In the mid-1990s, after a long period of antipathy between the company and its detractors, Rio Tinto embarked upon an ambitious cultural change program that sought to transform the fundamental basis of its relationship with global, national and local stakeholders. This has evolved into a broader pursuit of positive cultural change within Rio Tinto as part of the mining industryÆs Sustainable Development initiative. Initially driven from the top down, the communities component of this program comprises an architecture of policies, value statements, social research and verification systems. The commitment to better community relationships is best exemplified in Australia by the scope and scale of the GroupÆs Aboriginal land access agreements, community development programs and the work of the Rio Tinto Aboriginal Foundation. While collectively these form the core elements of an evolving set of internal social competencies, development of second-tier competencies is required to organically embed a culture of sustainable relationships with local and regional communities. Second-tier competencies will include appreciation of social dynamics, social science and diversity at middle management level; rigorous social research that properly informs development options for companies and host communities; career paths and recognition within the mining industry for young professionals both generally and from stakeholder communities; proper community-needs assessments, research into such things as purchasing power and other economics data, and inventories of public goods such as land-carrying capacity and water availability. Without this information it is difficult to gain an appreciation of and to alert people to the consequences of change brought on by a mine. The next decade will see second-tier social competencies promoted within successful mining companies. Measures to achieve this include a range of Human Resource (HR) incentives such as recruitment and career advancement based on broad competencies rather than narrow technical proficiency, humanities training for mining professionals and performance rewards that recognise social competence. A sustainable future for mining in a globally connected social landscape requires selection of people who can listen, relate and act in an open social system. The challenge for the mining industry, its professional organisations and educational institutions is to acknowledge this and develop these new aspects of mining industry professionalism. This cannot be left to individual companies if the industry is to have a sustainable future.

This paper deals briefly with three of the more controversial aspects of the geology of the Mount Isa ore deposits namely the geologic structures, the method of ore deposition and the origin of the ore.In the section on geologic structures, an outline is first given of the purely tectonic deformation advocated by the early authors. The current interpretation, which differs in the proposed order of events and causal forces, is then discussed. Other concepts, which attribute all or part of the deformation to sedimentary features or preconsolidation movement, are outlined ilnd commented on.The remaining two sections deal mainly with the better known lead-zinc orebodies. In the first of these a brief description and criticism is given of the early interpretation which was based on the deposition of successive waves of mineralisation which replacedindividual beds in the shales. The current ideas, which visualise emplacement of the ore between the beds rather than replacement of them, is then discussed. The final section develops the case for a sedimentary origin of the lead-zinc ores and broadly outlines the author's ideas concerning the evolution of the Mount Isa ore deposits.INTRODUCTIONAny consideration of the geology of Mount Isa must begin with the work of Blanchard and continue with that of Hall. Individually, or as co-authors, they published various papers on the geology of Mount Isa. Of these, the best known is their "Rock Deformation and Mineralisation at Mount Isa" (1941) which gave a comprehensive account of all aspects of Mount Isa geology.It is necessary to appreciate the limits set on geological knowledge of the mine and environs in 1941 by the extent of mine development and regional geologic studies. Underground, 7 level (897 ft.) was the lowest producing level. Geologists often classify ore textures on the basis of the origin of the rock in which they form and the grade of one or more minerals within the ore (Sinclair and Blackwell, 2002, pp 32-36).  Metallurgists, on the other hand, need to know how best to process the ore in order to extract the valuable minerals from it (Petruk, 2000). Geological classification has the following disadvantages:it requires the services of skilled economic geologists, of whom the supply has been dwindling for many years;it is subjective, depending on the perceptions of the individual geologists who make the classification; andit may relate only weakly to processing requirements of the ore. We describe methodology for automatic classification of ore textures from images of drill core. The images analysed are æclassifiedÆ images, in which a particular mineral (or mineral group) is assigned to each pixel. The new methodology is intended to:provide a quantitative and reproducible alternative to traditional geological texture classification,relate to process mineralogy of the ore, andimprove the ore-texture-related input to orebody domaining and geostatistical block models.

