Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

BART Facilities Standards (BFS) Structural Criteria is a living document that governs planning, design, and construction of all BART projects. Since its development, the document undergoes incremental changes and updates to reflect policy changes, changes in local, State, or national design codes and guidelines, advancements in engineering and technology, or based on the performance of past built infrastructure. In 2020, the BFS-Structural Criteria underwent a comprehensive update and was released with BFS version 3.2. This paper summarizes the updates to the Tunnels and Underground Structures Section of the Structural Criteria, and provides insights to the basis and logic of the requirements.

This paper explains and discusses a computer program developed to determine the ventilation design parameters for complex auxiliary ventilation systems such as those found in the construction of long excavations with multiple headings. The program is based on the principle of partitioning the system into segments of finite length, and formulating and solving the resulting networks recursively. The application of the program is illustrated by the detailed solution of an auxiliary ventilation system proposed for the Exploratory Studies Facility (ESF) at the Yucca Mountain project, Nevada.

Trust in AI systems and the nature and amount of information about the system can influence decision-making. It is, therefore, crucial to understand how AI-powered monitoring systems (e.g., gas monitoring systems) influence miners’ trust and decision-making in emergency evacuation. This work focused on measuring the differences between how participants respond to a simulated underground mine emergency evacuation situation when warnings are represented as coming from a human or AI-based monitoring system. We also manipulated the amount of information participants received about the system, yielding a 2×2 between-participants survey design. The participants received an alert message about rising gas levels in a mine and provided a response on how they would react and reported their perceived safety. We also asked questions to assess their trust in, preference for AI over human-based gas monitoring systems, and whether they are willing to delegate the duties of underground gas monitoring to AI systems. The experiment results show the amount of information had a significant influence on miners’ trust and decision-making. The safety perception of participants based on age, number of children and ethnicity was significantly different from one category to another. This work provides valuable insights as the mining industry deploys AI systems to aid mine safety.

Major sources and reserves of Cb/Nb, Ta, REE, Y, Sc, Zr, Hf, Cu, apatite and vermiculite may be concentrated in primary and secondary minerals associated with different stages and depths of emplacement in carbonatite complexes and kindred alkalic intrusive rocks. Exploration targets include: apatite and pyrochlore (Nb) in the plutonic and hypabyssal core and ring-dikes: bastnaesite (REE), strontianite, barite and fluorite in hydrothermal veins and cone-sheets (subvolcanic setting): thortveitite (Sc,Y) and vermiculite in metasomatized aureoles (fenites): high grade eluvial deposits of apatite and pyrochlore, and secondary REE, Nb, Ti. and V-minerals in supergene and weathered zones.

During recent years fuel consuming industries of the United States have been caught between environmental restrictions and the uncertainty of obtaining an inexpensive fuel. With the advent of the National Energy Act of 1978 there has been added impetus to switch from gas and oil to coal. For industrial furnaces and boilers that were designed to bum coal, returning to an available compliance coal might be feasible. However, furnaces and boilers designed for gas or oil cannot reasonably be converted to coal unless the coal is initially gasified. All cases, nevertheless, depend upon the availability of an adequate structured coal of a compliance composition, a challenge to the coal mining industry. The foregoing problems have contributed to the current energy-coal crisis of today's economies. It therefore would be worthwhile to capitalize on previous experiences of the mineral processing industry.

