Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

Reaction bath temperature is a major factor in processing liquid metals and in many applications where a balance between process duration and temperature has to be found to run a procedure efficiently. Also extremes of temperature can decrease the output of a process if too cold or even make it impossible, conversely overheating can be detrimental to both the product and furnace integrity. With the help of the new online temperature measurement system very accurate monitoring of the process is possible in contrast to the current routine practice where the temperature is measured periodically with dip thermocouples. The system works with a digital, fiber optic pyrometer, which is embedded in a refractory housing. Installation in the lining is possible below liquid level as nitrogen is blown to keep the system open and to ensure continuous sight from the optical head of the pyrometer to the molten metal through the tuyere. This permanent temperature measurement gives optimal process control with the potential of taking appropriate actions at an early stage enabling proactive process control. Therefore energy savings and even process endpoint detections can be realized.

Indoor physical security, as a perpetual and multi-layered phenomenon, is a timeintensive and labor-consuming task. Various technologies have been leveraged to develop automatic access control, intrusion detection, or video monitoring systems. Video surveillance has been significantly enhanced by the advent of Pan-Tilt-Zoom (PTZ) cameras and advanced video processing, which together enable effective monitoring and recording. The development of ubiquitous object identification and tracking technologies provide the opportunity to accomplish automatic access control and tracking. Intrusion detection has also become possible through deploying networks of motion sensors for alerting about abnormal behaviors. However, each of the above-mentioned technologies has its own limitations. This paper presents a fully automated indoor security solution that leverages an Ultra-wideband (UWB) Real-Time Locating System (RTLS), PTZ surveillance cameras and a Building Information Model (BIM) as three sources of environmental data. Providing authorized persons with UWB tags, unauthorized intruders are distinguished as the mismatch observed between the detected tag owners and the persons detected in the video, and intrusion alert is generated. PTZ cameras allow for wide-area monitoring and motion-based recording. Furthermore, the BIM is used for space modeling and mapping the locations of intruders in the building. Fusing UWB tracking, video and spatial data can automate the entire security procedure from access control to intrusion alerting and behavior monitoring. Other benefits of the proposed method include higher accuracy and robustness, more complex query processing, and interoperability with other BIM-based solutions. A prototype system is implemented that demonstrates the feasibility of the proposed method.

"Geological investigation in the Appalachian region of Canada began more than 150 years ago. The distribution of rock formations, and their ages and regional structure are today reasonably well known in most parts of the region to 1-or 2-mile scale. Most Newfoundland geology is known only to 4-mile scale. About 200 earth scientists carry out research in the region, of whom about 25 per cent are government employees, 50 per cent university staff and graduate students, and 25 per cent industry employees.Increased activity is needed toward both regional analyses and problem studies through the efforts of multi-disciplinary teams. The ultimate objectives of earth science must be the discovery and development of mineral re•-sources and the use and conservation of natural material in the environment, all for the benefit of the local in-habitants. To accomplish this, the scientific community must carry out an array of research projects ranging from the technical products of geological, geophysical and geochemical surveys through to the research products de-signed to renew theories and hypotheses bearing on natural processes. Some scientific sub-objectives are listed.Recommended is the increase and broadening of communication among Appalachian scientists, specifically those resident in the Atlantic Provinces. It is proposed that an Appalachian Division of the Geological Association of Canada be formed to provide a forum for discussion of Appalachian topics. In addition, a committee or council of university, industry and government earth scientists should be formed to examine the state of the science in the region, to identify programs of investigation and individual projects of research, and to recommend methods of approach. If the committee succeeds and the scientific community acts upon the recommendations, the quantity, quality and pertinence of research will increase, and earth science will better serve Appalachian society."

"Grande Cache Coal (GCC), an investor-owned Alberta company, is in the final stages of the regulatory process leading to the resumption of coal mining in the Smoky River Coal Field of Alberta. Although many opportunities for low-cost, high-yield mining remained on the property, GCC opted for a long-term production plan that ensures stability for the local economy, sustainable use of the resources in the area, environmental responsibility and a satisfactory return for its investors.GCC entered the Alberta coal approval process in late 2000 with a public disclosure document. In October 2001, GCC formally submitted an application for mining approval and an environmental impact assessment (EIA) to the government and the public. The application covered the proposed Grande Cache Coal project, which includes the No. 7 underground mine, No. 8 surface mine and coal processing operations. The EIA provided a comprehensive investigation of environmental sensitivities in the project area, matched with environmental protection programs. The project is based on commencement of operations in late 2002. GCC’s plans are founded on a commitment to sustainable development and has framed this commitment in the context of a long-range mine development plan that will sustain the community of Grande Cache over the next 25 years. The Grande Cache coalfields offer extensive coal reserves and opportunities, for both surface and underground mining. Combining highly productive U.S.-style room and- pillar underground mining methods and conventional truck-and-shovel open pit mining, GCC’s approach to sustainable development encompasses community involvement and reclamation of mine sites to productive land uses after mining."