The value of iron ore depends on the grade of the contaminants. Scheduled iron, and the associated contaminants, provides mine planners with a measure of stockpile feed and blending requirements. Blending at the stockpiles is one approach to optimising iron grade, while minimising the variability of contaminant grades. These schedules are typically based on resource models incorporating geology and iron and contaminant grades. Resource models reflect best estimates of trends for each of the elements rather than the potential variability, which is critical for accurate short-term blending. Conditional simulation provides a tool to describe the likely variability of each element. Only recently has conditional simulation technology allowed the inherent correlation between elements to be incorporated into the process. This paper presents the stepwise co-simulation process used to simulate and describe multi-element variability for effective mine planning. A case study using the multi-element conditional simulation and the subsequent uncertainty in the schedule and stockpile planning is presented. This process supports proactive mine planning to minimise unexpected fluctuations in the final product.

In conjunction with Charles Copeman, we have arranged the presentation of a paper by Charles with a support paper by myself presenting alternatives to currentaccepted legal concepts involving the ownership of minerals by the Crown and the absence of ownership in any minerals or entitlement to benefit therefrom by the owner of the land on or under which the minerals occur.2. The current situation has its historical route in the concept of gold and silver being royal metals and belonging wherever situated in the Kingdom to the King and it is submitted it can be'seen as being archaic in nature perhaps even feudal and perhaps worthy in this day and age of reconsideration.Our purpose in these papers is to present an alternative view supported by argument challenging the present system and hopefully, creating room for comment and interchange amongst those involved in the industry. My solutions are not Charles Copeman's solutions and vice-versa. However, we do share a common belief that the present system may not be the best system.

Power supply for remote mining developments is compared with supply to the general public with the conclusion that the private power plant operator has many opportunities to minimise his costs which are not open to public utilities. The main features of diesel, gas turbine and steam power plant and the limitation upon their application which may be imposed by the fuels available and the local conditions at remote sites are outlined. Reference is made to the value of joint examination by the mining engineer, metallurgist and power engineer to decide how to make best overall use of capital, labour and energy in co-ordinating the design of power and process plant and in setting no more than adequate standards of reliability and efficiency. Fluctuations in world markets make it difficult to plan mining operations to a firm time base. Suggestions are made to minimise the financial risk in forward expenditure upon power plant which in large sizes due to longer construction time may have to be ordered before a final decision is taken upon the mining development it is to serve.

Various factors influence the exploration geologist or geochemist in his choice of.an analytical method for gold and other elements which may help him find the elusive gold deposit. One of the first decisions the geologist must make is the nature of sample media to collect for his survey. Needless to say there are many media available depending on the situation. These include rocks, soils, heavy mineral concentrates (from overburden drilling and panned concentrates), humus, vegetation, water, lake bottom sediments, stream sediments, etc. The choice of the sample media will depend to a large degree on the state of development of the particular project from grassroots to mine feasibility. The nature of the geological information required will affect which media and which analytical technique should be chosen for the analysis. Valid sampling from the initial sample collection, preparation and subsampling aspects may also help to determine which analytical procedure is best. Cost and turnaround time are of prime. importance to the explorationist, as it should be, however, these aspects should not be detached from receiving accurate and reliable results.

For the past 150 years, drilling and blasting has been an integral part of the underground mining industry in Australia. Ever since Busby's Bore was developed using black powder to supply Sydney with water, miners have been drilling holes, filling them with explosives and blasting the rock into a manageable size. The drilling was fairly straight forward but the explosives were always a mysterious commodity. It worked, but how and why? The explosives industry is now working much closer to the mining industry to dispel these mysteries and also to aid the advancement of explosive technology. This paper looks at the results of these advances in the form of explosives, accessories and blasting systems.