"Hard rock mines move large volumes of material, which can cause the conveyors that are essential to this movement to suffer lots of problems, including carryback, spillage, dust and belt wander. Many of these issues are created at the transfer points where the belts are loaded.This article provides an overview of the latest transfer point systems that incorporate safety and serviceability by design as well as a report on recent projects. One project is the Conveyor B Transfer at the Coeur Rochester silver mine near Lovelock, NV. Here, performance was improved with the installation of belt support cradles, engineered chute walls with external wear liner, and a compact dust collector. A second project is the improvement of belt support idlers and skirtboard sealing in a long loading zone of a conveyor under the concentrator at an Arizona copper mine.The importance of transfer pointsConveyors are essential in mine material handling. Their performance will often make the difference in mine productivity and profitability. A key to conveyor performance is the transfer points where the conveyor belt is loaded and discharges. At these transfer points, many of the problems encountered with the conveyor system are created.The problems that arise at the transfer stations include off-center and segregated loading, mistracking, blockages and plugging. And there are a variety of problems originating with fugitive material — cargo released in the form of carryback, spillage or airborne dust — that are created or exacerbated in the transfer points. These fugitive materials turn into other conveyor-related problems, including shortened component life, unplanned outages for conveyor maintenance, unexpectedly high labor costs for maintenance and cleanup, worker health and safety problems and issues with community relations. Concern about environmental pollution goes back many centuries, but until recently most efforts to control it have been perfunctory and spasmodic, aimed largely at coal smoke and other visible pollutants. Air pollution is to a large degree a byproduct of our economic development, and scientific knowledge of the causes and character of such pollution is more extensive than the technology to handle the waste byproducts of our industrial civilization. The removal of all constituents foreign to the air from the effluents produced by an industrialized society is obviously impractical at this time. There is widespread difference of opinion regarding acceptable ambient air concentration levels for the Various pollutants produced by combustion processes, but there is basic agreement that the pollution of the atmosphere must be controlled and eventually reduced. The magnitude of the air pollution problem has been increasing rapidly because our expanding economy calls for an ever-increasing consumption of energy, and fossil fuels are a principal source of energy. For example, the consumption of electricity has been increasing at an average annual rate of approximately 8 percent over the last 10 or 1.5 years. Table 1 shows the estimated emission of the principal pollutants into the atmosphere in 1966. The approximately 90 million automobiles, trucks, and buses on American highways contribute the largest proportion of pollutants to the atmosphere, but that fact does not alter the growing problems of the coal industry. You will note that sulfur oxides, particulates, and nitrogen oxides are all products of the combustion of coal. Of these air contaminants, sulfur oxides are now receiving major emphasis in terms of research to develop effective means for control, Table 2 shows that the combustion of coal produces approximately 60 percent of the sulfur oxides discharged to the atmosphere. While the utilization of coal is the principal source of particulate matter, this is not considered as serious a problem as it was in the early part of the century because of technological developments that have produced sound methods for the removal of particulates from waste gas streams.

NMBGMR has been collecting data on uranium mining districts, mines and mills since it was created in 1927 and has converted years of historical data into a relational database that can be imported in ArcMap. The database includes information on mining districts, mines, mills, geochemistry, photographs, and bibliography. The available data includes location, production, reserves, geologic, geochemical, resource potential, and other data. The NURE stream-sediment data provides geochemical analyses for >27,000 samples collected in New Mexico during 1970s. The NURE hydrogeochemical data provides analyses for water samples. ArcMap includes location of individual ore bodies as polygons and incorporates the mines and NURE data as individual site locations. The purposes of these databases are to provide computerized data that will aid in identifying and evaluating resource potential, resource development and management, production, and possible environmental concerns, such as physical hazards (i.e. hazardous mine openings), indoor radon, regional exposure to radiation from the mines, background geochemical data and point-sources of possible pollution in areas of known mineral deposits.

The past history of uranium production has been dominated by strip and shaft mining methods, but recently in-situ leaching has emerged as a viable alternative for uranium recovery. (1-8) Mobil was the first company to start in-situ uranium leaching in New Mexico. Mobil's Crownpoint project areas are in Mdinley County and are part of the Grants Mineral Belt. The major uranium deposits in this area occur in the Westwater Canyon Member of the Jurassic Morrison Formation. (9-11) The ore depth at the Crownpoint project is about 2000 ft. In an earlier paper we discussed the uranium mineralogy of an areally broad sampling of Crown- point ore. (12) The organic carbonaceous material often associated with the coffinite ore was characterized in some detail. The organic material appeared to be a very mature, coaly-type kerogen derived from plant components. This result was consistent with other studies on such carbonaceous material. (13-15)

