The Paper presents the authors thoughts on how the mining industry should be improving the education of site personnel so they can provide a greater level of effective control of tailings dam safety including empowerment to develop their own documentation, monitoring and surveillance systems and to better liaise with specialist external technical staff or consultants.

Factors of importance in the ntilization of coal fines are mentioned, and the results of flotation tests on coal fines from three important coal seams in New South Wales are presented.INTRODUCTIONEconomic utilization of fine coal is an important problem in the Australian coal industry, particularly as the proportion of fines mined is increasing with progressive mechanization.While the use of uncleaned coal fines may be economic, it may be preferable to beneficiate them, but the most economic process must be selected.For beneficiating coal finer than about 28 mesh, froth flotation can be applied, but mining engineers should avoid practices that may be detrimental to flotation. Such practices include the indiscriminate use of water, particularly that containing a wetting' agent, for dust suppression. In addition, clay stemming in wet conditions may produce slimes which could adsorb on coal surfaces, while the use of oils and greases as well as the application of stone dust and chlorides in roadway consolidation may influence adversely fine coal beneficiation.This paper deals with the application of flotation to samples of fine coal from the Bulli, Greta, and Victoria Tunnel seams. In addition a discussion is given of the mineralogical constitution, size analysis, and degree of liberation of ash constituents of the various samples.COAL SAMPLESRepresentative samples of coal from the Bulli, Greta, and Victoria Tunnel seams were obtained for testing.

During investigations of the treatment methods for ore from the Bird-in-Hand gold mine carried out at Kalgoorlie and at these laboratories, it was found that excess alkali caused a lowering of extraction by cyanide, the cause of this being attrIbuted to the presence of a small amount of oxidised lead compounds in the ore. The subject has been discussed by various writers,3 but no satisfactory explanation of existing facts has been put forward. The ability to precondition (weaken) a rock mass to enhance caving (cavability and fragmentation) is becoming increasingly important, as more potential caving deposits are in stronger rock masses, and at greater depth. This paper discusses a full-scale blast preconditioning experiment conducted at the Cadia East mining operation, including quantification of visible and microscale blast damage. From a cave mining perspective, the objectives of the experiment were to quantify the effect of confined blasting on rock mass characteristics relevant to enhanced caving, and to provide calibration data for the purpose of numerically modelling alternative blast preconditioning designs.The experiment was located approximately 360 m below surface, and consisted of two f165 mm blastholes (60 m vertical holes) and eight HQ diamond drill monitoring holes (35 m horizontal holes). The diamond drill holes were used to sample the rock mass before and after the blast at varying distances from the blastholes. Rock mass blast damage was quantified both visually using core logging, and on a microscale using LABYRINTH® statistical analysis of X-ray microtomography data. Results from the experiment indicated four major findings:on the visible scale, the experiment indicated a 147 per cent increase in the number of hairline cracks within 5 m (p value = 0.015), but no change in geotechnical logging parametersmicroscale tomography of intact rock samples indicate significant localised intact rock damage up to 4 m from the blasthole (p = 0.007)preliminary point load test results indicate that blast damage results in a significant reduction in intact rock strength (p = 0.050)the significant increase in porosity and microfracture size associated with damage provides a mechanism for reduced intact rock strength due to confined blasting.CITATION:Stewart, P C, Brunton, I, Francis, D and Chitombo, G, 2016. Tin mineralization in both eastern and western Tasmania shows a spatial correlation with middle Palaeozoic biotite granites and adamellites. The range of composition of these granitic rocks is restricted with respect to Mg, K, and Na content. Because this compositional restriction is shown by granitic rocks from other tin provinces, the concept of a genetic relationship between these granites and the associated tin mineralization is reinforced, and similar concentration mechanisms may be involved.Gold mineralization is largely restricted to eastern Tasmania and in contrast to the tin mineralization is rarely spatially associated with the middle Palaeozoic granitic rocks, although most authors have suggested a genetic correlation with hornblende and/or biotite granodiorites.Although few analyses are available, the granodiorites that are spatially associated with gold deposits exhibit similarities to granitic rocks from gold provinces elsewhere. These features suggest a possible genetic relationship between gold mineralization and the granodiorites.The composition of granitic rocks may be used as an aid to exploration in delineating areas of potential tin and gold mineralization in granite terrains.

The material presented in this paper describes experimental work to determine the effect of variations in suction nozzle design upon inlet flow conditions. Four entrance profile shapes were examined under controlled conditions of slurry flow and it was found that the straight ended nozzles had consistently higher entrance losses than the straight taper or the ellipse, and that the circular arc profile nozzles were the most efficient. Subordinate considerations were the measurement of the quantities and the forces involved.As the work progressed, three distinct phases in the pattern of flow were apparent and the static pressures in each were carefully examined. An inlet zone was found to be unstable in changing boundary conditions, a transition zone was largely independent of slurry density and in a zone of stability the pressures were found to be directly related to the characteristics of the flowing pulp. In this zone pressure measurements were reproducible within ± 2 per cent regardless of changing boundary conditions.The effect of varying the "1" parameter of nozzles with a part circular entrance profile was examined and it was found that flow conditions approaching the ideal were obtained when the radius of curvature was between 0·40 and 0·550.