The Golden Cross mine was an open-pit and underground gold and silver operation from December 1991 to April 1998. Closure of the mine has been based on an approach agreed among stakeholders. The initial phase was the release of a closure plan which was regarded as the blueprint for the following phases and the closure works required to implement the plan. The second phase involved lodgment of consent applications and their granting for the final water management configuration. The final phase is monitoring, confirmation that the site is performing as required by the closure plan and consents and settlement of final ownership, management and surety arrangements. Industry best practice modelling techniques have been used to finalise closure design and have been shown to be good predictors of site water management and discharge performance. Site discharges are in compliance with toxicology based water quality criteria for the protection of aquatic life and most discharges from the site, including those from the closed cyanide-tailings facility, can now be discharged without further active intervention or treatment.

Information obtained from a reconciliation system provides fundamental indicators to an operations performance and is often neglected as a key performance indicator when developing a business plan or mining schedule. The cycle of exploration, ore definition, mining and processing within a company is constantly scrutinised both internally and externally as to the safety, environmental and financial performance of these activities with the operators judged on their performance on a periodic basis. However, it is not unusual for the reconciliation process to be given scant attention until a serious issue (usually a shortfall) occurs, at which point short-term solutions may be implemented which only serve to compound the original problem. A robust reconciliation system takes time to develop and implement initially and must continue to evolve with time. The best systems are those where all the stakeholders in the ultimate outcome are involved in the design and accept responsibility for the validity of their component inputs. Output from the reconciliation process can be utilised to fine-tune all aspects of an operation once the underlying issues leading to a particular result are understood.

My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

One distinctive feature of the global mining industry approaching the twenty-first century is the worldwide commitment of mining houses to large-scale projects in developing countries. One good example is BHP's development of the Escondida copper project in Chile. The Escondida orebody was discovered in 1981 and construction began in July 1988. Mining began in December 1990 at a design capacity of 320 000 tonnes of copper contained in concentrate. Out put has grown significantly and shortly Escondida will become the largest single copper mine in the world producing copper at the rate of 800 000 tonnes per annum, including 80 000 tonnes of copper metal. Escondida provides a case study of the development and growth of a large-scale mining operation in a developing country. Key elements have been innovative financing, the management of country risk, the recruitment of an excellent workforce, the use of advanced technologies and best practice in environmental management and community relations. Escondida is one of the global mining industry's success stories in the 1990s.

The drilling and evaluation of bore cores provides the best available statistical basis for characterizing a coal prospect. Important, long-term decisions by management frequently must be based on the results. The majority of coal mined presently is used for steam raising or the production of metallurgical coke. Common bore core tests and analyses appropriate to this usage can be cate- gorized as non-destructive, chemical, physical, petrographic, caking/plastometric and propert- ies of non-coal material. The major tests within each category are described. Certain specific information from the bore cores is required by the coal geologist, mining engineer, coal preparation engineer and the user, either individually or as a group. The optimal bore core evaluation test pro- gramme is the one which satisfies the needs of all the professional disciplines with the grtatest speed and at minimal cost. The principal steps in such a programme are listed. There is an urgent need for a bold new Australian standard to provide the necessary guidelines to an industry which at present lacks uniformity in its approach to the task.

Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

Aberfoyle Limited has developed the Hellyer complex base metal sulphide deposit located in North West Tasmania. As part of exploration and feasibility study, the ore was extensively tested, including trial milling, and was found to be very fine grained and to have poor flotation selectivity. Substantial innovation was required to produce saleable concentrates at acceptable recoveries and costs. Efforts were made to reduce operating costs, to improve metallurgical performance and to improve work organisation. These efforts were pursued both in design and in subsequent plant operation. This work has resulted in a very competitive operation with production costs in the lowest quartile of the industry. Examples of the measures taken are presented and the results are evidenced by improved plant performance since commissioning.

