Legislative change has reformed the licensing process in Victoria. The Mineral Resources Development Act 1990 and the two stage system of licensing with the authority to commence work is discussed. A key part is the requirements of planning consent, being either an Environmental Effects Statement or the issue of a Planning Permit prior to the issue of an authority to commence work for mineral extraction. Examples of recent experience is discussed.

The increasing market requirements regarding the quality of products, the enhanced predictability from detailed mine planning, the need for process consolidation and upgrading require continuous investigation on the characteristics of different ore types to be concentrated. This paper addresses the mineralogical and technological characterisation of several itabirite iron ore types and the influence of the composition and mineralogical associations on desliming and flotation. Pellet feed quality and the influence on the major performance indicators, such as weight recovery of slimes, selectivity index, metallurgical recovery, flotation kinetics of iron minerals and gangue is also emphasised. The investigation resulted in a classification of iron ores according to their mineralogical composition, morphology of the crystals, and/or texture and microstructure of mineral particles with respect to desliming and flotation performances.

The main factors controlling the electro- winning of zinc from impure aqueous sulphate electrolytes are reviewed. Zinc, hydrogen and impurities are deposited at the cathode. The current effic- iency for zinc is increased by increasing zinc/ acid ratio and current density and by decreas- ing temperature; and may be unchanged, increased or decreased by the presence of impurity ions. A qualitative comparison of observed and predicted impurity effects is in reasonable agreement. Quantitative treatment of the effects of impurities and cell additives is not available. A tentative explanation of the time dependence of current efficiency in the presence of some impurities is provided. The forms in which impurities are deposited is substantially unknown. Impurities may be classified according to the extent of cathodic deposition. Procedures for control of cathodic deposition of impurities are outlined. The main anodic reactions are the forma- tion of oxygen, manganese dioxide and sulphuric acid. Minor reactions include the oxidation of lead, silver, cobalt and chloride. The site of the anodic reactions and the reactions generat- ing manganese dioxide are uncertain and may change with time of operation. The anode behaves crudely as an oxygen electrode with

A high nugget effect and the presence of coarse gold characterises many vein-gold deposits. The effective sampling of these deposits is often difficult because of the relatively low concentrations involved and erratic nature of the gold. Geological complexity often compounds this effect. Underground development, in-fill drilling and bulk sampling/trial mining are often required to delineate Ore Reserves. Winzing is an historical technique that was used to gather geological and sampling data during underground exploration. It permits access to the mineralised structure below the current datum to help determine viability. Winzing has always been considered an arduous and dangerous task. Modern technology has led to the development of the Mobile Supersucker, essentially a giant vacuum cleaner. This system permits safe and efficient winzing activities, and allows the collection of bulk samples for grade estimation. Bulk samples from horizontal development have long been collected to help define mineable grade. However, when defining blocks below current development, there has been over-reliance on ineffective æsmall sampleÆ drill data. The Mobile Supersucker permits safe and cost-effective development of winzes and off-winze sublevels.

The importance which matters of social welfare and environmental quality have assumed recently is the underlying theme of this paper. Demands for infrastructure reflect the change in emphasis from economic and technological development to those issues which affect the total well-being of the community. To put the importance of social change in perspective, examples are cited and a theme is developed which underlines the relevance of changes in public attitude and in government policies on mineral exploitation and related development and on the regimen of associated infrastructure sought. Planning on a long term or strategic basis and on a broad scale is put forward as an effective means of identifying changing social attitudes for the purpose of framing government and corporate policies. The Mogensen Sizer has proven to be a worthwhile alternative to conventional screening. It has the flexibility and capacity to offer a useful sizing tool, particularly in areas of confined space. The recovery of gold from cyanide liquors is frequently effected by using activated carbon. Process economics however require non destructive methods of gold extraction from the carbon so that it may be recycled.Stripping at atmospheric pressure usingthe method of Zadra et al(l) suffers from the disadvantage of unfavourable kinetics with strip times of the order of 48-72 hours. Subsequent research has led to development of processes which strip the gold more rapidly namely: A.A.R.L. process, (2,3) organic solvent (4,5,6) and pressure stripping (7,8)This paper reports on a development of the pressure stripping technique in which stripping and electrowinning are carried out at elevated temperature and pressure.

A series of experiments was carried out to investigate the solubilities of copper, arsenic, antimony and bismuth in silica-saturated iron silicate slags under controlled oxygen partial pressures at 1200 and 1250¦C. Molten copper containing each of the above elements was kept in contact with a slag in a silica crucible for 24 or 48 hours to attain equilibrium. No me- chanical entrapment of metal into the slag was observed. The appearance of the magnetite phase in the slag was avoided by holding oxygen potentials at substantially lower values than that evaluated from available data on iron silicate slags. Solubilities of copper, arsenic, antimony and bismuth in slags were plotted against oxy- gen potentials and both oxidic and atomic types of dissolution were found, except in the case of arsenic, from the dependencies of the solubili- ties on the oxygen potential and from positive intercepts of regression lines when extra- polated to zero oxygen potential. The dissolu- tion of arsenic seemed mostly oxidic. Distri- bution coefficients of arseò,ic, antimony and bismuth between copper and slag are also Discussed.

Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

The Canadian Cordillera contains numerous classic porphyry deposits and several unusual subtypes, including the alkaline suite of porphyry Cu-Au deposits and the Tombstone magmatic suite and associated Au¦W deposits. The alkaline suite formed in collisional settings in island arcs whereas the Tombstone suite was emplaced in an active fold and thrust belt in a continental arc. In addtion to different regional settings, these suites differ in the type of underlying basement, metallogeny, and the styles of mineralization. Both magmatic suites were emplaced over short intervals, probably in response to specific tectonic events. In the case of the alkaline suite, the tectonic event promoted magmatic processes suitable for the formation of porphyry Cu-Au deposits. The tectonic environment is less well constrained for the Tombstone suite, but the result was the formation of distinctive porphyry and intrusion-related Au¦W deposits.

This work aimed at evaluating the acid rock drainage (ARD) potential of five samples of a Brazilian gold sulfide mine in a decommissioning process. Three of the most traditional ARD prediction techniques, Standard Acid Base Accounting (Std ABA), Modified Acid Base Accounting (Modified ABA), as static methods, and humidity cells as a kinetic method were tested. Both the Std ABA and the Modified ABA results indicated an acid generation potential for some of the studied samples. In the other cases the results were inconclusive. The five samples were then submitted to humidity cell tests during 27 to 30 weeks. At the end of the period, the leachate pH was stabilised in a range from 3.4 - 4.1 (four samples) to 5 (one sample). The presence of relatively high levels of sulfate and dissolved metals was detected throughout the operation, specifically, Ni and Zn, and less frequently, As. These findings are discussed with the help of the samples mineralogy and Eh-pH diagrams. The results obtained in this investigation indicated potential environmental risks of this mining area. In this particular case, the kinetic tests were shown to be essential to the identification of the samples ARD potential.

The alluvial gold industry of New Zealand is based on the placer deposits in Otago and on the West Coast. Production from these since discovery in the 1850's has been an estimated 480 tonnes (15 million ounces) of gold. Annual output has expanded continuously since 1980 and is expected to be over 2 tonne of gold for 1989.Following a historical review, the characteristics of typical operations, which use hydraulic excavators and mobile trommel units are discussed. Descriptions are then given of alluvial activities in Otago and on the West Coast.

Copper-gold ores have been technically difficult and uneconomical to process due to high consumptions of cyanide. Many copper oxide and sulphide minerals react with cyanide to form copper cyanide complexes, partly contributing to the high level of weak-acid dissociable cyanide in the tailings which is normally experienced during the processing of copper-gold ores. The cost for detoxification, if required for treating these tailings, would further inhibit the development of these copper-gold resources unless the cyanide used for leaching was recovered. Several technologies have been proposed to process copper-gold ores, aiming to recover copper as a co-product and cyanide for recycling in conjunction with the leaching process. A critical review of these processes reveals that a pre-concentration stage (solvent extraction or resin ion exchange) is required. Cyanide is recovered by the conventional Acidification-Volatilisation-Regeneration technique in most cases. A critical evaluation is also provided on technical aspects related to the use of Vitrokele Technology and a newly developed Elutech process in processing copper-gold ores, in particular with its application at May Day Mine.

With the long lead time requirement for engineering and construction of mineral pro- cessing facilities and the costly financing arrangements necessary, effective project management is essential to the successful and timely start up of these major production units. An added complexity is the frequently remote location of such projects and the demands this imposes on efficient project staffing, scheduling, logistics and cost control. Parsons recent experience with major projects such as Greenvale in Queensland and La Caridad in the desert of Northern Mexico and at remote locations like Sar Cheshmeh in Iran are described. The applications being developed for improving project controls through the use of computer techniques such as MSCS-COPES, and readily accessible and versatile transportation means are reviewed.

Two blasthole density logging programmes have been conducted on the Mt Whaleback iron ore mine to evaluate the use of this type of logging as an aid to blast pattern design. The first programme also involved the setting up of a Density Test facility with which to calibrate the density probe. The programmes indicated that about 22-23 blastholes can be consistently logged per day at a cost of $1.30 per metre. Even though this is only half the rate required to log the average number of blastholes drilled daily on Mt Whaleback, testwork indicated that no significant loss of accuracy results if only half the holes in a pattern are logged. The major results of the programmes were: 1. The density range for black pyritic Shale is 2.2-2,9 g/cc. 2. The density range for soft to medium hard BIF is 2.1-3.0 g/cc. 3. The density range for hard BIF is 3.0-3.6 g/cc. 4. The front row blastholes show consistently lower densities than the main body holes due to blast damage. 5. A low density zone extending to a maximum depth of 6 m occurs at the top of most blastholes and results from blast damage from the bench above. The variation of austenitic grain size with temperature for the steels XKSlSO and XK9261 was determined using the vacuum ctching technique.It is shown that the effect of temperature on the mean grain intercept is relatively small, up to approximately 950°C. Above this temperature the rate of increase of grain size rises sharply.Within the limits of the 1-4 hr vacuum etching times used the effect of time at temperature is relatively small on the ASTM grain size of the steels.
