It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

"The mining industry is the source for the vast majority of the metal, mineral and energy resources we use on a daily basis. New deposits are discovered over time and are developed into mines before being rehabilitated – a sequence that when repeated can help contribute to the noble notion of ‘sustainable development’, despite the generic concept of mining being the unsustainable consumption of non-renewable resources. The scale of the modern mining industry is immense – from iron ore and coal to base and precious metals, modern mines are sometimes hundreds or thousands of times bigger than their long lost historic ancestors. We also live in a world with emerging and increasing demands for so-called technology metals (aka ‘critical’, ‘e-tech’ or ‘specialty’ metals) that are needed to feed the rapid growth in renewable energy (especially solar photovoltaic panels and wind turbines), consumer electronics, sophisticated military technologies and super alloys, amongst other uses. These elements include the rare earth elements, indium, germanium, tellurium, rhenium, selenium, gallium and many others, most of which had few or no known uses in the recent past. Although the mining industry has been successful in developing ever larger mines and increasing the scale of production, the key issues underlying the future of the industry are declining ore grades, increased tailings and waste rock generation, the presence of toxic or other impurities, balancing the economics of primary and secondary products, stricter environmental conditions, more difficult exploration, increasing community expectations, as well as the processing of more complex or refractory ores, let alone the recent volatility in world commodity markets. Here, we synthesise our recent research on many of these various issues, focusing on the need to link all areas within the mining chain from mineral resources through mining to environmental performance in order to ensure we obtain the most out of our modern mining effort. Historical exploration of the Ballarat East goldfield defined two primary quartz vein lode types. Tracking the intersection of these lodes with vertical lines of enrichment (or so-called æindicatorsÆ) was the basic practice for historical mining. This strategy proved highly successful in terms of identifying quartz veins associated with mineralisation. However, it provides little understanding of the timing or processes involved in the formation of these veins, or the associated emplacement of gold. Current underground mapping shows the Ballarat East gold deposit can be subdivided into four stages of vein formation. The earliest veins (V1 and V2) strike north-south and formed during bedding flexural slip and limb thrust fault propagation in parasitic chevron folds. V3 veins are subhorizontal and relate to further fold tightening involving a transition from east-west compression to north-south extension that initiated re-shear of bedded slip surfaces and additional strike-slip faults. Sporadic V4 veins overprint the shallow-dipping sections of V2 and V3 veins and are associated with weak north-south compression. The V4 veins mineralogy is distinguished by a high carbonate content and sphalerite-galena sulfide assemblage. Vein sampling indicates a significant increase in gold mineralisation where overprinting by the later deformation/veining has occurred. As a result of these observations, a new model is emerging that identifies the chronology, structural control and spatial distribution of respective quartz vein types. This is a major advance in terms of exploration targeting, resource modelling and mine planning.

The character of alluvial gold deposits presents severe difficulties, and sometimes limitations, on the extent to which metallurgical efficiency can be measured. Very little monitoring of metallurgical performance is practised. An indication of performance is often extracted from the comparison of production to the estimate. This is a dubious practice. The recovery efficiency of conventional practices, viz sluices, tables and jigs, falls off sharply below 0.2 mm. Field evaluation procedures tend to simulate these conventional practices. Thus the presence of fine gold may not be detected, particularly if obscured by clay. There is increasing evidence that fine gold could, in places, be present in sufficient concentrations to be economic. Most gold in paleoplacers is finer than 0.1 mm. There are established practices elsewhere in the mineral industry that may physically recover gold down to 5 microns in size and which could find application for fine alluvial gold.

Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. Carbon rich graphite deposits found in Sri Lanka are of inorganic origin and they occur as narrow steeply dipping veins. The vein width of these deposits varies from a few centimetres to metres, with an average vein thickness of 1 m. It is believed that the carbon rich fluid intruded into fracture zones under high pressure and the temperature has crystallised into graphite. This process has also generated many minuscule graphite veins centred on main mineralisation, which has reduced the host rock overall rock mass rating. These discontinuities could also be considered as joints with graphite infill. Graphite mining at Bogala Mines, Sri Lanka is a unique example of narrow vein mining faced with numerous wall stability issues resulting from weak graphite infilled joints.The Bogala vein type graphite orebody has an average vein width of 1 m. Overhand cut-and-fill mining method is used for stoping. The stope consists of two boundary winzes for material handling, access and ventilation. Mining is done on the strike of the vein and the average mining slice height is 2 m. A void to the height of one mined slice is left below the mining level during mining. Waste rock resulting from vein blasting and mine development is dropped into this void as fill rock. Any void height left greater than a single slice height will increase stresses in the stoping zone. This will increase formation of rock blocks and their effective separation from wall rocks. Split miniscule veins occurring around main mineralisation intensifies rock block formation in an environment of mining induced stress release. Consequently, any rock blocks sliding into stopes on graphite infilled joints will behave under constant normal stiffness (CNS) conditions and their shear strength will converge rapidly towards remoulded shear strength of graphite alone. Unlike with general infill deposited in joints, graphite has a very low friction angle and with its slippery nature, a small thickness may affect in great deal to reduce joint shear strength.In addition to immediate filling of excavated voids, controlled vein blasting and spot bolting have improved mine safety. Furthermore, rock bolts connected to each other through iron plates and anchored to anchor bolts installed in non-fractured solid rock are practiced to stabilise rock falls and wedge failures in narrow vein graphite mining. These practices have significantly contributed to safe mining without any rock bursts and catastrophic failures.CITATION:Welideniya, H S and Ekanayake, K, 2012. An elongate belt containing granodiorite stocks with associated stockwork molybdenum mineralisation in west Nelson is correlated with the I-type Separation Point Suite of mid Cretaceous age. Trace element characteristics of the 'Mo-granites', and the Separation Point Batholith strongly suggest a primitive, subcrustal origin for these granitoids, by partial melting of oceanic basaltic crust or upper mantle material in a subduction zone. They were emplaced in the upper crust without undergoing significant differentiation or contamination by sialic crust. Molybdenum, which is at levels of approximately 5 ppm in unaltered granite, is not significantly reduced in altered (but unmineralised) granite. This suggests the metallisation has a magmatic, subcrustal source and is not derived by hydrothermal leaching of upper crustal rocks or the granitic host rocks. Geochemistry of the 'Mo-granite' belt, in particular low K2O, calc-alkali to calcic Peacock Index, high Sr and TiO2, and low Rb, Nb and F, suggest classification as calcic granitoids similar to those which host porphyry copper deposits, indicating grades of mineralisation are likely to be low.

"The Cerro Corona mine consists of a Cu-Au porphyry deposit located in the Andes of northern Peru. The deposit comprises a typical Cu-Au multiphase porphyry mineralisation that has been overprinted by an epithermal event. This has generated a complex pattern of argillic alteration facies, which was accompanied by a locally structural-controlled Au-Cu mineralisation with the presence of gold and limited Cu sulfides and sulfosalts. These features, along with the porphyry-style mineralisation, produced a multifaceted occurrence of gold.Since the beginning of operations at Cerro Corona in 2008 there has been a continuous improvement of the geological and mineralogical knowledge. All mineralogical studies have mainly focused on host rock types and, to a lesser extent, alteration minerals, but little work has been done on the mineralisation itself. As a consequence, limited mineralogical information was available for use in the process optimisation initiatives.In the last two years, a series of mineralogical characterisation studies were undertaken with two main goals. First, to gain an understanding of the mineralisation genesis and second, to obtain a detailed characterisation of copper and gold minerals to support ongoing process optimisation. The first goal was achieved by conventional optical microscopy while the second required electronic microscopy and other microanalyses due to the necessity of quantifying several minerals of interest for the processing.The results were used to refine pre-existing geometallurgical domains, explain copper and gold losses in the flotation process and to some extent, improve copper and gold recoveries. The mineralogical characterisation is an ongoing work. In many cases mine design is the most important driver of the profitability of a mining project, however to reach an æoptimumÆ mine plan many compromises have to be made. Some of the fundamental profit (and loss) drivers relate to stoping methods and stope design parameters. Inevitably trade-offs have to be made between the stability of underground openings, ground support costs and production efficiency. This paper looks at the role of geomechanics in the mine planning and design process. The concepts of æcontrollable lossesÆ and æuncontrollable lossesÆ are developed as a means of partitioning ground control costs. A stope design example is given which provides a method of examining mining costs, and includes a decision making element in order to quantify geotechnical impacts and select stope dimensions. The method also provides a general framework as a means of balancing ground control costs against maximising returns from an underground mining project.