This paper has been developed for æThe Race for SpaceÆ conference. It ranges over various aspects, all of which are within the umbrella of marketing. The question is posed because many engineers, tunnelling and other specialisations, frequently demonstrate an unwillingness to embrace marketing. The accurate reply is probably à ænot an engineer!Æ The paper identifies some of the possible explanations for this reply. The vast majority of the themes, ideas and principles are based on more than 25 years actual experience for the author with Engineers, Tunnelling and other disciplines. This experience has been gained with leading consulting engineering practices; some of the worldÆs largest construction contractors together with other organisations employing engineers in the public, private and tertiary sectors in the UK; US; Europe; the Middle East and throughout Australia and New Zealand. The drying operation of materials from particulate solids, through slurries and suspensions, to continuous sheets represents an important part of several processes in the chemical and mineral industries. The increasing demand of high productivity at low cost and minimal environmental impact makes it complex to evaluate and choose the best available drying technology for each industrial application. The drying technologies are mainly characterised on the basis of how the wet product is related to the drying medium, namely: direct and indirect drying. In the direct drying method (convection drying), the product is brought into direct contact with the drying medium, which may be hot gas or air. Large quantities of gas are necessary for transfer of the required energy. A special case of the direct dryer is the fluid bed dryer, in which the product floats on a cushion of air or gas. The process air is supplied to the bed through a perforated distributor plate and flows through the bed of solids at a velocity sufficient to support the weight of particles. Very high heat and mass transfer values are obtained as a result of the intimate contact with the solids and the relative velocities between individual particles and the fluidising gas. In the indirect drying method (conduction or contact drying), the wet product is separated from the drying medium. The drying unit can consist of a rotor forming the indirect contact heating surface mounted in a stationary or rotating shell. The indirect method uses saturated or superheated steam resulting in low energy consumption and minimal environmental impact. In this paper, a review is given of the technologies available on the market based on different drying methods. The advantages and the disadvantages are summarised with respect to issues such as investment and operating cost, maintenance, product capacity, product handling and environmental impact.

Within the Business Process Improvement Program initiated at Placer Dome during 2003 was the Business Performance Management Project (BPM).BPMÆ s aim has been to extract productivity improvements from individual business units by providing a model for implementing leading practice based management process within the Placer Dome Group, sharing management best practice, injecting new management techniques and instilling a continuous improvement culture. The installation of an underground dispatch system has been a key component of the BPM project at Osborne Mine.Information capture and analysis allows for corrective action to be planned and executed before there is a material impact on the performance of a business unit. This paper briefly describes the principles and practices of effective business performance management, the four processes of a management operating system namely; strategic and tactical planning, implementation and reporting. The identification of business drivers, their measures and associated key performance indicators is discussed. The benefits of an underground dispatch system at Osborne with respect to safety, production and maintenance is described along with the installation process within the mining department that included its configuration, resourcing and roll out.

In New Zealand, platinum group metals (PGM) occur in three main geological environments of economic interest: layered mafic igneous complexes, the Dun Mountain Ophiolite Belt, and in association with placer gold deposits. Most of the layered mafic complexes with PGM potential occur in the Median Batholith. These include the Longwood (Permian), Bluff (Permian), Riwaka (Devonian) and Rotoroa (Jurassic) igneous complexes. Exploration of the Longwood Complex discovered PGM associated with gabbroic rocks. Best assays to date include a 1 m drill intersection of 1 g/t Pt + Pd and float rock with 3.0 ppm Pt and 3.3 ppm Pd. The Greenhills complex at Bluff consists of basal dunite overlain by wehrlite and gabbro. PGM occur with chrome spinel in the basal dunite and Pt geochemical anomalies have been identified associated with the wehrlite-gabbro contact zone. The Greenhills complex has some similarities to Alaskan-Ural type complexes.Reconnaissance exploration in the Dun Mountain Ophiolite Belt has identified PGM geochemical anomalies, but no follow-up work has been carried out. During the late 1800s and early 1900s, PGM were recovered as a byproduct of placer gold mining in Southland. Placer gold prospects with PGM potential include the Waiau River, deposits flanking the Longwood Complex and some Southland beaches.
