As mining operations in the United States (US) have become more productive, controlling the dust exposure of mine workers has become more challenging. In response, US mining operations are applying basic controls at elevated levels and are looking to emerging control tech­nologies in an effort to better control airborne respirable dust levels. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) conducts research to develop and/or improve control technologies that reduce the respirable dust exposure of workers in underground coal mines. The goals of this research involve optimizing the use of water sprays and ventilating air, as well as, evaluating emerging control tech­nologies. An overview of dust controls typically utilized in underground US coal mines will be provided. An update on ongoing PRL research efforts that are evaluating new control technologies will also be presented.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

Sample results suggest the only mineral resources in the study areas are placer gold deposits along the South Fork Kern River in the Woodpecker RARE II unit (fig. 1). These deposits, in Rockhouse Basin, total 4.5 Figure 1.--NEAR HERE. million cu yds (3.4 million cu m) of indicated subeconomic gold resources in four deposits of "older" gravel. Gold value in samples averages $0.36 per cu yd ($0.47 par cu m) and is as much as $4.44 per cu yd 1/. Cost of mining the gravel and recovering the placer gold is estimated to be more than $2 per cu yd ($2.62 per cu m) for a deposit of this size and type. Additional inferred subeconomic placer gold resources with similar grade probably occur in four other deposits of "older" gravel on which no mining claims were located. Placer gold occurrences on upper Trout Creek contain gold worth as much as $4.50 per cu yd ($5.88 per cu m) 1/. Average grade is much lower, and only about 1,000 cu yds remain (760 cu m). These occurrences do not constitute a resource, but may attract hobbyists not dependent upon making a profit.

The objectives of the work described in this report are to determine the communications requirements and need for communications, both for voice and control, on longwalls, and to make recommendations for longwall communications equipment and systems. These recommendations are designed to guide the future development of longwall communications. Information necessary for the accomplishment of this work has been gathered by a series of visits to longwall mines and discussions with longwall mine operators, as well as with suppliers of longwall communications and mining equipment and with Bureau of Mines personnel. In addition, it has proven possible, through personal interviews and literature evaluation, to gain an understanding of the experience and attitudes towards longwall communications in countries where longwall mining is far more widespread than in the U.S., namely the Federal Republic of Germany, the United Kingdom, France and Belgium.

Deterministic and stochastic simulation were combined to develop a computer model of an open pit mining system using bucket wheel excavators and related materials handling equipment. The model is closed and dynamic in the sense that information is fed back to control activities at various levels and reservoirs. The results of interaction between unit operations in one time interval determines overall system behavior for the next interval. Equipment performance curves and system profile characteristics rather than time studies are applied to determine the operation of each activity at any time period. For that part of system where performance is dictated by a random variable~ subjective probabilities are employed. Two stages of research were considered to formulate this model. Stage one involved the formulation of equipment sub-assemblies for the sequence of equipment moves along with related assignments and routines for information retrieval. The second stage of research combined all sub-assemblies into an integrated open pit mining simulator. The model is not tailored for any specific open pit operation but is readily adaptable to any system of surface mining including operations having a high degree of complexity. In line with the Bureau of Mines' goal of providing technology to maintain a supply of minerals adequate to meet national economic and strategic needs, a method for recovering chromite from lateritic materials was investigated. Laterites are a large resource of Ni, Co, and Cr, critical metals of which the United States has insufficient domestic sources. A roast-leach method was developed by the Bureau to extract nickel and cobalt from domestic laterites. A concurrent effort was made to recover chromium from either unprocessed laterites or the leach residues. This report characterizes laterites and laterite leach residues. It describes a chromite recovery procedure using conventional industrial beneficiation equipment for sizing, low-intensity magnetic separation, and gravity concentration. Concentrates containing 20.0 to 22.4 pct Cr (29.0 to 32.7 pct Cr203) and with a 1.6:1 to 1.9:1 Cr-Fe ratio were recovered from laterites and residues containing 1.3 to 2.5 pct Cr with recoveries exceeding 50 pct. Because of their low grade and fine size, these concentrates would be suitable for preparing chromium chemicals. The direct beneficiation of laterites for chromite recovery resulted in the minerals containing nickel and cobalt concentrating in slime products. No iron oxide coproducts of acceptable grade were recovered from either laterites or residues.

