As with the slogans of Madison Avenue, catch words or phrases frequently become topical. Much is heard these days of the confrontation between governments of developing countries and international mining capital. In actual fact, sadly there are too few cases of anything as positive as confrontation because such an action at least signifies a dialogue which may begin badly but end up fruitfully. Instead we have in general a climate of indifference and fear with the mining companies of note marking off most of the developing world as being unsafe for investment. There is an unreal air to this damaging impasse. The common sense and objectivity which are prerequisites of positive action are lost in a swirling cloud of mythology, embraced largely by governments. Let us examine some of the dangerous misconceptions.

Longwall mining appears very attractive from an engineering standpoint because of its simplicity. The use of one long, continuous face can simplify power distribution, ventilation, and supervision, and minimizes or prevents lost time associated with the tramming of equipment in room-and-pillar systems. Since the longwall system is more amenable to automation, it is inherently safer than room and pillar. Remote control of all face equipment from gate roads will obviate the exposure of men in the face area. Considering what has been said, it seems a paradox that more longwall installations are not found in the United States. However, with favorable mining conditions in relatively level seams of adequate height under shallow cover, it has been possible to develop highly productive, mechanized, room-and-pillar systems. Thus there has been no real incentive to employ longwall in the United States. In Europe, mining companies usually have very little choice between the two systems. Pitching seams of low height located at great depth dictate the use of longwall methods. With depletion of its readily accessible reserves, mining conditions will be similar to those now prevailing in Europe, and an increase in the use of longwall in the United States can be anticipated.

Longwall mine instrumentation for measuring abutment stress distribution, mining induced immediate roof stress change and deformation, and primary/secondary support loads and deformations provides critical guidance for the design of gateroad chain pillars and roof support. Field measurement results are also recognized as the best way to calibrate numerical models that have been used to study the failure and support mechanisms. International Conference on Ground Control in Mining (ICGCM) started in 1981 and since then, there were 26 papers published in the proceedings discussing the stress and load measurements as the face advanced using various field instrumentation techniques. The focus of this paper is on summarizing the analyses of the data published in these papers. Stress/load change monitoring included the following categories: gateroad chain pillar, abutment pressure, bolt load, and pre-driven recovery room. The data shows that the magnitude of stress changes as the face advances varies considerably from panel to panel and mine to mine. However, regardless of types of stress changes, pillar stress, abutment pressure, and bolt load, there exists a rough trend of stress increase as the face advances, generally consisting of three stages, i.e., stress/load (1) initially increases steady or slowly, (2) increases rapidly, and (3) increases reaching the peaks and dropping down slowly or sharply. The stress/load increases start earlier during the second panel mining and are larger than the first panel mining. This review makes it easy for the interested persons to find valuable data for other similar projects.

"A carefully planned laboratory test program is the foundation for the successful development of a sulfide flotation process. In this paper, the development of a copper-molybdenum flotation process is described. However, the concepts discussed can be applied to most sulfide flotation systems and to many industrial minerals projects as well. Each step is examined, beginning with sample procurement and covering sample preparation, flotation test preparation grinding, scoping flotation tests for reagent scheme selection, rougher flotation parameter evaluation and cleaner circuit evaluation, through to locked-cycle testing and pilot plant design and operation. Ore variability and modeling to determine the response of various ore types to the optimum conditions established is also examined.IntroductionA carefully planned laboratory test program is essential for the successful development of any sulfide flotation process. These programs usually begin with a series of batch tests on several ore type composites to evaluate appropriate reagent schemes and delineate optimum rougher flotation conditions, such as primary grind size, flotation pulp density, flotation pulp pH and retention time. Cleaner parameters such as regrind size requirements, cleaner pH, pulp density and number of stages are then defined. Semicontinuous locked-cycle tests are performed using the parameters established in the batch tests to determine the effect of middling streams recirculation on flotation performance. The data generated and the experience gained in the locked-cycle tests may be used to design and operate a continuous pilot plant if relatively large amounts of concentrate are required for further process development, such as optimization of byproduct molybdenum production from bulk copper-molybdenum concentrate.A comprehensive ore variability program is undertaken to determine the response of various ore types to the optimum conditions established. These ore variability programs often test hundreds of samples in standardized batch rougher and cleaner tests to ensure that the orebody is well understood.This article describes the development of a copper-molybdenum flotation process, but the concepts discussed can be applied to most sulfide flotation systems and many industrial minerals projects. The block flow diagram in Fig. 1 provides an overview of the development process."