The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. Furthermore, bias tests used to prove otherwise are often based on insufficient data to draw valid conclusions; a guideline is provided.CITATION:Pitard, F F, 2014. Over a four-hour period of steady plant operation samples were taken at regular intervals frum points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc and gangue minerals, size by size throughout the whole circuit. Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments shaved that the main grinding circuit had some reserve capacity. In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 ¦m had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slav floating and were responsible for approximately half the lead losses in the final zinc concentrate and one thiro of the lead losses in the final tails. All sizes of zinc values between 150 mesh and 7 ¦m floated well and the performance of the zinc flotation circuit was mainly limited by the relatively poor flotation of the very fine zinc values. Approximately 60 per cent of the zinc lost to the final tails lay within the -7 ¦m fraction. The overall flotation conditions were conducive to very good selective flotation of the major proportion of the values and limitations in metallurgical performance were mainly due to the properties of the ultra-fines.

A study was undertaken using various methodologies to determine the optimum loading and hauling configuration for different haul routes at Callide Mine, a coal mine located in central Queensland. The study involved development of an effective flat haul model that was used to estimate production rates in truck and shovel circuits that employ two excavators of differing capacities then Queuing Theory to construct a capacity constraint model for scheduling purposes to assist in truck allocation and finally a cost model to determine the most cost effective fleet configuration.The model was calibrated using haul road design and performance data of trucks and excavators currently in use at the mine. The study examined the effects of cycle time for different truck and excavator fleet configurations on production rate and costs.The study found haulage cost was directly related to cycle time while production rate reduced with cycle time. The study indicates the approach taken in combining a cost model with a capacity constraint model offers a simple and effective method of scheduling an optimum number of trucks in a haulage circuit.CITATION:Campbell, S and Hagan, P, 2012. The recent advances in digital imaging technology, specifically around photogrammetry, have facilitated precision measurement in the difficult conditions encountered in an underground development mining environment. With the recent downturn in the resources industry, many mining houses have begun to focus on cost reduction projects and driving efficiencies. The application of digital photogrammetry has allowed greater insight into the development mining cycle and supported a focus on areas where efficiencies and cost savings can be achieved. Data collation, via digital image capture, can be completed with minimal disruption to the development mining cycle with analyses taking a nominal time to process and interpret. The result can be a stark visual representation of the result of blasting and associated activities of the development mining cycle. Many millions of dollars of benefit can be derived from understanding the impact of each component of the development mining process, with some of the biggest savings associated with conformance to drill design and the minimisation of overbreak during blasting. Australian Bureau of Statistics (ABS) data shows that since 2006 the balance of capital costs associated with mine development has become weighted greater than 75 per cent to enabling infrastructure and less than 25 per cent on process plant, equipment and machinery. The well-developed mine planning techniques including pit optimisation and scheduling and process plant design and optimisation have typically proceeded in a linear fashion from geology, mine planning, through processing, with some iterations back to the mine. Only then is attention paid to planning and costing of enabling infrastructure in any detail.Optimisation has typically involved developing cut-off grades, mine plans and schedules and ore processing that produces maximum economic ore. Infrastructure has then been sized æto suitÆ the mining and processing core business drivers.What the ABS data, together with global trends, indicates is that infrastructure can no longer be an afterthought if miners wish to achieve robust project value estimates, realistic ore to market costing and resource statements based on achievable economic cut-off grades.In addition, with such a large proportion of the costs originating from non-mining or processing activities, a mining operation can only be truly optimal if these aspects are given due consideration in the mine design stages, based on quality geometallurgical inputs so that the size and cost of enabling infrastructure is optimised to maximise project value.This paper outlines an iterative holistic approach to mining project development, which integrates the geometallurgical approach and enables infrastructure planning into project design and evaluation. The current genesis of pisolites and channel iron deposits (CID) has been defined in a way that presents CID as unique in the world. The published material on detrital pisolites mostly details the West Australian CID; most other global occurrences of iron-rich pisolites would seem to have an in situ genesis. An alternate theory for the origin of the Hamersley CID is suggested, involving an older greensand protore derived from volcanic ash and deposited on a glaciated Hamersley surface. This paper presents the author's observations, sampling and mapping after several years study and exploration for pisolites and CID in WA and in some locations overseas. It is not what one would call scientifically complete, and possibly asks more questions than it answers, but it is presented as a point for discussion.