A field test was conducted to demonstrate and quantify the relationship between deep cutting and the creation of airborne respirable dust for longwall mining With a double-ended ranging drum shearer. The testing program was carried out on the 3 North longwall of North American Coal Company's Quarto No. y mine in Claringten, Ohio. Continuous recordings of the dust levels were made at both the midface and tail ate areas. Data were collected during 27 shifts during which time 81 complete mining, cycles took place. Both drum speed and the number of picks per line were varied systematically during the testing program to alter the depth of cut while the production rate was held constant by maintaining a constant haulage speed. The test results indicated that at the midface position, airborne respirable dust was strongly dependent upon the depth of cut as influenced by both the drum speed and number of picks. Drum speed had a much stronger effect than number of picks over the experimental range, since a halving of drum speed reduced dust levels by approximately 60 percent while removal of every other vane pick resulted in only a 2.1 percent reduction at constant production. At the tailgate position, however, neither effect was strongly apparent. A tendency for the slower drum speeds to he associated with reduced power consumption and higher haulage speeds (and therefore production rates) was also noted. It is recommended that longwall operators oper¬ate at the lowest available drum speed wherever possible.

This study focused on the chemical reactions between uranium tailings fluids and cores of subjacent bedrock from the site of the Cotter Corporation uranium mill at Canon City, Colorado. Actual and synthetic tailings fluids were forced through cores of bedrock. The pH of the effluent solutions was the dominant control on the behavior of dissolved species in solution. The pH depended on the presence or absence of calcite cement in the rocks. Calcite neutralized acidic raffinates and caused the precipitation of iron, manganese, aluminum, and possibly uranium. Chloride, sulfate, and sodium were not retarded upon passage through the cores, and sulfate and chloride should be useful as tracers of escaping tailings fluids. Zinc, copper, cobalt, nickel, uranium, and vanadium exhibited high mobility under acidic conditions and were strongly retarded at elevated pH. Calcium was released due to dissolution of calcite and ion-exchange. Magnesium was not retarded in concentrated solutions, but showed moderate retardation in dilute fluids. Potassium and ammonium both showed early retardation followed by breakthrough and mobility. The behavior of molybdenum was strongly dependent on pH, with retardation at low pH and mobility at elevated pH. Selenium was highly mobile under all conditions. Selenium should be a better tracer than molybdenum for many situations. Precipitation of carnotite appears to control the solubility of uranium and, possibly, vanadium. With the exception of the precipitation of aluminum and silica, all reactions were rapid.

The purpose of the initial research performed under this contract was to determine the margins of safety in explosion-proof (XP) enclosures, which were designed and certified according to the current schedule (Schedule 2G). Results from this work provide baseline data on the current schedule, from which a new schedule can be formulated to give equal or greater levels of safety. Results and discoveries in the initial work led to an expansion of the contract to cover, additionally, weld quality in enclosure fabrication, reliability of enclosures with windows and lenses, and performance tests for enclosure qualification. Finite element calculations and hydrostatic tests revealed wide variations in the margins of safety in the enclosures studied; however, only one enclosure had a safety factor which was less than one. Results from a weld quality survey led to the recommendation of AWS Welding Standard D14.4 for the fabrication of XP enclosures. Based on other work, accelerated aging tests were recommended for qualifying plastics and adhesives that are used in some enclosures, and a Structural Performance Test was developed to test enclosure strength for a minimum static pressure of 150 psig.

Information on total estimated uranium reserves and domestic requirements have been collected, A survey has been made on the possibilities of recovery of uranium from low grade and complex ore deposits, e.g., marine phosphorites, shales, coal, sea water, etc. In order to assess the potential for uranium recovery from uraniferous phosphorites, available thermodynamic data of uranium minerals, compounds and aqueous species have been collected. The existence of uranium complexes with chloride, fluoride, carbonate, phosphate, sulfate, etc., in ground waters have been evaluated at different pH's. There seems a great need to study the relative stability of these complexes in order to judge the applicability of solution mining technology for selective leaching of uranium from phosphorites. A typical flow-sheet demonstrating recovery of uranium from wet-process phosphoric acid has been included in this report. Some essential features of the economics of uranium recovery from uraniferous phosphorites have been briefly considered and recommendation have been made for further studies.