The flotation has been and is still the most widely used mineral concentration method. Because of its complexity, the flotation process required the development of robust control strategies which was facilitated by the introduction of on-line sensing instruments such as x-ray fluorescence (XRF) on stream analyzer (OSA), gamma density gauges and electromagnetic flowmeters. The interest in developing control strategies has persisted because the benefits to be gained in terms of improved metallurgical performance are substantial. As the flotation control becomes more and more difficult due to the emergence of low grade and complex ore cases, other control strategies have to be introduced. Froth based control is one of the emerging useful control strategy This paper will focus on the state of the art in the on-line froth characterization as obtained by numerical image analysis. The technology of machine vision provides a novel solution to several of the problems encountered in conventional flotation systems for monitoring and control, and constitutes a powerful tool for the investigation and interpretation of the effect of various flotation parameters as driven for the froth phases. "Spiral concentrators are used for processing coal and heavy minerals such as it is the case for the concentration of iron oxide from light silica gangue. The concentration process for iron ore usually consists of a rougher bank of spirals followed by two stages of spiral cleaning. The process control applied to the concentration circuit aims at maintaining a target iron content of the final concentrate and is mainly conducted by adjusting the wash water addition and the position of the splitter gates at the discharge of the spiral. This paper describes the use of a simulator to study control strategies for a gravity concentration circuit using spirals.INTRODUCTION The Canadian iron ore mines are located in the Northern part of Quebec and in Labrador (Neal, 2000). These iron ores consist mainly of hematite with some ore bodies rich in magnetite and ilmenite. The processing of the coarse hematite iron ore consists of the extraction from an open pit mine, followed by the conventional crushing and autogeneous grinding of the ore to obtain a particle size smaller than 1.2 mm. The ground ore assaying 40% hematite (Fe2O3) with quartz (SiO2) as the main gangue is processed by spirals to produce an iron oxide concentrate assaying 90 to 95% hematite.Spirals separate the particles according to their specific gravity and size (Burt, 1984; Bazin et al., 2014). These environment friendly devices have been used for decades and are still used for the preparation of coal and for the concentration of heavy minerals such as iron oxide (Staff, 1977; Wills, 1992). However very little information is available concerning the control of gravity concentration circuits. This paper analyzes the control practice of a gravity concentration circuit using a simulator. The paper consists of 3 sections. The first section describes the operation of spirals and spiral concentration circuits. The second section briefly describes the simulator and shows some simulation results for a gravity concentration circuit. The third section shows the application of the simulator for the study of control strategies for a spiral concentration circuit."

"Many tens of thousands of hectares of forested land will be disturbed and reclaimed in the surface mineable Athabasca oil sands area during the next few decades. The surface area disturbed by Syncrude’s Mildred Lake development alone exceeds 10 000 ha to date. It is not clear that reforestation of disturbed areas will best accommodate the aspirations of all stakeholders, particularly traditional users of the land. A five-year research program by Syncrude Canada Limited and the Fort McKay First Nations has examined the feasibility of raising bison on land reclaimed after disturbance by oil sands development. Forage productivity and carrying capacity for bison was comparable to that of grasslands elsewhere in Alberta. Concerns regarding compaction of newly rebuilt soil by bison traffic proved unfounded. Bison demonstrated weight gains typical for ranched bison and calving rates averaged 90%, a value typical for ranched bison. The animal husbandry problems encountered were typical of those occurring on bison ranches elsewhere in Alberta. An economic analysis indicates that a 1000 ha bison ranch on reclaimed land has a net present value that compares very favourably with a similar area supporting commercial forest. Subject to approval by Alberta Environmental Protection, the current research project will be expanded as a pilot commercial ranching venture in order to explore its commercial viability as a business venture by the Fort McKay First Nations. At the same time, measures will be implemented to resolve various regulatory issues associated with commercial bison production in the oil sands area.BackgroundSyncrude Canada Ltd. (Syncrude) is proposing, in its land reclamation strategy, a feature that is, depending on one’s background and perspective, regarded as an innovative approach to land reclamation, a threat to the regional forest industry, a creative response to aboriginal stakeholder concerns, a reneging on reclamation commitments, an opportunity to provide an ongoing economic base for postoil sands regional economy, or an environmentally unsound use of the land. These diverse and sometimes strong reactions have been generated by the proposal to introduce bison, either free-ranging or commercial ranched, to the reclaimed landscape."