A technique has been developed for the fast measurement of the liquidus temperature of molten salt systems. The method employs a type K thermocouple embedded within the centre of a copper cylinder. The cylinder is immersed into the molten salt bath and the resultant heating curve is recorded using a PC-based data logging system. Upon immersion of the cylinder into the bath, a layer of salt freezes from the melt onto the surface. When this layer remelts during heating, the shape of the heating curve exhibits a change. The onset of this change can be detected by numerical differentiation of the heating curve, and the temperature at the onset represents an estimate of the liquidus of the melt. This work describes the technique and its application to the measurement of liquidus temperatures of MgC12 - NaCl and BaC12 - NaCl salt mixtures, in addition to a number of solidus temperatures.

There are many compelling reasons why correct sampling schemes should be standard practice in the mining industry, yet there are numerous examples where poor sampling practices are known to exist in the business yet permitted to continue. It is not just technical issues that can be ascribed to the reasons for the continued use of incorrect methods. This paper proposes non-technical reasons why incorrect sampling practices continue, and identifies potential ways to overcome them.

Corrosion affects the performance of rock support and reinforcement at various underground mines, including the George Fisher Mine, where recent studies showed that this risk to mining operations is generally not well understood. Corrosion reduces the capacity and life expectancy of ground support and generally is undetected unless the traditional destructive pull out test is employed to detect defect bolts. Where it is still acknowledged that the pull out test has still an important role to play in determining critical bond lengths for static and quasi static ground support designs, it does not provide an underground operation with any reassurance regarding its bolt's integrity, which has been compromised by in situ aggressive conditions. Non-destructive rock reinforcement calibration testing on single and twin strand cable bolts, rebar bolts and friction bolts at the George Fisher Mine enabled the testing team to detect bolts with compromised integrity in one area of the mine. The non-destructive rock reinforcement integrity testing conducted uses a complex 'Stress Wave Analysis' package based on the processing of clear seismic signals imparted into the rock reinforcement element that is being tested. The seismic signals are processed by 'Fourier Transform' into various criteria which can be used to produce models of the element such as mechanical admittance, frequency spectra and velocity which are all being used in the final modelling of the rock reinforcement element under analysis. This paper highlights the enormous potential to effectively manage the geotechnical risk that corrosion presents for an underground mining operation.

Xstrata is the operator of both Minera Alumbrera Ltd (50 per cent Xstrata, 50 per cent Wheaton River) and Ernest Henry Mining Pty Ltd, (99.99 per cent Xstrata), both copper-gold deposits, using conventional SAG/ball milling at current capacities of 36 Mt/yr and 10.3 Mt/yr respectively. Alumbrera is located in Catamarca Province, in the north west of Argentina. Ernest Henry is located in Cloncurry, north west Queensland, Australia. Both operations started in late 1997, with commercial production achieved in early 1998. Different designs and equipment are in use for both operations, however the evolution of SAG milling performance, although logically related to their specific features, reflect similar trends of consistent increases in throughput. This paper will discuss the main changes to the SAG mill liners in both operations and the results achieved to date. A summary of the operating strategies will be included.

This paper stems from recent multidisciplinary research between mining engineering and health researchers at the University of British Columbia and the University of Victoria, Canada. It considers the implications of a future state of sustainable mining development that places more emphasis on consideration of mine community health and sustainability within the definition of mine planning best practice. It reviews recently completed research studies on mining and other resource communities in British Columbia, Canada and a process undertaken by the research team to share research findings. It then examines the outcomes of this knowledge sharing process placing emphasis on the development of a more collaborative and enhanced mine planning process that integrates community- level indicators of health and sustainability to more effectively address mine impact-benefits. The paper concludes by discussing current initiatives that aim to benefit the mining industry, communities, and governments as they plan future mineral development projects.