Highwall mining, which is a relatively new mining method, is a preferred and often the only feasible method for extracting coal reserve left by surface mining operations in areas with steep terrain and in closely spaced thin coal seams. Though its safety record is comparable to that of surface mining, failures of mine structures in highwall mines, especially the highwall, have occurred. Methods for the systematic designing of highwall mines to meet the safety and operational challenges are still evolving. This paper presents the results of research into improving the existing design methods and developing new ones for highwall mining operations. The design methodology is aimed at ensuring structural stability of the highwall, roof, web and barrier pillars and preventing subsidence. It takes into consideration the major ground control challenges of soft and layered mine roofs, and interactions from mining closely spaced coal seams. An optimization design process applying a pressure arch concept can be incorporated to improve the recovery rate of coal reserve. A computer program based on the design methodology was developed.

An automated method of microscopy for determining the pyrite size distribution on two base coals that were crushed to 28 mesh x 0 has been developed. Polished epoxy-bound coal pellets were prepared and examined by a Zeiss IBAS image analyzer utilizing a program developed from provided software. Pyrite size distribution determination is considered a necessary first step in pyrite characterization that could lead to successful predictions, by microscopy, of a coal's theoretical pyritic sulfur removal. Our research efforts to date have indicated that the IBP-S can be a reliable instrument for determining pyrite size distribution in crushed coal. A program was also developed to convert pyrite size data to a weight basis for comparisons to the results from chemical analyses. The problems encountered in our research and their solutions will be presented in the discussion.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. The lesser developed countries (LDC's) may be classified into two categories: 1) oil producers, and 2) non-oil producers. The non-oil producing LDC's, as a class, are at present in very difficult financial straits. (1) Since the quadrupling of world market crude oil prices in 1972, an ever greater share of the LDC's export earnings have gone to pay for oil imports, in-stead of national reinvestment. The LDC's inter-national debts--much of it to pay for oil--have soared to record levels, with consequent limits for future credits. (1) Again, this inhibits future national investments, and there does not seem to be an end to the future increase of Organization of Petroleum Exporting Countries (OPEC) prices. Indeed, some of the economic difficulties in some metal markets--particularly the imbalance of production vs. markets for copper, can be traced indirectly to the OPEC cartels' heavy-handed impact on copper producing LDC's which must produce copper at any price to meet their oil bills. (2) Among the major oil importing LDC's are the Philippines and South Korea. 50th nations have substantial cement industries. The South Korean industry is geared for major export markets in the Far East. Both nations have ambitious plans for economic growth in order to accommodate burgeoning populations with ever increasing expectations for high standards of living. These plans had some success, more or less, until the high OPEC oil cartel charges had to be borne. Now, in common with all oil-deficit areas, the Philippines and South Korea are seeking lower cost sources of energy. Both countries have coal deposits. In the case of the Philippines, the reserves are in scattered, relatively small deposits. Most of the coal deposits are faulted, folded and, in general present formidable production problems for limited reserves. Nonetheless production has been on the order of about 70,000 to 150,000 tons per year in the last 30 years. Prior productions (1920-1941) varied between 9,000 Co 150,000 tons per year. (13)

The efficiency of Thiobacillus ferrooxidans in the desulfurization of a high-sulfur content New Mexico coal was demonstrated. The optimum condition of process variables were found to be pH = 2.3, particle size = 38 µm, pulp density 14.1% (W/V) and temperature 33.9°C. Larger scale experiments carried out with these optimum conditions resulted in coal desulfurizations above 97%, while in sterile controls this was only about 10%.- The rate of desulfurization was described with an exponential expression with respect to the effects of coal particle size. The effect of pulp density on coal desulfurization was quantified by a Monod type equation. The apparent activation and deactivation energies, the frequency factor and temperature coefficient were derived from the effects of temperature to be ?aE - 11720 cal mol-1 and A = 30.44 mol dm-3s-lin the range of 20 - 35°C; ?Ed = 43930 cal mol-1 and A = 9.82 x 10-39 mol dm-3s-1 in the range of 35 - 45°C; and Q10 = 1.94 in the range of 20 - 30°C. The thermodynamic values [(?G+, ?H+ and ?S+)] of the activated complex were calculated. The generalized second order regression equation relating the degree of biodesulfurization of coal to the leach parameters was shown to adequately predict coal desulfurization within the range of process variables studied.

