the annual consumption is measured in pounds rather than in tons. The few pollucite deposits known, small as they are, can easily supply the present limited demand for gram or pound lots of cesium. Until recently the price of cesium was $2 to $4 per gram, but according to Chemical Engineering, cesium salts are now available at $13 to $27.50 per lb. Geochemical Distribution As a large alkali ion, the cesium ion accompanies potassium in geological processes and tends to be concentrated in the latest crystallizing fractions of potassium minerals in much the same manner as rubidium. Most of the cesium in igneous rocks, therefore, is in the micas and potash feldspars of granites, and especially in granitic pegmatites. The cesium content rises markedly in the micas of the late by-drothermal replacement stage in complex pegmatite~.' Typically, cesium is only 0.5 to 0.01 times as abundant as rubidium in potassium minerals. Rb', with a radius of 1.47 A, is close enough in size to K' (1.33 A) so that rubidium forms no minerals of its own. Cs+ is so large (1.67 A) that only small concentrations can be taken up in potassium minerals; when cesium is present in solution in larger concentration it forms the mineral pollucite, Cs3-Na2A17Si17O48.3H2O, which is known only in pegmatites. Having knowledge of mechanism of magnetite formation is essential in a number of industrial processes including magnetite synthesis and corrosion of iron. In this study, magnetite nanoparticle was synthesized via two different ways; coprecipitation of iron (II) and (III) and oxidation of ferrous hydroxide. The samples were characterized using X-ray diffraction (XRD), Mid-Far IR spectroscopy, scanning electron microscopy (SEM), chemical analysis for determination of Fe II/Fe III ratio and ICP-MS for iron isotopic ratio (56Fe/54Fe) measurement. Since fractionation of iron isotopes depends on reaction rate and bonding strength, interpretation of the isotopic data with respect to the possible mechanisms is discussed. No fractionation of iron isotopes was observed for the magnetite synthesized by coprecipitation, whilst magnetite formed from ferrous hydroxide showed higher abundance of 54Fe compared to 56Fe in the beginning of reaction, implying the significance of the following reaction:

A bridge reconstruction project involved driving pipe piles for the new foundations. Disturbances within soil layers at depth caused sinkholes to open up within the construction site. After a near fatal accident, the pile driving installations were suspended. The solution involved ground im­provement through cement grouting with sleeve pipes and special grout additives to minimize migration of cement grout.

"The demand for commercial and residential construction has continued to evolve across the United States over the last decade. Our markets demand larger, deeper and inherently more complex structures, located within increasingly constrained urban locations and with challenging geotechnical conditions. As project demands incrementally escalate, specialty contractors are continuously challenged to extend their state of practice. Development in the size and capabilities of construction equipment, tooling, techniques, monitoring and verification systems over the last decade has consistently allowed contractors to build larger and deeper. For support of excavation (SOE), in addition to scale, selection of the most appropriate system has been a key to success in the most challenging ground conditions. This selection process is based on sound engineering and construction practice, and also prior experience, both positive and negative. Ultimately many Owners have chosen to manage their risk of SOE construction through design-build contracts, which allows specialty constructors to optimize the balance of cost, schedule, scope and associated risk based on their local expertise. Successful implementation of a design-build methodology begins long before a contractor is selected, with identification of key project requirements and risk factors during the feasibility studies and design development phases. In these early stages of the project development, advice and budgets are frequently solicited from Specialty Contractors. The Owner, Construction Manager and Consulting Team will filter this input from multiple sources to provide their specific recommendations, develop construction documents and select the appropriate form of contracting. Only in the final stages, after award of a Design-Build Subcontract, can the successful specialty contractor directly influence risk management approach on the project. A case study is presented from Block 9 in San Francisco’s Transbay District. This project demonstrates the incremental identification, assignment and mitigation of construction risk through the planning and design build process for SOE on the deepest planned excavation in San Francisco.INTRODUCTIONThe mature urban development market in United States results in high demand for complex Support of Excavation (SOE) schemes on constrained sites. The Design-Build approach can be applied to increasingly difficult SOE challenges, combining regional specialty subcontractor knowledge and experience in order to optimize solutions for cost and schedule. The most successful applications will involve early engagement of shoring subcontractors within the project teams, during feasibility and design development stages, in order to identify key scope and risk issues, and their potential solutions. Throughout the project development, it is important to reasonably assign responsibility for construction risks amongst the project stakeholders who are best able to control them.This paper presents a case history for San Francisco’s Block 9, a well-planned and successfully executed design-build SOE project in San Francisco’s Transbay Redevelopment area. Throughout the 4 year period from the Developers initial proposal to the Redevelopment agency, through completion of excavation down to subgrade, the project team developed a series of increasingly refined SOE schemes, with corresponding scope definition and cost and schedule estimates. This program relied on early identification of key challenges and risks for the project, and evolved through multiple phases of proposals as first the General Contractor (GC) and then Specialty Shoring Subcontractor were engaged for the project. The scheme, cost and schedule refinements continued throughout construction in order to accommodate unanticipated conditions and events as they unfolded."