A continuous pilot-scale test of the GranuFlow Process was conducted using a screen-bowl centrifuge for the dewatering and reconstitution of column -flotation concentrate at a coal preparation plant in Virginia. In this test, a slipstream of the fine clean-coal slurry from the column flotation con¬centrate was treated with a bitumen emulsion before dewatering. The treated products from the screen-bowl centrifuge appeared to be dry and in a free flowing granularform, while the untreated products were wet, sticky and difficult to handle. Test results indicated that the average moisture contents of the dewatered coal products were 35.7%, 35.5%, 32.6%, 29.9% and 26.5% (by weight) with Orimulsion additions of 0.0%, 0.7%, 3.2%, 4.8% and 6.4% (by weight), respectively. The handleability and dust reduction of the dewatered coal products were also vastly improved.

The paper investigates the effects of calcination for thermal activation and intensive milling for mechanical activation on aluminum recovery by acid leaching of pyrophyllite ore enriched via attrition scrubbing and froth flotation. The study compares these methods in terms of energy consumption and aluminum recovery, concluding that mechanical activation is more economical and environmentally friendly.

Any of you who served in the military remember the admoniton to "get the lead out," In the military environment, where cost wasn't always a factor, "get the lead out" was more often a call for activity of any sort than activity of a particularly productive nature. As a result, when the top sergeant yelled "get the lead out," lots of people started moving.. . usually to get out of his way. Now there's a new cry, ..one that comes not only from the military but from an entire nation threatened with dependence on foreign sources for its energy needs. That cry ...get the coal out, Like the earlier order, it's a call to activity. A signal that the coal reserves of the United States must be tapped so that Project Independence can succeed by 1985, But it's more than a mere call to activity; it's also a call to achieve productivity. ,a call to produce coal both efficiently and acceptably. And that leads us to the key questions of where the coal is going to come from to meet that 1985 goal, and how can it best be mined. Where will the coal come from? There's no doubt much of it must come from surface mining in the West. How can this coal be mined? There are several options available but there is an excellent case to be made for using mining shovels and haul trucks due to their versatility in stripping, loading and reclamation, We'll explore this approach in this talk today.

An accurate knowledge of Interactions among mineral particles and between such particles and dissolved and precipitated species Is Important in developing efficient separation processes. In this investigation interactions in Florida phosphatic clay waste, that are relevant to dispersion and selective reagent adsorption, the two main prerequisites for selective flocculation, were studied. Initial studies with artificial slimes, consisting of pure clay and phosphate minerals, showed dispersion of artificial slimes to be relatively easy. The problems that were encountered during selective flocculation of the artificial slime were due to unselective polyacryllc acid adsorption on clay, which was caused by the presence of multivalent calcium ions on the exchangeable cation positions on the clay surfaces. This problem could be solved by exchanging calcium for sodium, which reduces the interaction between the polymer and the clay surface. This procedure, however, was not successful for mineral mixtures. Natural slimes were found to be much more difficult to disperse. This was attributed to the presence of cementing materials such as humic substances and Ai and Fe (hydr)oxide precipitates. Selective removal of these cementing materials resulted in good dispersion and partial separation. Further increase in separation of natural slime is likely determined by the presence of calcium on the clay surfaces, as was found for the artificial mixtures.

Dimension stone includes a wide variety of natural materials that are put to an equally wide variety of uses. It is possible to classify dimension stone according to the end use to which the stone is put or according to the lithology of the stone. Both schemes are used by the United States Bureau of Mines in the annual Minerals Yearbook. The 1969 Yearbook lists 15 specific uses and has additional miscellaneous catagories. The same Yearbook lists five specific rock types or lithologies, and also includes a miscellaneous category. In a short presentation it would hardly be possible to list and define all these categories, much less discuss the evaluation of deposits with regard to all possible combinations. Besides, I am only slightly familiar with some of the uses and their requirements. I have therefore chosen to limit my remarks to some special problems in evaluating dimension stone that is to be cut and finished to specific sizes, tolerances, and finishes for use in buildings and some monuments. This use class is called cut stone in the Minerals Yearbook. In terms of dollar value it is the largest single use category. In 1969 the dollar value of cut stone was $29,122,000 which is more than twice the value of the next largest category. For those of you who are interested in other use applications of dimension stone I suggest that you start with recent articles by Bowles (1960), Currier (1960), and Barton (1968).