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

The epizonal Ag-Pb-Zn vein deposit at San Bartolome is characterised by a base-metal sulphide assemblage containing the spectacular development of interpenetrating, bladed networks of pyrrhotite which have been replaced by marcasite and pyrite. A similar assemblage displaying the same crystal habits and textures are also a diagnostic feature of the Sn and SnAg deposits ofBolivia. On this basis, it is reasonable to conclude that both deposits were formed from fluids of similar nature and origin. Although no economic accumulation of Sn is known in San Bartolome, further comparison of the geologic setting, age, mineralogy, fluid inclusion data and magmatic association of this deposit with the Bolivian systems has highlighted additional similarities consistent with a hypothesis that more extensive Sn mineralisation might exist in the San Bartolome area.

"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

IN the underground department of a mine, we may fairly say that "good management is based upon three elementals: first, sound engineering; second, proper coordination and efficiency of every human unit; third, economy in the purchase and consumption: of supplies.This paper is practically an analysis of the second element; which stands out prominently as the most important in the winning of successful results. The human units are divided into officers and men. The officers intermesh. One man takes responsibility where another throws it down; incessantly new conditions are arising where they may be doubtful of their powers; and always, on account of the three shifts, varying methods of work are coming into conflict. This very often results in disorganization. What is most necessary to guard against this is an esprit de corps, which would influence officers to stifle personal feelings for the general welfare of the department, To secure co-operation and loyalty of the staff, the writer recommends for the mines of the field a system of profit-sharing. Distributed on a salary basis, together with liberal holidays (not less than three weeks in each year) on full pay...

This paper stems from research and development in sensor and sorting technologies towards future sustainable mining undertaken by the UBC Mine-Mill Integration group in collaboration with MineSense Ltd. Sensors and sensor-based technologies such as ore telemetry and sorting are envisioned to be a significant component in achieving such ‘invisible’ future sustainable mining. Such technologies offer high flexibility and power in use: delivering valuable information from the very preliminary stages of mining exploration through to final upgrading of the ore preceding the fine comminution stages. This paper reviews sensors and sorting as enabling technologies towards a future smart mining operation and introduces a model in which sensor-based exploration (down-the-hole sensing), ore exploitation (smart-shovels), transportation (smart-conveyors) and preconcentration (sensor-based sorters) are effectively integrated to increase the present value of operations. It is anticipated on the basis of several case studies that an effective use of sensor technologies through tomorrow’s ‘smart mine model’ should lead to several positive impacts ranging from increased mining production, to reductions in transport costs, overall energy use and waste generation. In this way sensors can be used to maximise the profitability and present value of the mining operation from the exploration stage through to mine closure.

Investment decisions in the mineral resources sector are made on the basis of an assessment of the economic potential for a mineral deposit. Given the supporting information for the location, scale, and quantity of the commodity of interest, miners and investors aim to make risk-informed decisions when considering further investment. The objective of resource classification is the synthesis of various types and quantities of geologic information used in resource model construction to assign confidence categories to the estimated mineral resources, which can then be used to support informed economic decisions. In this paper a risk-based classification scheme for iron ore mineral resources using conditional simulations is presented. The method involves categorisation of each block according to a confidence level, considering expected recoveries from a kriging model over mining production volumes. The realisations of the simulated model are used to assign risk-based confidence categories to zones of the ore deposit. One motivation for this work is to assess the sensitivity of the scheme to geologic uncertainties. Specifically, that which uncertainty in the layout of mineralising alterations and weathering overprints influence variabilities of associated rock properties and the likelihood of obtaining expected ore recoveries. It is shown these risks have material implications for a project’s economic potential. How the scheme can be extended to the grade control context and the value subsequent grade control activities is also quantified.

An infra-red absorption study has been made of crocidolite, country rock. and associated host rocks from Wittenoom Gorge. The spectrum of the country rock is appreciably different from those of crocidolite and the magnetite-rich host rocks which are closely similar. A process to separate crocidolite-bearing ore from country rock based on infra-red emission is therefore possible in theory.

A number of people have expressed concern, understandably, that if mining operations take place in the Coromandel, the flows of mineralised ground water which exist will be intercepted. This water in many cases contains toxic metals including mercury, arsenic and lead and it is thought that if this water is allowed to enter streams or the waters of the Hauraki Gulf, it could endanger natural marine life and possibly established fisheries. This paper seeks to explain in simple terms the geology and the process of deposition of the various mineral deposits in the ground, the chemistry of the reactions between these minerals and the rain water falling on the ground, the hydrology and behaviour of this mineralised groundwater as it moves through the ground until it eventually enters the sea.

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. The development of the carbonization of brown coal briquettes to produce a hard char suitable for use in place of imported hard coke has continued in Victoria, and an experimental carbonization plant has recently been commissioned at Morwell by the Gas and Fuel Corpora.tion to assess the prospects for the commercial production and marketing of hard char in Victoria. The char offers advantages in its very low ash content and its uniform lump size, while the indications are that it could be marketed at a price competitive with that of imported hard coke. The hard char is unique amongst metallurgical fuels in combining a high reactivity with high physical strength, and research by the University of Melbourne into its utilization in foundry cupolas for melting iron has shown how modifications could be made to take advantage of these properties. An 18 inch experimental cupola has been built to test in practice the predictions made from this fundamental research.INTRODUCTIONSteady development has continued in Victoria from the promising laboratory researches at the University of Melbourne which were reported to the 1955 Annual Conference of The Institute (Worner, 1956). This work had shown that a hard lump char could be produced by the high temperature carbonization of standard industrial briquettes by careful control of the heating conditions, and that the special briquetting techniques adopted in Germany were unnecessary with Yallourn brown coal. Continuation of this research has led to the refinement of carbonization techniques and has increased the strength of the char until it has equalled that of conventional metallurgical cokes.