The Jabali zinc deposit, in Yemen, contains at least 9.4 Mt at a grade of 10.7% zinc, 2.2% lead and 77g/t silver. The zinc occurs as smithsonite with minor hydrozincite. The Jabali ore does not produce a zinc concentrate of sufficient grade to be acceptable to conventional smelter/refineries, and it has been necessary to formulate a less conventional development plan. This involves the construction of a mine and concentrator at Jabali and a metal production facility using a new flowsheet designed specifically for the treatment of oxide material, at Yanbu, in Saudi Arabia. In order to give the facility the necessary economies of scale, the Jabali concentrate will be supplemented by feed from other deposits, this may be either oxide or sulphide material. The paper outlines the geology and proposed mining and treatment operations at Jabali, the flowsheet for Yanbu and presents preliminary costs for both operations

"Bechtel has managed a number of test programs to establish autogenous grinding circuits and size mills for a variety of ores.This paper outlines the procedures whereby bench scale and pilot plant tests are used to select the most efficient circuit to grind the range of ore types likely in the mill feed.Five examples are given. One example traces the development of a pilot plant program; it shows how bench scale Work Indices provide a target for the grinding power requirement of an ore and relates how pilot circuits are changed as a result of interpreting the results from preceding tests. The other four examples relate the interpretation of the test results to provide design data; they illustrate a number of phenomena which have been observed.INTRODUCTIONConventional crushing and grinding circuits can be specified from bench scale test data such as Bond Work Indices. Bond Indices have been correlated to a large number of rod and ball mills and by applying appropriate factors, mills can be sized from the Work Index.For autogenous or semi-autogenous grinding circuits, bench scale tests are not sufficient to be able to specify the circuit and size of the mills for a commercial plant. It is necessary to run a series of pilot plant tests to determine how the ore behaves."

The high incidence of accidents and fatalities in the South African mining industry, in particular those associated with falls of ground, is often attributed to ineffective and/or inappropriate training methods and material. Recently introduced mine health and safety legislation in South Africa also requires that all mine workers receive appropriate and effective training to enable them to operate safely in their given mining environment. There can, therefore, be no doubt that methods to provide effective training, in particular safety related training, are urgently required in the South African mining industry. In the search for alternative and improved training approaches, attention has fallen on virtual reality (VR) technology as a possible solution. VR has found acceptance in a number of industries as an effective method of training for a variety of work place activities, including those of a safety related nature. VR has successfully been applied in a number of industries to improve the effectiveness of safety and hazard awareness training. The CSIR: Division of Mining Technology (CSIR Miningtek), in conjunction with the Safety in Mines Research Advisory Committee (SIMRAC), therefore evaluated the potential of VR to be used as a training medium in the South African gold and platinum mining industry. Aspects of the evaluation included an assessment of the technical capability of VR to represent a typical underground mining environment with sufficient realism and the relevance of the VR training concept for a largely illiterate workforce. For these purposes, a prototype PC-based VR hazard awareness training simulator has been developed by CSIR Miningtek, and a series of evaluation sessions conducted at a typical deep level gold mine. The conclusion from this evaluation work is that virtual reality technology has the potential to provide effective training systems that are relevant to the South African mining industry. 1. This, the final report to the U. S. Bureau of Mines on the program with the subject title, presents the data obtained from June 29, 1973, to April 20, 1974. 2. Operating in the Illinois #6 coal seam, the effectiveness of foam opposed to water was compared in reducing respirable coal dust. A combination of 39 foam generators and 14 water sprays were used during the foam tests. Sixty one water sprays were operated during the water tests. Data from 24 shifts using foam and 21 shifts using water are presented. 3. Additional work on foam generator design should be undertaken to provide coverage to a wider area with foam. 4. The general attitude of those working on the foam program and with the miner at the face was positive. It is urged that the work be continued. 5. The minor respiratory irritations evidently caused by an aerosol effect of the surfactant should be investigated. 6. The statistical analysis of the tests will be made and reported by the U. S. Bureau of Mines.

For the construction of Lake Mead third water intake, which is entirely placed underground, an underwater excavation was needed at a depth of 100 m (330 ft): a large surface had to be deepened by 20 m (66 ft) in basalt.

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

This study involved a review of bonding and bond release practices in the states of the Eastern and Midwestern Coal Provinces. Data was collected from regulatory authorities and site visits to document the bonding and release procedures in the states related to achieving successful reclamation. The regulations related to PL95-87 were reviewed. The analysis included suggested modified or new bond release criteria, a review of applicable bond release inspection techniques was prepared, a conceptual graduated bonding system and incentive procedures for reclamation of surface mine sites to alternative or higher land uses. A number of conclusions and recommendations for further research were included. A detailed bibliography and a glossary are included in the report.

In a certain sense, the explosives industry began in the 13th century with the invention of black powder, which is an intimate mixture of sulfur, carbon black or charcoal, and potassium or sodium nitrate. For several centuries thereafter, black powder was the sole general purpose energetic material, serving as an igniter, propelling charge, bursting charge, and blasting agent. By today’s standards, black powder is totally inadequate for the latter three functions, but its use continues as an igniter for propellant charges because of its unique ability to ignite and burn under ambient conditions. The history of the development of black powder was reviewed by Rose (1980).