This paper summarizes the results of the rock mechanics monitoring program performed as part of Old Ben Coal Company's longwall coal mining demonstration project conducted in cooperation with the United States Bureau of Mines. The work described herein included installation of instruments, collection of data and data analysis performed during mining of the first longwall panel in Mine No. 24. The rock mechanics monitoring program included both surface and underground instrumentation and was designed to achieve the following purposes: 1 -To provide the capability to observe unusual situations during mining so that remedial measures could be instituted quickly 2 -To formulate design guidelines for future longwall mining efforts; 3 -To evaluate surface subsidence, and its character, rate and potential effects on cultural features, and to develop criteria to assist in predicting subsidence for other mines having similar roof conditions. Six previous attempts with longwall methods in Old Ben Coal Company's Hine 21 had been unsuccessful due to roof control problems. A description of these attempts is given by Moroni (1973). "This paper presents some studies on recovering valuable elements from Chinese coal by-products, including coal combustion fly ash, stone coal ash, and coal flotation tailings. Both commercialized technologies and economic potential recovery methods are described in this study. Magnetically stabilized air-dense medium fluidized bed separation, tribo-electrostatic separation, froth flotation, and hydrometallurgical methods are discussed in recovering various valuable elements in Chinese coal by-products from different coalfields. These valuable elements include iron, carbon, aluminum, rare earth elements, lithium, gallium, germanium, uranium, titanium, scandium, silicon, vanadium and phosphorus, etc. The ultimate goal is to fully utilize all valuable elements in coal by-product. Each component within coal by-product should be efficiently segregated to its highest value. INTRODUCTION Coal is mainly composed of energy-producing elements carbon and hydrogen. In addition to these elements, coal usually contains many other valuable elements, including iron, aluminum, silicon, rare earth elements, lithium, gallium, germanium, vanadium, uranium, titanium, scandium, and phosphorus, etc. These coal-associated elements are significantly enriched in coal combustion by-product fly ash because of majority of main components, carbon and hydrogen elements, being removed. Table 1 provides the chemical composition range of the main elements oxides in 12 Chinese fly ash samples collected from coal power plants located in Northeast China, Northwest China, Southwest China, and Southeast China. It can be seen from Table 1 that the major mineral components of different ashes are similar, but the bulk chemistry of different fly ashes may vary widely due to the changes of ratios of the mineral components in different coals. The major mineral components in various Chinese coal combustion fly ash are silicates, iron oxides, and unburned carbon."

Open pit mines are getting deeper with time and transportation expenses are increasing because of the increasing haulage distance. In-pit crushing and conveying (IPCC) is getting popular in deeper open pit mines as a suitable alternative to truck haulage because it offers a lower operating cost due to shorter haulage distance and less truck requirement. Semi-mobile in-pit crusher, currently the most popular IPCC system, is relocated every two to five years and the short-term plan needs to be updated accordingly. Short-term planning with IPCC is an area of research that has not been explored extensively yet and hardly any model can generate short-term extraction sequence considering an IPCC in place. This research work proposes a mixed integer programming model to generate short-term production plan within a time horizon of 12 months. The objective of the model is to optimally allocate shovels to minimize cost of material handling and maximize revenue subject to meeting plant requirement, maximum allowable tonnage variation and IPCC location constraints to achieve production and NPV targets set by strategic plan. The proposed model has been implemented in a hypothetical case study for verification. The comparison of results between scenarios with and without IPCC is expected to justify the use of IPCC in large open pit mines from a short to medium term perspective. A semi-mobile IPCC system with one relocation is considered in the case study.