Natural bornite (Cu5FeS4) leached in ferric chloride or in sulfuric or hydrochloric acid solutions with oxygen showed several differences. In ferric chloride 80 of the copper was leached in two stages. The first (30 copper removal) requiring one minute was controlled by mixed kinetics (liquid ferric ion diffusion and chemical surface reaction). The second was controlled by formation of a surface sulfur layer and then diffusion through the sulfur. With oxygen in sulfuric acid reaction was slow and only the first stage was studied. Copper removal had an induction period. The bornite structure disappeared at 12% copper removal (also found with ferric chloride) and covellite formed on the surface with a species inside the particles having an x-ray structure similar to CuFeS2 but with composition Cu3FeS4 (also with ferric chloride). Copper removal was controlled by iron dissolution. Surface iron vacancies filled with Cu+ to give CuS while interior copper dissolution produced Cu3FeS4. Preliminary results with oxygen and hydrochloric acid showed 80% copper removal and sulfur as end products (similar to ferric chloride).

Fourteen straight-run asphalts were prepared in the laboratory from bitumens obtained from three sources: (1) native bitumen from Rozel Point, Utah, (2). bitumen extracted from Athabaska bituminous sandstone at Canada, and (3) bitumen extracted from Edna bituminous sandstone outcropping in San Luis Obispo County, to seven asphalts with penetrations ranging from 19 to 287 at 77 F. were prepared from each of the bitumens. The yields of the prepared asphalts ranged from 74.5 percent for a 27-penetration asphalt from the Athabaska bitumen to 99.5 percent for a 271-penetration asphalt from the Rozel Point bitumen.

The Ash Peak mine of the Veta Mines, Inc., Duncan, Ariz., is of particular interest in that the only metal of commercial value in the ore is silver. The vapor pressures of liquid titanium and liquid platinum were studied under the Bureau of Mines program for the determination of thermochemical data on the transition elements. Beating was done in a 2-kw electron-beam furnace with a water-cooled copper crucible to contain the melt. Temperature was measured with a disappearing-filament brightness pyrometer. The vapor pressure data for liquid titanium in the range 2,008° to 2,379° K are represented by the least-squares derived equation [log p (atm) = 6.268 - 22, T] Two series of determinations were made on liquid platinum. Results of the first series are expressed by the least-squares derived equation [log p (atm) = 8.240 - 30,460T] for the range 2,0860 to 2,4200 K. Results of the second series are expressed by the least-squares derived equation [log p (atm) = 7.795 - 29,580 T] in the range 2,045° to 2,442° K. Third-law evaluations of each series gave mean standard heats of sublimation of 112.4 kcal/mole, 133.3 kcal/mole, and 133.8 kcal/mole for titanium first series on platinum, and second series on platinum, respectively. Second-law heats of sublimation and equations for heats, free energies, and entropies of vaporization were obtained from sigma plots of each data set.

The report recommends criteria for the design of safe surface mine haulage roads. Information relevant to road design at surface mine sites delineates vertical and horizontal alignment; subbase and surface materials; drainage; cross-slope, superelevation; runaway vehicle protection; and road and vehicle maintenance criteria. An appendix Is included which details the study methods used in compiling the final report information. A bibliography following the main text lists literature referenced for the report data and which is available as a valuable tool for use by individuals involved in haul road design.

An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.

This report describes the potential for utilization of satellite observations for remote sensing of mine waste disposal areas. Four study sites consisting of metal and nonmetal mining areas in different climatic and physiographic regions of contigous United States were used in this investigation. The mine waste disposal sites consisted of mining of phosphates in Florida, copper in Arizona, silver in Idaho, and coal in West Virginia. Landsat satellite multispectral scanner observations were used together with aerial photographs, ground surveys, U.S. Geological Survey maps, and other ancillary information. Landsat digital data were categorized using automated supervised classification algorithms and an image analysis system. Detailed description of automated classification techniques employed and the accuracy attained is provided together with the results of manual interpretations. The inventory of areas distrubed for phosphate mining and a change detection investigation for-Polk County Florida were also undertaken during this study.