As a growing mining company, ERAMET is looking for new positions on the strategic metals market. In this context, the Gabonese Maboumine pyrochlore deposit is currently being studied for the recovery of niobium, tantalum, rare earth elements (REE), and uranium. This ore shows mineralogical and chemical characteristics that make it challenging to process by already known practices, from both technical and economic points of view. In this context, ERAMET has developed since 2008 an innovative hydrometallurgical process which has been successfully operated at a pilot plant scale. While the upstream part of the process aims to dissolve the valuable elements in sulphuric acid, the downstream part of the process aims to recover them separately in a marketable form. The focus here will be on the recovery of the REE. The ore deposit contains approximately 1.4% of REE including 87% of light REE and 13% of medium-heavy REE. The challenge in this process lies in the fact that the major elements in the matrix are iron and aluminum. An innovative process has been developed in order to recover all of the REE in these unfavourable conditions, described in this paper.

THE Michipicoten area, one of numerous iron-bearing "Archean" segments in the Shield, contains two main types of iron formation, a normal Keewatin-type, consisting of interbanded chert, siliceous magnetite and jasper, and, gradational to this, a carbonate-sulphide type which contains large de-posits of siderite and pyrite. The carbonate-sulphide type of iron formation bears a direct and intimate relationship to the volcanic development of the area; it there-by affords some insight into genetic problems of Archeanron formation in general. The purpose of this pa-per is to summarize the geological setting of Michipicoten iron formations and to briefly review genetic aspects of recent work in the area. GENERAL GEOLOGY in largely by assorted volcanics and sediments of the Michipicoten series and younger, regional granite masses. (Fig. 1). The Michipicoten series comprises a thick assemblage of mixed flows and pyroclastics together with elastic sediments and banded iron formations. "Pressure oxidation is a hydrometallurgical pre-treatment process used for refractory auriferous sulfide ores. In the work reported here, a refractory pyrite ore sample from the Mulatos mine, Sonora, Mexico was characterized. The sample was subjected to atmospheric cyanidation, and simultaneous pressure oxidation and cyanidation under different conditions of temperature and pressure. The mineral characterization showed that pyrite is the main species in the sample. The gold extraction tests were carried out in an 1-litre Parr pressure vessel at a temperature range of 90-120 °C, a pressure range of 87.5–150 psi (using oxygen), and a cyanide concentration range of 0.8-1.2 %wt. The gold extraction results showed that diffusion through product layer is the rate controlling step.INTRODUCTIONIn hydrometallurgical precious metals extraction, the most commonly used process is sodium cyanide leaching, as shown in the next reactions involving gold and silver (Fleming, 1992; Marsden & House, 2006):4Au(s) + 8CN- (aq) + 2H2O(l) + O2(g) ? 4Au(CN)2 -(aq) + 4OH- (aq) (1)4Ag(s) + 8CN- (aq) + 2H2O(l) + O2(g) ? 4Ag(CN)2 (aq) + 4OH- (aq) (2)“Refractory” auriferous ores or concentrates often contain gold and silver locked inside other sulfide phases such as pyrite. In the study presented here, it was intended to use this treatment for a refractory pyrite mineral from the Mulatos mine in Sahuaripa, Sonora, Mexico, modifying variables such as pressure, temperature and cyanide concentration to find the best conditions for oxidation and leaching."

This paper describes the significant advantages and improvements in operational availability, reduced breakdowns, and overall cost reductions that can be achieved through the application of a Reliability Centred Maintenance (RCM) program, including Condition Based Maintenance (CBM) and Equipment Health Monitoring (EHM), in a mine environment. It uses a case study to illustrate the essential elements that constitute the basic requirements to establish such programs. This CBM case study analyzed the Load-Haul- Dump (LHD) vehicle sub-systems and their dominant failure modes, as a precursor to the development of condition indicators. The case study describes a disciplined process to enable condition indicator development and qualification in support of a CBM program. The identified condition indicators vary from readily applicable off-the-shelf monitoring systems and techniques, through to "leading edge" technologies that require further research and development. The paper also explores the developments that have been made in the combination of expert system software associated with modern computer based control systems, and the availability of "intelligent? sensor technology that complement the control system capability.

Selection of a suitable site for a metallurgical plant is crucial for the success of the business case. For a brownfield project, with the decision to locate the project on a site with existing production facilities and activities, the selection of the site has been made. For a greenfield project, important economic and logistical considerations include proximity to primary and secondary resources and/or to the market, infrastructure, and access to energy and water. National and regional aspects, including the social license to operate, can be decisive in final site selection. Key to recruiting and retaining a labour force are proximity to urban areas, along with weather and health conditions at the site. Risk factors include site geotechnical parameters and topography, contamination, as well as probability and types of potential natural disasters.