At 6 percent downgrade to a low point beneath California?s Sacramento River, the Lower Northwest Interceptor Sewer was a difficult project from the outset. Project owner Sacramento County Regional Sanitation District (SRC-SD) planned to excavate the V-shaped tunnel in two sections using an earth pressure balance (EPB) machine in soft ground. Muck removal, due to the steep downgrade, was a tricky proposition. ?We did look at muck cars, but determined they were not the best option due to the relatively steep slope of the tunnel alignment. The safety benefits of conveyors on this job were obvious, as there were not the potential hazards associated with muck cars traveling on an incline or derailing,? said Steve Norris, senior civil engineer for SRCSD The successful project represented one of the first instances of a conveyor system being used for a soft ground tunnel boring machine (TBM) application. Several projects in California, including a recent tunnel completed in 2009, have highlighted a growing acceptance of conveyor muck removal in a variety of ground conditions. Conveyors offer higher system availability than more common methods, such as muck cars, as they allow for continual operation of the TBM. The design of conveyor systems must, however, take into account the differences in material between soft ground and hard rock, including belt cleaning features, sealed transfer points and other elements.

The present study introduces a new approach to understand the copper dissolution rate and to find an adapted mathematical statement for particle shrinkage rate in a batch bioleaching system. Four size classes of a chalcopyrite concentrate, namely [D1 : (−54 + 44)μm, D2 : (−44 + 38)μm, D3 : (−38 + 25)μm and D4 : (−25)μm], were used in the batch bioleaching tests by applying a mixed culture of moderately thermophilic microorganisms. The pulp density and temperature were 8 (%w/v) and 50 °C, respectively. Findings delineated that the bioleaching time can be divided into two specific time intervals: first, the surface reactions were the prevailing controlling step; second, the prevailing mechanism was diffusion through the product layer, whereas the overall rate of the process may be related to both through a Q factor using a mixed model. A mathematical model was developed based on particle size distribution (PSD) and a kinetic model. Experimental validation of the mixed model was accomplished by the representative sample with d80 = 54 microns. Results showed that the PSD of the specific sample was in good agreement with Rosin–Rammler function. Besides, the simulation result of the conversion fraction had the best conformity with the experimental data (with a maximum error of approximately 7%). This paper should be considered as an initial part of a larger, global model for chalcopyrite concentrate bioleaching.

Shaft construction is assuming ever increasing importance when new mining enterprises are considered. The reasons for this increased emphasis is the much greater depths at which many new ore-bodies are being developed and the rapid depletion of near surface reserves requiring mines to go to greater depths on existing deposits. These greater depths increase the probability of exposure to unfavorable geologic conditions and it is more likely that high ground and/or water pressures will be experienced at these depths. The large capital costs involved and the critical position of a shaft in the overall mining program necessitate that this element of project development be given careful and critical consideration. The Henderson No. 2 Shaft is located in the Rocky Mountains of north central Colorado (See Figure I), about 55 miles west of Denver, near the community of Empire in Clear Creek County. At the 10, 442 foot collar elevation, winter arrives in late September and brings snow to contend with until May. The labor force for Shaft No. 2 is approximately 90 men. They are provided access to the project via all-weather U. S. Highway 40. SHAFT DESIGN The Henderson No. 2 Shaft is a 28-foot I. D. circular, concrete lined (1 foot thick) vertical shaft. The final depth will be approximately 3100 feet

Minproc Resources Inc. is developing a tailings retreatment project in Bolivia at the Colquiri zinc-tin-silver mine, in the Bolivian Andes. Mining at Colquiri has been continuous since 1940 and COMIBOL, the Bolivian state mining company, has owned and operated the underground mine since 1964. There are 10 million tonnes of tailings at Colquiri containing 0.51% Sn, 4.21% Zn and 50 g/t Ag. Minproc plans to mine and concentrate the tailings at 1.15 million tonnes per year to produce feed for pyrometallurgical upgrading. The tailings are moderately complex, with cassiterite grain size ranging from 200 to 5 pm. The marmatite (ZnFeS) in the tailings is relatively easily recovered, with zinc recovery of 80% to a 40%-45% Zn concentrate. The major problem with the zinc metallurgy is that the marmatite is complexed with iron, which results in iron contents of 14%-17% Fe in concentrate. This makes the product very difficult to sell because of the low Zn:Fe ratio. Most zinc smelters require a Zn:Fe ratio of 6:1 or 7:1, whereas this concentrate has a 3:1 ratio. Concentrate sale terms are therefore unfavorable, and the high cost of transportation from Bolivia to the smelters is an additional burden.