Luscar Stereo commenced construction of the mine at Coal Valley, Alberta, in August, 1976. It is designed to produce approximately 2.5 million clean short tons of steam coal annually - 2.0 million tons per year being committed to Ontario Hydro and 0.5 million tons per year being committed to Neptune Terminals for sale on the export market. The project involves constructing a heavy-media coal preparation plant, erecting a 42-cubic-yard dragline, constructing a shop/office complex, and developing three surface mining zones and associated facilities. As there were no existing facilities in the Coal Valley area, it was necessary to establish access roads, an airstrip, temporary utilities, fuel supplies, a construction camp, rail upgrading and communication services.

"The Orenada Zone 4 deposit is a small vein-type gold deposit occurring directly within the Cadillac Break southeast of Val d' Or in southeastern Abitibi Sub province. Mineralization is hosted by the Piche Group which, on the Orenada property, consists of talcchlorite- carbonate, chlorite-carbonate, and sericite-chlorite schists, derived from ultramafic volcanic, mafic igneous, and intermediate to felsic volcaniclastic rocks, respectively. All these rocks have been carbonatized.Rocks of the Pichi Group display a strong east-west, subvertical S1foliation, which is superimposed by asymmetric, intrafolial F2folds with shallow to moderate plunge to the east and to the west. F2folds are accompanied by an S2, subvertical axial planar cleavage, and are interpreted to result from dextral transcurrent shearing along sr.The Zone 4 deposit occurs within a large F2 fold, 60 m wide and plunging at 45 to the east, down to a depth of at least 300m. The auriferous zones consist essentially of zones of closely spaced, parallel quartz-tourmaline-albite-carbonate-arsenopyrite veins concordant to Sr these veins have been folded by the large F2fold and may pre-date the folding. A few discordant quartz-tourmaline-arsenopyrite veins, post- dating the F2 folding, also contain gold. Wallrocks adjacent to concordant veins have been carbonatized, albitized and contain significant amounts of tourmaline and arsenopyrite, with which gold is intimately associated.The Orenada Zone 4 deposit is a unique example of a deformed vein- type gold deposit, and exemplifies one of several types of association of lode gold deposits with folds."

"A complete laboratory process for the treatment of lateritic ores containing a high proportion of iron, as well as chrome and alumina, has been established. The ores treated originate from the tropical zones and result from superficial climatic alteration. According to recent estimates, the known reserves of such ores reach many billions of tons, thus representing huge potential reserves for the elements they contain.The process used is based on the alkaline roasting of pelletized ore in the presence of sodium carbonate. This treatment results in the separate recovery of pellets of upgraded iron ore, pure chrome oxide and hydrated alumina. "3.1. INTRODUCTIONThis chapter discusses briefly the common law concepts of fiduciary relationship, constructive trust, and breach of confidence. Following a discussion of confidentiality agreements, the last section of the chapter compares and comments on two common law cases, the LAC Case and the Metalore Case. Civil law readers should not ignore this chapter or § 3.5. the comparison as, to a large extent, the concepts and comments are universal, even though the procedures for applying them may vary.1It should be appreciated that, regardless of the legal system, if the Court sees that a wrong has been done, it will attempt to right that wrong, either by awarding monetary damages against the wrong-doer to compensate the injured party or by attempting to make the injured party whole again by such means as negating an agreement (as in the Metalore Case) or returning property to a wronged party (as in the LAC Case). The methodology for accomplishing either of these results will vary with the jurisdiction, and the two are not mutually exclusive.These two Ontario cases have been chosen, not because they are the only ones available – they certainly are not – but because both are relatively well known within the minerals industry and they deal with problems that may face any explorationist (although it is to be hoped that the facts of the Metalore Case do not represent “normal” behaviour). Each judgment offers useful guidelines, as well as insight into a judge’s approach to problems, the type of information he expects to receive, how his mind works, and, particularly in the Court of Appeal judgment in the Metalore Case, how he might reason through and “justify” his decisions.3.2. Mine site infrastructure for storage and delivery of hydrogen must be standardized and acceptable for routine and safe industrial use before fuel cell technology is adopted as a major power source. An initial study reviewed possible options for production, storage and delivery of hydrogen for underground equipment. The high level review included assessment of economic, operational, technical, and health and safety risks. Following this review, a subsequent theoretical study to select typical minesite infrastructure and for construction at an operating research mine is outlined.

THE mineral industry of Canada relies heavily upon the talent of its technical men. It is vital to the well-being of the industry that its supply of young, trained men be adequate. At the present time, the industry is acquiring only 200 new graduates a year. The shrinking supply is far below present and future requirements. Other industries and research organizations are competing for engineers and scientists. Dr. J. B. Mawdsley (1), Past-President of the Canadian Institute of Mining and Metallurgy, has recently outlined a program designed to attack the problem. Dr. J'. C. Sproule (2), another former President of the Institute, has stated that: "The need for selection of trainee material is commonly recognized, but little is done about it." The following paper contains a short discussion of occupational interests, and outlines research, using psychological knowledge and measuring techniques, aimed at the identification of desirable recruits for the mineral industry.