INTRODUCTION Recent advances in high-pressure water jet technology can be effectively employed in mining and tunneling. The new equipment is based on available industrial hardware such as pumps, nozzles, and rotary swivels and seals, and is compatible with present mining and tunneling techniques. Principal advantages of water-jet assisted cutting relative to standard cutting are higher production rates, lower dust levels, and reduced fines. When used on rock and coal miners, water jets mean that relatively smaller and cheaper machines can be purchased. If properly applied, the combined effect is lower cost and significantly improved health and safety. While commercial use of high-pressure water blast cutting and extraction of rock (and concrete) already has a firm foothold in Europe, application of this new technique is just beginning in America. This paper begins with current American applications of high-pressure water jets for drills, for slotting and channeling machines, and then discusses the emerging technology for initiating rock failure in conjunction with drag bits on coal plows, continuous miners and boom-type miners (roadheaders). The focus of this paper is use of high-pressure water jets for cutting rock. High-pressure water jet cutting utilizes water above 70 MPa and currently reaches to 300 MPa and above. Some informatfon is included on low pressure "wethead" coal shearers and boom miners with water pressure to about 15 MPa.

The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.

It is believed that considerable economic benefit would arise if run of mine (ROM) coal from the underground mines in the Winifrede seam could he enriched before shipment to the preparation plant by partial removal of the shale. Shale could comprise up to 50% of the ROM product. Complete mine-mouth separation is not necessary, but any process must be dry and have high Btu recovery. We have conducted a preliminary analysis of coal/shale mixtures from the Winifrede seam and we find that it is quite possible that a 50-50 ROM mixture of coal and shale could be converted to a 60-40 coal-shale mixture by inspection of individual lumps coming from the mine. The device would consist of a feeder/siever section to deliver the ROM coal > 5 cm (2 in) to an inspection station via a conveyor belt. This inspection station decides if a piece is coal or shale, and if it is shale, activates an air jet to blow shale off of the belt. We have evaluated a dielectric loss technique for the inspection device. The potential advantages of the dielectric loss method are high throughput, low capital cost, and no special handling or licenses would be required. Such a single lump inspection technique is made possible because of advances in high speed electronics and servo systems. This paper provides a summary of our analyses on the Winifrede coal sample, a description of a proposed apparatus to separate coal from shale, some of the experiments needed to demonstrate our ideas.

The loading characteristics of gold-bromide species onto activated carbon were evaluated using a batch system. The overall loading of gold onto activated carbon was rapid for the first few hours, but it continued without cessation as a result of the reduction of gold. Therefore, conventional equilibrium considerations were not applicable. Although loading continued slowly after several days, an abnormally high, loading capacity value of 10-12 meq/g carbon (650-800 kg Au/t) could be attained in 72 hours. The loading of gold-bromo species by activated carbon was by the mass transfer of (AuBr4)- species to the external surface to be reduced to metallic gold by carbon. Elution of gold from loaded carbon was feasible provided the carbon had not been loaded to high capacity values. If loading is carried to high levels, complete elution becomes impractical, and the gold may be recovered by ashing the carbon. For the high loading capacities observed, this option would appear to be cost effective. The effect of several variables on the loading capacity of the activated carbon for gold-bromo species is discussed.

The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate, improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Since wood is the second most abundant fuel available during a coal mine fire, it was decided that series of large-scale wood crib fire tests were needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.

The projected depletion and the increasing costs of petroleum and natural gas along with the public and governmental resistance to nuclear energy have caused coal to emerge as one of today's answers to both our short term and long term energy needs in power generation. In order to satisfy this need, major increases in coal production are mandatory, thus requiring more and higher capacity coal transfer terminals. The logic for selecting coal as the major fuel for power generation is based on many different reports on the existing and potential energy sources, which include petroleum, natural gas, hydropower, solar, geothermal, and nuclear. The following is a brief synopsis of these reports for each type of energy.

The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).
